an unity government to the people. and these jockeys are just eight years old to keep their families in the money. >> first let's go to the tension on the board between turkey and syria. now syrian activists say fighters from the islamic state in iraq and the levant or isil are now within five kilometers of kobane. and tanks have been positioned on the hills near the syrian border. we're going to live now to the united nations in new york where the general assembly is continuing.

>> i would like to congratulate you and your election to the general assembly, and to wish you success in leading the work in the enhancement of the rest of the general assembly. i would also like to thank your predecessor mr. john ashe. mr. president, many events have taken place since i stood here last year. because we have been over the fast three and a half years

warning that we would not reach this stage that we are at now. maybe speaking, what we're witnessing for the last months is far more dangerous than the economic crisis which has happened in the world. the danger of the risk of terrorism which is striking syria, we said that this terrorism would not be within the walls of the country you are

witnessing what isis is doing, which is the most dangerous organization unrivaled in the whole world in terms of funding and fatalities. they cut heads and limbs. they teach children slaughter and murder, destroying monuments. all of this is happening before the eyes of the entire world that is bringing witness by all things that they say they're fighting terrorism or even though they have.

ladies and gentlemen, hasn't the time come for all of us to stand as one in the face of the serious menace of the worldwide? has the troop not arrived for us all in isis, al nusra and alqaida affiliates are not limited within the boards of syria and iraq, but will spread to every start it can reach. starting with europe and america. should we not learn the lesson and bring together international efforts to stand the space of those organizations they have rallied themselves from all corners of the earth to train,

arm, and desimilar nat and diand desimilar nate, yes, it is true. >> we have not felt any real sense of danger to work on on the part of any regional states, and that still provide all support to these terrorist

organizations. on the contrary what we have witnessed on the part of the the administration are the standards through supporting them with money, weapons, and training for these groups that they call them moderate. this is a real recipe for increased violence, terrorism and bloodshed and prolonging the syrian crisis, and demolishing the political solution. for the growth of those groups that commit the most heinous crimes on syrian territories, which requires all of us to seriously and effectively address and irradicate terrorism to re-establish security and stability in syria in the

region. the enslaved women are looking forward to us to see what we will do for them. their sisters, their children. the sons and dues of victims beheaded by isis, we're waiting for our actions. and what will we do in the face of these atrocities committed daily by this terrorist organization al nusra and others. ladies and gentlemen, combating terrorism cannot be done through unimplemented solutions. fighting terrorism is achievable through the solution, and it is certainly possible through military site, but most importantly is to stop the states that arm, support, train, fund, and smuggle arms for those

terrorist groups. we have also to drain the resources of terrorism. striking terrorism militarily while some states are continuing the support this will call a whirlpool. military attacks should go instead with the implementation of security council adopted on september 24, 2014, under chapter seven. we have pressure all multi facetted support. these countries are well-known to all of us. more importantly to pressurize the supporters of this ideology that supposes a great danger. isis is an ideology that morphs

into an organization that is armed and trained to be unleashed like a monster against us. let us exert pressure on the countries to stop the support of these armed groups. only then does military becomes a viable approach. once again, the syrian republic reiterates that it stands with any international effort aimed at fighting and combating terrorism and stresses that this

must be done in full respect of the lives of innocent civilians and in the frame of sovereignty and in conformity with international convention. at the same time th we would like to thank all countries who refused interjection on sovereignty of other countries. it is high time, ladies and gentlemen, that we gather all our efforts against terrorism since imminent danger is surrounding everyone, and there is no country that is immune to it. my country was and still is firm and in position that was announced in the century before it becomes rampant. we, mr. president, respect our commitments and honor our

pledges. this was reaffirmed on more than one occasion particularly since the beginning of crisis in syria. syria agreed unconditionally to attend geneva 2, and participated with an open mind. as a good-will gesture, we went to geneva only to find that the delegation has no influence on the ground in syria and has no popularity among the syrian people. it was the syrian government following the orders of its western masters, and furthermore, it was the delegation that does not respect sovereignty integrity and

verbally refused to ask terrorist groups to end their terrorism. we know that this opposition wil. we went to geneva because we believed and continue to believe that the start a solution rampant in syria. it is a paramount part of the geneva declaration provision, but the delegation of the so-called coalition continues . now any taunt to respect our view is a priority above all

priorities, and that nothing at all could be done as long as terrorism is brutally striking against everything that comes in its way. and as long as those terrorists will return to the countries where it's members originally came from. once again we emphasize that we are--that we stand ready and even striving for political solution in syria, and will even dialogue with all opposition members opposing terrorism in syria and among syrians themselves, and on syrian territory. mr. president, the presidential elections that took place before the site of the world put everyone before the responsibilities. the will of the syrians is above all those who would try to suppress it for more than three years, and it was meant that

syrians said there were for the whole universe. now we would like to tell everyone that those who look forward to political solution in syria, they must firstly respect the syrian people's will, which was manifested explicitly clearly, and most loudly. they chose the president for the first time in syrian's modern history, multi party elections with international monitors from several countries that witnessed the integrity, transparency, and the enthusiasm of the people to participate in these elections. mr. president, i would like to recite that the syrian people has made it's choice, and those who want to speak on behalf of the people must first be representative of the people and secondly they should respect the will of the syrian people and

