>> this is aljazeera america live from new york city. diplomats are meeting in new york trying to end the civil war in syria has raged on for five years. they hope to hammer out an international agreement detailing how to stop the worst humanitarian crisis of our time. the meeting is bringing together diplomats from 12 nations, but the syrian opposition is not at the table. al jazeera's courtney keely has more. >> this is being pulled together as you know on quite short notice. >> the last two rounds of vienna talks showed a new found resolve among world power. >> we hope friday's meetings will build on the momentum we are seeing and lead down a path again to a political transition. >> the group's third meeting will continue to try to nail down a realistic nationwide ceasefire in syria while negotiating a parallel syrian

meeting, bringing together a lot of allies, but foes as well to the same table. what is the goal today? >> well, stephanie, i have an update right now, the meeting actually hasn't started. you've got these 17 representatives from 17 countries, but in a side meeting right now going on, you've got the secretary of state john kerry and the russian foreign minister sergey lavrov hammering out details according to one british diplomat, it's like dancing on the head of the pin with the words they're trying to use. according to the draft, i've been told the lines they are going over and will go over in the meeting once it starts and going over now is the language. the geneva convention communique where they talked about a transitional government and when the vienna talks happened, they talked about transition, so we are coming down to words now, which could mean does assad stay or go, how long does he stay,

there was not anything finite that actually was agreed upon, thrashed out by all 28 countries. >> that is dominic cain in brussels. the u.k. threatens to leave the european union if britain can't put limits on migrants coming into its country. >> our guest told us there has to be a unified effort to bring an end to the world. i think once there is real political will to solve the crisis, then the syrian opposition can unite. the opposition has been divided and fragmented over the course of the conduct because the international community has made broken promises, and has backed different sides. as soon as that changes, the opposition will come together in order to negotiate a peaceful transition.

>> it has to include the protection of civilians. they are not going to be able to do that while they're fending airstrikes from assad and russia. in terms of airstrikes, i think that's probably how most syrians feel. in terms of the refugee crisis, i think everyone in the world has to shoulder the burden. they have to welcome syrians with open arms, because they have been through so much, but in order for the refugee crisis to be addressed, the war in syria has to end. we survey refugees that have left syria. most want to go home. >> she believe that is one of the clearest ways to reach peace

family. enrique marquez is being held on numerous charges in connection with the san bernardino shootings. he purchased the weapons used to kill 14 people. he planned other attacks with his long time friend sayed farook. >> enrique marquez becomes the first person charged. first person charged in connection with the mass shooting in san bernardino two weeks ago that killed 14 people. marquez, a friend and former neighbor was arrested and charged with three criminal counts. one of the counts alleges that he and farook conspired to commit an act of terrorism in 2011 and 2012. neither one of those acts were carried out, but the pair allegedly planned to attack a freeway during rush hour and the pair planned to attack the library or cafeteria at a

riverside community college where they were both students at one time. a second time is the unlawful purchase which two assault weapons. these are the long guns, the rifles that were used during the deadly attack. the third charge claims that marquez defrauded immigration authorities by engaging in the so-called sham marriage of member of farook's family. the affidavit said four days after the attack, marquez began speaking with investigators and cooperating fully. we understand that he waived his miranda rights, meaning he waived his right to remain silent, and marquez has reportedly admitted that yes, he did in fact buy those two semiautomatic rifles used during the shooting. that being said, marquez has not been charged with direct participation in the attacks on december 2, and authorities say at this time, they don't believe marquez had prior knowledge that an attack was going to take place. now the arrest of marquez comes the day before the president is scheduled to visit san bernardino. this will be the president's first visit to the area since the shooting. we understand that the president

from new delhi. >> news of mother teresa's sainthood has been well received here. the charity is an organization that mother teresa founded and it said it heard the news and it's excited that the possibility of september being the month of canonization has been reported widely. it's the actual date is unclear, though, in terms of wider context of this news here in india, there are 24 million christians in india, 20 million of them according to government figures are catholic. more widely speaking, pope francis has had a personal connection to mother teresa. they met in the 1990's, and they've followed each other's work closely. pope francis described her as a woman of great courage and actually said he'd be squared of
