emerge from south sudan. ♪ hello. the greek government has requested a new bailout deal from the euro zone in a last minute effort to avoid effectively defaulting on its debt. time is running out. greece is now less than six hours away from a deadline to make a 1.6 euro billion repayment to the imf, but it can't afford to pay without an agreement with its lenders to free up billions more in bailout funds. greece owes a total of 35 billion euros. missing on imf payment could have serious repercussions. greece could even be kicked out of the imf all together. john psaropoulos joins me live from athens. we're hearing a last minute call for a deal from greece.

what do we know about the proposal? >> reporter: well, we know that the greeks have asked the creditors in brussels to accept a sort of moratorium if you like a debt relief period of two years in which the european stability mechanism would purchase all debt that comes due for the greek government to pay. that's a massive intergovernmental fund set up in reaction to partly the greek crisis, but generally the financial crisis after 2008. it was set up with euro zone government money in order to bailout distressed euro zone governments, and greece is one such government. $140 billion is owned by [ inaudible ]. greeks have in the past asked it to simply buy out the roughly 60 billion euros of debt owned by the european central bank and the international monetary fund.

if that happened greece would then just be dealing with one institutional creditor. and the greeks would like that because the esm comes under the authority of the european commission, and they have proven the most willing to talk with the greeks on a political level and bargain with them on the policy mix of austerity measures that they would like and that makes it much more easy for any government in athens to come to an agreement with the europeans that they can live with because the other institutions would abide by strict financial principals and macroeconomic ideas that the esm isn't necessarily bound by. everything hinges on this referendum the greeks have declared it partly because they dwoont to assume responsible for a package of austerity measures that the government has promised

never to bring. but it is also bringing it as a form of pressure against the creditors. the creditors are turning around and saying you want the referendum, you go ahead and have it. we're not accepting it as a form of pressure before it takes place. we're not improving the deal. the greeks have gone ahead with their official position and they are determined now to hold sunday's referendum. the finance minister was as assertive as ever that the referendum will happen. >> translator: the most takt thing at this time is to secure with sore briety and harmony the right of the greek people to express themselves on sunday in the referendum. it's a right that the euro groups tried to deprive them of by closing the banks. our goal is to allow the greek people to express their view on the proposal of the lenders. for monday we'll start building a viable solution for the greek social economy.

>> reporter: if it falls into arrears money markets are likely to raise their costs further. but those banks closed for a week and possibly longer the prime minister, is rumored to be considering a renewed overture from the european commission. >> this would require a move from the greek government which the president asked to see before midnight last night. as we speak, this move has not yet been received registered and time is now narrowing. >> reporter: the german chancellor also say there is no sign of such a deal yet. >> translator: this evening at exactly midnight central european time, the program expires, and i'm not aware of any real indications of anything else. beyond this it's clear that we'll not close the channels of communication after midnight. otherwise we would not be

european union that means the door remains open to talks, but i can not say any more than this. >> reporter: tsipras is unlikely to receive unchanged the very plan he has brought forward. on monday night he signaled he was still open to last-minute deal, but in this game he sees it after a no vote on the creditor's plan, not instead of the vote. tsipras has to con tend with an increasingly unrested home front. public opinion is divided between a no vote that could take greece out of the european union and into greater poverty and a yes vote that would maintain a loss of sovereignty that stings greek pride. if a last-minute deal doesn't happen, the dilemma threatens to tear the greek society apart. >> it is the greek people that will decide in sunday's

referendum whether to receive the terms of the bailout agreement on the table right now. but what is the feeling of germany? dominic kane went to find out in frankfort. >> reporter: this is frankfort's [ inaudible ] the heart of the business and banking district. in this part of the city people are used to making big financial decisions that have a profound importance. if greece is to fall out of the euro zone it could cost the german taxpayer a great deal of money. as the people contemplate their choices, we wanted to get a flavor of how much they were prepared to pay for german solidarity with greece. >> translator: we feel completely fooled as a taxpayer because i'm not getting the impression that greece is compromising and seeing the light. this is why i see only one option exit. >> reporter: i think it would be okay to spend more money on greece because you need to enforce the solidarity. it would be better for the team

