targetting israeli citizens in rocket attacks. >> reporter: it's been a day of speeches scprnings a vote on the resolution that -- and a vote on the resolution that the israelis wanted to pass about troops on the ground in gaza. we heard a speech from the palestinian foreign minister saying that israel has been targetting whole families and medical facilities and asked the international community to intervene. let's listen to some of his speech, and the flavour of that speech. >> we must put an end to the occupation, which is the source of all occupations in this country, which will allow people to enjoy their right to self-discrimination, and us to have a free and independent state with east jerusalem as the capital, allowing refugees to return to their homs. thank you for your attention.

[ clapping ] >> reporter: we heard from the israeli side, and they were adamant that the meeting shouldn't go ahead in the first place, saying it was counterproductive at a time when international negotiations were going on to find a ceasefire ... the diplomatic chief of hamas is speaking in doha. let's cross and listen to what he says through a translator. >> translation:..to observe a moment's silence, we stand and read the opening verse from the koran from the souls of those fallen. may god accept in his mercy the martyrs of gaza. martyrs, during the days of ramadan, and may god inflict his curse on the zionist occupation and those behind them. thank you for attending this press conference. as we said earlier, it was said and reiterated by my fellow citizens in gaza, it was repeated and reiterated by the spokesman of palestine, that what is taking place is an aggression. it is not a welfare wore between two seeds. we all know the story. in the face of israeli hubris, hypocrisy by the international
2:06 pm
community and the dual standards, the version is twisted. the prey and the predators. last month three citizens were killed. and as we speak no one knows who has kidnapped or killed them yet. binyamin netanyahu, the failed, the incapable, the impotent to his huberrous, he pointed the fingers of accusations at hamas, and he started this aggression against us, giving the green light to the juicish israeli settlers to kill the young israeli side. the u.s. administration should have rather stood up to binyamin netanyahu or this, what he described.
2:07 pm
he then shifted the battlefield to gaza, where the people did nothing, but suppress their anger for the killing. and without justification, binyamin netanyahu started his aggression on gaza, for no reason, but his inability to absorb the israeli public opinions anger. and in response to other fanatics in his government, like lieberman. that's why i label them as the occupation israeli army, who started the invasion, and aggression, belligerent aggression on unsuspecting civilians, gazans. the people of gaza are defending themselves. the palestinians are defending themselves, and the palestinian resistance are defending their

own people. we are the prey, not the predator. we have been preyed on by the israeli occupation for decades. wars. incursions. aggression, hostilities, and yet the army and their people are still slaughtering our people. we are the prey, not the predator. even under the international law, the prey can be pardoned for the manner in which the prey is fending off the assault. our people are doing nothing but defending themselves from the israeli aggression. the israeli army is inflicting destruction and murder on our
2:09 pm
people. we are standing up to them in bravery and ford attitude. some have raised the stakes, assuming that the people of gaza are drained out. they have been besieged for years. they assumed that gaza is easy bite for domestic or reasonable gain, and in order to ruin and to repeat to our national unity and reconciliation, and in order to direct attentions from the n questions that may be raised to them - binyamin netanyahu and others - were surprised, together with those who are used to their aggression. they were all - the brave
2:10 pm
fighters of al-kassam stood up to them bravely and ipp trep iedly. and by the grace of god almighty, gaza, our palestinian people and mighter than the israeli occupation. they surprisingly found out the palestinian resistant fighter are smarter, braver, have a longer breath, more patience, more steadfast and more creative. in brief, the resistance in palestine is proven to be mightier than the israeli occupation army. some have raised the stakes. some have raised the stakes that hamas is worn out. especially when they saw hamas
2:11 pm
giving compromises for the sake of the national reconciliation. they were not aware that hamas is giving compromises to their people for the sake of national unity. yet, it is an angry line standing up to the aggression, bravely, with fortitude. we salute the resistance. all the resistance faction, led by al-kassam brigade. who are now a source of pride. what would we say. they kept our heads high. may god keep our heads high. they have made us proud, and we pray to god almighty to reward them on our behalf. we take pride in them. we have the honour to serve them. it is an honour for a politician
2:12 pm
to serve the struggling fighter. without those men, we - our image would have disappeared. without those men, our image have disappeared. our voice would have lost out. it is only the sound of force that the whole world listened to. the resistance fighter of palestine have proven that they were not fast asleep. they were in a state of creativity. they have proven to be or to have been we wering, manufacturing, working day and night to serve the people. their people, and the moment of
2:13 pm
truth has come. they have been preparing, and today the whole people have seen what the resistance fighters are doing for the state. the national patriotic sentiment has been reinvigorated across the country. we do not question the ratery otism of all our palestinian citizens or factions. all the other palestinians - palestinian factions have the same one goal. is to force out the occupation. gaza is a model. it is god's proven testimony to the whole world. no one has an excuse to stand silent. gaza has been defending in three
2:14 pm
consecutive wars. this is gaza. superrem assy was not -- superrem assy was not only on the field, yet it was alsoremac was not only on the field, yet it was also incredibility. the israeli public opinion was fully aware that the statements made by the occupation israeli army were false, fabricated and m misleading. we are following the hebron media and we are aware that they are in a state of confusion. on the contrary, al-kassam brigade and our military factions say nothing but the truth. and if they say they fulfil the promise, whatever they say it must be held credible.
