minister called for an emergency summit of european leaders to deal with the program and we will go to paul brennan and tell us the latest on the rescue operation, paul. >> reporter: yeah the rescue operation is ongoing. i have to say that the coast guard has not been releasing many details during the course of sunday afternoon. the numbers that we have been given that you have given there 28 people rescued and 24 are dead and the numbers issued late on sunday. and it appeared that more than 40 people have been rescued but has now been revised back and obviously confusion with 17 vessels involved in the search and rescue obviously making it a tally a little difficult. what is also proving a danger is prospects of finding anybody alive. the boat went down late saturday night. we are now the darkness has fallen as you can see here monday night and in the water

>> reporter: there has been a strong vocal reaction to the tragedy in the mediterranean across europe from france. >> translator: the disaster today is terrible and have been tragedies that took place last week which caused close to 400 deaths, since the beginning of the year there is acceleration and last year were there 4,000 deaths in the mediterranean to malta. >> a community with the situation we will all be charged in the same way that they judged on those who turned a blind eye to this and dictates over the decades. >> reporter: to the european commission. this from the high representative and the italian citizen citizen and she says we said too many times never again, now is the time for the european union as such to tackle these tragedies without delay. we have the duty to save human lives.

saudi airforces. they will move freely in the air everywhere. so the ship in the communication centers and other areas, so there is no more contact between the malitias or have any control. these groups or the operation is becoming more isolated and they are not able to contact the world in different areas in sanaa because we have targeted the communications infrastructure and all of the tools that they have been using they have not been able to control especially near the saudi border. so this malitia and their supporters from the yemeni army

as far as the ballistic missiles threat, as i said earlier that is all the equipment or the launchers have been destroyed completely. some of the ammunition, very small amount of it has been left in the caves. and also has been targeted in order to prevent them being used. as you know in the military sites, the operation has to be used and prevent and stop the enemy to use it. we would like to confirm there is no more threat to the missiles to the neighboring countries. these malitia were trying to take them or remove them from the caves but it becomes very

the casualties of the civilians, not destroy the infrastructure of yemen and try to bring back all yemeni to the negotiation again. i think what we are seeing and this is basically confirming these points and confirming that what has been done so far is moving to that direction. of course it is you know everyday it seems there is a promise on the ground on bringing more forces together in yemen. we know that there was a political vacuum in yemen since september 14 and that political vacuum basically led to you know a serious division within the army where basically we witnessed most of the military forces their fighting with houthis rather than serving the interest of the country. of course what this operation is about is bringing back these forces together and the leadership of the president of

abd rabbuh mansur hadi. >> we have been reporting that military commander has apparently switched sides and is now supporting hadi and is apparently in charge of 15,000 soldiers based on the border with saudi arabia. how significant if that is the case how significant is that? >> you know strategy and militarily everyone knows that these air strikes will not achieve its goal unless there is something going on on the ground. it seems that since the second week there is something going on the ground by bringing together most of those forces trying to communicate with them and the tribal leaders with some so called to the legitimacy like you know tribal leaders and some military officers bring all of those forces together to unify the efforts of you know

that there is a solid and there is a base for all of those forces together. but the problem was, you know in yemen there is no defense ministry and no center you know military center for all of these efforts. and i think we may see in the next few days sort of unifying all of this effort and leadership in sanaa and aiden in particular and bringing all of those forces together. because without putting all of those forces and the leadership and the clear strategy plan to what should be done these efforts will not achieve the goals and will not lead to what the air strikes, you know plan from the beginning. and i think what is the political effort now and the background from the security resolution 2216 is to push to

that direction and basically put together an army and try to put, you know a clear plan to the political process which will bring political forces together because it's not the military operation which will solve the problem in yemen. >> okay, thank you very much indeed and your thoughts on the subject. >> my pleasure. >> let's bring in a person monitoring the developments from saudi arabia and close to the border with yemen so mohamed i want to ask you about the houthi reaction that there has been so far today and blaming the u.s. and accusing the saudi arabia of trying to invade their country. are we surprised at all by the houthi reaction so far? >> nobody is surprised by it because this is exactly what he has been reiterating since the beginning of war and before it and always accused saudi arabia of being a country that is nefarious to the future and present of yemen and have seen

he has tried to drive this wedge several time between yemen and saudi arabia and warning yemen that saudi arabia is a source of danger and not a country that it would like to take care of yemen. it's very interesting to see him lumping america and saudi arabia and al-qaeda in one front that is according to him is against the yemen interest and against the houthis. two other interesting points he made, one a reference to the former regime against which the houthis have been fighting for more than ten years now. he said that the former regime had adopted a more careful policy to saudi arabia. that's very interesting because he has always been dethighing that he has any links with him and clueded with him to take over sanaa and do what is happening now. also the other thing is he sent a message to southern yemen saying we are not against you. we are not here to harm your

