panama canal, 100 years ago, the shortcut from the atlantic to the pacific was opened to the world. >> well, there are signs that iraq's political deadlock could be broken. prime minister, nouri al-maliki has disagreed to step aside. crucially now, the country's sunni rebels say they're prepared to support the prime minister too, if their demands are met. >> we condemn terrorism in all form, that of i.s.i.l, the militias of maliki or the terrorism for their own purposes, with respect to the demand raised by dr. r rajahai.

the necessary measure to the bombardment and withdrawal of the so-called security personnel. >> well, the situation in iraq has been keeping european union foreign minister busy. let's cross over to sue turton. how far have they gone to extending concessions to different factions in iraq? >> some of the meetings is over and the foreign policy chief katherine ashton said the discussion was very strong and solid and very much unanimous behind help, approved help really what's going on in northern iraq. the conclusions that came out of that eu meeting really were that they wanted for those member countries that were keen to send both weapons, ammunition and humanitarian aid to that area very much back that push but

they were saying it was very much up to each individual country. and the countries standing out so far to send weapons and ammunition, of course france, the french foreign minister really drove forward to have this meeting at all in brussels while the rest of his colleagues were on holiday, they have already committed to send weapons. we're hearing that the u.k. and the dutch government are saying they will fairably consider joining that delivery of weapons and ammunition to the peshmerga. and the czech republic says it will make the decision on the 27th of august, very much looks like they'll follow suit to, fundamental military lethal support for the peshmerga. the germans so far have held back from that. their foreign minister is now saying he will go to northern iraq this coming weekend to see what the situation is but he has committed germany to say they

will go to the limit of what is legally and politically possible to help. concerns as to exactly where the weapons and ammunition will ultimately end up. that's why frank steinmeyer wants to go to have a look. built some sort of humanitarian aid corridor, air bridge they're discussing, that means they're going to drop as much aid as possible into the areas that need it. so the message really from here is, they are willing to help, they are committed to help, and that help will include military assistance. >> all right, thanks so much. we'll leave it there, for now, sue turton in brussels. jane arath is life in erbil. -- is live in erbil. jane we heard from some of the sunni leaders in el anbar

province. how generally in agreement are they in iraq? >> they certainly touch a deep chord of anger in iraq. to the iraq security leaders, and the tribal leader we are talking about, sheik sulaiman is one of the head tribal leaders, head of a huge tribe along several provincest but primarily in el anbar. specifically in erbil, there has developed in the past months and year, a common ground, in that they desperately wanted to get rid of nouri al-maliki. now that they have, they are

potentially willing to work with the new government but they have conditions. the big thing from the press conference in erbil, is that they are saying leave it to us. we will fight the islamic state group but we need money, we need weapons and we need political concessions. not easily done as you can imagine. >> jane ah rath, thanks for that. >> good evening i'm david schuster. we are breaking away from the iraq coverage. because the ferguson police department released the name of the shooter of mike brown and that brown was involved in a robbery the night of the shooting. talking about the latest developments let's listen in. >> we've made progress. work continues to insure the safety and freedom of people to assemble and suppress their views while respecting property and safety and staying safe.

our goal is to make sure we keep the peace, get done continue and justice is served. as we saw this develop, couple days ago, we worked on a number of things. one of the things i did was to make sure that we were going to get security in a situation here where folks felt secure and willing and able to express their opinions while these important investigations about this horrific tragedy were carried out. in that sense i ordered the colonel of the highway patrol to begin the planning and execution of that. let me turn it over to the colonel who will go over a few specific matters and captain johnson for the daily briefing. john replogel. >> thank you for your leadership over the last couple of days. the governor called me and said that he wanted us to take control of the security situation and i needed to pick a

commander for that job. we have a lot of resources we can bring to the table but i can assure you that the best resource the highway patrol has is its personnel. captain ron johnson, i think you've seen the tremendous job that he has already done here in this community over the evening. thank you. [applause] >> we lost audio, but again what they're doing here is ron johnson, the man behind the person who's speaking, state police officer who literal walked along with some of the draiforts. demonstrators. quite different than the previous nights, when the st. louis police officer was involved. we're going to work to

