strooik airstrikes. how one woman is teaching some of india's poorest children to see things a little differently. thank you for joining us. israel's government has promised to crack down to protestors as violence continues across the region. it's introduced minimum prison sentences for palestinians throwing rocks and firebombs. their emergency measures. the government says they will look to toughen them if they need to. unrest across israel and the occupied territories began at the start of october when two israeli settlers were shot and killed in the west bank. since then, four israelis and 23 palestinians have been killed and more than 2,000 people injured. on sunday, an israeli airstrike killed a pregnant woman and her toddler. israel said it was targeting two hamas weapon manufacturing facilities. human rights watch has

accused israel of violating international laws governing the use of unlegal force. mike hannah has this report from west jerusalem. >> it's the first full cabinet meeting nearly three weeks. there has been an up surge in violence and occupied territory and in israel, itself. four israelis have been killed in spore addic and knife attacks. in most cases, stackers were shot dead on the scene and a number of palestinian demonstrators have been killed by israeli forces in the occupied west bank and gaza. the rising fatality figures are raising questions by human rights organizations about the rules of engagement being applied by the israeli army and police. this is footage of 19-year-old fadia loon attempting to flee after stabling a young israel. the israeli civilians are shouting, shoot him. kill him.

and the police opened fire, though there is no apparent immediate threat. a similar situation involving a 30-year-old palestinian arab woman in galilee. police are shouting, drop the knife. drop the knife. once again, instead of attempting an arrest, they open fire at point-blank range. in the south, an israeli who attacks four palestinians in different locations is not gunned down but arrested. isitioni police say responses are determined by the specifics of each incident and as officers are facing life-threatening situations and say there are no investigations into any of the police shootings. >> the major threat at the moment is the lone wolf, palestinian, either female or male that can come inside jerusalem or the old city and try and continue the pattern. that's what we are dealing with.

specifies fundamental terms by law enforcement officials. these provide that live fire may only be used when there is an imminent threat of death or serious injury. in other circumstances, the killings may be regarded as extra judicial. in addition, as an occupying force, the israeli army should also be subject to several restrictions in terms of international law. several human rights organizations are arguing that full transparent investigation into all of the killings and shootings must be held. otherwise, the israeli government, itself, could be complicit in deaths that have no legal justification in international or, indeed,isitioni law. al jazeera's mike hannah is in west jerusalem for us and joins us live. mike, are we expecting theisitsi government to actually respond to these claims of excessive

force? >> reporter: there has been no official response as yet in the wake of the cabinet meeting and not even confirmed that these matters were at any stage discussed within this meeting, the first full one in nearly three weeks. benjamin netanyahu did say after the meeting that it had been pushed through legislation that he had wanted and that is imposing a mandatory minimum sentence on those who throw stones or other objects and, also, imposing fines on the parents of mineers who take part in such activities. so very much a strongarm message coming out of the cabinet meeting. certainly no acknowledgemented of the claims by that number of human rights organizations that excessive force is being used by israeli forces against palestinians. >> more widely, in israeli society, mike, what reaction has there been to the measures that have been put in place by the government to try to handle the violence?

>> well, there has been deep israeli anger and frustration among what some see as the government's inability to storm the ongoing attack. some sectors of israel society insisting this is a direct consequence of a government that appears to be too weak. such claims came from within netanyahu's own government and indeed from the official opposition, the zinist union. so there is certainly a popular discontent over what is perceived as netanyahu's lack of action. that's from one sector of the public. another set of the public, 20% of the population t palestinian israelis as implementing unaccepted strong arm tactics and leaders have called for a nationwide strike on tuesday and for demonstrations on tuesday,

wednesday, to register their discontent with the government. the israeli public divided on this issue, many israeli groups saying the government is not doing enough and 20% of the population saying the government is doing far too much and its force is excessive. mike, do we have any idea when theed cabinet -- this was a scheduled meeting but when they are due to meet again if we are going to here from them as to any more measures that they will impose? >> now that you have had this break in cabinet meetings, it's likely to return to normal. >> is that the full cabinet only meets on sunday of each week unless there is some kind of emergency situation, normally, that is dealt with by a meeting of the inner cabinet that is the prime minister and his security chief's generally so there is no other cabinet meeting scheduled until the regular one which will

minority and then there was a gathering of relatives of the victims. this took place outside of the morgue. many aunts, mothers, sisters, brothers, fathers who had lost love ones at that piece rally yesterday completely stricken with grief as they were waiting for bodies of family members to be returned so they could bury them. the mood here in ankara, people stunned trying to wrap their heads around what happened. people concerned these attacks could happen again but also saying they are not going to be cowed into not having these kind of demonstrations. they say the only way they can achieve peace here in turkey is to demand the government stop fighting the pkk, that the pkk stop fighting the government and keep coming out and make slices heard. >> thank you. more to come on the program

baghdad. the isil leader was in a convoy targeted in an airstrike by the iraqi air force as it was on its way to a meeting of senior ice ill commanders in a town about 5 ki kilometers away from the border with syria. in this statement from the military, it said that it would release the names of those killed in the strike. however, it made the point of saying that it did not know the condition of baghdadi. it needs to be said over the past year, there have been several reports which has said that baghdadi has either been seriously wounded in various attacks by the iraqi military. those reports have been denied by isil or no evidence was ever presented to prove that baghdadi was in serious condition or seriously poor health condition.
