foreign policy isn't something i even consider. considering both parties are so similar, ukraine, i.s.i.s, with what's happening i think this might change. >> voters do tend to prioritize domestic issues, when deciding which candidate to put in office. but with international crises galvanizing public opinion of late, should congressional candidates consider foreign policy? maybe so. especially mounting criticism against president obama's decisions overseas may hurt the democratic party come november. so how much does foreign policy matter in mid term elections and should recent events in places like iraq and ukraine be influential? >> lisa and patrick. following american voter trends over the last 20 years.

thanks to both of you for joining us. patrick, while it's not unusual for foreign policy to be mostly absent, especially in mid term elections, what waj just mentioned, israel-palestine, i.s.i.l, they seem to be conspicuously absent in mid term elections. why are candidates back wag --ing away from these mid term elections? >> that's the really interesting thing. the only real candidate that has a real clear foreign policy agenda is the independent who's running in kansas. the republicans and democrats don't want anything to do with this. part of this the polling i've seen and the polling i've actually done is the voters are unhappy with both parties. they see both parties devoid of

people against the dangerous caused by the terrorism, regime and crimes of genocide it's perpetrating, and that of terrorist forces that took advantage of the misery and bitterness and the absence of state and the international community. the first danger has begotten the second. mr. president, many areas of the world suffer from terrorism under the pretexts of the world and happennen the achievement of the desired development. there is no civilization that has not moved terrorism in our modern times. there is no doubt that the society that are most affected are those in which the bad seed of such phenomenon has grown. such phenomenon that enrich communities. in the case of affected arab and islamic societies, terrorism
12:44 pm
affects innocent people and impoverishes their societies because they're deprived from their diversity, and offends their religion by superficial interpretation. therefore we must all redouble our efforts to fight this phenomenon whatever it forms, targets or source. it has been proven beyond any doubt that terrorism can only be defeated in its social environment. if societies were to stand with us in the fight against terrorism we need to be fair to them, and we need not force them to choose between terrorism and tyranny or terrorism. if the peoples were not convinced that it is their war, not the war to stabilize the area that is oppressing them. the syrian people have suffered from tyranny and terrorism.

taking israel to task and the warring in gaza. i thought it was interesting when he talked about the aid to syria, the help to syria. he was critical of the international community, and of course by implication the united states for not coming in earlier. he said no red lines were drawn. that's going to raise red flags because the president famously true a red line in the use of chemicals, and then deferred to congress in retaliation to that. it was a volatile and controversial speech from the emir. >> it would seem if this particular u.n. assembly is remembered for anything, it was the meeting where the gloves came off on all sides. the president pointing out that the clerics can no longer teach a doctrine of hate, and call on the wealthier nations, the

wealthier members of that nation to stop arming those factions and funding those factions, and as you indicated the emir himself pointing out there are things that need to change all the way around and pointing an indicting finger at the united states. we want to go to mack abrams, professor at northwestern university. professor abrahams, your reaction to the emir's speech. >> it was very short on details with respect to the arab coalition of which qatar is a part. the big news story over the week over than this huge u.n. event is that the u.s. has begun a coalition, military coalition striking syria. yet, there was almost nothing in that talk related to this very important event. so i was a little bit surprised, frankly.
12:55 pm
obama's speech did not talk that much in detail about that military campaign. >> as we talk about these speeches and this coalition, is not one of the details emerging from this coalition that the arab voices, these five arab countries that are now part of the coalition fighting isil now has a voice in american politics and a stronger voice on the international stage? >> i think that that's right. the obama administration, you know, came to power as critics of the george w. bush administration, pickerly the way they wage insurgency in terms of toppling saddam usain. thasaddam hussein. first, there were too many u.s. boots on the ground. second, it was not multi lateral enough. everything that the obama administration is doing with respect to respon responding to

isis is intended to be the exact opposite. he couldn't state clearly enough that there will not be major u.s. boots on the ground, that essentially syrians will be fighting syrians. iraqis will be fighting iraqis. that isn't even an u.s. initiative but rather an international initiative populated by sunni states including qatar. >> in fact, i want to talk us back to an hour ago before the u.n. this is exactly what the president said when he said the world needs to react to isil. >> first, the terrorist group known as isil must be degraded and ultimately destroyed. this group has terroristed all who they come across in iraq and syria. mothers, sisters, daughters, have been subjected to rape as a weapon of war. innocent children have been
12:57 pm
gunned down. bodies have been dumped in mass graves. religious minorities have been starved to death. the most horrific crimes imaginable, innocent human beings have been beheaded with videos of the atrocities distributed to shock the conscience of the world. >> again, mike viqueira, this was an address sharp on tone. professor abrams, i'll be back with you to address that message as well, but sharper rhetoric we've heard from the united states than in the past. it appears that the events are now shaping the office. >> one of the key phrases in the speech the president turns on is the only advantage that the language that killers understand is the language of force. that did not sound like the president obama of before. i call that a tough love, especially towards the muslim community around the world. he did take countries to task