reestablish the audio, so wees n hear what's being said by the state police. as we work to fix the audio -- actually the audio's fiction of firms, there are lingering questions that hang over this investigation but we will get to that. let's continue listening. >> i would like to introduce ron johnson for him to update you on the events that occurred last night and what's ahead for today. so captain johnson. we did not make any arrests. it was a good night. people were talking. people were inspiring each other. people were getting their voices out. and we were communicating a lot better and they were communicating better with us. we had many leaders and activists out there yesterday that were helping keep the road open. informing the crowd. and that's what i expect to continue throughout this event. our department, along with st. louis county, st. louis city had a great night. myself and chief bellmer went down to the quick trip and we promised to communicate better and give answers to their needs. and we're going to continue to do that each and every night. you're going to see me walking down there this morning when i came, it's the first thing i did before i even came up here and got a briefing from our officers at the command post, went down there so i could get a briefing

for from the people who live in this community, so i could have a proper conversation at the command post. >> captain does the release of the officer's name and the security footing possibly involved in a strong arm robbery change the dynamics? >> i think the release of the name was requested by the community and they have gotten it. i have not seen the video. i was watching the news when i heard it came out, i have not seen that so it would be hard to comment on that. >> how do you anticipate that it will impact the tranquility, the people angry once again? >> i can tell you that today i will meet with the chief of ferguson and talk about how that was released, try to get a copy or be able to analyze the packet that they have. and this afternoon i will be walking back down to the quick trip and i will talk to the people there and explain what i see in the packet and some of the questions that may have been unclear in the presentation this morning. i will try to make those clear.

but i can tell you our task here is to ensure the safety of the citizens of ferguson. the health of the businesses in ferguson. but also, to ensure that the people of ferguson have their voice, their right to speech, their right to gather, is maintained. and that's what we will continue to do. >> captain what about the security of the police officer involved, is there any concern about security with with his name released, is he being protected? are you concerned about his safety at all? >> i have not spoken to chief tom jackson so i'm unaware of any things he has in place. >> (inaudible) mike brown and video that they released this morning, the guy's a young man that maybe the picture looks like him but the picture, look closely at the details, when you look down at his details, nike,

the picture of mike brown, long striped sox on and the black of the shoe being the sole. they are stating that is mike brown. that is so unfair for his parents, you have to look at the whole picture. >> and i have not seen that. >> i have it on my (inaudible). >> i can guaranty you i will look at that packet and i will look at that. that's why i'm down there so i can get this kind of information. >> did the locals misthan crowd control? >> like we've talked about i'm going to talk about yesterday. and i think yesterday we handled it just right, shook hands and hugged and we had a great time. we're going otalk about last night and move forward. i'm going to tell you what happened last night will move forward. >> is there a strained relationship between the state

and the locals? >> no, there is not. i spoke with chief bellmer and no there is not. >> the community has been asked for the name of this officer to be released for a long time now and it comes on a very same day that the police release footage that is purported to be michael brown. what's behind the timing of this? >> i can't tell what you the timing is because i saw it on the news like everybody else. >> same day as the officer's name, it seems to be -- >> i can't answer that. that may have been a question asked chief jackson this morning. >> for more information, like what happened in the car, a lot of people are really (inaudible). >> i can tell you as far as the latest information on the investigation, we're involved in -- [ overhead air noise ] have not

involved in part of the investigation. the governor has tasked us with security, wants to be sure that the people of ferguson are safe, they have a right to protest and speak their mind. that's what he's asked us to do and that's why we're here. >> (inaudible) lot of questions there have been in the community oabout the validity of the investigation and what exactly happened. can you talk about just how law enforcement approaches suspects, and what you try to do to make sure that shootings don't occur? what do you do? >> you know, yesterday you saw me out there talking. communicating. understanding and respecting. and that's our task. that's what this uniform stands for. when you look at a lot of the mission statements of law enforcement talk about respect and understanding. that's number 1. i can't speak of the incident there, i wasn't there, i think it's unfair to speak about