their decisions. any dialogue must be based on foundations that should respect the will of the syrian people and their decisions. accordingly we have a political solution in syria with a real opposition that seeks the prosperity, stability, and security of syria. opposition that does not depend on the outside factors and does not speak on behalf of what is going none syria. an opposition that has impact in turkey and not in western capitols and national position that up holds finding terrorism as it's priority as well as the intelligently going reconciliation effort paving the way of the success of the political solution. mr. president, the continuation of terrorist attacks in syria,

humanitarian needs increase in many of the basic areas. the inhuman sanctions imposed by european union and united states aggravated th, while aggravated the united nations in response with plans and agreement within the syria government. the government according to the plan with syria to satisfy the basic needs of the citizens. especially those forced by terrorist acts to flee their homes. we should note that a great number of these people were forced to resort to some neighboring countries and regretbly some of these countries put these displaced citizens in military training

camps. in places of detention in order to train them to bear arms. i stress from this platform that the syrian state can for these citizens that for these citizens who are willing the safe return a way from human conditions they are suffer in those camps. i would like to assure you of syria's residents to exert all efforts to deliver aid from organizations to all syrians without discrimination whatsoever and within the framework of respecting the sovereignty. confirms it's adherence to the full restoration of the syrian until the june 197. it decided subjection of all

actions taken by israel, the occupying power to change it's natural geographical and demographic characteristics in clear violation of relative solution, in circumstances o of the resolutions of 1961 and 1980. the issue of the syrian people support the inalienable and legitimate rights of the syrian people to return self determination and establish an independent state on its land with jerusalem as it's capitol. last september syria accepted the initiative th of the russian president to establish

free zone of weapons and weapons of mass destruction and wanted to prove to the whole world it's commitment to stand firm against any use of chemical weapons. syria fulfilled its obligations. resulting from its secession, it would not be possible to complete the mission. leading to the completion of this unprecedented work. syria is committed to the full implementation of the provisions

of the convention state party and framework of the opcw. as a party to this convention, however, the big question remains whether those who are supplying the terrorists with these chemical weapons and other types of weapons, will they stop their actions and abide by international law, especially convention of the prohibition of chemical weapons and security council resolution related to terrorism. mr. president, syria stresses that establishing a zone free of all weapons of mass destruction is unachievable without th israel. the only nuclear power in the region, and banning the proliferation of such weapons and to put its facilities under the supervisors of the atomic agency.

we preserve the right of all countries to acquire and develop nuclear technology for peaceful means, for peaceful uses. contradicting the rules of international law and the principles of free trade. on this basis we call for the lifting of the blockade imposed by the united states against cuba for the case. and we reknew our call to lift and stop all the unilateral co-ersive measures. to live in dignity, achieve

self-sufficiency away from tension and confrontation and implementation of the charter of the united nations, the safeguarding of the sovereignty of states and rights and obligation. also believed that priority should be given to the concerted efforts of the international community to combat isis and al nusra front and other al-qaeda affiliates and drain its resources in order for security and stability will prevail in our region and. entire world. thank you, mr. president. >> so there you have the syrian foreign minister there. making his country's statements to the general assembly. listening to all of that is our diplomatic editor james bays,

who is outside of the building. james, and a lot of "i told you so" in that speech, wasn't there? >> absolutely. the whole focus of the speech and most of the words. most of the duration of the speech was the fight against what he said was terrorism and he said that syria had been fighting terrorism for the last three years, of course, a huge death toll in syria with the ongoing violence there, 3 million refugees in neighboring countries. but all of the focus, although there was mention of the humanitarian situation there. there was more on the fight of terrorism and his view on the international coalition against isil, which obviously involved in action in iraq. but also some of the nation's involved in military action now in syria. his policy there, well, not really entirely clear. he condemned the u.s. for what

he said was a double standard policy but really didn't make much reference to those airstrikes taking place on syrian soil. what do you make of his comments or lack of comments about those airstrikes? >> well, certainly they're reserving, as we were talking earlier, they're reserving the right or opportunity for themselves to condemn them later if they sort of expand towards more of the syrian government installations, if you will. because the americans keep warning while they're going after isil at this point in time, assad is not part of the future of syria. certainly the regime was certainly agrees with the obama administration on everything but cuba, clearly is not exactly sure what is going to happen later on after the military strikes. what actually got my attention, james, was something very funny. it's the same regime that has

been basically bombing it's own population, civilian populatio population with big barrel explosives, and warning the international community to make sure when they bomb syria not to kill civilians. i thought that was fascinating. >> he also said we're prepared to negotiate with the opposition, but the real opposition inside syria, those who took part in the sham elections this year rather than those who had been fighting the assad regime for three years. >> that's right. he was talking about the clients of this regime who have agreed to play third party. this is what is really important about this sweep more than anything else. not only that he said "i told you so," but more importantly, he warned you. i threatened. i will turn this war--i will turn this revolution into a war on terror, and he succeeded. he's basically telling the international community today is the following. the voices, there is no third

choice. there is no third party in syria. the choices between assad and isil, which side are you going to choose? because we, the syrian regime made sure that there is no third party that is credible, that is possible out there to be able to present the syrian people. in that sense, james, he is not far off from the security council resolution that you and i listened to last week that puts back all the focus on the war against isil not the war against tyranny, which is leading to the terrorism that we're seeing in the region. >> thank you, and you'll be joining us later when i think there will be more focus on isil, but also on other important issues after that gaza war. because in the next hour or so we're going to hear the speech from the israeli prime minister benjamin netanyahu. that is coming up later, and we'll cover it on al jazeera. >> james bays, thank you.
