details reveal more of pluto as secrets. >> hello several people who are believed to be military personnel are reported to have been killed along with a gunman in a shooting incident in a navy reserve center in the southern u.s. state of tennessee. the mayor says that a police officer has been shot after having pursued the gunman. the highway is politicked and the nearby state university campus is in a cautionary lock down, an eyewitness told media she heard loud noises and later saw a white man with a high powered rifle. let's get the latest now following the story for us from washington, d.c., what more do we know. >> take you to the major for the latest. >> we no of know active issues right now. we do know that we have four
12:02 pm
individuals who were killed who are victims we know that the shooter was killed at the scene as well. also, one chattanooga police officer was shot in the ankle and is been streeted very well, as well as there were some other individuals who were shot and have also been treated. i want to say again, it is incomprehensibleble to see what happened and the way that individuals can proudly serve our country were treated. two different locations this individual went to. and as a city, we will respond to this with every available resource that we have. i have behind me individuals from the fbi the atf
12:03 pm
chattanooga police department, every single resource that we can summon. this is as i said, a nightmare for the city of chattanooga. one that to which we will respond. with that, i will give -- >> the shooter or -- >> that's a fifth person. chief. >> thank you, will mayor. >> the mayor shares all the details we are prepares to share right now. our primary concern was the welfare of our community checking on our officers, and making sure that we coordinated with our partners from the county the state and federal government. what we do know is that somebody brutally and brazenly attacked members of our armed services and the officers of the chattanooga police department, and we responded immediately. and they were able to make sure that no further loss of life happened.
12:04 pm
i am extremely proud of them to make sure we responded in a timely manner. thank you. >> united states attorney for the eastern district of tennessee. this is a sad day for the united states. these service members served their country with pride and they have been the victims of these shootings. we are conducting this as an act of domestic terrorism. the fbi is now in charge of this investigation and i will turn over when i get through to the special at in charge to discuss with you what he can and what he will about this on going investigation. i have nothing but praise and admiration, and congratulations to the city of chattanooga police department hamilton county sheriffs department, for their quick and effective and
12:05 pm
efficient response. we have a combined federal state, and local investigation. we cannot and will not share facts of that investigation with you at just time as we can admit them to you we will. >> with atf coordinating. a -- i am sorry with f, bei coordinating with hope land security tennessee's department of homeland security. chattanooga police department and others. again, we are treating this as an act of domestic terrorism.
12:06 pm
good afternoon. ginning, i want to echo the mayor and chief as comments and that is that the response by the local law enforcement was overwhelming. they were able to neutralize the threat and there is no long ear threat to the community that we are aware of. we will conduct a thorough investigation in concert with the chattanooga police department to make sure this is completely resolved. that's all i have. >> ed reinhold. >> i am a special agent in charge if the fbi. >> do either you or the chief put some effective on how the gun mindnded up dead, was it his own hands or law enforcement. >> at this point i won't discuss any of that, again we are at the preliminary stages of this investigation. we have active crime scenes
12:07 pm
that we are investigating. we have a significant amount of resouthernses both the fbi and the police department and other agencies have dedicated significant resources we expect probably by the end of the day we will have several hundred f, bei resources on scene to conduct this investigation. >> at this point, again we have not conducted a complete crime scene investigation so until -- [inaudible]. >> i have a suspicion to the answer to that question. but again, i want to make sure the evidence confirms anything we say. >> are we currently at a threat level. >> no higher threat level than we were before. >> i am sorry. >> [inaudible question]. >> there were two separate locations both of them were military facilities, both naval reserve facilities, here in chattanooga. >> is there a time line for
12:08 pm
which shooting happened first. >> we believe the one on lehi highway happened first and chattanooga began pursuit of the individual, and it ended at the second naval facility. >> all of the victims that were killed at the naval reserve center on -- a beocola highway. >> yes there are victims that are being treated at local hospitals. i believe a total of three including the police. >> is there any indication this may be tied to the trial. >> we have no indication that it is tied to anything at this point. >> [inaudible question]. >> we believe he is probably from this area or at least residing in this area prior to the event. >> do you know where. >> no. not at this point. >> not that we are aware of, again, let me emphasize, this is a brand new investigation we have received a lot of
12:09 pm
information at this point that we are trying to process, so we want to make sure we get it right before we start releasing in to the public. >> can you tell us about why it is domestic terrorism? a strong statement to make. >> no. we will treat this as a terrorism investigation until it can be determined that it was not. >> numerous weapons and i won't go into details into what those were. >> was he wearing body armor. >> not that i am aware of. >> nothing bolt action. >> again i won't discuss what he had on him at the time. >> [inaudible question]. >> because the families have not been notified we are still in the processing the scene, i won't release any particulars about the victims at this point. >> domestic terrorism does that rule out links to isis. >> no, we are aring looing at
12:10 pm
every possible avenue, whether it was terrorism domestic international or whether it was simple criminal act. we are looking at that. >> . >> we are beginning this investigation, we have not ruled out any possible. >> [inaudible question]. >> you can contact the public affairs officer at our knoxville office or our headquarters in washington d.c. >> you have not determined that. >> correct, we have not determined whether it was an act or terrorism or whether it was a criminal act. >> again, i am not going to discuss him at this point, because we have active investigations and i don't want to put any of my personnel or chattanooga personnel at risk at this point. >> pardon me. >> how many rounds did he
