>> the supreme court effectively limited finance limits conservatives say that the rul ruling is free speecher david shuster with more on the potential impact, and it's good. individual americans had a limit on the total amount of money that people could donate on election cycles, that limit is now gone. >> reporter: it now means that the spigot of donations will open even rider. the supreme court said that people have a right to donate how much they want. previously they were limited in giving these groups a total of $74,600. when it comes to supporting

candidates for president and for congress while individual donations are still capped at $2,600 per campaign, you can give that amount to as many candidates as you want. the previous 48,60 48,600-dollat has been eliminated. chief justice john roberts saying: just stephen breyer led ththe dissent saying the decisin was fatally flawed and may well open a flood gate. by and large republicans hailed

the ruling. >> you all have the freedom to write what you want to write. donors ought to have the right to give what they want to give. >> reporter: including billionaires sheldon adelson and the koch brothers. democrats harry reid and his top democratic colleagues were aghast saying the leverage given to the wealthy will kill the influence of average voters. >> the direction the court is headed in is just dramatic and just dark. >> federal campaign finance restrictions date back to the 1970s in the wake of president nixon's watergate scandal passing reforms aimed at curbig corruption. the justices have truck down restrictions on camping finances in the name of free speech. and the amount of money pouring into politics has grown.

2012 tot totaled $6.2 billion. today's rule could go bring a bonanza for strategists, political ad makers and television and radio stations who profit from the campaign commercials. >> there are americans who are annoyed and there may have been those who favored reform but in politics big money is only going to get bigger. >> yes, that's a great point about those annoying commercials. >> just wait. >> thank you so much. let's get more now on this ruling with real money's ali velshi. what is your take on this, and what is the role of money and politics? >> as it gets more expensive to run campaigns largely because of media costs and because money is out there it takes elected officials and those running for

office the time to raise it. it doesn't just fall in the lapse of members of congress or senators. they have to go out and have dinners with people and have fundraisers. what's evolved since the 70's, the advent of campaign finance laws is that back then people went to washington to legislation and they lived with each other, they socialized with each other. members of congress from different sides, and it had--there was a conspiracy of compromise and camaraderie that exhibited. in the amount of money that congress has to raise the time sacrificed has been time crossing the aisle, time developing relationships with people who are not in your own party and the danger here as more money cross that threshold and go well above $7 billion spent in election cycles you're going to find the spector of compromise starts to disappear.

not that there isn't much of that left right now. but you'll see this weakened. as we struggle here to find improvements for the situation the middle class face in this country, the income inequality we're dealing with, we're not likely to see people growing closer because it will force them to be out there hustling more money. >> okay, so what are the positives here, ali? >> a little positive. as we go through further campaign financing there has been one further goal. that is the money that is spent in elections needs to be reported. the silver lining here is that these increased donations because the cap has been raised will have to be reported to the federal election commission. >> talk about what is coming up on your show at 7:00.

>> well, i've got great story. there is a bill that would strip state of michigan $500,000 because they're offering a course to union members of how to organize. we'll talk to one of the bill's sponsors, a state senator there. >> that is an interesting story. 7:00 tonight with ali velshi, thank you so much. joining me now from washington is a lobbyist with public citizen group that advocates for campaign finance reform. my colleague ali velshi referenced this quote from justice breyer and he wrote the dissent be opiniodissenting opi4 vote. he said we'll see a flood contemplate justice breyer is completely accurate. this has just opened the flood

gate of politics an money in po. in citizens united the same five justices on the court ruled that corporations shall be treated as persons under the figures amendment and therefore can make unlimited campaign expenditures. immediately we saw a 427. percent increase in outside spending. most of that went undisclosed. in 2012 the trend continued. we saw another four fold increase in 2012. and then the same roberts courts and the same five justices have now ruled that the aggregate contribution limits are invalid, gone. the aggregate contribution limit was $123,200, that's gone. so this is a decision that really only expands if you want to call it the rights of

