4:00 pm
i think we're into something that's bigger than us, something we really can't deal with. >> they had been trafficking on behalf of the united states government. >> she could prove what she was saying. >>♪ crack in the system live from new york city. southeast 132 children and ten staff members dead after a taliban assault on a school in pakistan. we are on the ground with reaction from all over the world. russia's ruble in a free fall, the steepest drop in 16 years having widespread effect on and economy. and jeb bush makes it official, he will begin to explore a campaign for president.
4:01 pm
we begin with a deadly day in pakistan. nearly all of the victims, children, the eight hour gun battle took mace in the north eastern city at the army public school and degree college, which has about 1100 students, the pakistani taliban has claimed responsibility for it. it is the deadliest attack since 2007, al jazeera has the latest they are taking the bodies to the residents where they will be preparing for the burials tomorrow morning. of course, as you heard earlier, the military finally coming out with a statement, coming out with a figures and the number of people. the number of people who are asking as to how so many gunman can get into a school in such a secure area, with the military,
4:02 pm
the police, everybody present, and yet cause mahan by killing so many people. so there will be many questions as far as security in this country the checks that you see behind me, has received many -- even in the past, but this is for the first time that a school has been targeted in such an indiscriminate way, and people are mourning tonight, with this news that there has been watching all day today. >> a spokesman for the prime minister says the attack is a sign that the taliban is weak and looking for soft targets. >> this heinous crime, very clearly reflects that they don't have the capability to take on the forces. they don't have the capability of taking on the security apparatus. so look at what they do, they go after the most vulnerable population, the children, in our schools.
4:03 pm
how much more weak must they be feeling that they basically could not even go and have an adult conversation or an adult fight. >> president obama promised to stand by pakistan after today's attack, he also offered support to the pakistani government, in it's efforts to combat extremism. jamie mcintyre joins us live, secretary of state john kerry, also spoke out about this attack today, what's the latest? he labeled the taliban attackers assassins, he said they had a dark, almost medieval vision, and they turn add house of learning into a house of unspeakable horrors. there have been other attacks by the taliban in afghanistan, as well across the border, and as
4:04 pm
the united states is moving to remove all of it's combat troops and end the mission, in afghanistan. never the less, today, a white house press secretary says the u.s. is anticipating no change in it's policy to draw down those troops. when iraqi forces were challenged by isil, they were -- they folded quick hi, and went away, but today the spokes men there insisted that they -- the pentagon has strong confidence that afghan troops if they have to combat the taliban will be up to the task. >> the national security forces are very capability. they are already leading security operations in their country, and for
4:05 pm
all intents and purposes are in conducting all the combat missions inside afghanistan, and they are doing it quite well. >> and add merrill said for all intents and purposes the combat mission, which doesn't end until the end of the month, is actually for all intents and purposes over now he also said that while the u.s. is offed aid to pakistan, pakistan at this point, hasn't asked for abe, and he said it has a very capable military of it's own. >> and joining us now is rick nelson, he is a senior associate. rick, good to talk to you. so as late as may of this year, prime minister held out hope that talks with the taliban could end the connect. he thought at the time it was a better option than an all out assault. and the one that he launched a month later, so after today's taliban attack, here is the question, what do you believe a prime minister stand should be a
4:06 pm
combination of military action and talks. >> tony, thank you for having me on. he is going to have to pursue a two track approach. he will have to continue the offensive, cheerily it is effective, that's why you see this kind of horrific attack, at the end of the day, you have to incorporate these elements on some level, so you have to have those talks to establish the basis for that. >> interesting, rick,n't is it clear that after essentially a decade of an insurgency inside the country, the taliban has to be defeated? look, the pakistani taliban, and maybe you disagree, will never respect the constitution of pakistan. >> that's correct. their mission is quite clear. they want to impose -- and they want to depose the government in pakistan.