2:15 pm
we have an ethical supremacy as well. we are accused of targetting civilians, which was never our concern. yet do not label israeli settlers are civilians. they are occupying settlers living on occupied land that is not theirs. however, in the recent battle we were brave enough to stand up and confront the armed to the teeth soldiers, their officers and their elite. binyamin netanyahu and the alor have brought up to the front line the elite forces, and we stood up to them bravely. we do not wait for the war to continue. yet our resolve cannot be dented as we are defending our open
2:16 pm
people. so we have the ethical soup rem assy, and the living proof is that our fallen are civilianssu is that our fallen are civili s civilians, some military. some believe the resistance can be broken. we are all humans, we are aware that israeli has the military power, and it is supported by the whole world, yet we said in the past, no doubt the palestinian resistance can not be broken by the grace of god. some are hiding behind closed doors about arming the resistance. no one can. if you wish to do so, there are two conditions - ending the
2:17 pm
occupation and disarming israel. some will look at this as huge ris. why? the palestinians are not less than israelis. all the arab muslim world, including palestine and palestinians are not less than the whole people of the whole world. we said that you are looking down to all the people and the leaders in the middle east and the arab world. this is a humiliation. we are peer to peer, soldier to soldier. they are the settlers and the occupiers, and we are the truthful owners of the land. they are the thieves, the robbers of the land. we are the truthful owners of the land. we take pride in the resistance and resistance fighters.
2:18 pm
yet our eyes and hearts go out to the great people of palestine. the residents of shajaiya and other areas, and every inch corner, alley of the beloved home soil of gaza that has been placed by god, and it will remain as such. it will remain a beacon for the whole world. there's no doubt a catastrophe is taking place. as we speak, more than 600 people have fallen as martyrs. they may even reach the number of 700, and the majority of them are women and children. the enable, impotent binyamin
2:19 pm
netanyahu has taken revenge on civilians, he came together blindly and indiscriminately shelling civilians. gaza - what can i say. this is a press conference. poetry is not enough. 1,800,000 people have been besieged for eight years. they met and confronted this siege with creativity, manufactured their own weapons, defended themselves again as the israeli forces in three consecutive roles, in addition to the ongoing aggression. they have made the way of life out of the hell of siege. it is nothing short of an epic. the wounds of gaza and gazans are wide open. more than 1,000 houses have been
2:20 pm
totally destroyed - levelled to the ground. the displaced within gaza - who have not fled their homeland that this place - the displaced and the gazans cannot leave the home soil, although the topographical space is very small and limited. and i promise you they will return home soon together with those palestinian refugees abroad. it is a huge catastrophe. massacres. destroying houses, targetting hospitals. how many hospitals have been destroyed? how many mosques have been targeted? we are the prey, not the predator.
2:21 pm
it is us. it is pol pal -- palestine. it is our palestinian people that are the prey, not the predator. i address ban ki-moon. the leaders of the free world, who stood... ..unable to move a finger, but to adopt the israeli version. the u.n. security council convened an emergency meeting for the shot down of the militia commercial flight, and we take the opportunity to offer condolences as we did before on the loss of the victims. this is a crime. what about the crimes
2:22 pm
perpetrated and still being perpetrated in gaza. our people are slaughtered in the most appalling manner, and the whole west is aware that binyamin netanyahu has failed militarily on the ground, and that's why these taking revenge on the civilians. he was not able to reach our fighters. that's why he targeted innocent civilians. this time i believe that the whole world has been adopting the israeli version, trying to falsely depict israel as the prey, not the predator. it was too much for them to see the palestinian people and the palestinian resistance fighters standing up in bravery and winning victory on the ground.
