abandoned their posts. many officials here are very angry at what the army did. this footage shows the moment iraq's army fled from mosul on tuesday. this convoy drove in to the kurdish region abandoning the city, the governor says steps are now underway to get it back using tribal militias. >> translator: we have introduced practical steps to try to bring back a new system by mobilizing people in popular community to his try to win back mosul. our aim is to get rid of isil and the terrorist groups. we know that our enemy is terrorism. we are also meeting with international humanitarian organization to his try to ease the burden on those displaced people. >> reporter: all lies on 30's meeting in parliament where the prime minister will ask to a states of emergency to be declared. already opposition politicians have criticized this move saying the prime minister already has enough powers.

border with the province. now, there is a queue of cars stretching for several kilometers, make more. for the kurdish authorities this is a logistical challenge and a security challenge. every single car that comes through gets thoroughly checked by the kurdish forces. at the moment the authorities here are given priority to families or to people who have some sort of connection to the kurdish region. maybe they own a property or maybe they have already relatives living in the towns and cities across this part of northern iraq. but everybody has to register here first and the wait is long. it's very hot, and sometimes tempers flare. now we have been talking to a lot of the people coming through, they have been describing a calm situation for the past 24 hours or so in mosul. they said that members of the isil are roaming around the city, most have their faces covered but they say that they

are protecting government buildings, banks, even though they do say that police stations have by and large been destroyed. now people here are eckstromly worried of what is going to happen next. they do expect a reaction from the authorities in baghdad. and what they fear the most is that that reaction will be similar to what has been happening in the anbar province since the beginning of the year where the government has actually used air strikes to go after the members of the islamic state in iraq and the levant. so this is one of the biggest fears for people here even though they are extremely angry at prime minister al-maliki and put the blame squarely on him for what's been happening in their city. to egypt now where a well-known activist has been sentence today 15 years in prison. he was found guilt on charges of taking part in an illegal demonstration. he played a leading role in the up rising against former president mubarak in 2011. 24 people were also sentence today 15 years in jail on
