pay on time or default. as the finance ministers meet for more tough talks. >> and pope francis wins praise decisive action to safe the planet from climate change. hello, police have arrested a man believed to be responsible for a mass shooting. nine people including the pastor were killed in wednesday night shooting which spark add man hunt across the city, police earlier identified the suspect as 21-year-old dillon roz. here is what they said. >> he was arrested and shelbi north carolina. during a traffic stop. at this time, we have not only fbi agents there but we also have city detectives preparing to fly to shelbi, north carolina. to begin the interview process as well as evidence

recovery. let's get the latest in washington, d.c. so allen this has been quite a quick in some ways end to this pant hunt. tell us more about the circumstances? well, soon after the shooting happened the image of the shooter, the alleged shooter was caught on c.c. tv, just outside the church. we believe his uncle saw the picture, informed the authorities. once they had a name, of course, it was much easier to track down. that led to a be on the look out across the country can and then a traffic stop was organized in shelbi, in north carolina but three hours from carlstop, and the alleged shooter was pulled over. now, clearly there's a lot of interviews still to be done, but also one of the things police want to know is where he has been for the
1:03 pm
last 12 to 15 hours. the arrest happened but it was sometime after the shooting, and certainly a lot more than the three hours that were taken to drive from charleston do get to where he was arrested by the police. now, barack obama has for the 14th time, come out and spoken about a mas. shooting while he has been president. and he said it is time for america, to change things. >> i have had to make statements like this too many times. communities like this have had to endure tragedies like this, too many times. we don't have all the facts but we do know that once again, innocent people were killed in part because someone who wanted to inflict harm had no trouble getting their hands oen a gun. now is the time for mourning and healing.
1:04 pm
but let's be clear at some point we will have to reckon can with the fact, this this type of mass violence does not happen in other advanced countries. it doesn't happen in other places with this kind of frequency. and it is in our power to do something about it. >> how likely is inning to change at this stage. >> highly unlikely. we are right in the middle of an election campaign, although it is still 17 months until the actual vote. the candidates are out, they are gathering support financial support as well, and it would be very rare for some of the republican side to speak out about a gun laws in the country. fearing that that would incur the wrath of the nra the national rifle association and also incur the wrath of republican whose believe in gun rights. and the second reason why
1:05 pm
things are unlikely to change, is after sandy hook, where more than 20 children were shot dead in their classroom by a mass with a gun, and remember, at the time, barack obama was passionate about trying to get something done, he made several televised addresses. he went to the memorial service for the children, he said he was going to invest his political capitol in getting things done. and nothing changed. and so if you can't change it after something like sandy hook, it is unlikely that will bring a change in the united states, unless people go to the streets. unless people say it does have to change. and although in many polls americans say they want different gun laws, when it comes to voting who want to change things they don't. and so it's likely to remain the same, and will do for some considerable time yet. >> okay, thank you very much indeed.

1:07 pm
indeed many areas of the war are in a completely chaotic situation, and the result is this escalation of december placement, of human suffers because each displaced person is a tragic story and not only are people suffering when they are forced to flee but many are suffering trapped by conflict, in their own villages or in their own communities. >> bernard smith near the turkey syria border, where there's been a massive influx of refugees. >> turkey has now overtaken pakistan. almost 1.7 million syrian refugees are now in turkey. most of them living amist the turkey.
1:08 pm
in that time the government says it spent $5.2 billion providing for and managing the syrian refugee situation. it is still not getting any help, from the international community, particularly from the european union it wants them to take more refugees and while the camps that turkey provides, provide good accommodation, people are fed, there is education for children, many of the refugees will fell you their lives are in limbo. they wont to settle, they realize lit be a long time before they can go back to syria, in these camps work is very difficult to find. they need a sense of permanence to move on activists in syria syrian

deal at all? we will wait to see what official announcements are made. there is a possible deal that would finance the greek government, mostly using left overmoney from the european financial fund that was earmarked for the recapitalization of banks and wasn't used. it was returned earlier this year. these are all viable options are not on the table for them, one thing the greeks to want to see, in this process is the european stability mechanism, massive funds set up during the crisis to bail out troubled governments used they want that used to buy out the share of the

debt and the international monetary fund, those two are the hardliners in these talks. they are the two constitutions that do not have a political element they operate on purely financial criteria, the greeks don't like dealing with those, they want to deal with political in the european union so they want the european union through the esm to purchase the entirety of the debt this may be a small concession in that direction in support of staying in the euro, i suppose that's what is at stake here, the possibility that if it all falls apart then they might be out of the union. >> there's been a lot of fear here that through it's stance, the greek government, may be writing greece out of the euro zone history, at a

very early stage and this gathering that you see behind me, not as large as the progovernment gathering that took place here last night. it is a grass roots effort, to press the government, into moving into more conciliatory direction making sure it doesn't pull too far this line of tension that exists now between@thens and brussells. and mike sure that they come to some sort of reasonable agreement that doesn't increase measures but also doesn't risk putting greece out of reach of any sort of deal but keeps nil the euro zone. >> thank you very much indeed. still ahead, after staging attacks barack obama causing more carnage.

