[ explosion ] >> reporter: amateur footage shows two black-hooded gunmen making their escape. a policeman lies injured. he is then shot and point-blank range. amid the chaos, the president, arrived on the scene. >> translator: it's an act of exceptional bar barety that has just been committed here in paris against a newspaper. a newspaper that stands for freedom of expression against journalists determined to portray their ideas. we have launched a series of measures following this act of aggression to find the perpetrators. they will be hunted for as long as necessary. >> reporter: as bullets were

fired bystanders hid behind parked cars. the police have not confirmed how many people died in this attack. >> translator: a van arrived with three masks men at the headquarters and used automatic weapons and killed anything they saw inside. we have estimated about 10 to 11 are dead. between those who died inside and two colleagues of ours that have also died. [ gunfire ] >> reporter: more amateur footage filmed from a nearby building. in the aftermath emergency crewed rushed the injured from the scene, a number said to be critical. it remains unclear how many attackers were involved but it does appear likely that the public was targeted as it has been because of his satirical

protearal of political and regionous leaders. these are live pictures now coming out of paris. i believe our correspondent is there on the scene as well. jackie just describe what is happening right now. >> reporter: well what is happening right now is really a continuation of what you spoke of a short time ago, and that is that emergency services are continuing to do their work. we saw more ambulances arriving at the scene and also leaving from the scene. crowd-control barriers are being put up preventing anyone getting near the offices. there are also a lot of police officers as well as fire brigades and as well vehicle equipment for moving vehicles. we saw one car being removed.

it's windows had been shattered by automatic fire and was taken away. we're seeing emergency response. we know 12 are dead and another four are critically injured. apparently another 40 people suffering from shock -- from trauma having been in the building at the time of the attack, and in neighboring buildings. and of course as well we're looking at the start of the investigation that the security forces are hoping to lead them sooner rather than later to the perpetrators of the attack. forensic experts are there, trying to glean whatever clues they might have because the two gunmen are still at large. there was a getaway car waiting for them which was shortly after abandoned and they hijacked the building and then got as far as the outskirts of paris where they abandoned their

vehicle, and they could be anywhere now. clearly the security cabinet has been meeting with senior security officials. they will be trying to catch the perpetrators of the attack and track down the network that facilitated such an audacious attack. and we're going to see a heightened security presence and other french cities particularly media outlets, and also big shops because there is a fear they could be the target of future attacks. >> the french president said the country is at its high esther ror alert, you mentioned we'll be seeing higher security on the streets as well are we going to see a curfew being imposed?

>> a curfew no we haven't seen anything like that for decades. i think we're going to see increase security in terms of armed police and also armed military. you do at times in paris see military troops at train stations airports and also major tourist sites like eiffel tower, but seeing armed troops on the streets is going to be far more normal now. people are going to have to accept that there will be more security checks and there could well be searches of bags of people entering department stores and hotels. and obviously there will be other kinds of operations which will be less visible to the eye. we can expect the french intelligence agencies being very

active. there is always a search for buzz on the internet or chatter that was not detected. there may be state houses and people securing weapons, and there have been questions of were there any intelligence services were there any clues leading up to the attack. >> jackie just stay on the line. we know the british prime minister and the white house has joined in on this the arab league has joined in condemning this attack. obviously an attack that has shocked france right across the country. you have been speaking to some of the journalists assembled there as well. how are they taking this -- the developing news? >> i have to say that you see

people -- very sober. everyone looked very shocked and quiet. often there is a lot of noise and shouting. i have to say it's a very, very different, very sober very subdued, very quiet atmosphere. even though obviously there are a lot of journalists here. everyone seems quite shocked because this is very close to home. i have interviewed the id for and one of the main cartoonist of the magazine a man we now know was among the colleagues that were killed in the attack. obviously any attack is shocking but you see it much more closely when you can make a connection with what has happened. one other comment, we have been monitoring french media at the same time as being in the streets. a french [ inaudible ] has

spoken [ inaudible ] i should stress he's a very moderate man, and he himself has 24-hour police protection. he spoke to french television saying he was very angry against these criminals as he describes them and said they have nothing to do with islams. so that is one person has already spoken. a very very moderate man who said himself has 24-hour police protection because he is so moderate. so that gives you some idea of the situation, and clearly he is a person in the past who has [ inaudible ]. >> jackie thank you. reporting for us from the scene in paris. let's now go to our correspondent who joins us on set.

