a dramatic effect on the global economy. >> thank you for joining us, we begin with breaking news from belgium, where there are reports that two people have died during a police counter terrorism raise it's reported hearing gunfire and explosions. a little earlier we spoke with the belgium journalist from the fuse paper in brussells. we don't have all the information, be uh the latest news we had is that we have two people dead and one wounded. this happened in the -- not far from the building.

al jazeera in geneva, the u.n. says it has made progress in getting libya's warring factions to end the chaos. al jazeera understands that the parties involved in the negotiation have agreed to lift the siege of cities and create similar passages allowing to reach the libyan people. she joins us on the line now from geneva, we are obviously be great news, for the people of libya who have been caught in the fighting, what are the details do we have of these negotiations? >> well, the biggest question really is how meaningful is this process. when one site is in attendance and the other is not. not all of the factions have agreed to join this process. we know that libya has two parliaments, two rival armies. stores of pa lish shas who refuse to lay down their arms.

we have seen governments fail. across the country, libya has failed in it's transition to democracy and that's why the united nations -- and that's why they are saying this dialog is a last chance for peace. but like i said, not all groups are here, the general national congress which is based in tripoli, and it is not recognize by the international community. they are not here, as well as powerful armed groups. so how are they going to implement the listing of sieges and opening of humanitarian corridors? i managed to speak to the manner of the party and he said that the united states will be in touch with the other parts inform them of their decisions and tell them that they need to comply. and i asked this a member of parliament, what if they don't and he seems to think that the united nations will impose