something i don't know about. the things i know about i will speak to, the questions i can get answers to, i will speak to i promise you that. >> before they released the information about the convenience store robbery and the convenience store security camera would you have been consulted? >> i would like to have consulted. >> (inaudible) mil militarized t (inaudible). >> were you here last night? you're going to see a bunch of hugs a bunch of smiles a bunch of conversation. that's what you got from me. >> young black man who lives in this community, white harassment in this community all the time, i was one of the ones who said hold up wait for the official word is. i took a lot of pressure saying

wait, let's hold up for what the official word is. now to come out this morning, i took off from work for that, as it did with the release of the officer's name followed immediately or including all this bs about it possibly being mike johnson and then to hear you say that you weren't included in the release of the information, although you are in this high profile position i find it utterly disgusting. i don't know how i could go back to my community saying hey i told you to wait up, for this official position. what am i supposed to go back to the people and you're not being included in the conversation? this looks like a figure head position, which is what jay nixon of doing. this is all figure head position. >> i can tell you that is not the case. i can tell you you and i are meeting each other for the first time. this is a serious conversation

and when you see me down there tonight, the tone of the conversation is going to change. hold on. in our age are we have to make sure we don't burn down our own house, validdize our vandalize our own building. a conversation that needs to happen, we can make that happen. but what i don't want is us to go down and burn our own house. that does not prove a point, that hurts this community and that's what i don't want. >> can you clarify in fact -- >> (inaudible) this kid what's going on and how do you expect the kids to be normal about what's going on right now, are you in line with them when they're walking to their classroom are they in a different world right now, what are you going to do for them, taking it step by step they don't understand they have got on the one hand they go to school or when they step out that door they got to go to

something else, how are y'all going to piece that together? >> you bring up a fine point and we may need to talk to the school districts, if i need to go to the schools and talk to those kids and give them confidence and let them know i'm just like their parents. i went to the same schools they went to. we will reach out to the school districts and principals and superintendents and let them know if they need us to come by and speak to those young children we will do that. >> i think what this gentleman is saying there appears to be a direct (inaudible) release of information and how the community is reacting. you're in charge of securing the community keeping the peace. other authorities are in charge of releasing the information. apparently the two sides have not met and gotten together and coordinated that effort. do you think this is a conversation that is going to be had so that you're in the loop with the release of the information and can react accordingly with the pilkingto ?

>> i guarantee you it's not going to be a conversation i'm going ohave over the phone. >> by talking to some of the residents here, they were saying that this is not a black on white issue, that this is about justice. that no matter the color of the officer that killed michael brown they want justice. i want us to hear your thoughts about the community sentiment that they feel there's not a good communication between themselves and the police department that patrol the streets of this community and there's a lack of confidence. what are your thoughts about this? >> i agree this is not a black and white issue because we all have sons and daughters and we do need to communicate better because you saw what communication did yesterday. so we do need to communicate better and we're going to do that. the governor talked about old wounds. this is an old wound. it's time to stop saying it's an old wound and close it for good.

>> (inaudible) rob mccullough, release of this video linked to about mccullough objecting to the highway patrol being in charge? >> this release came from the ferguson police department and chief tom jackson. >> how do you want to make your own community and especially the black community feel safe and protected around here again? after many incidents, past three weeks, all across the united states, biggest outrage especially international. what were your exact actions to make black young people and black families feel safe in your own community again? >> because yesterday we saw what it should be, we saw what it could be and we saw what it will be. >> how do you feel about body cameras for police officers? united states where it works really well where the violence and reports about officers that stepped over their power, increased by 60%. is that something that you push

for right now, to prevent incidents like that, that a young boy loses his life? >> i believe in cameras, every missouri car isequipped with a camera. >> you try investigate, people still feel confused and they don't know what is happening and they're getting cynical and they're getting angry again and you have to kind of break through the circle of violence and as you said you want to have a safe community. there must be a step taken by the police department to make those people here feel safe. this is your first duty to protect the people and not to shoot them down. >> i agree. and agencies are moving towards cameras. and whether they're body cameras or car cameras, i think cameras are important, cameras are part of law enforcement and part of the country. our job is our job and i'm going to do the job the same way if i'm on camera or not.