4:07 pm
so this is going to be a long struggle. they have to remain committed to it. they say the tiger of militancy. now they are trying to do something about it, and they are seeing the effect of trying to move past this. >> so there will be more attacks you think in the feature? like today's? as long as pakistan maintains this pressure, i would expect us to see more attacks. they are struggling. some that have renounced these type of violent actions so you are going to see these parts of the organization raise a level of violence how the government -- this government is willing to keep it's nose down, keep it's pedal on the accelerator. ooze you know, that's
4:08 pm
according to the world bank. as part of the system, you know that the police are by just about all accounts corrupted, describe the challenge ahead for this prime minister if he chooses to figure out a way to wipe out the taliban whether it's a combination of military action, and talks the country really runs the risk of breaking up and splitting up or breaking down into some sort of civil war, among the various factions. so the action has to be very quick and very deliberate. and they will have to do what they can to keep the pressure on these organizations. it means it is internal
4:09 pm
and internal. and the army and pakistan that are sympathetic to these groups they have to address those concerns as well. >> so i am listening to you correctly here, uh you are saying the action needs to be taken quickly, i but it needs to be deliberate. that suggests to me that change may come, but it will be chang perhaps oen the margins and not systemic, core change? at the end of the day, it has to be systemic change as you highlight. when i say quick it can't be pakistan, the government over the next couple of months figuring out how to respond to this. they have to be very firm in their response, it can't be a short term responsive. it has to be sustained across both tracts. and the question is can they -- will they be able to do that? can the country come to grins with the fact that this is not a long term
4:10 pm
sustainable model and this path will lead the country to dissolve. >> what then becomes the counter narrative? the prime minister has to offer a counter narrative. concrete action, on jobs and education, for example. >> well, absolutely. one of the things that will get pakistan into this is -- which runs completely opposite of what the taliban want to see. but the better economy is going to come from integrated itself not separating itself and subjecting itself and cutting itself off from it's neighbors. this is no future in that path, and that's the message that the prime minister has to get out to the hundreds and millions that believe and
4:11 pm
that that path. >> joins us from washington. pakistani teenager and nobel peace prize winner is also condemning today's attack. >> my family and i are heart broken after hearing the news that more than 100 innocent children and teachers have lost their lives. we stand with all the children and families that are suffering through this. the 17-year-old was already an advocate for the education of girls when she was shot in the head on a school bus in 2012. by taliban rebels. pakistani's are also receiving messages from solidarity, the people of india. are reaching out to their neighbors. >> i want to first show you a message from the
4:12 pm
prime minister of india. end yeah stands firmly with pakistan? it's fight against terror, question are ready to provide all assistance during this hour of grief who won the nobel peace prize says children are the first casualty of violence in war, it is time we all came together and put a stop to this violence. now, the # india with pakistan is trending it took off after an indian journalist wrote this, he said because children of pakistan are like children of my india, and they do not deserve this shake on you, taliban. >> and love is free writes borders is not going anywhere, we will get a million more occasions to hate and fight, but please not today, i am tired i support india with pakistan many indians are donating blood. i wish to donate blood

can kids can anyone arrange camps in india. >> i think the two countries have fought four our five years over the years. russian ruble in free fall today. here is a look at how far russian sha's currency value has plunged after it's central bank bailed out an oil company, and then hiked interest rates overnight to 17%. many people went shopping off loading their rubles in exchange for electronics, more now from moscow. >> like a fox chewing off it's snared leg the russian central bank huge overnight interest rate hike is a savage attempt to solve a savage problem. >> 17% is the rate for banks who also need their profit, so for the final borrowers it will be about 22%, a t this rate, the protest stops for
