campaign have been turning out in the millions. now, what i can tell you is in one polling station, in a place calls helens they told us earlier they had seen 70% of their voters turn out. in other places they are saying there is potential for other 90% of their voters to have turned up that is quite extraordinary, an older gentlemen, 65 years old that wanted to vote no the referendum, and he had never previously voted before, it is that sort of engangment, and determination that we have been seeing and hearing about. got land's capitol, ghostly and almost hitten from view, as the nation decides. a gray day with a clear purpose in the passionate mood heading to vote, millions of beef are turning out to decide the future of their nation.
4:03 pm
they came with neighbors, and determination to mark their ballots. 90% of the voters have returned their ballots that gives us the first clue as to the level of turn out we can expect, and here at the largest polling station, they are already calling the turn out al have no, ma'am call. this surge is happening across the country. i think it is important to other part oz if world, that we can make really important decisions about the way the u. k. is governs and whether scotland will settle as a separate nation. today i heard it will be the biggest turn out for almost 100 years. >> this is possibly the first time that i felt that my vote could make a major difference. not just a minor political shifting here
4:04 pm
or othat way, but a substantial change. >> i think the stress has been building up. just everything so heightened, and emotions are high. because it is an important decision. >> the first minister of scotland cast his vote in north eastern scotland, while the leader of the no campaign, voted in eden burr, where the eyes of the world will be physicianed as scotland makes up it's mind about it's future direction. then the vent count starts in earnest, and we won't know what scotland has decided. we will see a trickle of results coming in through the wee small hours and then we will hear from a lady called lady katelyn, and she will give us the official result, we hope somewhere around 6:30,
4:05 pm
local time, torment, until then, we will just have to wait and watch, and see what happens here in scotland. >> a new video is said to show a british journalist believed to be held in syria by the islamic state group of iraq. in it, john kently prompts to reveal the group's motivation, he says he was captured in november 2012, isil has killed three hostages in recent weeks. this comes as the national security team continue to brief congress on plans to dismantle the group. mike, let's start with defense secretary chuck hague wohl appears before the house armed services committee. that did he have to say about the military's plans? this is the third day that officials have been on the hot seat, and yes, they have been facing a lot of questions from skeptical lawmakers. during the president's visit to the he is
4:06 pm
quarters central command headquarters in tampa florida yesterday, top commanders put forward the plans he largely approved and taking the fight to fighters both within iran and in syria. in addition to that, late this afternoon, the senate is working to approve the president's plan to arm those very same rebels. but as far as the targets against the targets isil targets that the president and the military is going to go after with the help of this coalition that the administration keeps talking about, command and control centers logistic centers infrastructure, that isil is using, targets being identified through intelligence right now. tony, still no word, when that campaign, if it is going to be, expanded into syria itself. >> like, john kerry was also on capitol hill, appears before the house committee. what did he have to say about building a coalition to fight isil?
4:07 pm
is. >> you know, this is a key question. there are a number of questions that lawmakers have, first of all, is the government in the shape now to been all inclusive, the way the administration hopes and much of the strategy is predicated on bringing those factions back into the fold. number two, is who is going to be taking the fight to the ground. and it's part of that, is who is going to be doing what, specifically, in this coalition. now they have both said this is partly a question of perception, they don't want this to be a u.s. led enterprise, they want nations to be a part of this, but lawmakers pressed him on specifically who was going to be doing what. some will help with legitimizing. some will engang in definancing. some will engang in
4:08 pm
training and assists. some in kin neck tick activities. some will be doing this, some will be doing that, but lawmakers want to know what specifically nations will be doing. the politics there, the perception, they don't want to provide too much detail in an open public hearing at this point. >> yeah, but they have to come clean at some point, i think you would agree. so the senate is expected to vote soon. will that pass? >> since the second word war, germany has also made it a matter of principle not to send arments into war zones. so this represents a political change, as well as a logistical challenge to rush the ammunition and vehicles into action.