having a camera doesn't change the way i'm doing my job if i'm doing my job right. you got to step down. >> (inaudible) prior to him being killed there's a lot of evidence coming out of his character, what he was before the shooting. why is that not same transparent with this officer we talk about the safety of the -- this young man lost his life. i'm the father of seven children that are scared to death. they don't know if they can trust the police, on the way -- lets not paint this a white and black issue or the issue of the citizens of ferguson. this is all over the world as a young black man i'm a father. i'm scared to death for my children to explain to my son why his friend isn't here anymore. i have chances to take my little daughters when i come back home that the police are here to protect and serve you and when they look at the tv and see police shooting tear gas in

crowds of little babies. that bothers me as a parent no matter what color you are. i have a question for you sir, what are you going to do to make sure people are treated fairly? we had to fight to get this person's name. young plan laying dead in the street, we are coming to you guys, the authorities, to ask you guys to give us some respect as young black people in america that we can come to our police officers and they will protect and serve us, not just protect bus serve us. we ask you here to serve our communities when i go back home today, so my son goes to this 81 mang'man's funeral, they are goo do the best they can to protect you just because you are sending out protests, there is someone there to protect them.

that is the bottom line underlying problem i see here. i have a barber shop in the city of st. louis, all these young men ages colors and sizes and they are aware that this issue is going beyond michael brown because they have been oppressed for so long and this situation has been on the back burner for so long, how can we assure them that we can protect them from the scenes going on police military or whoever. >> i can tell you that we have outstanding law enforcement, officers in our state both black and white, male and female, are we perfect, no we're not but i tell you i wake up each day and i've got a son and i've got adaughter. and i talk about our intent is to make this state safe. our intent is to stand strong and protect all of our citizens in the state and the nation. our intent means nothing, if those are your feelings, we need to do a better job.

but can i tell you today whenever we walk away from this and these cameras are gone this is our opportunity to show you that you can trust us. it shows that you if i do something wrong, that another police officer will come up and say you're wrong. and we need something different. okay? and i told you earlier today that i thought that information could have been given out in a different way. i could have said it was perfect, i could have said that you know what i would have done it the same way and i'm not telling you that. we're going to have some conversation to make sure we're perfect. i can tell you the highway patrolmen who are here are outstanding. the st. louis police department is outstanding. i'm not going to call highway patrol to come to my home, i'm going to call st. louis county because i know they're good. every barber isn't good, there's a bad barber, that's the way of the world. but i tell you what, when you see your kids, when i got home last night, my daughter said

describe what you have seen? >> it's unclear. we need to state a fact, there's been a change of mind or two since that's been released. >> a couple quick questions. first of all, i think it's important to note the specific responsibility here that the highway patrol on the ground by captain johnson have and they're doing i think an outstanding job and will continue in the community doing that. i also say that nothing should deter figuring out how and why michael brown was killed. that is not the task with which the colonel was given and he soundeassigned responsibilitiese are going to be other bounces along the way and there will be a lot of tension at times. >> (inaudible). >> you've got parallel processes

going on here. the local one an the department of justice. those need to be accurate, they need to be clear, they need to be thorough and before conclusions are reached they need to be complete. and i know there has been -- you know i said certain things should have come out sooner than they did than later, sooner. that's not the point. where we are standing here we're standing here right now is that new facts are out that weren't out yesterday. but those are not the full picture of anything. those are some facts that came out. and i'm not saying they're not relevant or important. but we cannot forget, yeah -- they're facts they're pieces of information. >> do you think the facts have been mismanaged? >> no. i think the focal point here remains: to figure out how and why michael brown was killed. i think justice at appropriate in that situation. now, because of
