12:10 pm
spoken to many of them. they know that every time they have -- an attack had a happens in a country, there are reprisals. usually government crackdowns. very heavy-handed crackdown by security forces. we talked to people here who say homes are destroyed. they are afraid that that might happen and at least clan elders that i talked to say, listen we want to help the government we want to clal collaborate with the government the government does not trust us. they are like you said kenyan somalis of kenyans, kenyan somalis, so to speak, but they say some of them hold crucialing information, but they would be afraid to talk to the government because they are fearing that they will be arrested. they are fearing even worse events. so they are telling us that they the government needs to work with them. the government needs to trust them and not work against them.
12:11 pm
we will take you straight away now to the saudi-led coalition holding its daily briefing in yemen. let's listen in. >> to explain the situation, in order for everyone in the public opinion to be aware of what's going on. you will remember yesterday, we have announced some phone numbers in order for anyone who wants to have attacked. sorry for being late for some technical reasons. this is our website, and this is our e-mail and an e-mail for the minister of defense related only to the decisive storm operations. we want to be in contact with the ministrate. so this website is regarding the evacuation committee and the human operations in order to be in contact with the committee.
12:12 pm
the sooner the better and we have members there receiving e-mails and applications 24/7. let me say here again that the media is quite important for us and we are keen for the media to know everything. the brothers in the red cross, i have mentioned that yesterday. we asked everyone to go through the normal procedures for the matters to go quickly. this morning at 9:00 o'clock, there were supposed to arrive for a trip but none of them has come. and there was a request to change the plane. they had chosen a company and this company cannot go to yemen and they have asked to postpone
12:13 pm
this trip. this is regarding the red cross and so many trips are scheduled and scheduled today first of all we have a trip for it. the egyptian brothers apologize for the nothing going because the egyptians in the are more than the capacity of the plane and they asked for another plane. the red cross, as i told you asked to change that flight. it didn't go as scheduled time. more controlled in the airport in sanaa. i want to stress the other party are the one who delayed things.
12:14 pm
the turkish government has a flight todd. they went already. they arrived near the airport as they were prevented by the houthis, malitias to land. they asked to go back to the jazan airport. they were throughout to go there there. before landing there, they were informed that they could come back to sanaa and evacuate the turkish individuals. that's why we are keen to make things clear. we are not asking for excuses, but we want the public opinion to know. i need you to know that the coalition forces are quite up to the responsibility. we are quite keen not to hit any civilians, and we are quite keen for those who do the e vamuation to go there and do the job this is our duty.
12:15 pm
this is our responsibility. and we have to pave the way for everything to be done in a smooth way, but we would like also for the public opinion for the media people to be aware of everything because we are quite responsible, and we will do everything on scheduled time but we asked you to be quiet accurate. the second point i want to talk about it today is the situation in aden, a situation in aden goes in a good way and should go god willing. i mentioned that the hour hows' malitias are doing nonsense there and we have noticed through the videotapes broadcast by the media that attacks on houses attacks on the peel and
12:16 pm
the sporadic attacks on the buildings in the area we didn't see any targeting to military positions and this is the situation there. they have resulted today to stop water pumps from working and electricity was not there in so many parts of aden. this is the heavier of these malitias. this is expected also from them. they don't have any goals. they only destroy the infrastructure the target the individual individuals, the citizens and we would hope to find development projects that will go for the sake of the citizens in yemen. instead of this sort of weapons
12:17 pm
and you will see now a place where a lot of weapons have been gathered. from the camps of the yemeni army who fled away from the area aerial attacks and these weapons are there, and you will see in a few minutes the big explosions that took plays because of these weapons. you know these malitias are only doing things against the welfare of the yemeni citizens. talk about the artillery attacks against the houses this. there is no real fighting under the pressure they are trying to move from here to there and you will see hoy the aerial raids have targeted some of these military con voids. the coalition forces are achieving their goals and we all know dealing with malitias is quite different than dealing with a real army.
12:18 pm
they are there amidsts the citizens. we have create information about their command centers within the -- some hotels within some residential areas and the aim for us is to prevent that. we are quite keen to have all accurate information regarding these places and to take the necessary procedures. the aerial attacks will go on. we will achieve our goals. we are quite patient to deal with these citizens. step by step and gradually on the proper time of the proper place, we will execute our missions and the resistance in aiden is there.
12:19 pm
yesterday we sent materials to the resistance groups in aden. they are unifying themselves. the results will be fruitful and good and the whole campaign will be successful with the help and support support. this is the venue. here we have a lot of weapon and the weather yesterday was not that good. you can see now the big explosion and some of the media spoke about this today. this is in sanaa, in some of the farms there where some civilians are there. and a lot have asked for this and this is another place for, for weapons.
