6:16 am
neither leader is expected to make a statement, but india and pakistan have made public statements and what are they saying? >> yes, we were expecting a joint statement with the two leaders together and the indian foreign ministry would have vetoed what happened throughout the day and they raised the conversations and they wanted pakistan to make sure it is going to stop the terror attacks that were as they are concerned being launched from pakistani soil and they wanted to make sure that the trial continued and didn't drag out as i mentioned in the report. but they suggested the way to boost the relationship between the two countries was to make the border, which is line border, fishermen released there, get a few trains going
6:17 am
and that would boost the ties that both countries would like to see to kick start the country across south asia. >> you you have to mention the k word, two nuclear powers and fighting the wars over cashmere. >> yes, that was a strategic move by both sides. this wasn't a bilateral visit. it is a low key event to a certain extent not really highbrow diplomatic meeting and big issues to discuss. no the k word was not used. they have skirted around that for another day. the indian foreign ministry says it wants to continue to conversation between the two capitals and to generate an agenda and locations, times and
6:18 am
dates to continue talking about all of the issues that both countries feel very strongly about. they may have had a conversation behind closed doors but agreed not to mention it. we don't know. they want to public to know everything else they have discussed but we have to be patient. it is a sensitive issue for both of the cars. they have fought two wars over it. it is not solved in a day. >> certainly isn't. thank you for joining us. >> still unclear how many people killed in a rail accident in india on monday. a passenger train collided with a freight train. we take a closer look at the issues of safety surrounded india's massive rail network.

6:20 am
jeopardizing their own safety and that of the passengers. >> there is no money for the investment. >> all though hundreds of million dollars spent on the railways in the former years, it is not enough to improve the safety of such a vast network. >> a lot of money being spent by the development is for social and other purposes. not much money available for the infrastructure development. they have to set up a monitoring unit and monitor that the money is given to the railways and going for the right kind of activities. >> for more than 60 indians the railways are binding the people of the country together and declines in the making are proving deadly, thousands of lives lost since 2010.

6:23 am
successful, but has not dealt with the social media with the coos. >> you are seeing the military is not considered to be neutral. they are after the former education minister pointed that out, and what the military is doing is supporting the opposition party and what is happening the two groups that have been fighting each other for a lot of years still doing that now despite the military takeover. what you are seeing on social media, both groups are attacking each other and you could see that earlier at a protest and people defending the coo and shouting. so instability, this two camps are fighting. >> thank you. >> to libya, the prime minister
6:24 am
escaped unhurt after his house is attacked in the capital. the grenades were fired at the home. just the latest in what is becoming a very unstable country. we have a report from tripoli. >> this courtyard has seen it all. music and drinks before the time of ga dafy and forcing the closures. everyone has an opinion on the new government and the body that elected it. >> the gnc's mandate expired in february. the objectives are not good for the country. the people protested to end the gnc and now they are protected. >> the city was tense as the vote of confidence taking place on sunday. >> it took seven hours to get enough members into the building
6:25 am
just to be able to legally start the vote. in the end, it did pass, but it is a decision proving controversial. many of the gnc members stayed away in protest. >> what happened from the beginning us unconstitutional and the prime minister needed a 120 votes, he got 113. they stopped the session and continued to vote. we should have stayed with the old government. i have no issues with the prime minister, but this is not right. >> the budget is an issue. many are concerned that the money is going to fund the militias and those that voted for him have faith that he'll fix the libyan problems. >> i voted for him because it can't go on like this, the new government could bring all sides
6:26 am
together. >> most people want the same thing, a strong government with army and police force and they say their country is lawless and ruled by the militias. >> for me the most important thing that the pm is going to serve the country without taking sides and we'll work in a progressive way because the situation we are in is pitiful. >> people say that the hope they had following the 2011 revolution has long gone. >> time for a look at the world weather situation and rich, pretty bad flooding in southern china. >> yes, it is dreadful because of the regular flooding that occurs at this time. it is a frontal feature lying across the southern portions of china.
6:27 am
you are seeing the thick clouds and the weather front, the cold air is coming down. looking at the pictures here, we have had 12 people killed, two missing and 17,000 people displaced because of the flooding and a million affected by it. but the main area of concern now is moving across to the far side of western china and into vietnam and they have had a lot of rain in the past 24 hours. we are seeing heavy rain developing here. further towards the east not looking so bad, but northern portions of vietnam seeing very bad weather. parts of india as well. flooding here. probably improving in the coming