2:23 pm
we are the prey. we are slaughtered. we are defending our people and our homeland. in the face of this humanitarian catastrophe, i pledge the world stakes international community, the humanitarian organizations and the n.g.o.s to stand up, to rise, giving up - giving a lending hand to gaza - not to wait. gaza deserves to be respected by the whole world. it is the minimum amount of duty to lend a helping hand to gaza and the gazans. i call for the permanent opening of the border crossings.
2:24 pm
it is the property of the arab states, allowing food plies. medical supplies. medical crews to enter gaza, and lend a helping hand. we are in a dire need for fuel, power. it is the duty of all. this is the least we can do from the humanitarian pound of view. we are more keen on a truce for a few hours, a humanitarian window to vacate the wounded. we can accept any humanitarian truce, in that sense supported by a genuine human relief
2:25 pm
programme. we can accept, we dant give up on our terms. we can't be intrigued and we cannot abandon our terms. this time the repeated failure by israel - binyamin netanyahu is used to failure. the call for ending the war came early, not on the behest of the palestinian resistance. i did not ask. i only requested for the honest free men of the arab nation to stand by the palestinians. from day one, they called for a ceasefire. we were aware that binyamin netanyahu is endure es.
2:26 pm
some claim qatar and turkey are fighting for a role to play. for those who do not know, it was kerry that - who called the foreign minister ris of qatar and turkey to approach hamas to convince them to accept a truce. once qatar and turkey started to move, we started hearing about other proposals. we cannot accept any government to monninger in palestinian side. the history with us and turkey is well-known. many are willing to serve us, and we do not object. we have no reservation for any state to play a role. what we object against is the manner of the content of our
2:27 pm
proposal. we accept and welcome any ests to end the aggression, lifting the siege for good. ferociousness on the ground is unrivalled. and unmatched. it is the response to the crimes committed by binyamin netanyahu and we alone and other israeli jewish leaders who will be penalized one day before the international criminal courts. we have been patient enough, yet our palestinian people, generations after the other, will continue to hunt you down. this ferocious battle on the ground goes in parallel with the similarly ferocious battle on the political arena. many wish us to accept a
2:28 pm
ceasefire. we say "then what?" they respond "you can negotiate.e." we reject this, ts base is rejected from day one, and today, the evening of wednesday, july 23rd, we reiterate our objection, and on the passage of time, we continue to resist it. what are the demand, they are lawful. they've been presented to all the parties. the turkish, the qataries. the united states and mahmoud abbas. we have presented our demands to all, and whoever is able to have them realised is welcome. i reiterate, it's time for the siege to be lifted.
2:29 pm
the gazans have placed their trust and responsibility in our hands. we cannot abandon this responsibility, especially in the holy days of ramadan or any other day. our people has grown weary of the siege, it is more than seven years. since 2006 it was a collective punishment for the palestinians for having elected their true leaders through the ballot box. for those crying over the bloodshed, the recent blood shed, i tell them, unjust siege have killed more. our people have the right to live, and are determined to live
2:30 pm
a dignified way of life. it is the human norm, an international law practice, killing by siege and starvation is no less than killing by bullets. swift killing is as punishable as slow killing. in the past they tried to accommodate the whizz bang, and jerusalem. assuming they have contained our people in 1948. to them i say besieging men will turn them into time bombs. i said it earlier to europe own officials.
2:31 pm
you have seen gaza has turned into a fire bowl. in the face of those who have led the siege to them. the same will happen to west bank, with the continued years of occupation, turning the palestinian cities totally jewish, the palestinian people will explode in the face of the occupiers, and those behind them. some believe our demands are too much. some argue the demands are so many. >> after this long-lasting battle, and the bloodshed, women and children and entire families, households have been wiped out from the civil resistance.
2:32 pm
i address president obama, ban ki-moon and leaders of the free world, we are just telling you, we are not begging. one day you will life to see the palestinian people living on their independent sovereign, free land. you leave or argue that demands are many. following this amount bloodshed the question is give me the price, what is the price to pay? how many israeli soldiers do you wish to see dead in order to see the siege lifted from gaza. israeli admitted to 33 israelis killed, and the figures we have are higher. the israeli media is fully aware that our numbers are higher and
2:33 pm
more authentic. so what is the prize from among the israeli death toll to have the siege lifted from gaza. if this is not enough, tell us what is the prize to restore jerusalem? what is the price to pay to have our palestinian refugee returning home. what is the price? how many israeli soldiers you wish us to capture, give me the price? in order to have our palestinian prisoners released. there is no need to neighbour great leaders. and as i said, i address my
2:34 pm
fellow palestinians, including the prisoners that all your messages have been z reached - all your message have reached and soon you will - we will all see you free. it's time for the international community to realise the truth. time is opportune for the siege to be lifted. this is the minimum. this is the least demand. now there's a consensus with the statements released recently. and the paper agreed upon which all the factions in gaza, together with the factions and our people, certain demands. these demands must le respected by all, and -- must be respected by all and it's time for the palestinians demands to be heeded.