spirit that you show the people it is important to us and we want to fight for it. >> reporter: but what will that cost the german tax payer? angela merkel says she wants to show solidarity with greece but the greek government must face tough reform. the decision the vehicle voters will make on sunday will have profound importance there, but it will also reverberate through the euro zone and here in frankfort. ♪ now a military aircraft has crashed shortly after takeover on the indonesian island killing all 113 people on board. at least three others died when the jet hit the ground. the military is grounding all of c130 hercules planes until it

finds out why the jet crashed. >> reporter: finding the dead among the pieces of this shattered military aircraft. the plane was carrying soldiers and their families in what should have been a routine trip. it had been in the air for just a few minutes before it crashed. >> translator: it was about 12:00 pm the flight started to dissend. when it hit the residential area i was at home at the time and saw it crash. >> reporter: the pilot radioed in shortly after takeover saying there was a problem and asking for return to the airport, but they never made it. this is indonesia's third largest city. the plane crashed on empty buildings otherwise the death toll would have been higher. by sunset, the air force announced it will no longer fly the hercules c130 at least not

until it knows why this crash happened. the military has opened an investigation now. it is not the first time that a military aircraft crashed into a civil an area here. it has already prompted calls from some politicians questioning why the military is operating planes that will too old. but the investigation could take a couple of months. stephanie decker al jazeera. egypt's president is promising tougher laws after the country's chief prosecutor was killed. he made the announcement at the funeral of the prosecutor. he was killed by a car bomb on monday. president sisi said trials of those suspected of so-called terrorism will be speeded up and announced the square in cairo will be renamed in honor of the prosecutor. >> translator: the hands of justice are chained by laws.

and brazil can be doing together. i want to thank you for your personal commitment to taking the partnership to the next level. and that's what we have done today across a range of areas. first we're announcing a series of new steps to boost trade and create jobs with our peoples. american companies will have more opportunities to compete for projects to develop brazil's highways airports and railways. we'll make it easier and more affordable to hire workers in our countries. as leaders in science and technology, we have agreed to increase partnerships between our colleges and universities as we develop the next generation of scientists and researchers. second, as major economies, the united states and brazil will continue to lead in the fight against climate change. since 2005 our two nations have reduced carbon emissions more

than any other countries in the world. in brazil this includes very impressive efforts to combat deforestation including in the amazon what is sometimes called the lungs of the planet. together our countries are leaders in clean energy. we're taking tanth new steps. i thank our brazilian friends for previewing elements of their post 2022 targets, including substantial new goals to eliminate illegal deforestation. beyond hydro power, the united states and brazil will aim to increase renewable energy to 20% by the year 2030. these are ambitious goals, a near tripling for the united states and more than double brazil's current output.

following progress during my trips to china and india, this shows the world's major economies can work together to confront the common challenge that we face something that we have to work on for future generations, and i'm confident that this will lead to a strong outcome in paris. third, we're working to deepen our defense cooperation. under president rousseff's leadership two important agreements were approved last week. going forward it will be easier for our two militaries to train together, share more information and technology, and cooperation during missions such as disaster response and peace keeping. and i want to thank you publicly for making this progress. and finally we're working together to uphold democracy and human rights across latin america. i app preesh the president's and brazil's strong support for our new opening towards cuba. i updated delma on our progress

an upward trajectory we have also established a robust bilateral agenda in areas such as climate change, education, defense, science, technology and innovation. we have reinforced our dialogue on topics of the international agenda, such as the environment and sustainable development. factors that are key and essential for the world and our countries. we all thes focused on economic governance and national peace and security. the economic recovery of the united states is extremely positive for the world economy and for the brazilian economy. our bilateral trade is very substantial and is based on higher value added products. we want to further expand and diversify our exchanges, and here our challenge consists in doubling our trade current

within one decade. the ultimate objective consists in building the conditions to ensure an ambitious trade relationship between brazil and the united states. to that end, in the short-term, we should remove especially the non-tariff obstacles that are in place for industrial goods and agricultural goods. we should slash down on the bureaucracy and red tape and do away with the restrictions and we would also like of course the high quality of production processes in brazil be duly acknowledged. in the short-term our priority agenda will focus on two topics as we wish number 1, regulatory standards convergence, number 2 trade facilitation through a single window system to

