incorrect you should correct it. >> thank you so much beare out of time, until next time, we will see it you online. welcome to the news hour, live from london. coming up. our thoughts are with the families of those who are suffering this terrible loss today. 150 people are feared dead after a passenger plane crashes in the inch from alps. loyal to the houthis rebels
2:01 pm
aren't followed his rebels. >> and the volcano alert. with sport, it is 7th heaven for new zealand correcters as they finally reach a world cup final, and in their own country. hallow. 150 people are feared dead after a crash in southern france. emergency services at the scene say the jet slight data reporter has been found. german wings 9525 was flying from barcelona tod usle dover. it took off half an hour later than scheduled.
2:02 pm
the nose dived for eighten manies the last radar contact was 9:53 gmt. barnabie phillips has the latest. >> a rescue operation is now underway emergency services pooling their resources that this is difficult terrain, and the weather is cloudy. and to resolve the terrible news the arrival tells the story mean 525 never showed up. it was traveling from barcelona to dusseldorf, but crashed near the town of dean.
2:03 pm
this is thought to be footage of the plane that crashed. filmed on a previous flight. the french president was hosting the king of spain on an official visit that is now been cut shot. >> we will do everything in our power to understand the cause and recover all the victims from the crash site. the accident has taken place in an area that is especially difficult to access. >> a low cost subsidiary airline, that flies manely short around europe. it has an excellent safety record. the passengers onboard are thought to include german, spanish, and turkish nationals.
2:04 pm
man wings crashed around 11:00 a.m. the thoughts are with the loved ones of our passengers and of course our crew on this dark day for our company. some comfort to those that lost love ones and crucially to determine why flight 9525 ended in disaster barnabie phillips. that's near too the crash site itself. and waythey are don't. >> see and hear behind me, this is the emergency center, the ford emergency center, where helicopter missions to the site of the aircraft debris have been flying throughout the afternoon. to find out whether the aircraft may have broken up in
2:05 pm
midair or whether the impact was just on the mountain side here in the southern alps in france. so that's what they are doing. they are trying to look at the extent of the wreckage, just how far the victims might have been thrown. we are losing the light and so they are going to try to help the rescue teams that have been passing me during the course of the afternoon. it is very very difficult up there. there's deep snow, the weather is closing in the light is already closed in, so this is an operation that could take between two three maybe even four days. remember, it is not just the victims of the crash not just the voice cockpit recorder and the black box but if there's a problem over the investigation, as to why this happened then they will try
2:06 pm
and gather every single bit of the debris from up on the mountain side and 2,000 meters at least in these conditions that will be an awful tough task for these teams. is it so bather and rye to retrieve the bodies and bring them somewhere nearby? >> they get a very large warehouse. one where they can put the victims or medical examination, and for identification away from the any media attention that will allow them the time and the place and the dignity to identify the loved ones when they rescue them from the
2:07 pm
mountain side. and of course, if they get and we have heard that they have heard a signal from the black box, if they get that voice cook pick reporter then they will be taken straight for technology examinations. that will be in and around this area, but nowhere near as close to the crash scene as we are now. to allow the love ones the dignity, and the scientists the time to study what happened. the fresh president was very quick to make a public statement about the crash. are we sees others coming to the area itself. >> yes we are not only the two ehuation ministers i haven't heard about spain yet but certainly i have seen
2:08 pm
reportses is that the german chancellor will be at is ten tomorrow, she will be taken to one of these helicopters from the site and shown exactly where the crash happened. so every effort is being made to help all visiting dignitaries. perhaps the president himself we haven't heard that, all as i know is most certainly angel america almost be here tomorrow and will be taking over the scene of the debris in one of these helicopters from here. >> the latest from this in fading light, thank you for the moment. >> joins us live now from the a studio. what will that flight recorder be able to tell? >> there's two recorders bound
2:09 pm
to the tail one records all the conversations between the pilots and air traffic control, the cockpit, and the pilots and the cabin crew. so that gives you also the noises within the cockpit and then the other one records all the data, what the pilots did and how the airplane responses to it. so we are not sure which of the poxes is being recovered. but also we have the fact this will be a judicial review, so the accident invest fay ever toes may not get it for rah while yet. >> who carried out the investigation. we know that a large number of german victims is it the french authorities who will do the investigation. >> they will open up once because of the violent death so the judiciary will run their own criminal
2:10 pm
investigation, and that overrules the accident investigation. it is the state of occurrence, that dominates that element and yes the germans will be invited along as well, because they are the state of registration of the aircraft, and quite probably the span lish be invited because they want to give some air traffic control data, for communications earlier on in the flight from them. and then it will also be a balance you may invite those around to on serve who has a significant number. one of the confusing things about this particular crash is the fact that there has been some confusion that there was a disstress signal or that it was the air traffic controllers that raised the alarm. that will be crucial won't it. >> . >> it is quite common to get this level of confusion at this stage. we will have to tribe all the
2:11 pm
air traffic control tapes. that will be stopping earlier on. the thoughs have started to do that and then when we got the voice recorder, we may find there's a difference, if the signal is transmitted by the aircraft, by the air traffic control may not have received it. so we will have to clarify that in time. but it is not the most important thing. fly the airplane first of all navigate and then communicate. one of the big tasks is the fact that this aircraft appears to have crashed into the side of a mountain. i think one report was saying that the biggest piece of debris they have seen is the size of the car. they have to get that debris down and then try to piece together the, i, haven't they? >> certainly that's where the recorders can become very very useful indeed. we will have to work out if it crashed but it was air worthy.
2:12 pm
so the boxes will be used the data to at locate that. so some of the time we may collect the wreck calling together for some sort of review later on, or it could be critical. but certainly salvaging airplanes in those temperatures and that access level of condition will be quite a long period of time before that is all cleaned up and taken away for further investigation. what parts will the company play in the investigation? clearly they are going to be incredibly upoat of what has happened to one of their aircraft. on the back of the fact that they lost another bus in the air azia crash. what part do they play in the investigation. >> the french team will be called together, they don't have a permanent team, one or two staff. they will enact as requests by the french investigators.
2:13 pm
so they will ask for some technical assistance. from there they can require whatever system is required. and to learn the lessons as well. >> terrible day for air travel there. to come on the news hour, we will be in the libya city, where one powerful militia can hold the key to pivotal peace talks. a good day for india's internet freedoms. and collision course, new zealand in a thrilling semifinal. at the correct world cup all the action a little later