4:14 pm
most marketplaces except for a few very big profit industries and the bigs company for whom a special independent rate is set but in general, if this persists then the investment will stop. >> but the pain that this interest rate hike is likely to inflict on the economy, may well be in vain, they bout just a few hours of respite and before tuesday morning was even over, it had continued. >> there's not much that individual russians can do about this so this website advocates a little calm, watch the ruble fall against the dollar and euro acin a real time to a relaxing sound track, it show as ship hitting a crimea shaped ice burg, before a ruble and a barrel of oil sink beneath the waves. i will never let go. >> i drop add ruble down there, goes this joke,
4:15 pm
let me down further, i can't see the bottom. but despite the black humor, this is clearly no laughing matter. the mortgages these people have on their homes are in dollars and this is a rare display of public anger on moscow's streets the kremlin will be watching closely to see this doesn't spread. >> they will take my flat, i have to pay $2,828 every month, it is unbearable how much it costs i also have to pay insurance, and the dollar grows so quickly, my mom and daughter will end up on the streets soon. >> and the urgency boards have changes again. russian sean's can't see the bottom, but they know they are not there yet. >> coming up, a bit later, with a look at the world u.s. sangs plays in this and what it means for vatted my putin the

dow ended the day down 105 points. and the nasdaq lost 57, australia today, is mourning the test of two hostages killed in the cafe siege in sidney, and questions are now being raised about how the man behind the attack was able to carry it out. andrew thomas with more. >> the 16 hours it has been a scene of a siege. on tuesday morning, it became the back drop to an impromptu memorial to the two hostage whose died. tori johnson was the manager of the coffee shop targeted, his picture here was possessioned on the shop's facebook page. the other victim was katrina dawson, a barester and mother of three. this picture was published by the daily mail. >> i think it is a sad day for sidney. i am the same age at katrina, i have one child, i just -- i find this very difficult. >> people started to lay
4:17 pm
flowers early tuesday, and kept coming all day. demand was so high, flower shops began to run out. as the floral tributes increased though, so did the questions. could this brazen siege that ended in such a dramatic and fatal way have been prevented? the hostage taker killed when police moved in was well known to authorities. he had been convicted of sending hate mail to the families of soldiers killed in afghanistan. australia's prime minister described him as disstoursed and although he said the attack was politically motivated he was careful to avoided suggesting it was islamist this was nothing consistent about this individual's life, except
4:18 pm
that he was consistently weird. now, i don't think anyone, anyone, would want to emulate that part of martin place remained close, a crime scene. but a bigger part was an ever growing memorial. floral tributes have become a carpet of flowers. >> this isn't just about those who dies. the real sense among people here that sidney changed over the course of this siege. the city's innocent was lost. >> the man hunt has ended in pennsylvania after the body of shooting suspect bradley williams stone was found near his suburban home. stone is suspected of shooting seven members of his family yesterday and killing six. the victims included his ex-wife, who was involved in a custody battle. a big move, 2016 presidentble race, jeb bush is exploring a bid, how that may put the squeeze on g.o.p. hopefuls, that's next, and a year long investigation into the

4:22 pm
that will begin raising money for a campaign, and help him organize contributors and staff. yesterday he spoke at the winter commencement exercises, he stoled students that whatever path they choose in life, they should choose it first, for themselves. you can do what you want to do, in fact, life is a lot better if you find your own reasons to do your own things. there's no motivation as beautiful as wanted to do something for yourself, and expecting more. >> jeb bush is 61, he is the son of former president george hw bush, and younger brother of president george w bush.