streamline searchfy the time frame involved in customs procedures and we would like to cooperation with u.s. patent offices, there are positive impacts by means of investment, as we expand the degree of technology incorporated into brazilian products. the u.s. is the main investor -- foreign investor in brazil in 2013, the total aggregate, the direct investments from the u.s. came to 116 billion usd. brazilian investments have grown. in 2013 the total amount of brazilian investments came to $15.7 billion. these figures do not truly represent the order of magnitude of these investments, and it is important to indicate that between 2007 and 2012 the growth of foreign direct investments by brazil in the u.s. came to 221%

in terms of the actual increase between 2007 and 2012. we want to further expand these flows -- investments and trade flows and we want them to be higher given the actualities available in our two economies. that's one of the objectives of the efforts we have engaged in to further strengthen our macroeconomic policies thus reducing risks for both brazilian investments and foreign investments and brazil. we have developed a microeconomic agenda expanding the transparency of processes, and the proper governance of relations. we're also expanding the investment opportunities in one area where coordination by the government is absolutely key in terms of setting the right expectations. i'm talking about the infrastructure area. we have launched an ambitious

logistics infrastructure program, and we hope -- we thank president obama for his commitment in ensuring a greater presence of u.s. investors in that process. the logistics development program. i would also like to say that we have enjoyed a fruitful relationship between our two governments and the business communities. the recent ceo bilateral ceo forum held in brazil provided important suggestions, such as the establishment or setting up of an infrastructure information center to identify coordinate, and promote investment projects as well as the suggestion of development -- of developing financial tools and guarantees for investments in the long term with stimulating private sector involvement. we also have a wide array of several other opportunities and achievements in areas such as the defense arena, for example,

we welcome the two agreements recently passed by congress. the defense cooperation agreement, which will allow a very fruitful cooperation between the brazilian minister of defense as well as the u.s. counterpart ministry of defense. the military information agreement [ inaudible ] on military information which will allow exchange of information in that area in the field of technology biotechnology, and aerospace technology. i would like to highlight one point that president obama and i discussed and one on which we have come to a decision which i view as very important. i'm talking about climate change. climate change is one of the central challenges of the 21st

century. and we have one important objective, which is number 1 to ensure that the image of mixing our two countries will have a substantial share of renewable resources of energy. the decision has a great deal to do with the current outlook and our involvement as part of the global emissions reductions agreement, so that we are indeed in a position to materialize that agreement during the up coming conference to be held in paris. the second area is very much related to the first one, which is the joint decision by our two countries to establish a 20% goal in terms of expanding the renewable share of sources of energy except for the hydro

sources between now and 2020. i very much welcome that decision, because it will prove extremely important in reducing greenhouse gas emissions, and also it speaks to our clear-cut commitment of ensuring that the environment and also efforts to make sure the global temperature will not go up beyond 2 degrees as agreed. as countries that are as vast as continents, we have very important greenhouse gas emissions [ inaudible ]. we attach a great deal of importance to not only reducing deforrestation, we have the commitment to come to a zero deforrestation, a zero illegal deforrestation rate between now and 2030 and we also wish to

turn the page and engage in a clear-cut reforestation policy. in that is an extremely important point for brazilians, and also reflects the commitment we ourselves have taken in brazil. the agenda is absolutely key for our two countries. cooperation in energy efficiency, for example. we are committed to putting in place smart grids. we are also committed to minimum consumption levels. energy consumption levels. we're also committed to establishing efficient equipment and buildings. president obama and i also discussed education extensively in our meetings. we believe education in brazil will provide two gains, number one social inclusion, just to make sure the social inclusions become permanent gains, and the

qualitative leap forward? the economy. and that is why we are most pleased to see our agreement on cooperation between the brazilian ministry of education and the brazilian department of education. we are most pleased about that agreement. we also wish to establish partnerships between the government research institutes in each of our two countries, with a view of achieving scientific improvement and well as innovation. i would also like to stress the importance of using education technologies as a means to move towards higher quality, more inclusive education. in that regard without a shadow of a doubt, the high quality as well as the ability of the united states to develop scientific and technological

research in that arena has proved very important. may i also state for the record that we attach a great deal of importance to cooperation as part of the science without borders program. as part of that program, the science without borders program, an important highlight is the fact that the u.s. has received the biggest number of brazilian students. the u.s. has become the main destination of brazilian students who are beneficiaries of the science without borders program. may i thank president obama for having welcomed such a substantial wave of brazilian grantees. i have often said that it is our ambition to change our cooperation and innovation into one of the central topics on our agenda. we also want to make progress in our energy