millionaires. it has no direct impact on you or i or any other average american. only those who can afford to give more than $123,000 in campaign contributions. they now will have the authority. >> for the most part conservatives are applauding the ruling, liberals don't like it but will both parties a find a way to make this work towards their benefit because both parties have wealthy donors. >> by the way, we're talking specifically about 646 people. in .04% of americans make contributions of $200. >> that's a fair point, but answer the question. i understand what you're saying this is about rich people. but is it about rich people for both parties. >> it is about rich people for both parties. if you take a look at the 646 people who hit that aggregate contribution limit back in 2012 it went 3-to-2 republicans

versus democratic candidates. it favors the republicans a little bit but both will find wealthy donors. this is about the rights of the wealthy. it is not really about partisan politics. >> do you think this decision is marking the end of campaign finance reform? >> this decision is almost the end of campaign finance laws in the united states. i just finished reading the decision a couple of hours ago, and you can see how they're validating the what we have left of the game finances laws. the groundwork has been laid for the next challenge of what little remains of the campaign finance laws, and it certainly appears as if it's going to be another 5-4 ruling invalidating contribution limits as well.

>> a few minutes ago my colleague ali velshi said the one good thing is transparency. we'll know who the donors are. do you see that as a good thing? >> there will be a little bit of an increase in transparency. the dark money, the hidden money, most of that comes from corporations. they won't want to be identified. they will still continue not to want to be identified about so they'll continue to funnel their money through non-profit organizations and it will be spend on candidates and it will be secret. that's the dark money. all we'll see is a couple of wealthy billionaires, of making contributions of massive amounts. one could write a check of $5.9 million and hand it over to speaker boehner or pelosi, and have the money difficul divviedr

powerful earthquake with less damage than many feared. items falling from shelves and people rushing to leave stores, the we got a look at some of the damage folks were pushed up against docks and some streets were flooded. we have on the quake's afte aftermath. the people who were forced to evacuate from low lying areas are now slowly returning home. their nerves rather tattered because of the aftershocks. it was very strong on the richter scale. water and power supplies were being restored slowly to these areas. the people who have witnessed other earthquakes were surprised

have come down here and this car is completely covered in dirt. down at the waterfront you'll see all boats scrunched together here and with the high waves you see some of them going online the damage could have been much worse but i want to show you this building right here. take a look at this. this is structure here, the graffiti over here and the well up here. here's the building right now. we'll look at the structure here and the graffiti and the roof here and the rooftop is completely caved in. this is five hours north, you have this office here. this is a scene that they saw

this morning. cans all over the floor, bottle it's over herbottlesover here. people going to the gas stations can only get one and a half gallons of gas. >> chile is an earthquake-prone area. they have been expecting an hurricane for quite some time. >> meteorologist: for weeks there has about concerns about this ring of fire. these are all the large earthquakes in just the past week. 109 that were 4.5 or greater. off the coast of chile, a shocking number concentrated off the northern coast. in fact, 40% of all the world's large earthquakes in just the past week have been clustered right here. people suddenly have been

feeling tremors. dozens of them sometimes. that triggered concern from experts that this is all leading up to a big one. a very big one that did hit last night. magnitude 8.2 just off the coast. fortunately it did strike offshore and this whole area here is sparsely populated. >> local reporting a shooting at fort hood. that is what we know right now. we're trying to gather more information from fort hood in texas. we'll bring you more information as we have it. yesterday the middle east peace process seemed to come to a halt. a few signs that it could be moving again slowly. the latest from the west bank.

>> welcome back. we're following breaking news out of central texas. the local media reporting there has been a shooting at fort hood one of the largest military installations in the world. reporting multiple people have been injured. right now there is a shelter in place warning all across the post and yes in 200913 people were killed in fort hood in a mass shooting. we do not know the extent of what is happening right now. simply that there has been a shooting. we're gathering more information for you right now. again, shelter in place warning. manny gomez is on the former, a former fbi agent, manny, tell us what might be happening right now in fort hood. >> well, shelter in place basically means take cover, and