interests and believe us if you help us, if you stand with us we will do as we always did and support your cause and you will have autonomy and that is dangerous for yemen who can see in the kind of attempt on his part to seek a compromise with a kind of pact that if you support us and break away from hadi then you and hadi or your goals or you will succeed from the north and we will allow that. so i mean, sorry, i was going to say that he looked like the leader of hezbollah in his comments and tried to adopt this ora of wisdom and very deep political insight and it's a very very political speech there by which he tried to achieve with words what he maybe is failing to achieve with weapons. >> okay thank you very much indeed. thank you. let's get more on the top story hundreds of people are feared

dead after a fishing boat carry carrying 700 migrants capsized off libya coast and we will speak to the president of doctors without borders in italy. thanks very much for joining us and can you tell us a bit more about what msf is doing and how they are expanding the operation as i understand in response to this? >> yeah msf decided after all these deaths to launch some operations in the mediterranean aiming to do a search and rescue operation to save lives because we can not cope any more with the situation we are facing. so many people they are losing their life and european member states, absolutely they are not doing enough to save these people. >> and today there has been another outpouring of messages from eu and various political leaders that enough is enough and we have to do more. do you think this time there is going to be some kinds of action

that makes a difference? >> i don't know. actually we are pessimistic and decided to launch operations. last year when operation in italy is finished the reaction of european member state was very poor and nouw european member state and have a very grave responsibility of what is happening now in the mediterranean so these deaths are a little bit on their responsibility. >> and we know there are push factors of people leaving some of the conflict areas and they are desperate, what do you think needs to be done in those countries to try and prevent people making that very dangerous journey? >> well first of all, european member state are increasingly getting obstacles for these people to try to reach the european shores in a way,

creating walls in greece and bulgaria and creating many obstacles and the only way for these people to try to save their life and give future to the kids is just across the mediterranean and we know very well that is a very very difficult journey and sometimes it's a deadly journey. so to all the people like one year ago were saying that through activities was a little bit sort of a safe net to the people so there was encouraging the people to come across the mediterranean. the situation that we are facing in this particular moment is the contrary. despite what we have in the mediterranean patrolling and saving people and not saving people, they are trying to do their best to reach the shore because they are desperate and because they are escaping wars

streets in the open in miserable conditions we left everything behind. >> reporter: the politicians and shakes and fled to erbil and turkey in hotels and homes. people who have fled speak of battles and some say bodies are scattered and i.s.i.l. fighters are making gains closing in on the city center. more than 75% of ambar is under i.s.i.l. control and the government has sent reenforcements but this is going to be a long battle. mosques across baghdad have opened their doors to shelter the displaced. this is their new home and everybody here was allowed to enter baghdad only after being sponsored by the highest religious body. more than 250 people live in this building. they are scattered in rooms like this. we are not allowed to film them for privacy but they are scattered all over this compound and there are mattresses there and living in tough conditions.

now they were allowed in after they were sponsored by the sunni endowment because the government hasn't forced restrictions on them to enter baghdad. the number of people coming to the capitol has made the authorities nervous. the government has imposed restrictions. families need a sponsor to get in. some accuse the government of being in different. security officials say i.s.i.l. may have infiltrated the crowds and they need to cross check. and those who are still stuck feel not welcomed. >> translator: they want a sponsor to let us in and if you do not want us hit us or kill us we are iraqis. >> reporter: called on the government to lift restrictions and send troops and weapons to the tribes of anbar and removing i.s.i.l. from the providence is not going to be easy and probably will take a long time. these people are likely to remain displaced, not knowing when they can return home i'm

and we get almost nothing. >> reporter: the government came to power last year on promise of development to help the economy. the land bill is now stuck in parliament because of opposition from political parties. they say it's unfair to farmers and could force them to sell their land when the government deems a project necessary in the interest of private businesses. >> translator: the prime minister wants to take your land and sell it to rich companies and weaken you on one side on the other side you won't get jobs and you will fall right in between. >> reporter: in of the farmers here agree with that and believe the atlanta bill will leave them without the ability to negotiate fair compensation and without a livelihood. the government says it wants to negotiate with opposition to get the bill passed and trying to talk to farmers directly through meetings and radio broadcast to convince them the bill is good for everyone and what this shows is everyone may not be convinced of that. supporters of the land bill say
