wisconsin's mining standoff on al jazeera america is struggling to combat fighters from the islamic state of iraq. which has now vowed to march on bag dabbing. that have been requested by the prime minister. as you can see from these live pictures the opening ceremony is underway for the 2014 world cup in brazil. kick off in an hour and a half, with the hosts taking on croatia. three russian tanks are reported to have crossed into the eastern ukrainian town, ukraine's interior minister told online news paper in three tanks were to cross the border, overnight.
2:32 pm
there are 279,103 active soldiers under the command of the defense ministry. but about 15 million more can be called up if needed. 649,800 people are registered under the interior ministry. including the police force and border patrol. since the u.s. invasion, his has declined sharply to just 336 tanks. the air force is also outdated with 212 aircraft, but only seven ready for combat. iraq is of course landlocked. it has a small presence, which marks it's fight over iran, and has only 60 vessels. well, the military analyst joins me now in
2:33 pm
the studio. thank you for being with us here. want with to talk about the pictures we saw about half an hour ago, of what is government claims were air strikes. targeted i.s.i.l. fighters. we with have seen the pictures. you have flight concerns about whether or not they are genuine? yes, i have. we with have to keep an open mind about this, apparently these air strikes took place yesterday. and we have no confirmation on the ground that it actually happened. with the spread of mobile phones everywhere, it would be very likely if there had been some major attacks and aircraft, around the areas of the i.s.i.f. positions, then we would have heard something. so we with need to get those reports confirmed before we believe them. it is just possible that the government is putting out reports about that,
2:34 pm
and those sort of impanelings to reassure the population that they are doing something. they have a very very small number of combat ready aircraft. so i'm suspicious. i need to sigh that confirmed. we have just heard that the iraqi prime minister has requested help. how seriously is that request being taken bearing in mind, the u.s. wants to get involved again. >> well, of course, the last thing the u.s. want withs to do is get involved again in iraq. but if baghdad were with to be attacked and to fall, that would be a serious disaster for the americans and ever the the west. now, president obama has already said that nothing has been ruled out. so you do begin to suspect that something is being planned.
2:35 pm
and i would believe the staff is putting their heads together tonight, the that we might see something tomorrow. remember, there is a template, and the template is libya. they were very successful at turning the campaign around with with just the use of air power. so this may happen if they guest past. we have heard reports her in the north now, and there are iraqi forces in the south. well, if tomorrow, for instance, those forces get through and the iraqis collapse again. then i think there's a good chance we will see air strikes against i.s.i.l. forces who may be moving down towards baghdad. and remember the americans have aircraft in the region, and of course we with have basis in turkey, and you have
2:36 pm
carriers in the gulf. so there's aircraft around, the americans have the ability to do it. they might actually take some of their allies along as well. >> talk to me about the state of the army at the moment? we know we have seen reports of some troops just abandoning their posts and heading back to baghdad, but we also heard there's been a call put out to ordinary people, young men, essentially, a call up to the army. how confusing is the situation does that make for the iraqi army moving forward. >> well, it is a difficult one with for the army. and holding the ground in places lie moss sole while the i.s.i.l. move further to the south. now, the iraqi army is in trouble, it is in serious
2:37 pm
trouble, whensomes throw away their weapons and they throw away their uniforms that means there is a terrible virus at the heart of the organization. and it's very very difficult once that happens to stop it. now it needs sue pour leadership, and very determined soldiers. i would hope the iraqis have that, but i doubt it. rail really do doubt it. and not training for warfare, and this is what they need to be good at now to stop. >> really appreciate your analysis, thank you for joining me here. thank you. >> now, it is the third day of the global summit and sexual violence in conflict. actress and special u.n. opened the summit in london on tuesday with a goal of bringing those rape who rape during wars
2:38 pm
to justice. more than 150 million young girls and boys experience sexual violence every year, that few perpetrators are ever prosecuted or convicted. >> on the sidelines of that, to look at the effort to tackle boko haram in nigeria. they also talked about how to rescue more than 270 school girl whose were kidnapped by the armed group back in april. barn by phillips has more. >> britain's foreign minister brought together african and western governments for an emergency meeting. looking at ways to defeat boko haram. they will do more to help the government. >> this will mean significant expanding the training and tactical assistance that the u.k. provides to the nigerian armed forces. it will include helping to train units deployed on counter insurgency operations in northeast
2:39 pm
nigeria. we will also provide further assistance to regional security and intelligence cooperation. but it is now almost three months since the school girls were abducted. mr. hague said he wouldn't give a running commentary on efforts to rescue them, but he did say that nigeria and neighboring countries have agreed to share intelligence, and tighten borders. is fact that the school girls is still missing is an indictment and it shows the limits of western with power. at this conference, which is specifically looking at ways of protecting limiting conflict, you can sense the frustration, that those girls are still held by boko haram. >> they want education. they wanted after the education, to get a job, they wont to contribute to the nation like in nigeria, but also globally. so we cannot deny them those rights. so we need to go back,
2:40 pm
sit, and find -- and i think that u.k. and other government will support nigeria to make sure that we bring the girls back home. mr. hague, says that defeating boko haram is a long and difficult task, but the governments here are determined to succeed. that may be true, but so far, they have little to show for their efforts. barn by phillips, london. >> unprecedented attempt, to hold the first completely secret trial in the united kingdom has been blocked. they also said the defendants could be named by the media. more on this, joins in the studio now by legal expert. you initial reaction to what we with have heard from the courts today? >> i think it is very positive step forward.
