imposes water restrictions after a four-year drought. ♪ all right. well, there are several breaking stories this hour. we will begin in kenya where there's been dramatic developments in the past few minutes in the hostage situation happening in the northeast. we know hundreds of students were being held captive in the city of garissa. that's after al-shabab fighters stormed a campus at dawn near the border with somalia. in the past few minutes kenya's interior minister says at least 79 people are now feared dead. so let's just bring you up to date once again with the breaking news that we are hearing in kenya at the moment. at least 79 people are now feared to have died in this hostage situation. the standoff taking place at that university in garissa.

that was after al-shabab fighters stormed the campus early this morning near the border with somalia. our correspondent malcolm webb is on the scene and has been speaking with witnesses who are reporting that all of the hostages have been killed. we don't have that confirmed at the moment, and we are hoping to speak to our correspondent a little later. he's trying to gather more information at the scene on this breaking news, but the interior minister himself is saying at least 79 people are feared dead in that hostage crisis. now, let's take you to switzerland where talks on iran's nuclear program appear to be making progress. officials say iran and the u.s. are close to reaching a preliminary agreement. they disagree about what can be made public. representatives from the u.s., u.k. france, germany and china, have been thrashing out a deal. in the last 30 minutes there's been a flurry of activities around the talks. our correspondent joins us.

what are you hearing, james? >> reporter: theywell, we are hearing that we will get a statement pretty soon, possibly as soon as one hour from now. journalists who have been waiting here outside the hotel where these talks have been taping -- taking place over two weeks and one resource have been bussed to a technical college on the edge of lasaunne it will come from the e.u. high representative, and the chief foreign policy person of the e.u. we are hearing after that there will probably be some questions to some of the individual foreign ministers who will also be speaking to reporters including the u.s. secretary of state john kerry. what is key is what is in this statement? what is in this announcement? is this what the u.s. was originally promising some sort of framework agreement or is it just an understanding or possibly just a statement?

we will find that out i think in the coming hour and i think that is key because what the u.s. wanted this deadline that was passed two days ago was to try to persuade congress that no more sinkions were needed. they were going to disrupt this whole process. so a real test of whatever is announced here in the coming hour or hours has to pass on capitol hill. >> yes this has taken so long, of course because are not the first talks over a possible nuclear deal and you the press corps if you like, have been stuck there for more than a week waiting for some sort of deal to be announced. >> reporter: yes. remember this has been negotiations with iran on and off for about 12 years. a fresh start to them started in 2013, and the margins of the u.n. general assembly in he september. then the interim deal that was done, the joint plan of action in november 2013. while this describes that effectively as a nuclear cease-fire where iran said it

would stop advancing its nuclear technology and there was a bit of sinkions relief from the west -- sanctions relief from the western countries. what they need is a final deal, remember final deadline is then of june but the u.s. wanted this deadline, the end of march so it could show that progress was being made to congress. that's why what they say here, what the statement says, what form the statement is, is so important and why people will be reading it so closely. >> the key players have been coming and going in the past few days. who actually is still there in lausanne? >> reporter: well, it's sometimes difficult to say because some of these foreign ministers have been sneaking out the back door. we know the u.k., phillip hammond escaped out of the building even though there were cameras at the front of the building for a few hours and no one saw he disappeared. he's back here. the german foreign minister is here. and the french foreign minister returned here. and, of course, john kerry and

the iranian foreign minister, mohammad zarif who was making it very clear when i spoke to him earlier on that what he wanted to have from this was a statement. he said, the actual deal, the date as far as iran is concerned is the end of june. >> james back to you, as soon as we know more details. thank you. let's go back to the main news the breaking news at this hour. the hostage situation the siege, standoff that was taking place at the university in northeastern kenya is now over. our correspondent malcolm webb is now at the scene in garissa and joins us on the phone line now. malcolm, what more do you know? >> reporter: good afternoon. there was gunfire coming out of the university compound and that seems to reach a climax, maybe about an hour or so ago there was an hour of fighting. and then after that he became calm. and he managed to get ahold of a couple of people on the

phone. they think all the attackers were killed and they say most of the remaining hostages were there by the time it came. most of them had been killed. this was one young woman who we spoke to, that there were a few survivors. some of you just reached the ministry check point. >> yes i mean -- >> reporter: i'm going to have to -- i'm going to have to hang up. >> i appreciate that update. we will probably come back to you a little later after you pass that checkpoint. thank you very much. now, the reporters have made yemeni city of aden.

the president had been residing in up until a week ago. well this footage is set to show clashes in a strong hold of the president's party. 9houthis rebels. the fierce fighting is said to be continuing. the capture of the presidential palace is confirmed, it would be a major blow to the saudi led coalition which was carrying out air strikes in yemen in the past week. they experienced the first tragedy since the campaign began. one of the boarder guards was killed by gunfire across the yemeni boarder. 10 other soldiers were taking place. fighters from the group have stormed a prison in the eastern city of makulaa and frees hundreds including one of their leaders.

yemen's capital is in lockdown. hundreds of people have either fled or are staying home to avoid the violence and, of course, it's forcing many businesses to close which is not helping yemen's struggling economy. jamaal al-shiha reports. >> reporter: a food store that's open for business, which has become a rare sight in a city under bombardment. the war in yemen has forced people to flee their homes in search of a safe haven but has made many businesses shut their doors, as an already battered economy is further devastated. >> there are very few people left here. everyone who has fled, those who have stayed live alone without their families. and hardly anyone comes to buy things any more. >> reporter: what makes things difficult for him is that his shop is not fair from the airport and the military air base. in yemen almost 1 million children under the age of 5 are

and in order to provide assistance so the popular resistance inside the city, we believe the situation is relatively stable and calm and the sporadic fighting is erupting from now and then. we have done all what we can in order to ensure that calm is restored inside the city so that the militias won be able to control vital installations. and in case those militias are redeployed, what or how will you react? >> we believe that our campaign has a legal cover and we also

wish not to react and take preemptive strike and these militias are very difficult to fight, simply for the reasons that they are fighting in small groups unlike regular armies who have clear fronts and clear ranks. however, we are imposing our tactics and techniques and i can assure you that the plan and -- the plan we are -- we have laid down and embracing will be successful. >> al jazeera television. accusations are being guarded between those opposing the campaign claiming that the collateral damage is high.

there's also claims that civilians are being assaulted by the campaign, however you mentioned that the civilians are being targeted by the houthis in order to use this as a media campaign. what's your reaction to this? >> i reiterate that when the coalition forces launched the campaign not from a single -- not in a single moment was any disclosed plan. that's why we are offering you a daily press briefing, in order to inform the yemeni public the regional public and the international audience of the campaigns of objectives and targets and from day one you and other press representatives may notice that the military