4:09 pm
the weapons we are delivering are very robust, which only require relatively basic training. that is why they were selected. >> so much material is being sent to iraq. it will take three shipments to bring over the assault rifles. 8,000 pistols as well as heavy machine guns. like this one. germany isn't sending any soldiers to fight in iraq, was it is sending over some trainers and bringing some kurdish fighters to germany for training here. only one in three supports the shipments, sending arms to the soldiers known as was a matter of national security. >> when terrorists take control to give themselves a basis, then
4:10 pm
the danger rises for us. the now security interests are effected. >> part of the government's concern is that german fighters in iraq and syria may return home, battle hardens and bent on act, of political violence. which are are conducted bombing raids. >> germany cannot forever look with folded arms and give moralistic advice, when others are bleeding. germany usually says weapons never help a conflict, but the leaders say with isil discussion simply isn't possible. al jazeera. >> police in australia said today that they stopped a plot by isil support es to carry out beheldingings there.
4:11 pm
we have to discredit a cult, mas. kadeing as a religious movement, and claiming with no legitimacy to be a state. >> australian prime minister says the raided were prompted by intelligence that a leader was calling on supporters to perform demonstration killings. the president of ukraine spoke to congress today. told the joint session that the world was only the verge of a new cold war. 20 ask for he that will military aid for ukraine. al jazeera patty has the story. >> not many world leaders get to address congress. but that's exactly what happened. it was passionate, several rounds of standing ovations he said
4:12 pm
that ukraine is basically stopping another cold war, success there could prevent wider war enveloping europe. it is america's war too. it is the war for the free world. >> for the free world. >> what he wants is he that will military assistance, the obama administration is not expected to take that step. announcing $46 million in aid, but it is not expected that he will leave washington with what he wants. >> the u. n. security council is holding an emergency session to address the spread of the ebola virus, there are nearly 5,000 confirmed cases now. and global held leaders continue to struggle to contain the virus are. live now from the united nations, james, as always good to see you, we just
4:13 pm
learn add short time ago that the u.n. is creates an emergency help mission. woe have had a vote from the security council, they say that they are going to step up the fight against ebola, but we also hear from the u.n. secretary general that right now, the world is losing that fight. he said the spread is yous pacing the response. that's why he is urging to commit more funding. he says a 20 fold increase to $1 billion to fight ebola, and as you say, he says he is recessing up a brand new mission. >> the separate of the disease is outpacing the response. no single government can manage the crisis on it's own, the united nations cannot do it alone. this unprecedented situation requires unprecedented steps. to safe lives, and
4:14 pm
safeguard peace. therefore i have decided combining the world health organizations strategic perspective. with a very strong logistics and operational capability. >> well, we also heard from the front line of the fight against ebola, from a doctor who is there in liberia, and really grim picture painted to the ambassadors who are listening there in the security council by video link. because he told them he is having to turn away patients from his hospital, and two of his own cousins as nurses has already died. is there a sense now that
4:15 pm
the world is just now beginning to truly galvanize it's response to this outbreak? >> certainly baneky moon praises the response, but he needs much more, and many other country cans to get involved. that's why the security council meeting very very rare, they meet on a public health crisis. but we will see more in one week's time, there will be a meeting of heads of state here at the united nations. next week it is the high level session of the u.n. general assembly, when all the world leaders gather here, a lot of on the agenda, but ebola will be high up there. the centers for disease control, esmates that 2500 people have been killed by ebola, but even when people die, the virus lives on. and that requires a special team to bury the dead, in such a way as to prevent containing.