protect yourself at all costs. this is a military installation. fort hood is a military base. it is the lead agency in this investigation and they are going to protect and uncover who is the person traitors of this crime. to keep shelter in place. that just mean to be in any place that is hidden. the shelter in place basically means the shelter and place where the gunmen cannot exit or enter. and so that's what the military is doing right now. there is a lot more to follow in this case. >> and fort hood as i said, it's a massive, massive area one of

the largest military installations in the world. it could take quite some time to stabilize this situation as far as we know we believe that there is one active shooter, but it could take some time to find out what is going on. >> well, they need to do this methodically and technically. in other words, be that it's such a large area they need to take into account. they can't take for granted that it's just one shooter. they need to take into account and do grid by grid search. development by development search and shelter by shelter search. they need to ensure that people who are sheltered in place may or may not be part of the incident involved. this is a massive undertaking, the amount of people that are

we don't know if there are any fatalities. we do know there is an active shooter on fort hood. we know there is a shelter in place warning that has actually come across the fort hood website simply saying this is not a test. this is real as they try to stabilize the situation. this is fort hood. in 2009 there was a tragic shooting where 13 people were killed. we are now trying to gather more information. we have former fbi agent who has joined us, manny gomez. the situation is still developing. we don't have a lot of information but we know that people have been called to shelter in place. how do you begin to stabilize the situation like this in such a large area? >> well again it's very difficult. they're going to have to go building to building.

they're going to have to--right now you all the intelligence services are trying to gather any and all intelligence as to who is in that facility, who perpetrated this crime. what organization, is it a loan whole. they are gathering as much intelligence as possible to find out how much people are there, what their firepower is, and ultimately they need to go, and i'm they are going, i'm sure, from building to building to try to identify the victim from perpetrator. extract the victims out. >> let me stop you there. it's not as easy as people think to know who the bad guy is.

explain a little bit more. >> no, absolutely not. the protocol is that they will go in heavily armed, s.w.a.t. team, etc. they'll tell people, come out, show me your hands. make sure that the people that are victims or supposed victims have their hands out, have no weapons. have no possibility of harming they are extractors, and then they will let them with the safety zone come out and be let to a zone of safety outside of the actual potential area. that being said at the same time they're going to have helicopters in the air zoning in on potential targets. they're going to have snipers,

heavily armed s.w.a.t. teams also patrolling the area to make sure there are not other perpetrators acting in concert of whoever did the initial shooting in this area doing anything potentially acting or reporting any other harm to people in that area. >> manny, fort hood, if someone has never been on a military installation, fort hood, like most military installations, they're really like cities. there are many civilians because there are families who live on these posts. they're really like cities. >> yes, oh, no, it's a huge place. you have tens of thousand of people that live and work in these forts. it's a huge undertaking to go,

it's really, really early at this moment. manny, if i could get you to stay close. social media really plays a role in breaking news stories. often people who are right there on the scene will put out information. what do you know? >> we first want to give a sense of what the area looks like. here is fort hood, texas, right here. it's right up against killeen, texas. this area is just massive as you're talking about right here. this seems to be the runway area where planes can come in and out of, this is an area where deployments can take place. we don't know where this took place in, but we just wanted to show you this area so you can take a look at it. we have a local reporter who has been tweeting out images. take a look at this. 13 minutes ago she said more police cars in fort hood, and

earlier she sent out another image if i can find it here. this is when a police car was speeding on fort hood for reported shooting. i also want to show you fort hood's website. everyone is asked to take shelter in place. >> marie ines, we do have more information coming in to us. kcen is reporting there is an active shooter on fort hood, and coming to us from our local affiliate there are several injuries, and at least one patient has been transported to the hospital. now they're getting specific of where things are happening on fort hood. what they're reporting is that the shooter is at the medical

building. this is coming from our local affiliate kcen. we have none independently confirmed this. there is a shelter in place warning and reporting that central texas college has been evacuated as a precaution. this is all in the waco, killeen area in central texas. this is where fort hood is located. this is where the family members of the fort hood soldiers worked and lived. again this is all in central texas. let me wrap up really reset the table, rather, for what we know. an active shooter on fort hood. a shelter in place warning. ccen is reporting there are several injuries. and an defense official has confirmed to reuters there is an active shooter.

