patient over all these years. we hope our leaders will be peacefully patient as well. >> but a crucial thing we are waiting for was this announcement from the independent election commission. we have that now. can you take us through what we can expect to see happen the the next few days and weeks? the most important thing for now is for the ruling government and the ruling party to consider the defeat on to congratulate the winner of the elections and i think from there ministries will begin how officially to handle it. so i know that our beloved neighborhood association with a lot of consideration, and the most important in particularly with the boko haram issue where the

insurgency and violence. will it be any more successful as president good luck jonathon was? >> we look forward to him keeping those u.p.s. pros. it is about also routine corruption, and impunity, and for me that is the first and most fundamental thing. >> corruption is a big issue in the country it's seen economic growth, but i guess huge disparities and developments and parts of the country, this is not wealth that is evenly distributed this is not growth, that everyone in the country is feeling, do they have faith that the government will address that balance the new government will address that and tackle construction, which many people would argue is at the heart of that? >> one of the most important
1:04 pm
things that nigeria has sent a signal not just the nigeria politician put to the war. when you do not keep your. >> pros when you do not live up to expectations we reserve the right to vote you out i think that nigerians and his team so we are looking forward to seeing what happens the the next four years. if they are able to deliver the promises. and when he doesn't something would repeat itself, that a chance to be taken off in the the next now years ago so it is left for him, i think looking pack at history we hope that they will tourly keep his promises. thank you very much indeed for sharing your story. nigerian analyst and researcher. >> well, it has been a week
1:05 pm
since nigerian military detains two al jazeera journalists in the north were embedded with the military before they were detained last tuesday. they have been held in their hotel since then. al jazeera is demanding their immediate release. now a senior prosecutor has been shot dead in what can be said. 79 people were killed in the attacks the other top story that the u.n. strike is responsible for killing 79 people on monday. at least 41 people are also injured at the catch which is home to more than 1,000 families.
1:06 pm
many of those have now fled. consider the figures are likely to rise. the spokesman has responded to those reports. as i mentioned are under pressure and are trying to enter cities. so there will be civilian casualties. nearly 2 million were killed when led coalition jets eyewitnesses have told al jazeera that the cement workers have been killed injuries and trapped after houthis shelled their factory. houthis fighters have also exchanged artillery with forces along the border that's according to residents and tribal leaders. saudi helicopters were
1:07 pm
reportedly seen flying overhead. our correspondent has spent a great deal of time in yemen. he joins us now. >> a little bit earlier. he seems to indicate that military action wasn't going to continue. >> the sawedly led air when he said the intensifies air strikes in the southern part of the country prevent from advancing towards adan. and basically what they do is that they are in daily contact with the popular committees that are forces loyal to the president. and the moment this spot process of deployment of troops of houthis fighters and
1:08 pm
forces deposed president they established the contact with the saudis and then they hit the target. at the same time, the iranian officers and members from his boal la, are providing assistance to the houthis. they say they will need to lead to the same fate. this just shows you the message sent by the saudis to the houthiss and to the iranians they are accused of being the main backers of the houthis the saudi arabia is determined to continue with this military intervention for as long as it takes until the houthis pull out for the main cities and reinstate. >> and the rhetoric against iran specifically does that perhaps suggest that momentum is building for a ground incursion. >> think i it will take some time.