4:23 pm
wow, so there shall key members a f the family, who in the past have been reluctant about this idea of him running what has changed? >> that's right. according to bush family friends. he was very strong apparently in convincing barbara, that it would be good for the country can and that jeb if elects would be a great president. and apparently once barbara came around, and jeb bush's wife expressed her strong support over the holidays that apparently kept clear away the family issues. he is convinced that yes he can be successful. >> ripple effects. what's the likely impact of this decision on the potentials that may think about running. >> well, it now puts enormous pressure on the establishment candidates, particularly like chris
4:24 pm
christie or mitt romney. if they want -- they will need to act fairly quickly before key operatives start to line-up. rick santorum tore i am, the former republican who ran for the 2012 nomination and got the third highest level, he has already declared he will be running again that news was buried by the controversies over the cia last week, and the news from jeb bush, but he puts his own pressure on conservative candidates to make the decision. and there is some advantage to declaring your intentions early on. hillary clinton is expected to announce her intentions early next year, her supporters though including bill clinton are getting nervous about senator warren, and that has
4:25 pm
served as a lightening rod for progressives. so today the clinton draw is trying to draw attention to democratic senator who spoke this afternoon on msnbc. i think that i am ready for hillary. question have not had someone this experienced, this tough, and as -- she is very very immaterial pressive. went on to note that warren does not appear to be running. that may all sound wishy washy. for her part, warren spoke yesterday. >> i am not running for president. >> you are putting that in the present tense, are you never going to run? >> i am not running for president. >> you are not putting a never on that. >> i am not running for
4:26 pm
president. do i put an exclamation point at the end. >> wow. something to keep in mind, she did not want to run for senator a few years ago, initially she said she wasn't running and was eventually convinced to jump in and go for the campaign. the groups that are behind the ready for warren effort they expect the same dynamic, they say they are prepared and they are not discouraged. >> amazing. power politics terrific stuff. thank you. the russian ruble, crumbles, wiping out $200 billion in value, in a single day partly to blame, u.s. foreign policy. how the sanctions are playing a role in the free fall. and the value can ushers in yet another shift in tone, praising u.s. nuns where the church once criticized them.

the 132 children.ld for the military says seven attackers were killed. the pakistani taliban says the attack is retaliation for a government offenseny the country's northwestern tribal areas. with more now on this operation. >> the operation is called strike to the prophet sword. killing 28 people, since then pakistan's military has been fighting the taliban using ground forces and air strikes in the north stand region.
4:30 pm
the military says it killed nearly nine hen hundred fighters. it has lost nearly 200 but it has also destroyed more than 900 hide outs it is clear the taliban for 90% of that region, but it has also forced more than 800,000 people from their homes in that area. so in, october, pakistan launched a similar operation in the nearby area. they say since then more than 350 fighters have surrendered and today the prime minister insisted those operations will continue until this taliban threat, tony, is eliminated. >> jonathon bets for us, thank you. appreciate it. we want to take a closer look at what it is like on the ground in pakistan. many years reporting in that country, and he joins us live now, and nick, what is the significance of carrying out an attack on a school. >> yeah, schools for the
4:31 pm
taliban represent western values and the pakistani government. and the fact as we have been discussing that the school was associated with the military, and you get the taliban's three major targets. and girls education, the taliban has launched about 1,000 attacks on schools in their campaign, according to human rights groups but never on the scales we have seen today. it may go down as the worst attack on any school anywhere. like ones on g.h.q., on police training grounds on the airport, but that campaign that jonathon just mentioned has reduced that capacity, and so some are talking about this on a soft target, being a sign of desperation, on the other side you can see it as a sign of sending the
4:32 pm
opposite message, the motion that it can reach anywhere, and that no pakistani or their children are safe. >> explain the relationship between united states and pakistan when it comes to fighting the taliban. >> as you know, the relationship has been difficult and full of mistrust. give or take a few disruptions they have been on the same as this battle. that means the military has passed along targets which has launched f 16 targets along with pakistani border. that is different than the argument over the afghan. at least in part, have support canning opposes the u.s. and have attacked soldiers inside afghanistan.
4:33 pm
and so that fight, whether it's rhetorical or on the ground, still exists but on the same page, the u.s. and pakistan when it comes to the taliban, an i a tack like today, helps the u.s. effort, helps them convince both pakistanis in the world, that they should not make a deal and of course it gives the opportunity to stand shoulder to shoulder pakistan, whom they have given so much money to, a day like today, so horrific, so barbaric over 130 children killed just in school, you saw the u.s. ambassador and many people in the u.s. standing shoulder to shoulder. >> yeah, nick, appreciate it. in jerusalem for us. the 1-2 punch, have certainly kicked in, and the confident of ordinary russians took a nose dive after overnight action. how do things get so
4:34 pm
bass, so quickly, for russia? >> well, in the dead of the month, russia's central bank hiked interest rates from 10 and a half % to 17%, that is an eye watering hike, and it wreaks of def race. and sure enough, the market smelled blood and they went in for the kill. now ruble has lost over half it's value. a crisis fed by a perfect storm, raining down on the economy, in the form of sanctions and humbling oil prices. now, russia is heavily dependent on oil revenues and global crude has fallen more than 40% since june. against western sanctions that are preventing many firms from refinancing dolts that are coming due. now those are denominated in dollars so when the
4:35 pm
ruble falls the deeper those fall into the red. now that could create a slippery slope. they had offly 418 billion-dollars in international reserves, that's more than $100 billion less than the year earlier, and that's due in large part to the central bank. she not inexhaustible. >> you can run the math, and with all the of them it doesn't last forever.