4:16 pm
4:17 pm
we have to do more than just treatment, we have to stop the transmission. >> the red are cross says education, and a change to people's behavior is the only way the virus are will be stopped. it is running awareness campaigns in towns that people reare main deeply suspicious of the virus, and of outside help. >> we need to be able to find trucks, vehicles, to get our teams out into the field, the very remote very small villages. to make sure that everybody is getting reefed, that everybody is hearing the right message about how we can prevent this from spreading even further. they pay theirn't ares to their friend, their brother, their neighbor. they pray the virus is not being passed only. and that his death does not mark the beginning of

more to come. and coming up, apple says it's new operating system is so secure it will keep the data private even the police ask for it. jake ward will explain how it works and alley ba ba may become one of the largest i. p.o.s in history tomorrow. first it is cleaning up counter fitters on it's site. vé
4:20 pm
yo know there is growing concern about protecting personal data on our smart phones. apple says it's new aid operating system, which was available for download yesterday is even more secure, so secure that even the company can't unlock your device. huh? jake ward joins us live now from san francisco. this seems like a pretty radical move. >> tony, it is part of a larger trend that a lot of design and engineering companies are pursuing. there's an interesting comparable thing here with a project calls
4:21 pm
theurca product. they created a version of a bicycle in which the frame is in and of itself the lock. so that if you break the frame, you are -- you break the lock, you are breaking the bike. making an unstealble bike, the idea is there's this broad category, where we are going to put the safety of this object in our customer's hands. we are used to thinking of the manufacture doing anything they want with this creation, but this is one where you let it out into the wild and let it be sort of safeguarded by the consumer. so that seems to be the thing, so an salt lake tries to create a system in p which only you, the consumer have control over the phone. what are the limits. >> it is interesting to read the language that apple put out in it's statement, it says unlike our competitors apple cannot bypass your pass code and therefore cannot
4:22 pm
access this data. so it isn't technically feasible for us to respond to government warrants for the extraction of this. it sounds very impressive, and i am sure it will impress a lot of people, but the words is very specific, it's not possible for us, apple to access -- the data on your phone. the thing to keep in mind, is that other providers of data, like google, or facebook,ar any other makers of apps they are still using the phone to figure out where you are, what time of day it is. and government intrusion could get into servers. and so it is not that all of the things you do on your phone will be protected just the individual pieces of data that apple stores on the device. only that will be protected. involve the that is a the case, there are these limitations what's the point. >> i think this is symbolic gesture.
4:23 pm
and the same way that this bike manufacturer is trying to teach everybody what it is to really create an unstealble bike, i think this is apple trying to put it's foot down, and say we take seriously that this is something that matters for our customers and i think they are also trying to inspire other companies to take similar steps. to make their stuff that only the customer can get into it. funny there will be this wholesales pitch around, hey, it is the nsa proof phone. jake, appreciate it. alibaba china's largest online marketplace is scheduled to go public tomorrow. it could be one of the largest i. p.o.s in history. real money has our report. >> while alibaba did not
4:24 pm
report, in it's i. p.o. files with the securities and exchange commission, the worlds counter fit, and versions of the world fraud appear 20 times each. in these failure to deal effectively with any fraud on our marketplaces and other sources of customer dissatisfaction, would harm our business. alibaba says in 2013 it took down more than 100 million hyper links. from it's website, it also collaborated the chinese government on 77 investigations. in the which members of 51 criminal groups suspected of dealing with black market goods were arrests.