1:09 pm
they want to see that happen rein time soon. so they would like to see hattie reinstated. and recognized by the international committee as such. as for the saudis first person, he has been repeatedly saying that this is something that we take time. and it is quite obvious for the time being the saudis would like to stick to phase one which is basically targeted long range missile launchers and fighter jets. they don't seem to be willing to commit boats on the ground for the time being. this is going to be a very very delicate mission. >> yes that would be a big decision to send troops into yemen, one of the stated objectives of this military action is to effectively slow
1:10 pm
them in their advance to the port city, how difficult or how realistic a goal is that given the involvement of the former president in the all of this and his alliances in that part of the country? our view as a sense of the houthis military capabilities in the southern part of the country they have been taken advantage of significant deployment of troops loyal to the deposed president. who has forces loyal to him in an air base, and air base in in ask air base on the outskirts of adan and forces lo ill to him in different parts of the country. so when the houthis send reinforcements and fighters south most of the time they move to those rare bases get more support, more weaponries, more weaponry, and advance
1:11 pm
towards adan now the tact tick is the following. the moment they spot both soldiers loyal and houthis fighters moving into those areas they just go after them, and attack them. the message being sent is the following. to the houthiss will never tolerate a joint venture by both of you because the only way out of the crisis in yemen is for all the politic parties to disband and join in a political process taxer will take into account that remains yemen easley i think mat leader. >> there for us. in do just a fur hours remain. russia's foreign minister says the chances of reaching consensus are very good. now joining negotiators in the the swiss city, and working toward as preliminary agreement to restrict iran's nuclear program. in exchange, they will deliver
1:12 pm
relief from crippling sanctions. several sticking points remain. diplomatic editor joins us now live. and we are in the people stretch, james it looks as though it will go right down to the wire, what are you hearing over there? is there a sense of optimism. >> i think it is possible, but i think it is possible we will go past that deadline that's certainly what both sides are preparing us for. for the first time, the u.s. state department has said that if necessary they will go past m they are now talking of extending for a matter of hours. they consider the ted line to be artificial, they will go on whatever time. iranian asked them if they
1:13 pm
would then consider staying here beyond then, and for the rest of this week, and he said we will stay here as long as and necessary. so it looks like we are in for a very long and tense period of negotiations. the russian foreign minister joined the negotiations in the last couple of hours. he had gone back to moscow, saying if you are going to get close and have a realistic chance of a deal, i will return and he did a couple of hours ago. very long meeting is taking place and foreign ministers. who joined the meeting while it was midway through and the irhinians. that meeting continues. >> so very significant blah about the confusion over what we will get whether it is a political frame work and how public it is going to be made. >> i think the preppational
1:14 pm
aspects are very good indeed. we have been told lit be a frame work agreement that sounds like something very solid. in recent days we have been told an understanding perhaps as statement i think what is needed by the u.s. administration're is something that really is quite substantial.ntial. because it is them really who need this deadline. because we know that critics are circling, we know that congress will be back from recess. and there there are people, and senators who want new sanctions they believe that would be disastrous, it would destroy this deal, so it is the u.s. that need this agreement, understanding whatever you call it to show to congress to say look, we are making progresses please layoff the sanctions now. >> james, thank you very much. james bays following the irhinian nuclear negotiations still to come for you

saudi led air strikes have continued in yemen for a 6th day, the saudi military says fighting is intensified in the city and that's pushed up the number of civilian deaths. at least 25 civilians were killed in a saudi strike for internally displaced people on monday. the u.s. says it is willing to work past a dead lean. but russia's foreign minister says there's a good chance an agreement can be reached. >> now the iraqi prime minister says forces have reached the center of tikrit and are pushed to retake the city. this is the latest footage apparently from inside tikrit where security forces say they stormed a house in the center of the city. military offices say they are now in control of the government headquarters and the main hospital. shia militia groups are also fighting in the latest advance to create the siege last june.
1:19 pm
this now purging other effort pas of the city from isil, a group planted bombs inside houses government offices and destroyed all their installations. >> isil fighters have killed at least 30 civilians they are accused of acing thatting a village which is controlled by the government. syrian observatory says people were shocked burned and stabbed before government forces repelled the attack. meanwhile, delegates have pledged nearly $2 billion to ease the crisis. but the u.n. says it needs four times more to deal with the humanitarian catastrophe. lebanon has called for help to cope with the thousands they have taken in. stephanie decker reports. >> with this conference needs is a syria's war is nowhere near over, and that millions
1:20 pm
remain department on handouts. it is a call to dig deep. >> nearly half of the country men, women and children, have been forced to flee their homes. >> over 1 million refugees have come leer, and while money is being pledged what does it mean for those that need it. >> the u.n. used to provide $30 a month for each family member. now it's been cut to $19 do you really think 1 dollar as day is enough for a person to live on? we hear the u.n. is supposed to help, never received it once. >> the international aid agency is issued a report where it says many donor countries do not come through on the pun they have promised in public. be uh the u.n. here says it has received most of the funds. >> fees are increasing and even though the money is coming @increasing rate, it is not patching the pace of
1:21 pm