12:11 pm
shoot. >> we don't know yet. >> what time was the shooting? >> it started around 10:45 and ended within 30 minutes. >> are there an other military installations that are on alert? is. >> we have notified the other military facilities in the state of tennessee within the area, it was their decision whether or not they wanted to go into lock down or not. >> terrorist investigation or a crime investigation. >> the investigation is not a whole lot of difference, just a determination of the motivation. >> so motive determines. >> correct. >> what is the difference between the two. >> a disgruntled employee, for example, i am just using that example because he did not work there would not be necessarily an act of terrorism, but if he is most vatted by say isil or somebody else, that would be
12:12 pm
an act of terrorism. >> have you determined any kind of motive or any connection? >> we have not no. >> did he have other targets in chattanooga. >> not that we are aware of. >> are people still lock down, is that lifted? we have officers from my jurisdiction, and neighboring jurisdictions making sure everybody in this community is safe, those reeditions have made with the business owners and homeowners for the specific conditions of that area. we have sent units to every place that may need them, and prepared to respond. >> . >> if they need help, they should call 9-1-1 and chattanooga police department is here to help them. >> is is there a gun free zone? >> i don't know the answer to that, it is federal profit, typically someone cannot
12:13 pm
bring a weapon into federal property, unless they are authorized to do so. what steps will happen now in the investigation. >> obviously we will look at the shooter and do an intense look at him to see if what his connections are look at his friends family, associates anybody who is associated with him to determine the cause or the reason why he conducted this attack. >> will surveillance be used to determine his use of his phone, use of computer his searches and other things like that. >> i will say the fbi will use any and all means available to conduct a thorough investigation. >> how old was the suspect. >> i don't know yet. >> did he have a phone. >> i won't discuss that. >> i believe there was a no fly zone over the area of the crime scene. >> sole shooter.
12:14 pm
>> we believe it was a single shooter at this point, no reason to believe anybody else was involved. >> what was the time from when the shooting started. >> didn't 15 miles so probably about five minutes between the two. >> he was in a vehicle but i won't describe it. >> any prior indication, there might be an attack today. >> no, no intelligence indicating any kind of attack today. >> the officer responded he was involved in the pursuit and enganged the individual at the location. >> is that the officer that was injured 124. >> i believe it is, yes. >> there are numerous officer whose responded, they arrived on the scene extremely quickly. and they actively and enthusiastically enganged
12:15 pm
this brazen criminal and one of those officers was injured by gunfire. >> so you don't know if [inaudible]. >> we are confirming that, there were several involves. this occurred very close to where you are right now which shows the brazen nature of the act, police officers came from around the community to make sure that everybody here is safe. >> let me say one more thing. do not get caught up in labels. they will determine after the facts will it is an act of terrorism at all whether it is a crime and what the nature of the crime is, owhether it is a combination of those and i would encouraging you to not put a label to the investigation at this point.
12:16 pm
>> is very good at forensic recreation of crimes and arrangements and plots how was that system at all in play? trying to head this off? was there any word on that the build up of this. >> i will tell you that the f, bei and the other agencies will utilize every resource and every personnel they have to investigate that case and they are doing that as we speak. nigh will continue to. >> the shooter was former military? >> we don't have any information on that. >> no comment. >> his home to see if he had anything there? is there any kind of investigation. >> the f bei and the other agencies are thoroughly investigating this case, they will use every mechanism every procedure ander
12:17 pm
available resource to do so. >> all right, thank you very much, we will update you when we have something new to report, thank you. >> officials confirming that four u.s. marines were kilted this morning a t a navy operation support center, this is the second location, in which a gunman opened fire this morning. officials say that they believe that this was a sole shooter that he was carried multiple weapons not just one weapon, they believe there a's no long ear threat that this was somebody that was operating by himself and that began at about 10:45 when at the armed forces recruitment center, which has those pictures right there you can see it there the gunman apparently pulled up in a convertible and opened fire there's some still photographs that we show at least 20 shots that penetrated through the glass there. and in fact, you can see some of the police standing in
12:18 pm
front there's the stills of the glass. that was the first shooting location, some indications of injuries and then from there police of course were called and there was a chase that ended up about seven miles away this is part of the chase video the police heading toward the support center and at approximately 11:15, that is apparently where the gunman opened fire and killed four marines and may have wounded a police officer gym, authorities say they do not have a motive, or whether this shooter was a former member of the military, there's no indication that he was getting any kind of help, this is part of the investigation that is being led now by the fbi. given that four marines were killed this will be a particular tough blow to a lot of folks at the pentagon. james my the idea of marines being killed at an operation
12:19 pm
