we'll be live in washington and havana. at least 28 people have been killed in a large explosion in turkey. around 100 have been wounded. it happened north of the border in syria. it's not yet known what caused the blast but the turkish ministry said that it's a kurdish attack. it's area is home to a refugee camp of 35,000 refugees freeing war. and there has been a clash on the syrian said of the border. that happened moments after the explosion in turkey. a kurdish official said that it's not an isil attack. now in the last hour the u.n. security council has

unanimously endorsed the iran nuclear deal. the members of the council along with germany have agreed to lift economic sanctions against iran. in exchange tehran has vowed to curb it's nuclear program. james bays is at the u.n. headquarters in new york, and james, we've been hearing a bit more about how this deal is going to work, but the wording of this resolution, one of the many sticking points debated long into the night in vienna. >> yes, one week ago i was in vienna. that was in the last day of negotiations before they came up with the deal. and this deal, which includes lots and lots of different elements to it. the bit causing controversy in the end was this very resolution and the exact wording that an hour ago was voted into binding international law by members of the security council. there are controversial bits

about this that i'm sure we're going to hear other nations talk about, and i'm sure we're going to hear reaction from those in washington particularly on capitol hill who will respond to this vote. particularly the details of iran's arms embargo and ballistic missiles because originally the u.s. said the sanctions relating to those were not going to be lifted at all and clearly they now are under this deal that has been endorsed today by the security council moments after the vote the u.s. ambassador is samantha power gave her reaction. >> this nuclear deal does not change our profound concern about human rights violations committed by the iranian government, or about the instability iran fuels beyond it's nuclear program. from its support for terrorist proxies to repeated threats against israel to other destabilizing activities in the region. that's why the united states will continue to invest in the security of our allies in the

region, and why we'll maintain our own sanctions related to iran's support for terrorism it's ballistic the program and human rights violations. >> if iran violates it's part of the deal, then sanctions will be reimposed. how will that work? >> this is an unusual mechanism. it is an unusual resolution. normally these are discussed in new york and then adapted. of course, this was done in vienna as part of those nuclear negotiations. there is a process called snap back, which means that yes the six previous resolutions against iran are all being wiped off the slate. but memory of them will remain. if one member of the team that negotiated with iran the p. 5 plus 1 that negotiated with iran thinks iran is not complying they can make a complaint to a body known as the joint

commission. then within 30 days the u.n. security council must meet. the complaint will mean that sanction also come into force unless the u.n. security council all agree that that's not the case and the complaint is not valid. >> james, thank you for that. james bays our diplomatic editor. let's go to west jerusalem because it is fair to say that not everyone is happy with this deal and israeli prime minister benjamin netanyahu is very critical about this deal. he calls it a historic mistake. >> indeed, prime minister benjamin netanyahu has been the most vocal and biggest critic of this deal with iran. but the fact of the matter we now have this unanimous decision by the u.n. security council supporting this deal.

their activities must be respected. it also neglected the repeated demands of the majority of the international community respected. the sanction imposed in iran in ser 1750, 7 through 29, there are punishments for the refusal of the iranian people to accept that demand. in engaging with the iranian people who have had the foresight to move forward without losing sight of the past. therefore while we hope that the security council will open a new chapter with iran, we cannot accept or forget its previous treatment of iran starting from action in the fails of aggression, and the use of chemical weapons to its more recent treatment of the iranian

peaceful nuclear program. the solution that we arrive at is in the interest of strengthening the regime of nuclear non-proliferation in its entirety. as it includes and recognizes the right of iran to develop nuclear energy for peaceful purposes including uranium enrichment activities and the recent obligations of the states parties as under any international regime can only go hand in hand. obligations with honor and these regimes including the takenned only if rights could be achievable. not threats of sanction or war could help sustain in the long run if it fails to honor all of

intend to come and speak to reporters outside of the security council. he wants to make sure that in the reporting of this event israel's view is there along with all the other views of all the other nations. because you heard around the security council table everyone welcoming this idea. you heard the iranians welcoming this idea. the israelis don't welcome it, and the other place that there is real concern about this is on capitol hill in washington, d.c. because the congressional review of all of this, 60 days is only just got under way and now the security council has come in and effectively before cropping has given its view has made all of this binding international law and the actual timing of this is something that i think in the final round of negotiations in vienna was one of the concessions made by the six countries negotiating with iran. i can tell you that when i was briefed by diplomats before the round started in vienna we were told consistently that there was
