>> hello. european leaders are battling it out in brussels to try to find a way to keep near bankrupt greece within the neurozone. they suspended talks after bitter debate between finance ministers. ministers. ministers. at the heart of the problem, a lack of trust by some countries in whether the greek prime minister alexis tsipras can delinwide-ranging economic reforms. germany is skeptical and says en if he can, the measures do not go far enough. however, france, which is considered greece's closest ally is pushing for a deal that would allow the european central bank to intervene once again. jackie roland has followed those events and joins us from belgium capital right now. jackie the euro group leaders are in a meeting after the

finance ministers met earlier. >> reporter: yes, they are. it's really a situation of rolling talks at the moment a marathon first with finance ministers and now with the leaders of those actually 19 eurozone countries. clearly, the objective is to establish whether the conditions exit for formal negotiations to begin about a new bail-out for greece. >> decision, itself, if new money is some distance away. leaders say they need to be convinced that reforms proposed by greece would actually be implemented. they are really putting the pressure on greece now even talks potentially of forcing the greeks' parliament to vote on reforms before they even begin those negotiations. clearly very much a man under a lot of pressure in brussels is the prime primary, alexis

the worsening of it over the last few months, there will be tough talks today. they won't be an agreement at any cost. i know people's nerves are tense. it should be that there are more advantages that the future of greece and for the eurozone as a whole. >> now the prime minister alexis tsipras had to get a mandate from parliament or chose to get a mandate from the greek parliament before coming here to present those proposals to the finance ministers. >> mandate wasn't easily secured. he saw some defections in his own ranks. the idea now that he may have to go back to the parliament and ask them to vote yes again on more difficult and contro versial reforms, things like pension reform new taxes privatization of state assets again, it will be tough for him to sell that to the parliament. so clearly, a lot of pressure on

whole family. they are the pillar of the greek family. the grave they are trying to dig for us we should throw them in to it. he finds the situation contempt contemptible and wants out of the eurozone for good. ever since we joined the european union, he says only bad things have been happening to us. greece has everything. it has mineral wealth. it can take care of itself. it's an attitude gaining currency in athens where despite the crisis some rituals continue like clockwork. ♪ marching to parliament as they do every sunday greece's presidential guard reflects stability and tradition at a time of great uncertainty. but in another part of the city things could hardly be more different. this flea market is usually bustling on a sunday. typically there are thousands of people here poring over antiques and buying goods. nod today. it's far less busy. there is a palpable sense of

frustration and anger, people wanting this drama about whether greece will stay in the eurozone to final come back to an end. vendors are tired of standing over near-empty stalls. there is fatigue in the people. at some point, the rage of the people becomes the voice of god. anger may indeed be rising, but depression and desperation are what's in ample supply here at a time when people's patience is clearly running out. mohammed janjoom, al jazeera, athens. negotiations over iran's nuclear program appear to be on the cusp of a historic agreement that would place limits on tehran's atomic work in exchange for relief from sanctions. negotiators including the u.s. secretary of state john kerry

are trying to get a deal done by monday. kerry says there are some tough issues to be ironed out but he remains hopeful of a break breakthrough breakthrough. france's foreign minister says the talks are in the final phase. >> i hope, i hope we are finally, entering the last stage of this marathon negotiation. you know the position of france is a position of constructive firmness. i hope it will allow us to reach the end now quickly, to a satisfying result. >> our diplomatic et ceteraedor joins us. there has been some optimistic noises being made but we have seen the deadline extended again and again. >> reporter: many times, because in the end, they have to get an agreement that will last. this is not an interim agreement like we have seen twice before. this is one that has to be international law. it has to be legally water-tight. it has to have no possible misunderstandings down the line.

>> that's why every single word is being poured over. that's why it's taking so long. that's why the final sticking points have been taking so long. there is a great deal at stake for all sides here as you say, optimism in the last few hours certainly very positive meetings that took place very late on saturday between the u.s. secretary of state and the iranian foreign minister. they seem to have bridged some of the gaps, we are told by senior figures that they are not very very close indeed. there are some more meetings to be had. you saw fabuse of france arrive the russian foreign minister sergey lavrov has arrived in the last hour two. some of the other foreign ministers will be brought into the discussions that are taking place in the hotel behind me but i am told there are still some details to do. it's not yet a done deal. one figure close to the negotiations told me even if they agree to everything now

there is still paperwork to get in place before an announcement and everything we are hearing now is that the earliest of an announcement could take place is monday. but not certain yet because there are still, i am told some final points that have to be dealt with. we are not getting a proper readout of exactly what those final sticking points are, but we know all along the sticking points have been about access for inspectors and the relief and withdrawal of those u.n. security council sanctions. >> james bays with the latest in vienna. thanks james. the u.n. says some of libya's warring faxes have agreed a framework peace deal after months of talks in morocco. the regional leaders backed the agreement brokered by the envoy leon. the alternative leadership in tripoli refused to take part and is under pressure to build a unity government to end a year of unrest. osama benjimad reports.

to stick to certain conditions and have not tried to meet us halfway and insisted on these points because it has support from the international community. this is why we have not reached an agreement. the u.n. envoy and other parties tried to drive us into an agreement that is not solving the least of our demands. >> the framework deal calls for an agreement in tripol i representing the house of representatives. the deal creates a council of state to serve as libya's highest body with the power to resolve disputes. it creates a national army calls for the disarming of militia, implementation of a cease-fire and the drafting of a constitution. there is hope that a gnc delegation might return for col consultations after the muss let me holiday of aden. this manual remains a key stibling point, tripoli-based gnc wants hafta removed.

again, a reminder the top stories here on al jazeera. still no deal. europeans meet in brussels to discuss the future of the greek bail-out. the final phase of talks in vienna as all sides say a nuclear agreement with iran is close to completion. the top mexican drug lord has escaped from a maximum security prison for a second time. officials say he got out through a one and a half kilometer long tunnel running from his cell to a disused building outside the prison. also known as el chapo, he is the head of the siniloa cartel which smulingz large amounts of drugs into the united states. victoria gatenby reports. >> reporter: mexican police have he set up checkpoints from where he escaped. cars are being searched and the nearest airport has been closed as had he hunts for one of the

breeding. >> i has made a lot of difference. i make more than $2,000 selling one of his calves when a regular one would sell for less than 200. people keep asking me if there are any more of his calves. >> aside from selling calves he makes money from selling his semen at about $475 per milliliter. many are repeat customers. >> the buffalo produced with this semen are very large. they produce a lot of milk. they produce good quality calves. >> and the potential of the mura buffalo to make farming more productive especially when it comes to milly has the state government involved in promoting the animal. >> there are very few buffalo bulls of his quality in the entire state because of the amount of milk the females can produce, nearly 10 times more than a typical indian cow, the government is using science to help increase the mora buffalo

population. >> about 50 kilometers away at this government research center different types of buffalo and cows are being studied. semen samples are taken to determine fertility and health. scientists have studied the buffalo for decades working to breed a stronger varpt of 1 they say is already more robust than any other cows and producing more milk. >> more calcium, more phosphorous. resistant to most of the diseases. buffalo is having more adaptability to the climate change. >> reporter: despite the research most states haven't adopted the mora buffalo as a primary source of milk. recent efforts wants to change that with mo aremoras being exported to countries in eastern europe asia and south america with a goal to increase milk production in india and abroad.