12:20 pm
another warehouse for weapons there. yesterday, in order to delay and postpone the movement of these malitias we have managed to delay their movements and have attacked to prevent the malitias going to aden, and as we have mentioned, this is one location in the area around sanaaa and the movements there from this camp and we have attacked this camp. we are doing this and this is an ongoing operation. we aim at hindering these malitias from going to aiden. they now have discovered how
12:21 pm
much losses they have suffered and they have dromominated so many and they will be sent out of these senters. warplanes are over yemen 24/7. this is where people are going to aiden. we have targeted them two times because they were moving there with their fathers and the workmen they are carrying. regarding the ground operations as we have said the ground forces, the coastal guards are doing their job properly and dealing with anyone coming near
12:22 pm
the borders and yesterday, i have said that they were trying to find for themselves a base to start. we hit them with artillery. not allowed to get near the saudi borders. we will prevent them from having trenches to keep everyone safe. aimed at preventing any movements from the airport and will follow them up. we work according to the plans and the progress is okay and we
12:23 pm
are achieving successes. god willing, we will be victorious and we will achieve that success, and we will restore stability to yemen. now, the questions if you want. >> from sky news arabia: you have urged more than one time the malitians of the houthis. you urged them to come back is there any mechanism for those who want to come back and this might be a wear for them to be
12:24 pm
protected. >> yes, brother, i have said that our colleagues from the yemeni eerm are very professional. they know their duties in this regard and do an important thing in this connection. this important thing is not to help the houthis' malitias and for those who want to cooperate with the malitias they know quite well the popular committees, they know even the leaders of the popular committees the military units know each other well. but here, i need to stress that the most important thing to be given to the yemeni people is not to help the houthi malitias. what's going on now some of the army individuals, all leaders, are now against the yemeni
12:25 pm
citizens. just some of them. that's why we need to prevent these elements from support from being against the yemeni people. for anyone who wants to go back to the right path the way is there. they can go to these areas. they can find brothers from the legitimate government and they will help them. thank you. >> you have been listening to the saudi-led coalition daily press briefing on operations in yemen. the situation in the southern port city of aden we are told is improving. coalition forces are achieving their goals, we are told but the spokesman there noting that it's difficult dealing with malitias as opposed to conventional armies because they are often imbedded within civilian populations which, of course raises the possibility of civilian deaths so-called collateral damage. richard white is joining me now from washington, d.c. he is the director of the center
12:26 pm
for political military analysis at the hudson institute. the picture in yemen, richard, it's increasingly chaotic? isn't it? a country on the verge of collapse according to the u.n. looting, citizens groups taking security into their own hands is that a military way out of this? is this bombing campaign going to work do you think? >> you had several questions and comments embed understood comprehensive statement. yemen is in chaos, struggle for power, the malitias and so on. it's been that wait pretty much the last few years -- that way pretty much the last few years. it's worse now than before. it's not a major phase change to conditions on the ground. you asked whether military solution is possible. it is if they win an outright

victory and manage to seal the border or if the saudis are able either through an air campaign or with support of local or other foreign troops able to defeat the houthis and drive them back and so those are all possible outcomes. then you correctly asked me yeah -- well, you also correctly asked, then questioned specifically about the air campaign. and it's possible. these are all possible. i think they are unlikely. normally, you need to have a strong allied force on the ground. the saudis are struggling with that. you know the houthi forces are pretty much defeated. they can ally with various local groups and they might be able to establish a stable front in some places but it's not clear how that would stabilize the entire front. the costs, you correctly note are incredible. any air campaign whether it's by the saudis by the americans, by anybody, it's going to en i havetabley have civilian
12:28 pm
casualties. particularly in this case instead of having mass army formations you have the houthi fighters dispersed among the civilians, you are inevitably going to kill civilians in these attacks. that's where we are. there is no fear immediate outcome unless we can get a negotiated settlement. >> okay. there is another element to this because we are running out of time a little bit. particularly resonates in the united states. perhaps you can give us a sense of it. >> that's the state of al-qaeda in the arabian peninsula which, as far as one can tell, seems to be profiting somewhat from all of this. there was until recently a covert drone campaign run by the united states in yemen. they have now had to leave the country. this must be a source of some concern. >> it's not clear how much after concern it is to some of the forces. but it is a major concern at
12:29 pm
least to the americans and their allies. form for the same reason. it's not clear what the americans can do other than try to resolve. if you can get a settlement get the fighting to stop that will decrease opportunities for al-qaeda and other terrorists to spread. but as long as this goes on, as long as the other forces are fighting themselves, then no, al-qaeda is basically regaining a lot of position it has lost over the past few years. >> okay. richard weitz joining us from washington, d.c. the director of the center for political and military analysis. thank you very much for your insights there. >> thank you for having me. >> the latest from the sawedudisaudi-led coalition telling united states apparently that the situation in adden is improving. remember that you can find much more on all of our top stories by going to our website. the address for that
