the crisis. in hon on the thousands gathered in support of the palestinians earlier on saturday. from east re-jerusalem now, mike hannah reports. >>reporter: one of the dead came from this neighborhood and was shot and killed in the adjoining israeli settlement. it's one of the most heavily blockaded parts of occupied eiit jerusalem. questions too about the killing in hebron in the occupied west bank. this video taken shortly afterwards, shows a jewish settler waving his gun. no attempt is made to disarm him and several residents allege a knife was placed on the body of the palestinian the settler had just shot. the deep divide between israeli and palestinian is reflected in

an urgent meeting of the u.n. security council where the representatives of each side exchanged blame for the crisis. the israeli prime minister is due to meet u.s. secretary of state john kerry in germany on wednesday and will present his reals view of events. but in palestinian eyes, the root cause of the conflict lies in israels control of the old city and in particular the control it exercises over access to the al-aqsa mosque compound. international calls to restore calm is essentially dealing with the consequences rather than the cause and palestinian insists diplomacy is the core issue. what does israel mean when it intends to preserve the status quo. mike hannah, al jazeera, occupied east jerusalem as mike just mentioned, the

recent conflict is connected to control and access of the al-aqsa of course compound. protesters through rocks at troops in ramallah on saturday. israeli forces responded by using teargas and rubber bullets. it's prompted a special u.n. security council meeting and the israeli prime minister will meet with secretary of state john kerry next week to discuss events al jazeera's andrew similar mondays joins us life now from west jerusalem. another day of violence. israels attempt to reenforce this massive deployment of police and army security doesn't seem to work. is there real concern now that the law may be taken into well-armed individual hands? >> undoubtedly so. that's a good question. people are now really in
12:05 pm
dispair. they've heard the details about new security measures. there are still people joining reenforcement for security forces across occupied east jerusalem and across the occupied territories. no one is convinced it's going to work. in fact there's a fear that it's going to make things worse. one of the -- really one of the issues is that there doesn't seem to be complete transparency from the security forces of israel in any aftermath event such as today. let's take today for example. right now on this saturday we've seen that video of a jewish settler with a gun in his hand. we don't know the full circumstances. it has not been explained. allegations a knife may have been laid on the body of a dead palestinian after the event.
12:06 pm
there are all sorts of allegations that this was an attack by the jewish settler. there is no follow up statement to this yet. there's a lack of clarity and the video is going viral across the world and palestinians are reacting to it. so we have this vicious swirl of events which is partly to do with the social media and the reaction to it. >> indeed. there's not a great deal of clarity from the leadership on both sides. there's the repeated talk from israelis of palestinian incitement and there's really no evidence of calming rhetoric from the israelis themselves. can this be resolved or is this effectively beyond them? >> that's the billion dollar question. the u.s. president barack obama did say that both sides need to
12:07 pm
adjust their language. he referred to the excessive force used by the israelis. it's very hard to see what common ground, if any at all, there is. of course, it's the al-aqsa mosque compound that's a central issue. but we're talking about an occupation that's gone on for so long. we're talking about a new generation that wants political leadership that represents them. that puts on the pressure and so does the israeli prime minister come under pressure because people, the israelis, are not seeing anything resolved in the way of their own personal security except hearing about demolishing homes, more tension, more apparent division across the board. so there's lack of unity, it would seem, in the approach. that's the way it looks right
12:08 pm
now. it's very serious. this could be more serious in many ways. >> okay. we'll leave it there. thank you. iraqi forces have launched their biggest offensive in months as they continue to confront the islamic state of iraq and the levant. government troops have recaptured part of a city from isil including the city's oil refinery. russia says it has hit 49 isil targets in syria in the last 24 hours, but syrian activists say the air strikes have also targeted residential areas in homs province resulting in civilian deaths.
12:09 pm
>>reporter: a mourner recites the names of victims in this grave yard in homs. 36 names, 36 people he calls mar tire. sons daughters, brothers sisters all killed during an air strike. they say russian helicopters are responsible. >> they were killed while waiting in line for bread. they are innocent people. they are not isil. we only have god on our side. >>reporter: the syrian government launched a new offensive on homs in the last few days. it's not its first on the rebel-controlled province but this time it has russian air support. activists say another 20 civilians were killed leaving behind a blood-soaked prayer rug and a large bomb crater. >> the bombs landed here. this was a bakery. targeting this proves that the

russian government narrative that they're only targeting terrorists is not true. where are the terrorists here? this is a bakery owned by a family. this is their property. >>reporter: army commanders say they're targeting terrorists that includes the second city of aleppo and the provinces of idlib and hama. if they recapture homs, they can regain control of roads to at that -- damascus.

