warship as she prepared to she prepares to embark on her maiden voyage across the atlanta. >> okay. for the first time a group linked to isil has said it carried out an attack in afghanistan which left 35 people dead. 125 others were injured in the eastern city of jalalabad when a suicide-bomber struck at a bank as government workers queued to collect their pay. from kabul, jennifer glasse reports. >> reporter: the suicide-bomber detonated his vest in a crowd of people lined up in front of the jalal jalalabad banks. the target, civil servants. passersby tried to help the injured and move the dead. >> i saw many people, injured people on the ground.

ambulances arrived very late, and many people died of their wounds. >> two other blasts targeting a shrine. groups affiliated with isil are to blame. >> today, the taliban did not take responsibility. daesh took responsibility. international for for terrorists are responsible. they are not our people. if you're afghan or muslim, stand with us. ghani called this a new war against international terrorists terrorists. the attacks came as parliament approved all of ghani's cabinet picks. it took six months to get here. ghani said that it may take a long time, but they will create a strong government.

>> well, jennifer joins us live now. jennifer claims can't be verified at this point but who might be behind this attack in the eastern city of jalalabad? >> well, president ghani is saying that groups related isil claimed responsibility, and this would mark really a very big shift in afghanistan. it would be the first attack by anyone related to isil in afghanistan. president ghani said that he has been warning the international community for several months that isil is trying to gain a foothold here in afghanistan and it's a world problem and not just a problem for afghanistan itself. afghanistan does not have the sectarian issues that are rife in iraq and syria where isil has more of a food hold. nobody thinks that's it's going to be a very big group but this is a startling development for afghanistan. some people believe that maybe anyone saying they're affiliated with isil is disgruntled with

the taliban but president ashraf ghani calling to ban together against foreign terrorists. >> you mentioned that afghanistan does not have that same sectarian dimension that we've seen in other countries in the middle east that has allowed isil to flourish. what will likely be the response to from the public top ashraf ghani's call to unify in this way? >> afghanistan has seen three decades of war. many people just want peace. the kind of attacks that we saw in jalalabad today targeting civilians really made afghans upset. they're really proud of their security forces. they know that the security forces are still very young and are under resources. president ghani was upset today

because last week there were fighters when were overhemmed, murdered 18 of them, and beheading some of them. the afghan people are doing their best to try and support the security forces. they don't want to see the kinds of attacks that we saw in jalalabad today but it's very hard to protect against. it was a busy, crowded street. you can't have security everywhere. here in kabul there are many check points around town, and many would-be suicide-bombers have been caught, but you just can't be everywhere. >> jennifer glasse from kabul thank you very much. >> now just a day after the united nations launched an appeal for the people of yemen a package of emergency money has been offered by saudi arabia.

$274million has been provided by saudi arabia to help those displaced by water in yemen. that's the exact amount of united nations asked for on friday. saudi arabia is still leading coalition airstrikes in yemen and on saturday 20 houthi fighters were killed. some were killed in gun fights with those loyal in abd rabbuh mansur hadi. let's go to mohammed, who is monitoring things for us close to the border in yemen. what message is saudi arabia accepting sending by pledging in aid money. >> yes saudi arabia wanted to send a message that it is there in yemen not just to defeat the houthis and loyalist has are against saudi arabia.

it is there to help the people of yemen. the two countries are historic neighbors, and they influence each other in many ways. there is over a million yemenis living in saudi arabia and working there as well. on the other hand, saudi arabia also wants to respond to this emergency, this call by the united nations to give this amount of money and it is very difficult to tell to what extend extent this is going to help the yemenis in need. and how quickly. they need this aid today not tomorrow. millions have been affected by this war hundreds of thousands probably displaced and we have seen hundreds have left already the country. the situation there and the relief being talked about is easier said than done because the president obama is how to reach those people. the problem is how to put on the ground some structures that will

help do that in view of the security across the country how is the united nations going to deal with this particularly that we also know that there is a lot of bureaucracy that has to be followed before--to whom are they going too deal with. with whom are they going to coordinate inside the country. it is not clear who is in control of what places, so it is a very difficult task there. >> it will take time for this aid to reach those who are most in need of it, mohammed. what do we know about fighting inside the country. of course, the central city is crucial. we know that 20 houthis were killed in that city. what did we know about what is happening there and also in the southeast province. >> yes, with regards to ties we know it has become the focus during the last few days because the people have become able to

organize themselves, and the saudi airstrikes have helped them do that. because before that the rebels have been almost across the city. now they're being pushed out of the city, and the airstrikes are being targeted towards their places where they exist. they have taken matters in their own hands because you know, oil is crucial in yemen. they have taken control of those oil fields, and we understand that these tribes are loyal to the legitimacy and to president hadi. so we see them moving from place to place, moving from sanaa aden and then taiz. so the fighting is continuing on the ground, mohammed and we've been talking about a desperate humanitarian situation. aid has been pledged b clearly it will take time for logistics and to actually organize getting these ships there.

iran has proposed a four-point peace plan, but this has been rejected by saudi arabia and other gcc states? >> yes iran in the eyes of saudi arabia and gulf allies is much more of a problem. it is more of a problem than the solution. they look at every proposal coming from iran with a little bit of mistrust. iran has tabled a four-point plan focusing mainly on the humanitarian side, the cease-fire and on the broad government however the saudis look at this, they look at it suspiciously, and they think that it fell short of what is needed to put pressure on the houthis to withdraw because in the eyes of the saudis, and loss of the legitimate government of yemen, the haughties have stage a coup. >> forgive me for interrupting you, but the press conference is

support of president hadi. thank you for joining us. in terms of the aid there, we have nothing specific on exactly how much aid would go in, and how it would actually get to people in need. it's a very difficult situation right now. there is no one body of control in many of these places. can the aid be physically disattributed to people in this situation? >> the u.n. has declared there is 150,000 people who are displaced that have had to move out. they're obviously dispersed in different parts of the country and of course moving between organizations and we must not forget this is not just the houthi rebels. we have al-qaeda, we've got islamic state or i.s. as they call themselves, rating operating there. we have a big problem of

security. it's much like get getting aid in the syrian zone. and in my opinion it's worse in yemen. there's a big question whether the people in most need will get aid certainly in the short term. >> you mention mentioned that fuel storage sites have come under attack missiles launchers and scud missile, what can we draw from that in terms of the kind of pressure that houthies and the saleh loyalists are coming under on the ground. >> this is a classic air campaign for conventional war. the first thing you do is target the enem enemy's air system and then thorough supply and logistical systems. that's what they're doing but

this is not a conventional enemy they're going up against. and one of the problems, and he indicated they were about to target one of those houses. the problem is if you blow up a house full of ammunition in an urban area you're really asking for collateral damage and casualties. what they're doing is a very recognizable campaign. the problem, of course, is that it may not have recognizable results. >> a quick one this is yemen's third largest city, and we know that houthies have taken control of parts of this city before the airstrikes have started. can they maintain their presence in the city under this sort of pressure from the saudi bombing? >> we don't know, but others for example aq, when in iraq, managed to with stand a great deal of pressure from the american coalition when you had fallujah, are are ramadi.