4:36 pm
in part because he has been able to maintain the narrative, and the public believes it, that this is the west punishing russia for pursuing an independent foreign policy, and also bear in mind, with sanctions they have a tendency to do this, they can hurt the economy, they can even destroy an economy, but they don't always necessarily achieve an end game. >> oh, boy. interesting times. appreciate it, thank you, and earlier i spoke with ask international affairs professor with new york's new school, she has made several recent trips to russia, and i asked her
4:37 pm
if she has since strained the inflation there. >> first some are closing, stores are et being empty, people are not entirely standing in lines but for something they may start standing in lines rather soon for example, if they want a certain kind of cheese, so that is the problem. but also thins are getting incredibly expensive. because the russians they didn't have to pay for electricity much, and now all of this is being charged and it is more expensive than it is here so you have to offer people something. if you can't pay pensions and salaries and everything rises in prizes, and also you don't have enough food or product, what is the man to do? hence, the war rhetoric. >> can who say at this point, that sanctions u.s. sanctions, european sanctions, have
4:38 pm
worked in constraining the economy putting putin someone in a box over this annexation. >> absolutely. it absolutely did. the problem with that argument for the west, is that it didn't work as fast as the west hoped it would be, and putin didn't get on his knees which he isn't going to. but it did work, and now the question is how to really get russia out of this bind. because russia is in a bind, if putin goes war, and if putin goes nuclear, that is a problem for the rest of the world. >> come on. loom, you are asking me various scenarios so he is foreign minister, just went in front of the crowd, and said that crimea is going to be a nuclearized zone, so yes, russia is not going to blow up something, however, he pushes the
4:39 pm
nuclear button already in a way to threat. west, and say you have to talk to me. >> in the same moment they have sent a package, a more robust sanctions. to the president, he doesn't have to sign or go along with it. so what is the moment here? is this a tightens the scruse moments or is it give him some room to maybe come back to the table and -- some room to man move? it dependents oven who you want, you want to bring putin to his knees. >> i don't think it will happen. but if you want to push that button, you can continue to sanction him. and i think this is pushing him into rhetoric. but i think this is the time for diplomacy. >> 17% interest rate. >> oil is almost 50, i mean, come on. >> and projections that the economy will shooting
4:40 pm
students risk by what? four to 5% next year? they may have to take another loan, but who is going to give him that loan. so he really burn add lot of bridges so the question is whether the west will take a stand and say told you so, or try to figure out how to bring putin back. >> how do you do that? if you were advising this president, what would the advice be? >> i would say make a phone call. >> let's start with a ento call, let's not make a bruha ha about it, make a phone call and say you are in a bind, let's pick jury out. then involve the europeans, mostly the germans, i forgive you vladimir for setting me up last month for four hours let's have a conversation, really let's see how we will work out.
4:41 pm
but one of the questions is does the wet really need putin as much, with oil down the idea was he could manipulate the prices now urine can say it is so cheap, do we really give a damn. >> before anything improves he will likely continue his war like rhetoric against the west. kerry spoke to reporters in long done today. it is a three nation trip dedicated to mideast diplomacy, he says his focus remains on a peace deal. >> right now, we are trying to do is have a constructive conversation with everybody to find the best way to go forward in order to create the climate, the atmosphere, the political space if you will, to be able to go back to negotiations and resolve