support center, has to be so difficult for the military, what are you hearing. >> well, you know, it is a very sad day as the officials there expressed when members of the u.s. military are proudly serving their country doing something that is fairly noncontroversial, and then to be gunned down as one of the officials said in a brutal and brazen fashion. and they said they are treated this right now as an act of possible act of domestic terrorism while they sort out the facts there's a lot we don't know, and we will have a lot better idea of the potential motive of this gunman once we know who he is. they say they will look at everything from whether this was some of personal grudge or just personal act to whether it is some sort of
12:20 pm
inspired terrorist act. >> the facilities have been told to be on high alert. for potential attacks that may be inspired by isil who has been using social media in other ways to try to con packet people, in the wrights. and of course, the f, bei director and others have warned for weeks and months now, that the hardest kind of attack, to protect against is a so called lone wolf. use can't fortify every potential facility, we live in a fortress, so there's always going to be weak spots places where people are vulnerable. so the officials there in chattanooga are urging everyone not to jump to any conclusions there's going to be a mas.sive investigation coordinated by the fbi and using all of the local resources to try to sort out who this gunman was what his motive was, whether or not
12:21 pm
this qualifies as a terrorist act, but right now they said they are treating this as a potential act of domestic terrorism, as they sort out all the details. and they didn't say that the four victims were in fact u.s. ma enradios but officials here at the pentagon do confirm that the victims were marines and of course, their identitied are not being released because the families are still being notified you can imagine if you are a family member that had a marine working at one of these locations your heart is already in your mouth. it is amazing david that no one was apparently killed at the first location, given the number of gunshots that were filed into that facility. we know that were some wounded officials say they were in addition to the deaths they were three other people wounded so two other
12:22 pm
service members and the police officer who received a gunshot in the ankle and presumably will recover from that so a very dark day here at the pentagon, as they look and see that in the heart land of america marines were gunned down just doing their job. >> al jazeera at the pentagon joined now by a former fbi assistant director, given that the fbi was willing to say that was a sole shooter they have no indication that he got any help, no longer a threat, what does that tell you in terms of your understanding about what may have happened this morning. >> they have come up with something to make that kind of a statement, this is a very confusing two confusing crime scenes, you always have to put in your back of your mind, did he go to the first
12:23 pm
scene, fire off the rounds to draw law enforcement there then he went to his true target the second scene. where the marines were killed. may will unpeal this thing look at his phone records his computer, they will look at his home, and text messages they will look at everything. but they will solve it. obviously they have had some information come to them early in the game so they that it was a lone shooter. >> given they are being kind of tight lipped with some of the information, and this all ended approximately four hours ago. and the shooter was killed what sort of information would the fbi already have now would they have his identity? would they have collected the phone and data records is that part of what would lead them to believe this was isolated. >> absolutely. they have that kind of information, relatively
12:24 pm
quickly, with the car that might have identified him through the registration of a car, or through documents that he had on him his driver's license anything like that, and then immediately go do where he might have lived friends relatives, anything like that, that can be done pretty rapidly, and there's very cautious in saying that the they can't determine, or don't want to give out information, that would prejudge the whole situation and information that may not be proven correct after a certain period of time. soy either being judicious they have to watch out for what they say to make sure they will have enough substantiated information to verify any facts. >> would the fbi know by now what the motive may have been? other than to kill people, if this was connected to isil, or it was perhaps just a
12:25 pm
grievance that somebody had maybe they served in the military, would the fbi know that by now. >> there's aability poster, very difficult i don't have enough concrete facts to substantiate it. but there esa a possibility they have that kind of information, we don't know who shooting scene individual was. at least i don't know whiteface and god forbid, hopefully it is not some soul that was a veteran are that snapped and has enough, lit come out. >> built, thank you. back to the pent gone, given that the fbi made it very clear, that there's no reason to sort of raise the threat -- threshold, and this was a sole shooter, is it up to individuals army and navy and recruitment centers to be on the look out?
12:26 pm
is there any sort of guidance that is given out. >> yeah, so a few weeks ago the pent gone, the commandner charge of all bases in the united states raised the overall threat level to what is called threat condition bravo, and basically looked around and said with the kind of threat we are facing these days even though they had no specific information, people just need to up their game. so all military is on a heighten state of alert, and that's the new normal now. that's the case here at the pentagon and around the country. so it is up to individual base commanders to decide how that will be implemented but it colludes things like bases that are secured full i.d. checks making sure that they go by the book for all the procedures sometimes it slows down access to sort of these facilities.
12:27 pm
but again this recruiting station is not someplace that has any kind of security, because it isn't designed to be a secure location, it is a location that is friendly to the public to come in and find out about military careers. so i am not sure about the second low us ca, whether there may have been more security, but probably not considering that's where the four marines died. >> jaime, thank you very much, also our thanks and the headline is that four u.s. marines were killed this morning shot to death in a second shooting scene in chattanooga this happened at 11:15:00 a.m. police responded to shorts being fired first at an armed service recruitment center. with a high caliber weapon, shooting up the glass in that recruitment center, some injuries there as police responded to that particular location, the shooter allegedly then took off went