30 people have been killed in attacks in southern, gunman shot people in two villages in the region. 40 nigeria now tell us more about what happened today? >> well, lauren, the details are very very thin, but these attacks do signify the fact that there is a sense that barack obama is still very much active, all we know is these attacks took place in two villages in a certain part of the republic, an area which has been known to be the subject of attacks by the group. many the last couple of years that the group has been functional, but this will still come as a surprise to many because there has been a significant reduction in the number of attacks in the

region, though on wednesday there were reports that some died from explosive devices planted by barack obama in a certain area but clearly that's not the same thing as an attack. only the weapon 9th of may, as i said there's been this reduction since he took over the end of may he has visited himself, to talk to the president there about strategies and the way forward to deal with barack obama, he has also hosted the president here in nigeria hes that traveled also to the african union to talk about countries can better coordinate to finally defeat the group he has ordered the release of the treasury to reduce the impact of the attacks and help those that have been effected. clearly these reports if they are accurate indicate i guess to an extent the momentum to defeat the group is still not
1:19 pm
being felt on the ground in many of the communities that have been effecting by fighting. >> do you think this suggest they are changing their strategy in response to the campaigns to get rid of them. >> well that's an interesting question. the military authorities involved in fighting the group, not just here in nigeria, the military authorities but chad, and the republic, and other countries in the region, have basically been saying for a while that the group is facing extinction. that it is on it's last life if you like. clearly as i say, there are reports that incidents like this are still going on. hay say that barack obama is being routed, it is being defeated, and any reports of attacks that we see are kind of how do i put it, last ditch attempts to be relevant, and to be impactful

1:25 pm
pained and disappointment that the reform has been vetoed i can no predict when it can step forward again. >> it was a surreal moment. had voted down the chances for more of it. the opposition say the motion they rejected had offered hong kong fake democracy a public vote to select it's next leader but with no more than three candidates vetted by beijing. the community is deeply split, there are others that want to oppose it. >> the government disheartened supporters knew in the end the vote would be a formality as they didn't have the numbers.

then they will start screaming, why wasn't there a universe salt lake suffrage, they have only themselveses to blame. this was perhaps the best and last chance for more but the proposal fell well short of what the parties were prepared to accept, beijing has warned there would be no more concessions. it was either this, or nothing. >> it's been a turbulent few years for hong kong that have strained the already difficult and complex relationship with china. it's streets were occupied, there were violent confrontations with police, all in the name of what they call true democracy which after today seems further away than ever. >> there were no winners here a relentless war of words between rival groups has left a political stalemate and a simmering

anger. adrian brown, al jazeera hong kong. >> now let's return to our top story, and going to charleston where andy gallagher is there for us, the shooting as you will remember of nine people in a church in south carolina, one suspect has been arrested, let's bring in andy gallagher, tell us more about the mood then now that a suspect has been caught. >> well, the mood here is extremely somber obviously the shootings were carried out. it is known here as the mother church. it is the heart of this community, extremely cultural important church founded by a slave who start add revolt here, so among the african-american community this was considered the heart of their community. and there is no doubt among african-americans here, that this was a hate crime, and it isn't being investigated as that but over the last few hours events have unfolded extremely quickly and we now
1:28 pm
have a suspect that has been placed under arrest, the authorities say he is the only suspect at the moment, and that unfold sod quickly i think because the police here had such clear pictures of the shooter and there was a great effort among the public somebody called in having seen him in his car and this was nothing more than a simple traffic stop. we also are hearing that 21-year-old was forced -- a pistol by his father, for his birthday just a few weeks ago, a as there's a great outpouring of grief here it has shocked this community addresses the nation saying communities like this have simply been through things like this too many times.
1:29 pm
yeah, it is unclear at the moment how this investigation will go on whether he will be prosecuted the alleged gunman, at a federal level or at a state level here in the state of where we are. it is t no certain but as i said before, dillon is the only suspect in this case, they had pretty clear pictures of the alleged shooter going into the church, last night and also pictures of his car with the license plate. in the that same vehicle we don't know if he was armed when police pulled him over, a very fast rate, but people don't want to concentrate on this young man who is alleged to have carried out this shooting they want to concentrate on the families of the nine victims who lost their lives here in charleston.