all around here, people are building homes at this very moment. >> i guess the big problem is how long this activity might go on for and how long they are going to have to stay away from their loams? i was told this morning by a specialist, by an expert a scientist, he said this probably will go on for about four more months on and off. they are waiting to get for an alarm to be sounded but the last time this happened it happened at 3:00 in the morning most people didn't get a warning and so they managed to just get away. but next time it may not be so lucky. where millions have been effected by the very preenterble disease of

2:52 pm
the time line for withdrawal down to a embassy centered presence, a normalization of our presence, in afghanistan. remains the end of 2016. so that hasn't changed. our transition out of a combat role has not changed. now i am the first to say that as long as our men and women in uniform are serving there are risks involved. it is dangerous. casual cities have come down precipitously as we haven ganged in the draw down. it's been over 90 days sense two americans were killed in the afghan zahn. that has occurred because we
2:53 pm
are not in a combat role, and it is worth noting the significant casualtiestiesties that the afghan security services have incurs as we have drawn down, they have stood up, and they are fighting. they are fighting with courage and tenacity and getting better month by month. you can't minimize the sacrifices that are military families make. it means some folk will be rotating back into afghanistan for a few extran't mos. otherwise what would have been the case, we are moving the draw down pace over to the right. for several months in part to compensate for the lengthy period it took for government formation. in part because we want to make sure that we are doping everything we can to help afghan security forces succeed. so we don't have to come back,
2:54 pm
so we don't have to respond the an emergency because counter for errorists -- or because terrorist activities are being launched. we are on the path to do that and it was my assessment as commander in the chief that it made suns fortous provide a few extra months for us to be able to help on things like logistics. making sure that equipment is not just in place but it is also used prop everly. that the training the advising and strategic input that's been provided. continues through this fighting season in part so that the president who is taken on the commander in chief that we have not seen in the past can do a serious review, and assess where our strengths are and our weaknesses are and we can proceed with more effect i planning going forward. so -- the bottom line is our
2:55 pm
men and women make enormous sacrifices. their families to too, they serve alongside them. this will mean that there are going to be some folks who are in afghanistan under the new schedule, who would have been home. but it is important to keep in perspective, first of all that we have gone down from 100,000 down to under. thousand. that they are not on the front lines because they are not in a combat role. we are don't all that we can do to make sure that force protection is a priority. for those who are in afghanistan. and the date for us to have completed our draw down, will not companying. but it is my judgement, it is the judgement of general campbell, and other whose are on the ground, that providing
2:56 pm
this additional timeframe during this fighting season, for us to be able to help the afghan security forces succeed, is well worth it. and in thatceps, once been we are asking our minute and women in i don't know form to fight on behalf of our freedom freedom, and on behalf of a more orderly world. it does, perhaps raise one thought which is right now there's a debate going up on capitol hill about budgets. this would be a good time for my friends up on capitol hill including on the other side of the aisle to take a look at their budgets. if we are el holding both our defense and nondeft budget today 2006 levels it is harder fortous do the job we need to do not only on the national security side, but also here at home making sure that when
2:57 pm
our men and women come home, and when they potentially go into civilian life that they have a strong economy that their kids have good schools that they can send their kid today college, that they get the veterans been fits that they have so richly earned and deserve you know that would be a good way for us to express the thanks for the sacrifices they consistently make. yesterday i met the widow of the general she would like the memory of her husband to be sustained by a sustainable afghanistan that is secure. the 2015, the americans that have died must not die in vain. they must leave behind a legacy of a stable
2:58 pm
afghanistan, and that is preservation, that i think inspired the american servicemen and women to obey the call of their commander. second, we have taken them out of the harm reese's way for the past 100 days. because the combat toll has ended, the expose sure, the number of casualties is really down. there isn't -- most horrible reading of my day is the middle of the day and the end of the day security reports where i see the casualties. but thank god, they are no longer american or european casualties. john campbell is making sure that they remain in support role. to train advice, assist role, has risks but they are nowhere
2:59 pm
comparable to combat. for very significant to us, and again the institutional gains that can be achieved through the advice and assist role is what will guarantee that the investment of the last 14 years pay off in terms of gains that would ensure. last point afghanistan is the front lean. because of american engangment in afghanistan this has not been attacks on mainland united states. let's not forget that fordresses cannot be bit around countries we are living in an interconnected world and our security is joined together. the service call for kabul base. you're talking about a long

term strategy partnership. between afghanistan and the united states, at the same time you are talking about deadlines of the withdrawal of it's soldiers from afghanistan. how do you ensure the long term or how do you define the long term strategy parter in ship after 2017? or from 2017 on ward? >> mr. president -- i wanted to -- what do you expect mr. president, what expectation coming into the united states, and what would you like to return with to after ban stan? >> are expectations are that our cooperation will be enhanced the we will have a clear vision and practical vision for cooperation for an enduring corporation with the united states be there.