2:35 pm
some would say until when. i answer we call aggression to stop. we not last, we answer. we have the longest breath. we can hold to our ground steadfast for years. it is obligatory to have the siege lifted. this is the minimum demand. let's agree on the demand and the manner in which these demands can be realised after that. we can agree on the zero hour for a ceasefire. all efforts exerted are being welcomed, without assertion. we cannot accept any proposal or initiative that does not include the lifting of the siege of our people. 10 days ago some have been
2:36 pm
calling for an immediate ceasefire to end the bloodshed among the civilians. then negotiate. if this could have happened, we would have spared some lives. why we did not do so? this is a clear evidence that there is hidden agenda with the israelis and americans. i hope i am wrong. today i would like to give account to an issue. israel is concerned with what's taken place in benghazi airport. they started to taste some of what we have been tasting for years. today the resistance fighters in
2:37 pm
gaza and the west bank will be able to siege them. despite that great difference in capabilities, yet our people are steadfast. our resistant fighter are capable of doing wonders. to the people of gaza, i say - and i'm about to conclude in a few minutes - you, the people of gaza are the symbol of honour. you are a beacon for hope. you have held our heads high, may god almighty keep your heads high. today you are fighting for own people. defending your own homeland,
2:38 pm
protecting your own honour and dignity toot for hours in jerusalem. you are also safe guarding our hopes here and abroad. your battle is in a very limited geographical spot. yet the magnitude is spilling over the borders. long beyond. you have sacrificed a lot. god knows that - how i felt the moment i visited you. all the palestinians, if not the muslim and arab peoples are willing to be with you, among you, siding with you. history has it that not only the resistant fighters that are defending and sacrificing, but
2:39 pm
also the people. a recent example was dr hall eel al-hiya who sacrificed part of his family in the past, and today he has done more - like many other palestinians. today, i reiterate me, myself, our leaders, all the leaders of resistance are willing to sacrifice their lives and the lives of their people, households for the sauk of gaza -- sake of gaza, the gazans, jerusalem, and for the palestinian homeland. the same applies to all the palestinians and every inch of our country. we pray to god almighty that one day will be able to be among you, siding with you. my fellow palestinians in every corner of the occupied territory. you have sacrificed a lot yet.
2:40 pm
i urge you to hold steadfast. the key key to success is what god says. in the holy koran. as god said in the foley koran, you will believe, preserve impatients and consistency by such perseverance, strength and other fear of allah, that you may prosper. we cannot abandon you. we cannot fail the people of gaza. if you are dying out of a steadfastness and starvation, we are willing to sacrifice our lives to have the siege lifted. i hope that the great battle of gaza will enable the
2:41 pm
palestinians to mend fences. the nobel prizes in blood is a call for us to reconcile. we are all behind the six demands of the palestinian people. yet other steps are required. we wish to mend fences. we wish to back, ending the aggression, lifting the siege and liberating our occupied territories, ending the occupation, releasing the prisoners, restoring jerusalem and returning - returning of the refugees. we should join forces at all fronts. we wish to join forces stand
2:42 pm
shoulder to schedule are. all the palestinian people and palestinian factions are used to fighting side by side. this was a case in the first, second interforwarda and many incursions. may god accept the great martyrs, yasser arafat and others, many to name. together with all the great martyrs. west bank is rising and i am sure that the flame of patriotism is resuming. gaza has one victory, now it's your turn to win victory for yourself and our fellow complains, and 1948 occupied territories are also rising.
2:43 pm
the people of gaza are winning victory against aggression, jerusalem against occupation and settlements, and all the palestinians are winning victory one way or the other at one front and another. i increase all the muslim nation people. thank you very much in every corner of the muslim nation. thank you for all those who supported us. yet the international community, including the united states are still adopting dual standards. we hope one day this will change, and finally i warn that israeli murderers that they will be hunted and penalized as criminals of war. i wish to meet you next time when gaza is siege free, without any occupation.
