capitol hill to brief congress about the iran nuclear deal. ♪ this is al jazeera america live from new york city i'm randall pinkston, new questions today about the arrest of a woman in texas and death in police custody and dash cam shows confrontation between sandra bland and arresting officers but it has several glitches and jumps. as we report from texas, bland's family says it does not resolve the issue of how she died. >> we are going to. >> don't touch me. >> get out of the car. >> reporter: dash cam video released tuesday shows the moments leading up to sandra bland's arrest. contrary to early reports the department of public safety brian ensierra pulls out his

taser and takes her to the ground and much interaction takes place out of the dash cam's view and a bystander is also recording. >> slam to the ground and do you not care about that? i can't even hear. >> reporter: at one point the officer addressed the eyewitness filming the incident. >> you need to leave. >> thank you for recording. >> reporter: she was arrested for assault on a public servant and booked in the waller jail and following a meeting with state, county and local officials royce west made it public and addressed reporters. >> given everything in america with law enforcement and african minority community we want to make sure that people do not perceive this anything we do as it relates to this investigation as a white wash wherever the facts leave we want to make sure no stone is unturned and make sure we get the facts and what the facts leave that those end up being the facts. >> reporter: waller da says the

investigation into bland's jail cell death is treated as if it were a murder investigation and also characterized bland's behavior during the traffic stop as not ideal. >> sandra bland was very combative. >> what does that mean? >> it was not a model traffic stop or and it was not a model person that was stopped on a traffic stop. i think the public can make its own determinations as to the behaviors that are seen in the video. >> reporter: texas authorities have said the trooper violated procedures during the traffic stop and has been placed on administrative duty and dan patrick says full transparency will be seen in the investigation. >> i want the family when they go back to chicago or when this is resolved that they believe they had justice in texas. >> reporter: in her online posting sandra bland talked about the black lives matter movement and a deep distrust between law enforcement and people of color. >> in the news we have seen as

of late you can stand there, surrender to the cops and still be killed. >> reporter: but sister and friend says the bland she knew was also pragmatic. >> the initial story is she was pulled over for a traffic stop and arrested for a peace officer and once i read that i said somebody is lying because that is not sandy especially as out spoken as she was about police brutality and events going on lately. sandy would never put herself in a position where she would put her hands on a cop. >> reporter: sandra bland's mother closed out the memorial service saying that her daughter would be laid to rest later this week back home in the suburbs of chicago. john henry smith took a closer look at the dash cam video. >> reporter: the incident that ended with sandra bland's death in a jail cell began with her sedan making a right turn followed quickly by a u turn by officer brian encinia and got

proofficialism and be curteous throughout the entire contact and that wasn't the case. >> reporter: it should be noted there are several places where the 52 minute video appears to have been edited at one point for example the tow truck driver leaves his truck and walks off screen and then without apparently walking back to the truck leaves the truck again later a passing car disappears and then reappears driving in the same direction. john henry smith, al jazeera. the texas department of public safety insists the video was not edited saying the glitches are do to an up load program they plan to repost the video later today. questions are also being raised about the death of an unarmed black man at the hands of a university of cincinnati police officer in ohio. samuel was shot in the head after a brief struggle with an officer and he reportedly refused to get out of his car after the officer pulled him over for a missing license plate

and the man's family says they are waiting to see what the body cam video will show. >> they got him hogtied. >> reporter: another death in police custody 30-year-old troy good was hogtied on a stretcher by police after they arrested him at a concert. one witness says good who has asthma was complaining to officers that he could not breathe when they tied his hands and feet. ferguson, missouri hired another interim police chief, officials today introduced andre anderson and he comes from arizona and takes the top job almost a year after riots erupted after a confrontation with police and talked a short time ago about his goals for his six-month appointment. >> my focus is building trust in this community right now so everything that i do day-to-day will be about this community and the police officers here, not concentrating on whether or not i'm going to be the police chief

in the future. >> lori was at the news conference in ferguson and says the chief is not from the region but he has connections there. >> the interim city manager now is from glendale, arizona and this officer also comes from glendale, arizona from the glendale police department and say that didn't necessarily play in the decision they could not tell us exactly how many people were considered for this position but this gentleman has 24 years of experience and has over seen about 80 detectives he has had patrol experience and grew up in southwest philadelphia in a demographic similar to ferguson and leaders say his race was not a factor he is a black man and the mayor today did say it was a bonus but this gentleman says he feels like he cares and thinks he is the right man for the job and is interested in the position of the full-time police chief. his plans right now are to follow the recommendations from the department of justice, he says immediately he wants to do

bias awareness training. the deescalation training and also community policing which is a strong and important thing at the glendale police department from where he is coming. >> reporter: that is lori in ferguson. the penalty phase in the trial of the colorado movie theatre shooter is underway and those who convicted him last week are deciding if he should be executed for murdering 12 people and they said he was insane when he opened fire on the theatre goers in 2012 and his attorneys will use mental illness in an ever to spare him from the death penalty. more than 1,000 workers at two of new york city's busiest airports are set to go on strike tonight, that includes some security staff, baggage handlers and wheelchair attendants at laguardia and jfk and say a pay raise is over due and could impact flights into and out of both airports.