he is from qatar university. it's very interesting there that jackie was talking about the immom's reaction coming out to condemn this attack as well. how do you think this incident will change french society? >> well first of all it's important that [ inaudible ] is talking because he is a writing figure in the muslim faith in france and is controversial at times, but has the first one to portray the moderate -- and always the first one to talk about those issues and portray a moderate vision of islam. i believe the french society will remain peaceful in the question of religion. it's not a country where religious issues are controversial. we have regular talk between the different faiths so that's not something i believe will be shattered, because the institutional structure is well in place.

especially since 9/11 and events such as this. i'm confident they will all talk in favor of peaceful actions. >> remi for the viewers who may have just joined us talk to us about this satirical magazine. we know it is a magazine that tries to push boundaries. we know in 2011 its offices were fire bombed after publishing controversial pictures of the profit mohammed. but anyone is up for grabs? >> it targets the powerful in general. you have targets on presidential candidates or you have -- >> what is its motive? >> to underline the -- the flaws of the powerful to also laugh of everything and being able to laugh about something is also [ inaudible ] that you don't take it too seriously and

communicate with the other. [ inaudible ] was widely known as saying he would rather die standing up than to leave kneeling in front of any kind of authority. we need our comedians and our cartoonists to take the defense of the poorer part of the society. [ inaudible ] was an icon in france because he actually protected people that need to eat and don't have enough to eat in favor of protecting the least wealthy in the society, and targeting and making fun of the powerful. and this magazine is using that trend. as i mentioned before pockets of the powerful people and powerful politicians. >> this attack some journalists would say is an attack on freedom of speech.

there is the saying the pen is mightier than the sword. is it? >> the question occurred when the first drawings of the profit happened in france. whether they should actually tune down on those questions or not. and there was wide support across the french society. >> i'm going to put a pause there on you, because they are speaking now. >> translator: all of our resources will be mobilized, so that we can find out those who committed this act. and we will ensure that they are punished for this act of bar barety that they have committed.

we are putting all of the resources of the minister of the interior we're mobilizing it to this end. we have also activated one of our crisis plans for this kind of terrorist attack which will coordinate all of the different forces. so that . . . so the anti-terrorist crisis plan has been mobilized and all of the different people within that are going to -- we're going to coordinate them together. and we are going to track down the three criminals who -- was it al-qaeda do you know this

minister? >> all right. you have just been listening to the french interior minister there, who just said that an anti terrorist plan will be implemented across the country. he vowed that all three attackers will be will be eventually in court. now, i'm being told that francois francois hollande will be meeting with his ministry soon. talk to us about security in france. we know -- many of us have been to paris. it seems easy to sort of walk around. i think one of the shocking things about this particular incident incident three armed attackers were able to carry this out in

brood daylight. what kind of security would have been provided for this magazine that had been attacked in the past? >> well the attacks can be carried on with a small cell. the french security service have been under scrutiny in the past month because for example, when there was an attack in brussels he was obtained the next day. and we knew this would be a most likely target because of what happened in 2011 because of its controversial guidelines. so it's surprising there was not additional protection on that location. a fresh interior minister has a lot to prove. and it's going to be very

important that he is able to gather the secret service and the capacity to identify and investigate what happened. i'm confident that it will be the case because the capacity on different occasions in 1990 and early 2000 of fighting terrorism, but everybody will be double checking what happened there. another case recently was when the family of a terror [ inaudible ] came back from syria, there was supposed to be welcome at the airport by the -- the police services but the police services didn't go to the right airport, which actually were free for 24 hours and went back by themselves in front of the police station. the error was not made by the french service, it was made of the turkey service, but it became a large controversy to be able to control terrorist actions. >> all right. remi thank you very much.