2:41 pm
obviously, the attempt to hold an entire trial, entire criminal trial in secret, was gravely concerning. the injustice were really in threat today. of course, the court of appeal has done, is balance the national security which was the concern of the prosecutors and ministers and the security services but at the same time, per serving at least to some extent the need for transparency, and the right to know what is happening in a criminal trial. is there a sense that they do need to be held in secret? is because it is a very difficult thing to weigh up, isn't it? is. >> yes. it is as near as difficult -- what one must be very kayful of is not to cry national security, and without scrutiny, it must be anxious scrutiny by the courts think is it necessary, and to what
2:42 pm
extent is it necessary to depart from the principle that the trial should be held in public. and that the pressure be able to report on trials. and of course, also what has happened today is that the judge while holding some of the trial can be in public, has placed a bar on the media reported at the time of the trial, what is going on. there will be a further decision taking at the conclusion as to what if anything can be published. they said if any parts of the trial were open storks the media, to the public, that it might not go ahead. >> yes. and that was a very interesting position to take. not part of it, but all of it. of course, what today has shown, is that that wasn't the case. the evidence which unfortunately the media wasn't privy too, in making the application that didn't support the claim, and of course the
2:43 pm
prosecution has indicated it is happy with the decision, and content with the ruling today. >> all right, we will wait with to see how much of the trial we with are able to see. appreciate your thoughts on that, thank you so much. >> know, it is a search involving thousands of police, but so far the billionaire has remained illusive. he is believed to be the owner of is ferry that sank in april. moment suspect he may be hiding in a church compound. reports in south korea. if another huge show of force in the most wanted man. nearly 4,000 police gathered for a second day searching 24 sprawling complex. or those that may know where he is. allowing our camera to get inside the singular world compound.
2:44 pm
and hundreds of angry church members. five on suspicion of traveling to the south to aid him in hiding. >> this investigation, other than detaining five people who went to select him. the search is going on for a second day. but we doubt anything will come of it. he is also a businessman, believed to be the real owner to family and other properties of the ferry that cap sized in april, killing more than 300 people. his continued evasion of the nationwide man hunt involves 50,000 police and half a million dollars reward, is becoming more embarrassing for authorities every day. the pressure is on,
2:45 pm
earlier this week, the president said it didn't make sense that he had not been caught. but after all the this effort, all the searching now in the rain, they will want to find more than simple building infractions at the end f it all. there had been talking of finding two alleged female master minds, and the mother. but if they were here, it seems they too have vanished just like yugana. still to come, on the news hour, why japan is putting money into the next generation of fight machines. we are just over an hour away, all the latest coming up in sports.
2:47 pm
hello, again. now japan is a country that many people associate with all things hi-tech, but of the science of robotics they are worried it may be falling behind. al jazeera has learned that japan is now launching a multimillion dollars program. this in a country where passion pitch is enshrined in the constitution. reports that is proving controversial. >> in a factory space borrowed from a friend. tests out one of his creations.