needs. and there is what we would like to highlight. >> over half live in formal catches. a quarter of the population is now made up of syrians who have lost just about everything. they may be alive but they will tell you there's no dignity to lives like this. >> that's what most of these people are doing, it is a remind tear none of them will be going home any time soon, and it is why aid agencies they need the donors to keep on giving otherwise they won't be able to cope with their needs. >> everyone we spoke to tells us they don't want to be here that the situation is desperate. the donors seem a long way off from their reality. >> 80 nations are meeting and we have a crisis that is hurting the region. let them solve the crisis in a positive way. and everybody can go back to their homes in syria. rather than pledging all this
1:22 pm
money, solve the crisis then everybody goes home and the problem is solved. >> but the political solution is nowhere near, and that means these people and millions of others will remain reliant on handout tussore rival, beirut. prime minister was dismissed after being accused of misleading parliament. a spokes men for the general congress says he was sacked after complaints by the central bank and other ministers. >> now, turkish battle forces have entered a courthouse where prosecutor was taken hostage by an armed group. a leftist group has claimed responsibility and threatening to kill the prosecutor unless certain dend mas are met. negotiations are now underway. who was hit by a police tier
1:23 pm
gas canister during antigovernment two years ago. what do we know about these negotiations? he is being held hostage by two or three members of the markist group, they are armed and they are threatening to kill the prosecutor unless their dend mas are met. he is a 14-year-old teen who was hit by a tier canister back in the summer of 2013. tier gas canister sent him into a comb mae, he died 269 days later. that is now where these two or three armed hostage takers stepped in, they are saying they want the police officer
1:24 pm
whose are suspected of being behind this -- the firing of the tier gas to be named. only two years ago was the prosecutor given a list of 21 police officer whose were in the area where the tear gas was fired. and these hostage takers say they will not list made public. >> what do we know about the demands. >> some of the demands public the list of the police officers and they want them to be put to a public trial. what also we are trying to find out here, is how these people got their weapons into a courthouse. shots were heard earlier on today. people going into court are searched everybody searched that is except the lawyers. so there is a suspicious that somehow someone helped these hostage takers get their weapons into the building somebody who wouldn't have been searched.
1:25 pm
>> thank you very much. live for us in istanbul, also in turkey, electricity supplies are slowly being restored after the worst power blackouts in 15 years. turkey's prime minister says all causes are being investigated. >> more on the top stories the declaration that has won nigerian's presidential election. the outgoing president has called him to congratulate him, let's go live now and al jazeera's and i guess very significant, that president good luck jonathon has called to congratulate his opposite number perhaps conceding that he has effectively lost this election what's been the reaction there. >> they are also saying wow.
1:26 pm
they can't believe that the government who was in power was democratically removed by the vote. this is a country that is not used to military coupes over the last couple of decades so they are like -- they are surprised but also surprised -- even more so also another surprise, another sigh of relief, people who are really concerned about violence. i can say at the moment we aren't hearing anything about any incidents at the moment, in fact, we have heard the total opposite. people are celebrating. people are on the streets celebrating they are setting up for a big victory party. people that support the opposition are having big street parties as well. supporters are more quiet. some of them are saying they are disappointed but they are hoping lit be a peaceful transition, a peaceful way forward.
1:27 pm
that hope that everyone accepts the results and there will be no violence. so now it is a wait and see attitude. it is important to try to reach out to to food luck jonathon to people that didn't vote for him. he needs them to make the country move forward and they have huge challenges so the main focus is those who will celebrate today let them celebrate, those that support him, accept the results and then maybe tomorrow, and maybe the next few weeks the country moves forward. so until the end of the may and then the president elect will be inaugurated as the next president. >> as you say, it is very significant that the president called to congratulate mr. baharry, and perhaps it increases the chances that we will see a peaceful andover of power in nigeria you mentioned it there are a number of challenges ahead what is the number one
1:28 pm
friarty? >> . >> well, for people in the north to northeast the main thing will be security. he has to come in and show that he can -- boko haram and those missing school girls that are still missing nearly a year on, people are saying you are criticized jonathon for the fact that you said he didn't do enough to try to find the girls when you come into office, expects to shake up and do what he can to find those girls. it is things like corruption the economy things like power. this is one of the world's largest producers. it is sun openable in today's africa's biggest economy most people don't have access to electricity. you need to be patient with me i have just come in, i
1:29 pm
will try to shake things up and deal with corruption. and when he was in charged when he came in during the coupe, people said he was perhaps seen as a less corrupt poll six. whatever he does, and then hopefully, most nigerians say they want the country to move forward, those outside the country, read social media twitter, i -- i want to come back home, many people are excited they hope this will be a new beginning they hope everyone works together as the country moves forward. >> all right, thank you very much. how the country is feeling and of course what the hopes and expectations are of many people there. as we see what can be the first peaceful hand over of
1:30 pm
power in nigeria. so remember you can get the latest for all of this that we have been covering the address for that is aljazeera.com. do check it out, al jazeera.com clearing the air stands by the controversial religious freedom law but says he does want to change it the opposition wins a contentious presidential voting niger out. and doesn'ts of college students refusing to pay back their student loans. why they say the debt should be forgiven entirely. >>