4:25 pm
i continue to hear complaints that cooperation with legitimate producers. i believe it is incumbent on alibaba and other platforms to do more than the bare minimum to stop pie rassey, particularly as they prepare for an i.p.o. in u.s. capitol markets. alibaba says it does doing more. setting off 30 plus million dollars reimbursement fund for shopper whose unoingly purchase knock offs. to interintercept illegal proceeds from fakes. and introducing a three strikes and you are out policy to ban repeat offenders. but the counter fit doesn't think that's enough, the group is funded by global brands to protect their property right. >> after they are removed from the site, the counter fit sellers can contest it and absent a court order or court
4:26 pm
action, alibaba will put them back on the site. >> they have also resorted to shaming counter fit sellers. listing their names and country of origin, while most of the evidencers are chinese, a growing number are bases in other countries including the united states and uganda. a footprint which says as much about their challenge as it does about it's global envision. al jazeera. wall street saw some new numbers today. and s&p 500 rose by ten-points also a new high, the nasdaq up above 31 points on the day. there are 7.3 million people using the obama-care exchanges. this is the first update since enrollment ended. it includes people that paid up as of august 15ing and made the number of sign ups was more than 1 million, but

syrian rebels to fightme the islamic state group inside iraq, and maybe eventually in syria. this comes as secretary of state told congress today that 50 countries are willing to join a coalition to fight isil. and defense secretary says the military has given the president a plan to attack the group joining us now is william mccann, and former senior adviser, at the u.s. state department. blood to see you, and with us here in studio, is the host of fault lines josh rushing, and josh, you have don't quite a bit of traveling and you some stories to tell, we will get to you in a second, feel free to fully engage here. let me start with you. secretary kerry are said this morning in testimony before the house foreign
4:31 pm
affairs committee that isil has to be defeated. that it has land and finances that al quaida never did. what is your analysis of the plan being put together? >> i think the plan is a good one. using air support, working with forces on the ground. training reliable proxies are we don't have any, i think the problem with the administration is that it is sending mixed messages about what the goal so. we are hear we are going to degrade the state, and also going to defeat or destroy the islamic state. those are two very different things. the kind of operations are are in line with debraids the state. >> the idea of defeating the islamic state group,
4:32 pm
isil, in iraq, that is what -- take the work of air strikes will it's french in coordination with the u.s., it is going to require the work of the iraqi security forces that haven't performed great at times. but it also in order to ultimately not just defeat, but to detroit them, it will take a pretty massive political effort in that country as well, and how is this new government, under either allahbade how it coming together. >> i think the politics is far more important than what is happening on the ground. >> really. >> absolutely. there's a number of groups that are, world leadersing together for the moment, the most important of these groups isn't the foreign fighters, but the sunni tribes, and they are angry because they have been disenfranchised from
4:33 pm
the government. so it is up to bring in the sunni tribesman and put them back in the government, but it looks like he is the same as maliki in that regard. >> is that what you are seeing? >> . >> and you still have like the largest tribal leader is in exile because they want to kill him. and by they, the iraqi government. >> let me come to you, and then i will get back to this point, the house has approved the president's request for funding and training and equipping the free syrian army. this is a big bone of contention. one plan with a couple of very distinct objectives, is it clear to you what the u.s. will be asking these fighters to do? is the u.s. asking these fighters the free syrian army to take on asaad and the islamic state in
4:34 pm
syria. >> they are going to be able to in some measure go after the regime, because we won't be able to retain them fully, and this is a rebellion -- and not overthrowing the islamic state, they have to deal with the islamic state, if they are going to have a chance, but i don't think the rebels see those as mutually exclusive. >> how much concern is being impressed along the people you talk to? and the syrian aspect of the i.s. strategy? >> well, there's a lot of hand readings aability the strategy, you have some that still don't want us to be involved. you have some who have wanted us to be involved a long time, and don't think this effort is enough.