2:48 pm
15 years ago, he left his job to chase his dream. in a lonely uphill battle. >> my problem is not enough money and resources. i need money to build bigger robots. to buy parts, i work within limitations and try to make progress. a little at a time. >> and mini side inventions have won awards the world over. 23 design could be much more advanced. including developing humanoid soldiers. >> and the government is stepping in.
2:49 pm
it is really -- >> hugo is charged with creating a program called impact. which will fund inventors making robots for military use. >> and we are in the front face. experts say that technology is advancing so quickly, it is a value real point. hollywood has long entertained. but today real electrons with some now able to attack targets without human control. the u. 234-6789 began to debate -- groups are urging nations include jag pan to do so.

how to kill, when to kill, and if those kill civil januaries, how are you going to make those robots accountable he adds that the arms race having begun, he doubts whether any one or nation can afford not to get involved regardless of the dangers to humanity. steve chow, al jazeera. use can catch the whole robot port on 101 east, it's forecast at 2230, right here on al jazeera. all right, the world cup kick off is fast approaching and raul will have all the latest for us.
2:51 pm
the kick off of the opening day of brazil's 2014 world cup. the opening ceremony is well underway. where latest the host will take on crow way sha in the first match of the tournament. a big moment in the history of brazil. they have won the trophy five times more than any other country. it is a country as rich as brazil, that intensifies even further. >> the time has arrived for all brazilians what the whole world has been waiting for.
2:52 pm
i am anxious but happy also, because many people would like to be here. i received messages from friends saying it is their dream too, but they want different parts. i hopeky fulfill the dreams by win withing the world cup. 18ing in the world, and they have their own plans to counter acting. i will lock him in his hotel room, i respect him, he is a top player. >> we know what awaits us, brazil is not just namar. there are so many good players but i would like to say that the little crow ware with sha also boggs excellent players. i personally think that he may be losing sleep when thinking about playing crow way sha.
2:53 pm
we with have seven steps we have to think of the first step, we can't jump the seven steps. >> elise holeman, al jazeera. >> essential -- we went on to be hugely popular team. they think they are under for this game, may play to the country's advantage. no team in more than football history has ever been under so much pressure as this. this current team is. now join us now from his

base in rio deveniero. almost quite as nice -- well, it's been 64 years since brazil hahs honested the world cup, they have been prepaying for this one for seven years. the kick off is an hour away, the excitement starting to take hold. they are tarting to take hold. >> yes, thank you, the excitement is here, and you can see with the yellow and green everywhere, with with the shirts and flags and the atmosphere has changed. this is after all, a world cup match. no one with has won the world cup more times and they want with to win it on their home soil, yes, it has been a difficult period, that so many people are so concerned about holding the tournament here. is the money, and it is supposed to be a nonprofit organization.
2:55 pm
now they are just concentrating against crow way sha. i am interesting to talk to brazil januaries are watching at home, and if brazil getting that opening win, then you will start to see the party, and the fan festival, it may build that momentum. he says the pressure may cause a few problems. can the crow way sean team cause problems in they have big starrs in their team? they were excellent. they are one of those -- sometimes underrated and wrongly. they face in the opening game as well, and they won't be thinking too much about it, they will be thinking about their own strength that's why the experience has been so vital.
2:56 pm
but he has lifted it by having a settled sport, a settled team. the public demands to have plays in europe. he will expect them to get this huge result. >> kit be a great shop wind with doe to get great deals. yet we with have already has a huge deal moving from barcelona. >> they want sod transfer the activity out of the way, and this is one with that has been done from barcelona. players what an opportunity it is for them. remember, the brilliant team of 2002. unknown players got transfers to big cups.
2:57 pm
other players we know all about. if a big cup was with to come in you know what he is already offering. >> fantastic to hear from you, we will talk to you soon, thank you very much. >> thank you. thank you very much indeed. very very jael louse of lee wellings there. he may have just turned 90, but former u.s. president george bush sr. is showing no signs of slowing down. because to mark his birthday, americas 41st president decided to tandem jump out of a helicopter. he landed sately,s the his 8th jump, his first, that is when his plane was with shot down in world war ii. over the pacific. and that is just about it, but do join me again, where we will be updating you on the latest on the fighting in iraq, stay with us, bye bye.