2000 fast-food workers in new york could get a big raise and they are set to vote this afternoon on raising the minimum raise to $15 and stephanie sy has more. >> nothing less. >> reporter: for low wage workers in new york 15 is a magic number and a rallying cry heard coast to coast and what they need to feed their families and she makes $9 at a fast-food restaurant. >> it's very difficult because of 40-hour week only pays two thirds of my rent and doesn't include the late fees that i'm charged or court fees if i should wind up in rent court. >> reporter: new york states wage war will approve the increase on wednesday, not just in expensive new york city but fast-food workers across the state and for some it could mean 7% jump in wages and governor andrew cuomo created the wage to

minimum wage are mixed according to u.s. bureau of labor statistics 6 of 11 states that increased the minimum wage at the start of 2014 saw job growth above the national average, five states saw job growth below the national average. earlier we spoke with anita from the group long island jobs with justice that says it should be the minimum wage in the country regardless of the cost of living. >> i think we cannot make distinctions of what regions get to make more money than others i think across the board in new york state surviving is difficult and $15 an hour if you really think about it it's not that much. it's about 31,000 a year if the worker is lucky enough to be able to work full time. >> reporter: the head of the university of california just announced it would raise the minimum workers to $15 and just yesterday los angeles county approved its own measure

secretary of state john kerry will be on capitol hill this afternoon trying to convince lawmakers to sign off on the nuclear deal with iran and has to overcome stiff opposition to the agreement, congress hasless than 60 days to reveal the deal and president obama pledges to veto to stop it and kerry testifies tomorrow. ash carter trying to sell the iran deal in saudi arabia and sat down today with king solomon, this is carter's third stop on a middle east tour to build support for the deal. earlier carter met with the

coalition troops in jordan and he told them the u.s. is committed to fighting i.s.i.l. and he also addressed israeli prime minister benjamin netanyahu's opposition to the iran nuclear agreement. >> the prime minister made it quite clear he disagreed with us, with respect to the nuclear deal and iran but friends can disagree and we will continue to work with israel and our other partners in this region to counter the danger from iran even as we do the same with respect to i.s.i.l. netanyahu promised to work with allies and congress to kill the nuclear deal with iran. one consequence of the iran nuclear deal may be a ramping up of conventional weapons purchases in the region and a shift in relations with iran raises concerns over the history

♪ follow those wi-fi cars here is something you need to know they figured out how to break into hundreds of thousands of cars without going any where near them. in a report for wired magazine they show using internet connectivity to hack chrysler's software system and take over the vehicle. >> this is the engine. i stomped on the gas but the jeep slowed to a crawl. >> reporter: over rode the brakes and steering and others while the car was moving and has a software up grade but not calling it a recall. the office of personnel management is asking federal agencies to fix problems by a massive cyber attack. earlier this year hackers gained access to 21 million federal workers and contractors.

the agency says it cannot afford to fix the multi million dollar problem. investigators in washington state say there is a major stumbling block in the dealing with a man last february and they fired and montez but as they tell us finding out which officer fired the fatal shot could be nearly impossible. >> reporter: hollow point bullet fired into a watertank from different pistols including a glock 21. the same type of pistol carried and fired by all three police officers. in the february 10th fatal shooting in pasco, washington captured on video widely shared via social media and tests on glocks could have a decision to charge the officers involved or what to charge them with. >> they are one of the most difficult guns to identify. >> reporter: forensic scientists whose state crime did

not work directly on this case says it's all about the rifling, the grooves inside a gun barrel. >> rifling is a way to give it stability and flight like a football and twists the bullet going down the barrel. >> reporter: but glock barrels are different than most and less dramatic and leaves fewer marks, why it retrieves the spent bullets and shows us the difference, the slugs expanded dramatically on impact but it's their base which is important. >> those are the ridges caused by the rifle. >> right. >> and feel the ridge of that. >> barely at all. >> barely at all and that is the glock, right. >> reporter: under the microscope it's easy to see glock on the left the other bullet on the right. >> doesn't get more dramatic than that i don't think. >> reporter: when we switch one out and look at glock bullets side by side it's hard to match conclusively even though they were fired from the same gun which means matching a single bullet to a specific glock can often also be a challenge. >> majority of them are