that's what we know right now. this is a developing situation and yes in 2009 there were 13 people killed at fort hood. my colleague, jonathan betz, covered this when it happened. jonathan, take us back there. >> it was november 5, 2009, a targeted soldier was about to deploy to afghanistan. he was upset with the u.s. military and he was targeting american soldiers who were preparing to deploy to afghanistan. killed 13 people. convicted last year on 13 counts of murder. after that it was interesting note, richelle, they boosted security. it's already extremely tight. you can't just drive onto the post. there are check points, guards, guard officers. >> this is home to the largest

base. >> yes, there are tens of thousands of family members who live on the base. >> there are schools. >> there are schools nearby, it is a huge community with thousands of soldiers there. not all of them walk around armed, but there are lots of armed officers as well. part of the reason why the death toll that you saw were so high many of the people targeted were not carrying weapons it was against protocol for soldiers to carry weapons in this readiness center, and there are reports that he passed you will civilians and targeted soldiers who were unarmed. there are a lot of armed officers. the fort hood base really tried to boost security. they tried to get a handle of what happened by all indication it is appears there is another mass shooting at this military base. >> some sort of shooting and

trying to be stabilized. that is what we know right now. yes, this is the same fort hood where back in 2009 there was a mass shooting and 13 people lost their lives. we're trying to gather more information exactly what is happening now, and this is video of that tragic day back in august of 2009. former fbi agency manny gomez is walking us through this situation. it's an army post. surely it's safe and clearly that was obvious back in 2009 that something awful can happen anywhere. but talk us through how they're trying to figure out the situation, and how, in fact, do they even know that there is only one active shooter? >> well, that' that's a very vad point. they don't know at this point if there is only one shooter. so they have to dissect and try to analyze exactly what's going

on, who the shooter is, how many shooters are there, what their firepower is, and where they're at before they could safely say that that facility is secure. that's what they're doing now. they had to do this methodically. they had to do this building by building, safely to protect the potential people who in shelter in place and identify who the shooters are, shooter or sooters. >> how much of a challenge where so many people are armed.

>> there are a myriad of power arms. this doesn't have to be like the firearms from the military itself. texas just like we had a shooter in washington maryland area, texas, we don't know, it's still premature to tell who this person is, what they're carrying, and if they're involved in organized effort or if they're just a lone wolf. i'm sure the authorities there are struggling to put down a plan, to building by building

trying to figure out what is going on and trying to extract, that is key. the key is to extract the victims and people that have nothing to do with this, and protect those people and try to identify the people who are a threat. >> as you're speaking there is more information coming in. they have confirmed that they have evacuated their campus as a precaution. the press office at fort hood has confirmed an active shooter and injuries as well. they have not confirmed a number but that is coming out in the fort hood press office. we know president obama has been told of this situation, and also is getting an update on the situation of this active shooter on fort hood. one of the largest military installations in the world, a post that has been through a shooting before that mass

shooting in 2009 where 13 people lost their lives. at the moment we have no idea if this is anything similar to that, but we know there have been people injured at the shooting at fort hood as they're trying to figure out what is going on, would that be too risky. >> they'll go through building by building to identify who the victims are, who the people who are innocent and who have nothing to do with this, and try to take them away from the scenario and perimeter of safety as quickly and efficiently as possible. i'm sure they're doing that as we speak. this is a huge area, and you probably have at this time

thousands of people sheltered in place as per their request. if done properly and done according to the protocol said in 2009 and after 2011, and after the shelter in place, this is something that will take hours to do, dozens of swat teams and hundreds of professionals to be able to insure the safety of fort hood and identify friend from foe. >> quitfort hood there are thous and thousands of acres of buildings, where the soldiers train and woods. if the shooter were able to get

away there are extensive areas where the shooter could hide. as you said this could take hours to stabilize the situation. absolutely. the key is to get the innocent people out safely. the secondary mission here is to identify and neutralize the perpetrators. we want to protect the people. that's the a-number one goal. we want to get them out safely. even if the perpetrator were to get away, we'll fight that fight another day. but we want to protect and get people out safely, make sure no further harm goes to them, and we'll figure out who is dealing with this. >> again, it gives people an idea to pick up on what my

