wheel and made a very wrong turn. it is just the latest in a string of embarrassing ep societies for the secret services. -- episodes for the secret service. two agent on the president's personal security detail went out drinking and crashed their government vehicle into a white house security barricade. other security officers wanted to arrest the agents and do sobriety tests but instead the supervisor reportedly let the agents go home and sleep it off. the first big slipup since october, came on the heels of a man scaling the white house fence actually making it inside the executive mansion and news that an armed man had ridden in an elevator with president obama. joseph clancy a 30 year veteran of the service was reportedly appointed to the job last month. when he was serving as acting

cloarkt,actingdirector clancy asked the american people to give the agency another chance. >> we've got a good record. gif us a chance. >> including putting an outsider in charge but clancy himself pushed back. >> we don't have time to train someone in this role. you got to have someone who has some history and knows where we need to go in the future. >> the panel's proposals didn't stop with new management. it called for a number of changes including better agent training and raising the fence around the white house. director clancy has asked that the investigation into this incident be handled by the homeland security inspector general's office, the two agents will be reassigned while the investigation is underway,. >> thank you paul. cheering the news that the city's police chief is resigning, the announcement comes nearly week after the

latest to go. two police officials resigned for same reason. the municipality judge resigned after the state supreme court took the extraordinary action of assigning his cases to a state judge. the doj report accused the municipality judge of charging unconstitutional fees. and judge shaw also resigned he was accused of endorsing the policy to use court fines as a means of raising revenue most of those fines is against african american defendants. attorney general holder called for a complete overhaul of practices. >> we are prepared to use all the power we have to ensure that the situation changes there and that means everything from working with them, to you know coming up with an entirely new structure. >> and does that include dismantling the police force? >> if that's what's necessary we're prepared to do that.

loses their life at the hands of the police. i can't negotiate any way out of that. >> reporter: demographically madison isn't another ferguson. 77% of madison residents are white while fewer than 7% are black. ferguson is predominantly black. the racial composition of the madison police department also reflects the community. 10% of the officers are african american. during demonstrations this week police blocked traffic so protesters could march peacefully. still many blacks here people anxious. >> what you do you hear from your congregation? >> they're afraid. >> alex gee supports the madison police department even though he says he's been stopped by police for no reason. >> i think the problem is we have people who have probably been trained well tactically but

they don't have those personal interactions so i think they default to some of the old perspectives when they're interacting with people. >> officer michael var easy is trying to forge astronger relationship between the community and law enforcement. he says the robinson shooting has been the topic of conversation with many of the residents he meets. >> you know it's a tough situation, 19 years old it doesn't matter. i was not a smart person when i was 19 years old. >> ality var easy says >> alvarez says he understands it's a teaching moment. >> how do i respond to people? should i respond to people differently? there's nothing wrong with that. >> gee hopes that people will respond differently. >> we need people to look through new lenses, there is too much power we cannot have another unarmed black man shot

in this community or anywhere in this community for that matter. >> a state agency is in the middle of the investigation right now into the robinson shooting. we don't know when that investigation will be complete. antonio. >> thank you diane. off the coast of florida the search goes on tonight for 11 service members presumed dead, when their blackhawk helicopter crashed. john terret is here with more. terrible tragedy and investigators are trying to find out what brought the chopper down. >> that's absolutely right antonio. officials say so far there is no indication of anything suspicious. right now it is believed that the weather may have played a role. >> this is what rescue crews had to contend with first. fog. >> we had one clearing then it fogged up again. >> a blackhawk helicopter went down in the gulf of mexico last night. those 11 men are now presumed

dead. the service members on a night training exercise took off from eggland air force base near pensacola, florida. another blackhawk turned back because of difficult weather conditions. it's difficult to tell acknowledge whether weather had something to do with the chopper going down. >> they are very cognizant of weather many but you can depart from one station and hit weather you didn't expect. conditions have to be right for them to take off. what they run into while they're arab isthey'reairborne is a different story. >> the coast guard is still conducting a search and rescue operation but the hope is fading. >> our hopes are high still but

meanwhile in the city of ramadi, i.s.i.l. remains on the attack, targeting a dozen car bombs. i.s.i.l. has also released a disturbing new video i.t. shows the apparent murder of an israeli at the hands of a child. his family denies the accusation the video shows a fighter speaking in french and a boy who seems to be around 12 years old shooting musalam in the head. several tom obama officials were on capitol hill today seeking authority to go against i.s.i.l. but iran quickly became the focus of heated conversation. as libby casey reports the secretary of state and defense didn't pull any purchase. >> reporter: it was supposed to be a hearing on iraq and syria and whether congress should authorizing forces

since the supreme court reinstated the death penalty in 1976, three have been executed by firing squad all of them in utah. in 2010, a man had chosen death by firing squad. lethal injection is the most common form of execution in the u.s. used in over 1200 executions in the last 40 years recently the are drugs is been in short supply. utah isn't the only state looking for options. wyoming and oklahoma. >> representative paul ray is the man who introduced the bill in the utah legislature. representative ray good to have you with us. most people look at execution by firing squad as something --

people argue that it's humane. >> absolutely. if you understand the physics of the lethal injection vs. the firing squad your body slowly shuts down takes several minutes for that to happen. the firing squad happens within 3 to five seconds. if you want to look a at the most humane way iforts the firing it's the firing squad. >> only supporting this now because of the recent botched executions in obtaining the lethal execution drugs? >> before we had the botched executions, and we were out of the mix needed i started drafting there bill. utah back in 2004 when we changed we actually left the caveat in that if it became unconstitutional we would revert

back to the firing squad. that is already in. so we've just added the fact that if we get within 30 days of execution and we don't have that drug available we would revert the to that method at that time also. >> will the governor sign it into law? >> you know i would suspect that he will. he's not indicated that he's going to veto the bill. and so my opinion would be that it will probably get signed into law. >> utah is the only state in the past 50 years to use a firing squad. only three times since the u.s. supreme court reinstated the death bent in 1976. the last time a few years ago triggered international condemnation. aren't you worried about how this will affect the reputation of the state? to international consequences? >> no matter how you put a person to death the european manufacturers stopped