6:31 am
a real drive by the government to get people out, why is it so keen, it is going to be a shoe-in? >> the key word is the legitimatecy here. they want it appear at a legitimate election. the methods used are sending text messages and saying they are going to be fined if they don't show up. you have people tweeting, very well known figures close, saying that if people don't show up the general is going to with draw and showing for the first time showing empty station polls. there is worry that the turnout
6:32 am
will be quite low. >> the key turnout percentage is going to be higher than the last time? or the vote any way. >> yes, in the presidential elections of 2012, that was a period of optimism. and 26.6 million went and voted out of 51 million. so in the optimism you had 51% only voting from the total population. in an atmosphere where the party is excluded and heavy bloodshed and because of the crack downs and atmosphere where anybody knows the result, why would the voters turnout? >> despite the cynicism, there is little doubt he's very popular and he's expected to win
6:33 am
and he'll win mainly because so many egyptians want stability back in their lives, and they believe he can deliver that? >> there are belief in that. a large part of the population believes that on one side and i wasn't being cynical, i'm just describing what is happening on the ground, there are fears about the turnout and bloodshed, and in that context, i think there are many question marks on the legitimacy. >> why fears about the turnout, are people not voting on the first day? >> the fears are essentially reflected in the tv coverage in e vipt. what you are seeing is on the one hand showing empty polls and
6:34 am
on the other hand the presenters asking people to come out and incentives or threats if you don't show up you are going to be fined and there is showing a panic in terms of the voter turnout. >> lastly, are the voters voting blind because he's not given out the policies and not telling people what he's going to do? >> as you mentioned, there is a percentage of the population worried about security and he's the -- >> is he a stalking horse? >> yes, nobody is taking him seriously in terms of winning the election. he was a black horse in the previous elections. >> thank you for joining us. >> at least 19 people have been killed in iraqi capital.

6:37 am
that the military is saying we know where the girls are not but not going to rescue them or negotiate with them, so the future is looking bleak for the school girls. how much credence do we attach to this? >> it is thought that the public is skeptical of the statements coming from the chief of defense staff. around april 24th the same chief of defense issue add statement saying 120 of the girls were rescued and less than 24 hours, actually none of the girls were rescued and he issued a statement saying that the boko haram crisis would be dealt with by the end of april and now we are to the end of may. having said that, the military
6:38 am
is charged with rescue efforts and the involvement of the international community and countries like the uk and the u.s. and france makes it difficult to believe how the military chief can make such statements with no basis and given the notarity of the story. we are reaching out to governments and trying to get the validity of the statements and none are prepared to talk about this new claim coming from the chief of defense staff. >> it all seems to be a complete night mare for the parents and the relatives of these girls, just not the kidnapping but the government acting in such a way, how are the families reacting? >> well, that is why we have managed to speak to some of the
6:39 am
families by phone and they are saying they are watching and they are waiting. that is all they are prepared to say. they are happy with the news that the military saying they have an idea of where the girls are. in the past they have been given false information. they are not celebrating yet. maybe the military knows where the girls are and not using the fort, what happens next, negotiations, those holding the girls, it is unclear. the government has said it is not prepared to negotiate with boko haram or with the terrorists and it is very difficult to see if the military doesn't use force how they are going to rescue these girls. >> thank you. >> several of the ballot boxes are found destroyed and jeopardized the recount. the audit is underway after the allegations of rigging.
6:40 am
we explain. >> the driver said he was going to fix a truck and people stopped him. inside ballot boxes used in the may 20 election. some of the ballot papers are soaked in water. they are supposed to be locked away and guarded by the police and soldiers and allegations of vote rigging and fraud. some want a recount and all ballots are physically counted and how is that possible if they are in water? they don't know who won a the elections. they are accusing the opposition of rigging. a recount of the votes is the best compromise. as for the boxes destroyed -->> if there are missing ballot papers, boxes, there will be recorded which ones are gone missing. our intention is follow up on all the ballot papers.