2:44 pm
>> reporter: [ inaudible ] would you say there has been a breakthrough in the past few hours. second question, what would that breakthrough be. have you received any indication from the u.s. that they would be willing to offer some kind of guarantee for a lifting of the siege along the lines of what you have spoken about? so is there a break through, what is the breakthrough and indications from the u.s.? >> translation: many efforts are being exerted. yet i cannot claim there's a breakthrough. many still insist that we should ceasefire, then negotiate. u.s. officials have suppressed that they are willing to offer assurances that following the ceasefire, we have experiences in past, and this is not credible. simply the answer is to have
2:45 pm
agreement on certain demands, ending the aggression, lifting the siege, and then we can have a ceasefire in place. you met with president abbas, and then... for those joining us on al jazeera, you have been listening to a press conference given by khalid mishaw, the leader of hamas's political bureau. his speech lasted 45 minutes, where he addressed the assembled international press in doha. some of the things he touched upon in the 40 minutes was a condemnation of the, as he put it, israeli aggression on gaza, and the finger pointed at binyamin netanyahu for the deaths. the palestinian resistance would continue, and they were the prey, not the predator; that gaza had been besieged for years, it has not been a fair fight, and that gaza is easy for israel to pick on, to speak,
2:46 pm
through our translator, and such conflicts allow israel to gain regional and national notoriety. he praised the al-kassam brigade, the palestinian fighters on the strip who are, as he put if, defending palestinian, and praised the gazans for their unity during the difficult time. he was also very insistent on demands by him and the palestinians for what they need in the future. and any chance of a ceasefire will depend on a lifting of the siege. that was very prominent throughout the speech. so who is khalid mishall. he's been a leader of the political bureau since 2004.
2:47 pm
in 1997 me was the target of assassination by binyamin netanyahu. when conflict broke out he moved to qatar. he had lived in exile. we have been listening into what has been going on. certainly in doha. he touched on many points in the 45 minute speech. the point i picked on at the moment, marr won, is that no proposal and no initiative can work out the siege being lifted. he's adamant about that. >> yes. he does not accept quiet for quiet. there's a minimum demand, and he kept talking about the siege. i would say there are - you know, in between the rallying the troop, and the whole political speech narrative there is a few direct messages to
2:48 pm
those negotiating in jerusalem, tel aviv, cairo, and so on and so forth. there's a duality in the way he talks. so one is there will be no disarming of hamas. hamas will never accept to be disarmed. until israel disarms, and there's an end to occupation. on the other hand he called for the rebuilding of gaza, and he doesn't want to make one conditional on the other. then he said he will not accept any unfair initiative, but he said any state can join in and try to help reach a ceasefire. so submitting egypt and so on and so forth. then he said he will not accept the ceasefire now, talk later. because lifting the siege will have to happen as the fire ends or the shooting ends. lastly, for palestinian unity,
2:49 pm
he is for the palestinian demands. he considers them as rights, as palestinians inherit rights, and they have to be met. >> how important was the speech publicly, marr wob, because it was assumed khalid would have spoken to president mahmoud abbas before appearing in qatar, and more than likely he would have spoken to the mayor of qatar. john kerry, tonight, would have been watching the speech very closely. >> yes, i think he would, and what we heard from meshaal today is similar to what we heard from mahmoud abbas. he made a speech condemning the occupation and aggression against gaza and the likes, from ramallah. you could say the tone of the president and the tone of the head of hamas is very similar. they did meet in doha and the
2:50 pm
meeting was cordial and productive. they do meet eye to eye on all the issues concerning the demands for a ceasefire, and all the palestinian factions are on board with it. so you could say, at least on the surface - we don't know what is going on behind closed doors - but on the surface of what we hear and analyse is na the palestinians are speaking with one face, but hamas and fatah agree, and secretary of state john kerry will have to deal with israelis and e-egyptian, with that one voice that is big on pain, expressing the pain, but at the same time high on boasting about their victory against the israeli military. >> lots to address and contemplate. we'll come back to you as the evenings aprogresses. a reminder of the toll in the

grief, but the political impact. the calls for justice for the victims are growing louder. how much longer can european pom tirns continue -- politicians continue to ignore them. investigators say the main focus is to ensure the remains of citizens are brought back to the netherlands from ukraine. >> we are planning on investigating the crash site again. just if you think of the size of the crash site - it's a very big area. it is very likely that there will still be human remains possibly left. so we very much want there to be a thorough search by forensic experts of that area, if there are still human remains left. that, at this point, is the main priority - bringing human remains back to in the netherlands where identification is talking place, and
