why slum dwellers in baghdad doubt the elections will make a difference to them. hello, south korea's president park geun-hye has formally apologised for the ferry disaster. her government has been criticised for its mishandling of the response to that crisis. >> translation: how should i apologise for the failure to prevent the accident, and the initial response, moves to comfort the pain and suffering of victim's families, even for a moment. i apologise with a heavy heart to the nation's citizens, that so many lives were lost due to this incident. >> an official memorial was unveiled earlier on tuesday. it was carrying mostly students when it sank this month. 193 people are confirmed dead. 174 people were rescued and 109

are still missing. on monday south korea's coast guard released a video showing the cap tape of the ship -- captain of the ship scrambling to safety as hundreds remain inside. that is le joon-seok wearing a sweater and underpants. we are joined live from seoul for more on that story. the response, harry, to the apology made by south korea's president. how was that received by the families of the victim? >> well, i think obviously they would recognise that the president of the countries has made this apology. i don't think it will make a huge amount of difference to them. throughout this - when we were down in jindo with the families, they were extremely frustrated, mainly because more had not been done, after it went down and there was greater hope that some

of the children would be alive, and the miscommunication from officials trying to tell them what was going on. they felt and were proved right that they weren't being given the full story. it's an important moment in terms of park geun-hye's presidency and response, the fact that she has taken responsibility and said sorry. as she herself recognised. it's not going to make a great deal of difference or a huge amount of comfort to those that have lost their children. what is interesting about what she said, and this reflects what the prime minister said in his resignation speech, that this goes further than this one tragedy, according to the government, saying a new ministry has to be set up and safety procedures have to bet energid throughout south korean -- to be energid throughout south korean society,

saying it's cosy relationships between companies and regulators that are supposed to inspect them. this is coming from the highest esha lop of see -- esha lon of south korea's leadership that there's a problem at large in terms of safety and the way business is carried out that needs to be fixed. that will be a huge task. >> the video released. we showed it. the captain scrambling for safety, has that given clues whatsoever on what exactly happened. has it changed the focus of the investigation. any more clarity on what happened? >> well, i think from the coast guard's perspective it was supposed to show them that they took the captain on to their rescue boat not knowing as they said when they came assure, that he was the captain. they said all the people that jumped off and were rescued were

wearing life jackets. what also is clear from the pictures is the captain and some other crew members were pretty much the only people on the deck. they have been telling the passengers to stay in their cabin and stay put and not run to the side of the boat and jump into the water. that obviously gives further ammunition to prosecutors who will no doubt use that in the case against the crew. but also the coast guard are having to answer questions as to why, as far as many relatives are concerned, they didn't try harder to get on to the ship and into areas other passengers might be. the coast guard is saying the ship was listing too steeply, and it would have been impossible to do that. these pictures have not answered all the questions. they have given indications into what happened at the moment the captain made the inma'amous leap to safety and raising questions

negotiations for nine months between the israelis and palestinians mediated by the americans. talks that both sides seem to have seen go nowhere. anti-clim abbing tick, it was -- anti-clim abbing tick. israelis decided to inspected the talks considering they could not negotiate with hamas, considering them a terrorist group. we should mention that mahmoud abbas on saturday said that he is willing to extend the talks, but only if three requirements are met. one, the release of the last batch of prisoners, two, a serious discussion about the borders of the future palestine state, and the freezing of all settlement construction. it seems for now there is no talks, there are no talks going on about extending the negotiations. in fact, the americans say it's time to take a break now.

it seems as though they want both sides to take a breath before trying to convince them to get back to the table. >> it seems that we're is not only getting criticism by senators, some calling for his resignation because of comments about israel and being an apartheid state, but from within israel itself. >> well, there are many israelis who are fuming about john kerry's statement, and upset that he used the word apartheid. it doesn't mean that israel is an apartheid state. he says it risks becoming an apartheid state. we should remember that there has been israeli leaders, including former prime ministers, including ehued barak and live ni who said in the past that if a 2-state solution is not met.
