very important. so from such a standpoint the 2 points to be secured is very important. so from such a standpoint, japan and the united states should cooperate and we need to continue dialog with china, and it is my intention to do so. let me agree when it comes to the proposal that's been made by china a lot of countries that have difficulty financing but if they have the structure and developed they can grow much more rapidly and that's good for everybody it is good for the world economy and for us and more markets. it's good to get our goods in and sell our services.

what we have said is exactly what the prime minister said which is if we are going to have a multilateral lending institution. then you have to have some guidance by which it is going to operate. that's how the world bank operates. there may be weighted votes but you have to have some transparency in terms of how it will operate, because if not, the number of things can happen. number one money can end up flowing that is misused. or doesn't have high accounting standards and we don't know what happens to money going into projects. as the prime minister said, the project else thises may not be well designed they may be very good for the leaders of some countries and

contractors but may not be good for the people that live there. the reason i can say that is in the past some of the efforts of multilateral institutions that the united states set up didn't always do right by the actual people in those countries. and we learned some lessons from that and we got better at making sure we were listening to the community and how this would effect the environment, and whether it was sustainable, and so sour simple point to everybody in these is let's just make sure that we are running it based on best practices based on what we have learned from the supplier rah and how the financing mechanisms have worked. and if, in fact, the azia

infrastructure bank that is being set up ends up having those kinds of safeguards, is run in a way that ultimately is going to lead to good infrastructure and benefit borrowing countries then we are all for it, and we look forward to collaborating with azia infrastructure bank just like we do with the asian development bank, with the world bank on a whole bunch of stuff. so this could be a positive thing. but if it is not run well, then kit be a negative thing. what we don't want to do is participate in something and providing cover for an institution that does not end up doing right by it's people

issues that society faces that have brought this to a head. >> well, it is right and i think it is instructive to compare what the president said. that may call brown and eric garner case, where he is placing his emphasis, really, obviously this is something that the president thought a great deal about. i think hissance was close to 15 minutes to that question from our colleague. about his reaction to what was happening and libby let's just pause and think about the tranquility of the rose garden just 30 or 40 miles from the chaos and unrest on the streets of baltimore that we saw so graphically last night and which authorities are still today struggling to contend with. the president did start out by taking a protestors to task he did the same thing in the wake of the ferguson riots. he referred to them as criminals and thugs let's listen to more what the president had to say on that

score there's no excuse for the violence we saw yesterday. it is counter productive. when syringes get crowbars and start prying open doors loot. they are not protesting. they are not making a state. they are stealing. i think there's some frustration, we can clearly see it. he turns from those comments about the protestors to some pointed criticism of law enforcement. if you recall back in december, in the wake of the grand jury decision where michael brown the officer held on criminal charges he said that this time was going to be different that president obama meeting with community leaders a minority community leaders but here again, we can see what the president has referred to today as aic soole and he did, want to address the underlying issues.

taking the police to task is what jumped out at me. they have troubling questions this is a crisis, yes but he called it a slow rolling crisis. the good news is this will bring some awareness to underlying problems that bring this about but then he said some police aren't doing the right thing and they simply cannot close ranks when things like this happen when the incidents involving freddie gray happened dieing in police custody from a broken spleen, the police cannot close ranked he said we as a country have to do some soul searching again he talks about the underlying societal and economic problems impoofierishedment, lack of opportunity. a lack of investment, all this he says needs to be addressed and it is going to take a lot of time, and again, this is not something that the media and the public can only focus on when these tragedies happen, when these crisis happen, as he put it

you notice he talked about the strong protections for the environment, and workers you have really seen the narrative around those big concerns. the main criticism of the transpacific partnership is that it can cost american jobs and depress wages and also infringe on sun sovereignty because there is a clause or expected to be a claude that in thousands of trade agreements that allowed corporations to basically sue governments if they adopt policies. but really the focus there people are countried is this going to cost american jobs is this going to eat into my paycheck and what i found very interesting as well, many the last couple of weeks you have seen the obama administration what is edging out to pos this also very important to american security and american defense no we are really going to address the main concerns. >> president obama emphasizing that congress will have time to look over

this deal, because a lot of it is a mystery we have not seen many mysteries come out he is largely draws on history, because these are massive trade deals and these things are not negotiated publicly in front of everybody, they are largely negotiated behind closed doors. now congress can look at certain aspects they can look at the papers and they can't necessarily take them out. what is surrounding the secrecy is because the public is not aware in terms of the example that the state dispute clause, that allows corporations to sue governments, okay, we have become aware of that largely because of leaked documents so this is a big big concern but trade deals are negotiated largely behind closed doors people want to know the details and the president today emphasized if it's not secret, they will have plenty of time to look over it. we will now go back to john who is live in baltimore

there is very genuine concern that we may see some kind of repeat of what happened last night, and i know there's another shopping malls that been closed down because of rumors that it was going to be targeted by rioters today. in the mind of as you were saying the new republican governor of maryland who is really being tested in his first months in office, this is larry hogan there will be no more violence tonight. he said what happened last night is not going to happen tonight, violence will not be allowed to accompany everything in this city, and he said that the city and the state will deploy as much or as many resources as they possibly can and man power as they need to keep the peace let's listen now to what he said. >> to my knowledge there's been no incidence, this