12:17 pm
ago and the situation is a humanitarian situation, absolutely disasterous. >>reporter: these were the last refugees to get into hungary on friday before the crossing point was closed. hungary's right wing government has built a razor wire fence to stop people from crossing into its territory. it says it was forced to seal it off after an eu meeting in brussels failed. >> this is not the best. only the second best solution. but the best solution did not come about yesterday at the european council meeting as there is no agreement on the protection of the external borders of greece. >>reporter: the sheer number of refugees who have arrived has strained europes asylum system. hungaries prime minister is standing by a tough immigration policy and that has not played well with germany which has received most of the refugees.
12:18 pm
the hungarian government has now closed a second border sealing off its frontier with serbia last month. its message to refugees is clear, go somewhere else. supplies of food for survivors of nepals earthquake are stuck in warehouses. delivery trucks don't have the fuel to deliver the supplies because of a blockade on the border with india. winter is fast approaching and time is running out to deliver essential supplies. >>reporter: it's just three hours away from kathmandu in a private vehicle but for people here, it's a day-long journey. when the quake shook nepal in april, nobody died here but most of the homes were destroyed. food was always difficult to find in this village.
12:19 pm
but things became worse. generations have endured hardship here. the earthquake is just an added one. >> our house cracked. i suppose that's. we were given some tarp after the quake. we kept our seeds there. some went roton. >>reporter: without a functioning market, there's nowhere they can earn money but a few weeks ago, they were told that they would get food directly for doing some work for the village. these people are here to build a community road. for 40 days of work, they're supposed to get rice to last three months until the next harvest. today they were supposed to receive the first installment but despite having finished their share of work, many are yet to get the share of food. the worker is under the u.n.s world foot program.
12:20 pm
the organization has not been able to deliver 260 tons of food just here and that's because of a fuel crisis in the country. >> the food is in this warehouse for them. we were completely on track to distribute it before but transporters have not one single drop of diesel left and so we've distributed only 40%. >>reporter: nepal has only 10% of the fuel it needs after a restricted supply of fuel from india. for over two months, people from many areas of the country's south have been protesting against nepals new constitution. india also unhappy with it says a deteriorating situation at the border has stopped them from delivering food and other essentials. many mountainous areas will soon be cut off with snow blocking the trails. many quake victims in these areas are living under tarp
12:21 pm
sheets. to survive the winter they need more than just extra food. >> insulation has to be installed. we have to put in stoves. we have to deliver thermal blankets just to make people ready for the winter. >>reporter: but fuel for helicopters are also running low and as the country struggles with crisis after crisis, the polite for survivors of the quake has become force. mexicos top drug lord has made another great escape three months after he tunnelled his way out of a maximum security prison. el chapo is thought to have injured his face and leg as he narrowly avoided recapture. he embarrassed the government three months ago when he tunnelled his way out of a maximum security prison in
12:22 pm
mexico. john, what more detail is there about this narrow escape? the latest attempt to recapture el chapo? >>reporter: it started with an international government providing intelligence. we understand that was probably the u.s. agencies that provided that intelligence to mexican forces and especially the mexican navy who then went to this area which has been really his stronghold and where he was born and hiding out. navy helicopter then fired on several communities around the air farely indiscriminately. and then hours after that, the nave i have infantry went into the area but by that time he was gone. we don't know if he left between the firing on the area and before the soldiers went in or if he'd already been long gone from that area. but he did not emerged
12:23 pm
completely unscatheded. he has been injured in the leg and the face. we don't know how serious those injuries are at the moment but he's obviously still a free man >> we know of course his previous escape attempts were succe succe success successful and indicates the loyalty and support he commands. tunnelling his way out of a prison of course was something. what do you think that tells us of the chances of capturing this man? particularly in his home region? >> that's interesting because just this week audio was linked from the security camera video of his escape. we had not heard it before. it shows clearly sounds of very loud tunnelling in his cell, mexicos most secure apparently prison and then his rescuers calling up to him before he
12:24 pm
escapes. that obviously indicates a sort of corruption and incompetence on the part of mexican authorities. and once again they slipped through the net in mexicos northeast. it doesn't look that good for them. you also mentioned his support in this country. he's seen more and more as an antihero the more the mexican government becomes unpopular. it's halloween and masks here have been made of his face that have proved very popular, particularly in the area where he hides out, the local economy which is based on growing marijuana really support him. we went to visit just after his escape from prison and people there said we need him to make the economy tick and there's also a fear of him. they call him el senor, the lord, there. he's the most powerful person in that zone. if you have interest in keeping hold of your life, you think twice about telling the authorities about where he is in
12:25 pm
that zone. >> all right, john, we'll leave it there. in zimbabwe, the number of workers has fallen to the lowest level in almost 50 years. the economy has caused many companies to close. >>reporter: a supreme court ruling recently gave companies permission to fire workers. this man was given no severance package and told to leave. >> he can do whatever he wants to do to his employees. should there be any silly story or silly case, you find that you are going to be fired. >>reporter: the government intervened, amended the labor law making it difficult to fire workers and insisting those who lost jobs to get severance pay.
12:26 pm
employers insist the only way they can survive is by cutting jobs. the unemployment rate is 80%. a lot of people selling items on the street are graduates. >> we are anticipating a serious drought which affects electricity production as well as crop production. we don't have the money to pay for the food we now need to import. >>reporter: millions are struggling because of the rising unemployment. >> 2008, for example, we had an election which was influenced largely by the economy. it's very difficult to survive in that election. so if we have more people losing their jobs, it will cause more suffering. i don't see the government being able to deal with that situation. >>reporter: civil servant wages make up more than 80% of the government expenditure. the finance minister admits that's not sustainable meaning