colleague jonathan betz was saying, there are 41,000 soldiers based at fort hood. in addition there are family members and schools on the post. children, it very much functions like a city. there are hospitals, there are stores. this is home to people. this is not just where soldiers train. this is home to people. this is very much a personal invasion to people. this is where people, children where families feel safe, try their best to feel safe every day, and now there is an active shooter at fort hood where people have been injured, and we're trying to get as much information on this as we can. at this point we don't know how many people have been injured. we do not know if there are any fatalities. we're gathering more information for you, my colleague marie ines has been gathering more

information. >> you have texas here, fort hood and down south is dallas. as we zoom in to this area, richelle, as you're talking earlier, this is a massive, massive space. this is all fort hood. this is the military installation here. this is all the greenery where exercise takes place. this area is just huge. earlier today, just a few moments ago you have fort hood saying there has been a shooting at fort hood and emergency crews are on the scene. no further details are known at this time. we do have an affiliate reporter who has been sending out images of what has been going on there. she says they've been stopping traffic here at the main gate at fort hood. you see all those cars there. earlier tweeted out this image. police cars just whizzing by.

and just moments ago from his staff we're told that the white house will not have comments about it until the situation really works its way out that officials in texas will be taking the lead on releasing any information, but the president being kept appraised of what is going on there as they apparently look for this shutter. it appears that this situation is not resolved at this point. as you've been reporting there are a number of reports of injuries possibly casualties, and we just have very little information yet. but what we do know is that the president knows. he's been informed. he's going to be kept appraised as the evening goes on. >> lisa stark, thank you, reporting from washington. we'll talk more about fort hood, one of the largest military installations in the word. home to the fourth i.d. as they call it, the fourth infantry

division. several hundred acres as well. this is the waco kill len area central texas an hour and a half outside of dallas if you're not familiar with this area. again maybe 45,000 members it is very much a city, very much the heart of central texas in so many ways. a lot of pride in central texas when you talk about fort hood and the responsibilities that fort hood has. there is an active shooter there, also the community college that is in killeen texas, that campus has been evacuated as a precaution because the situation has not been stabled. when we think of fort hood and we think of shooting and what happened in 2009 when 13 people lost their lives. we do not know at this point if this is as horrific as what happened back in 2009.

hussan. he went in there targeting soldiers who were headed to to afghanistan because he wanted to fight for the taliban. he was shot at the time. paralyzed from the weighs down targeting soldiers, many of whom by the way were not armed. the parole call unless you need weapons you're not walking around with weapons. there are exceptions, of course, but many of the soldiers were not carrying weapons. which is why some think the death toll was so high with that shooting there. he was convicted in 2013. 13 counts of premeditated murder. dozens more counts of trying to kill people. after that happened the u.s. military in fort hood changed their security procedures. they made it much more difficult to get on the base. >> and it was never easy to

start with. >> as an local reporter i actually covered fort hood, and being a member of the press it was actually never easy to get on post to begin with. they actually made it more difficult. >> i remember when we were covering it in the days and weeks covering it, we were not allowed on the base you could not just drive on to the base. there were armed check points and you're usually supervised. cars entering the base would have to have business there some decal, military badge saying they were supposed to be on the base and had business there. >> and they have certainly made a lot of changes, so that should something as awful as 2009 happen again there would be protocol. again, we do not know at all if what is happening now is similar to what happened in 2009.

we don't know but when something that awful happens you have to assess. you have to make changes. >> especially since it's only been five years. you would think that a lot of security procedures would happen in 2009. there are going to be a lot of questions of how this could happen, how someone could enter one of these buildings, likely armed. what kind of security the base has just talking about another shooting on an american military base. >> again, we don't know who this person is. we don't know if it was something that came from outside, someone who was already on post. and those questions will come right now. the situation as far as we know has not been stabilized. this is an active shooting situation on fort hood with multiple injuries. that is what we know right now. we try to gather more information. we're following the information. we're going to go ahead and take a quick break, reset the table,