4:35 pm
even people that have very settle positions are worried about the consequences. because either way we go in this, there is going to be horrible bloodshed and unsavory things done while america is leading this effort. i think anybody, any responsible person who had to make a decision, is worried about the consequences of their decision. >> will, did you want in on this. >> yeah, we are talking about the consequences, you brought up in the very beginning. one of the differences about the islamic state, is the islamic state has expressed an interest to bring down the u.s. until they started with the air strikes. so if you push them back, but you can't quite get to them in syria, are you really creating a monster that will reach back at you? by bringing the fight back here, and we know they have americans, we
4:36 pm
and britts among them. they are passports that make it easy for them to travel. so i wonder about these consequences. when you look at how he addresses there, will they be bringing the fight back home. >> that's a thought. and i know it is being considered and talked about, by the leader whose are testifying before congress this week. will, if you wanted to not able to succeed, free syrian army, let's get to joshes point there, and make them viable. and have them walk the u.s. line on this. is -- what's the number, 500? no, that amount of money is not enough to do it, you will recall that president obama submitted this back i believe it was in june, and this is when he was still calling the islamic state group the j.v. team, this is
4:37 pm
not a serious amount of money, if we want to equip and prepare the syrian sunni rebel opposition. it is really continuing the old policy, and just reframing it. >> and if that's true, it would be because the president really does not believe in the ability of the free syrian army to do the job that is being set out for it to accomplish. >> that is exactly my worry, yes. >> josh, i know you want in on this. >> i would say it is a double edge sword. the more money, the more weapons they get. a reality is some of those maybe many of those, can end up in the hands of anybody. what i saw groups is that -- drying u. s. mvs,
4:38 pm
i saw up armored i asked how did you get those, they got them from the islamic state, who got them from the iorackky army guys. so any time you put weapons into the battlefield, it does spread to everyone eventually. >> and what's the real -- you are getting at the real concern here. a that has been expressed time and time again, what are the real allegiances and agendas here, and how can we be sure, through the most careful that the material that we supply, these groups with, these militias these neighborhood militias that that material isn't going to end up in the hands of the really bad guys. we may be dealing with some bad guys, but we don't want the arms in the hands of the really bad guys. and you are telling me it is difficult to do when there are cases are that's exactly what is happening. >> it is exactly what is happening and you don't know when they will become the really bad
4:39 pm
guys. it's a messsy battlefield. and these aren't are like well established militaries with really clear ideologies. it is all over the place, and the idea that you will find the perfectly moderate sunni rebel are in syria that you can forever trust with whatever arms you give them, is a unicorn. >> they have layed out a plan that will extend beyond his presidency, and i think we get a sense of that from your reporting, how difficult a bat salt lake this going to be to defeat? isil in iraq, and ultimately isis in syria? >> i think they will be able to push back isil faster than think think. >> i agree with you. >> i a saw the front line moving. i think the big battle will be moss soul. but i think they will solve the iraq problem, by solve i mean that in the weakest way possible, because it will just be
4:40 pm
another probable. but the real problem is going to be syria. and syria is the one that could last a very long time. >> josh rushing he is the host of al jazeera fault lines good to see you, and william mccan't, he is a fellow at the brooks institute. thank you both. and today's power politics 47 days until the midterm elections and a louisiana senate race, which may be key to determining which party controls the chamber has just taken another bizarre turn. david chuteser here with that. >> domic senator mary landrieu is facing more trouble. person more goo. person mega. now haves in hot water over immigration reform. of being soft on border security.
4:41 pm
really? mary are thinks that is the threat. the chairman of hope land security appropriations, she voted to double the border patrol. on border security i will put my record. >> include as senate floor speech when she called the border fence a dumb idea, and pledged not to support it any more. watch. >> i voted for the dumb fence once, i won't do it again, because i learned my mistake. when i looked at and it realized that we could build two dumb fences. or three dumb fences and it is not working. so i am simply not going to waste the money to do something that i know will not work. >> but there she is in this campaign, advertising that she voted for something she has called dumb, and will not work.
4:42 pm
news organizations in louisiana are hammering landry's political double talk, in the latest round of tough coverage comes after polls show her neck and neck in a race a lot of democrats are counting on. and presidential politics we told you yesterday about joe biden's apology over using the derogatory term shy lock. he was speaking in iowa, well, a few hours after his apology, biden raised eyebrows again, for a mark in des moines, and how referred to asia. >> i stopped in singapore to meet with a guy named le kwan wu, who most say is the most -- the wisest man in the orient. a lot considering the term orient to be outdated and offensive. hillary clinton, if she runs will likely be the democratic front runner, she has the organization and money that biden does not, and now anticipating