most of the free press, the journalists, the epitome of what the free press stands for, so it's quite a shock. they killed not only journalists, but the very symbols of our freedom of speech. so what we expect is strong political reaction an anti muslim feeling that -- this feeling has already been strong in france and it should be even stronger and it's [ inaudible ] because we have elections coming in march. and the [ inaudible ] is really -- should take all of the benefit from the situation obviously. >> i was just talking to our -- our guest a little earlier on who thinks that happens lapen may play on this but he doesn't think this will

help her advance her campaign. what is your opinion? >> i think it will not help her campaign. she just has to react properly and she will take the benefit from it because the people are fearful that the islams will attack on a daily basis -- >> we seem to have lost our guest there. let's -- in fact just before we go to jackie roland who is -- standing by on the line i want to go to remi now who -- you were just indicating you had something to say in response to that. >> she will play on this as your guest was saying she just

doesn't have to do anything and her popularity will increase thanks to this and there were several different reactions recently that was coming out today, i think that's very important to mention too, the date has been very specific here on the right of islam in france however, i do hope this will be balanced by a right of the republican forces in france that will rally behind hollande or whoever will be portraying that idea. i'm not sure we should be so negative on the french population. i'm not sure there will be such a rise to support lapen. the same ideas and values are different in lapen are the one in the movement such as the one of isis the color is maybe different here but the values of the republican [ inaudible ] are the ones that can counter the rise of sectarianism

whether they are portrayed by the rise of islam or nationalism. >> what about francois hollande? where has he been sitting? >> well he is very much more in the same line as past political leaders in france. trying to defend the republican pact an france that will welcome all immigrants for example. unfortunately, there is difficulty of this task. when you have an increase in the number of jobs usually the it's the ones most connected that have access to the jobs. and you have the out skirts that are having years and years of unemployment and become more and more radicalized. if you have a change in the economic situation in france which seems to be the case with

the decrease of the price of oil and the decrease of the euro maybe this will help to try to foster a better will being in support of hollande. >> this is his time to step up isn't it? given that he is polling very low in popularity ratings at the moment. >> exactly. and he has really very little to lose here. his main election in 2017, we're going to see two years of seeing if people rally behind him. and we have seen this in other countries such as spain or england, it is the moment for him to step up in his costumes of presidential -- not presidential candidate, but president. and support the french integration in society. >> don't go away we'll come back to you. let's now go to jacky roland who is on the scene for us.

jackie i'm presuming nothing much has changed. still very heavy security presence on the streets there. but i want to talk to remi who was just talking about the situation that francois hollande is in. explain to us take us through the proceed yours, what does that actually mean? are we going to see more police on the street and what kind of police? >> basically the terrorist alert will be activated on several different levels. so first of all in the most visible terms, we will see an increased security presence on the streets, which means not just armed police but also armed troops. you occasionally see armed

groups outside of the eiffel tower or at the airport, but we're going to become far more used to seeing a military presence. the government has already identified what it believes could be future targets, in particular there's going to be additional protection given to media offices, newspapers television stations also places of worship, big shops, big department stores and also airports and railway stations. so that's the kind of visible security we'll see. we're also getting more details from the french interior minister who was speaking. he spoke about the way in which special channels of come communication, like emergency channels of communication between all of the various departments of france. if you would like a kind of a hot -- hot line between the

various departments, to enable information to be passed swiftly, and also all of the various local police forces to be able to share information and coordinate more swiftly. also as well just in terms of the kind of precaution and the level of risk that ordinary -- for example, schools for example. schools will be suspending all external activities all school extracurricular activities will in fact be canceled for the foreseeable future. what we're talking about is the kind of norm ool freedoms to go about one's business without being questioned or checked, will in fact to an extent now be compromised. people used to be able to walk around without being stocked. but if you want into the doors of a restaurant or department store there may well be a security guard who is going to

ask to look in your bag. there is also going to be a lot more visible security and risk accessment as well as all of the invisible activities that will be going on. we can expect that the intelligence agencies will be very active electronic communications, also i'm sure a lot more intensefied sharing of information between different intelligence agencies when europe and the west. so this is a terrorist alert that will take place simultaneously on many different levels. >> in the present time though we do know that three attackers are on the run. we don't know if they are armed. we know they have managed to escape from the scene. no doubt there must be a lot of fear within the country itself knowing these people are out there somewhere. >> there is a lot of concern. i mean clearly this was a very sophisticated and well-organized

operation. previously we thought there were two armed attackers. now the interior minister said they are looking for three people. but beyond that you have to ask who else was involved. who is protecting them? who provided financing? clearly this is not just a freelance operation carried out by three people. there have to be other people involved. so this is the broader operation which the police and the intelligence agencies will have to take on board. but clearly people are worried because we are aware of maybe one cell. this could be the work of one cell. people are asking are this other cells? are there other groups? or are there possibly other individuals in french territory who might seek inspirational -- inspirational --
