method has not caused contamination, but it could. >> and a crowded field. what the big pact of g.o.p. presidential contenders could mean for the race for the white house and why the republican losers could end up winning in the long run good evening, i'm antonio mora, this is al jazeera america america. we begin with what appears to be a data breach at a federal agency. u.s. officials allege chinese hackers broke into the office of perm management stealing data of millions of current federal employees. mike viqueira is in washington with the latest. >> reporter: the story started to break on thursday. the office of personnel management revealed the data of 4 million employs could be susceptible and reports say that china was defend the attack on the federal government

>> reporter: newly published documents leaked by edward snowden reveals a programme in which the n.s.a. collaborated with fbi to target foreign based hackers in the counter-terrorism programme. documents showed in 2012 the justice department gave the n.s.a. prime ministers to begin to track malicious computer activity coming into the u.s. from abroad. >> the revelations coming days after congress approved the freedom abbing, a lil intended to curb the spy powers and increase transparency. a memo described a request for help from the fbi in its investigation of foreign based hackers. the memo goes on to describe how using the surveillance system would be cost efficient and avoid duplication efforts.

intercepted communications would be forwarded to the f.b.i. the plan supposedly executed in 2012 was not publicly disclosed. the revelation comes while concern grows over high profile cyber attacks against american companies and individuals. north korea has been linked to last year's hack attacks against sony which shut down the company's communications, and cost the entertainment giant an estimated $15 million. the agency has been seeking less restrictions in surveillance ests, but opponents -- effort, but opponents argue it could hurt americans. >> being a victim having a code or attachment may be justification for the n.s.a. to grab your email without a warrant. >> the environmental protection

votes. they don't have to say anything. that's what happened in the past. >> why are we seeing so many candidate. in 2012 there was a punch of candidates rising to the top in the polls. the favourite won the nomination is every one of these hopeful to win the white house. >> not everywhere running for the presidency is running to with respect the presidency. there's people running for different reasons, maybe to position themselves to be governor of the state or the vice presidential nominee. that happens. joe biden was candidate for presidency in 2008 and became president obama's vice president. some are campaigning for the vice president si, sorts running for the next cycle, the presidential cycle. >> could it be to raise the profile. and make money in speeches.
