hello i am rahul in doha, i'll have all your sporting. find out what he had to say later in the program. ♪ ♪ hello there, a very warm welcome to this hour of news. the five permanent members of the security council agreed on the text of a draft resolution on a peace process for syria. the full council is expected to vote on it any time now. so let's go live now to our diplomatic editor james bays who joins us from new york. james, you were outside the hotel earlier when they were discussing this and all the back and forth. but the up shot is we now have this draft text. can you tell us a bit more about what's in communique back in 2012. now that had talked about a transitional governing body with syria with full executive power

to be decided at talks between the opposition and the government. now, russia had favored just a more general mention of transition. the reason that it wanted to do that is because if you have that transitional governing body by mutual concept, then there is no way that the jean opposition delegates would ever say they supported is sawed being part that have transitional governing body. in some ways it seems that this resolution, the foreign ministers from the west, foreign ministers like mr. hammond who you can see on your screen there, seemed to have got their way. but very rare has a security council resolution only been finally agreed just a couple of hours before it's voted on. in fact, you can see the security council table there. there are 15 members of the security council in essence only five members of the security council negotiated this. the rest have to go on al jazeera long with it. i don't think there will be any votes against this. one country i thought in the

past has made a bit of a stand when it feels procedure has not been followed among the nonpermanent members of the security council is venezuela. i spoke to their ambassador in the last five minutes and he said that he will be voting yes because his country fully agrees with this current process. and the ambitious goal of trying to get a ceasefire in january. and also get face-to-face talks between the syrian government and the syrian opposition. there are still bits of this that have not been worked out yet and they include who is the syrian opposition, who will be allowed to come to the peace talks. >> james, my next question is i guess, is this a good starting point? we have had talks before this, but when i look at some of the points that are in this draft text it does seem incredibly ambitious. it talks about political transition process on an urgent basis. somewhere else it says within a tagger of he had of si six montt

seems to be diametrically opposed to the situation on the ground. >> reporter: yes, but i think they felt that they had to be ambitious to make progress. because we had had so many count, no one is rule counting but certainly over 250,000 in five years of war. they felt that the previous efforts had all failed and it was time for all of the international community, even though we have had these big divisions between the u.s. and russia to come together on this. there you can see the u.s. secretary of state john kerry. shaking the hand of the under secretary of political affairs at the u.s. an ex- -- the u.n., an ex-u.s. diplomat jeffrey felt imagine. what you will see there also on the table is it says president united states, john kerry never got, of course, he is president of the security council balls it's a monthly rotation of the presidency of the security council of the 15 members. and on this occasioner it's being chaired nor en minister level bisect of state john

kerry. as soon as we have heard secretary of state john kerry open the meeting and that will happen with all of the 15 delegates in the chairs are present, then you are going to hear a speech by the man standing next to him, ban ki-moon the u.n. secretary general. immediately after that, you are going to get the vote on this important u.n. security council resolution. >> james bays joining me there live from the united nations. james we will speak to you later, but thank you for that. a middle east analyst and director for council of air i object and british understanding. a very warm welcome to the program. we have had a quick look at this draft text it's complicated, of course and, these things are always a little bit. but what do you make of it? >> well, think it's really the culmination of separate months of vigorous international diplomacy. because the key players, particularly the current members of security council that will be present this is draft resolution right now are far more

determined to bring entry to the syrian conflict. it was a determination a year ago that simply did not exist where they allowed the conflict to go on. >> where has that ripeness come from? where has the tipping point gathered from if you like? >> several issues, obviously growth and spread of power of isis. they see that as a threat. it's something that russia and the united states agree on, for example. for europe, the syrian refugees crisis has become an issue for europe as well. so they cannot really how that to continue. they know ultimately, there is only one way that that can be resolved for them and, that is to end the conflict. so the main international powers are beginning to come together on some sort of consensus. the issue you a little bit is the regional powers, particularly turkey, saudi arabia, iran, are they all in agreement? because they have all their own proxies, their backing and different parties and they have their own strategic ambitions in syria and it's not quite so clear that they are on the same

page. then, of course, on the ground in syria, which as you said this seems a mile away from the discussions of the security council. the fighting continues. the syrian regime has made it clear this won't talk to those opposition, carry weapons or it considers terrorists. and we have heard today that the syrian national coalition says that it wants to see assad go at the beginning of transition. so there is a lot of work to be done there on the ground. >> in your opinion, is it -- is it a good enough text? is it a starting point? obviously we have had meetings in the past. is the reality of politics these days that we are going for see these plight interactions probably for months, hopefully not years. in the months to come and then we might see some of that translate on the ground? >> i think the fact that we do have those major players, russia and the united states, in particular, beginning to work together on this and show a bit

of determination, of course russia knows that it needs an exit strategy from syria as well, since it started its own boll ago at back at the end of september. means that we can see more dynamics to the diplomatic process. we can see attempts to end the conflict in libya and yemen as well. that i think bodes well. but do they have enough consensus to actually drive this through? certainly i think very few people believe that six months for, you know, a ceasefire is -- that's going to be very, very difficult. because there are several parties who are way outside of this political process, first of all there are kurdish groupings, particularly the pyd they are not in it. they were not represent ed in riyadh. also al-nusra and some of the other perhaps more hard line opposition groups, they may well work and fight against such a deal. and, of course, the big one is

isis itself, who certainly has no stake in any political process and will do everything to wreck it. >> so i think one thing we can be sure of, chris, it will be a long road whatever happens. >> i fear so. >> chris, thank you very much. now, iraqi medical sources say 11 people from two families have been killed in an air strike on fallujah by u.s.-led coalition forces. at least three of those kills were children. the coalition jets are targeting isil fighters in the sendser of the city. a siege by the iraqi army has led to a shortage of good and basic necessities in the area. well, let's head back to the u.n. there you can see they are about to vote on whether to pass this draft resolution, i have just been talking with cells doyle here a middle east analyst with the content of that draft text. it took a lot of deep negotiation going on at a hotel

in new york and several previous meetings to get to the point that there was any draft text at all. in it, some of the language is very ambitious, talking about six months to a ceasefire. talking about the possibility of six months to get all the different warring party to his talk to one another. of course, there are some incredibly big stumbling blocks ahead. we are going to hear at the u.n. security council through the next hour or so several different people speaking. let's first listen in to john kerry, the u.s. secretary of state. >> the meeting of the security council is called to order. the provisional agenda for this meeting is the situation in the middle east. the agenda is adopted, i want to warmly welcome the distinguished secretary general, the ministers and the other distinguished representatives present in the security council chamber today. your presence here under scores the importance of the subject that is under discussion here

demands for peaceful change but soon became defined by internal regional and international divisions, including in this very council. almost five years later we see a country in ruins, millions of people school erred across the world and radicalism and sectarianisms that challenges regional and global security. i welcome the initiative of the international syria support group, in particular i recognize the statesman ship of u.s. secretary of state john kerry and russian foreign minister sergei lavrov. and i also welcome the resolution the security council will adopt at this meeting. as the first revolution -- resolution to focus on the political path to resolving the crisis, this marks a very

important step on which we must build. i would like to take this opportunity to thank all of the distinguished ministers who have taken such a great leadership and participating in this meeting. excellencies, at the two recent meetings in vienna, the i.s.s.g. made two major requests of the united nations, first, to convene in january, former negotiations -- formal negotiations between the syrian government and opposition representatives focused on a syrian-led transition process. second, determining the requirements and modalities of nationwide ceasefire. the united nations stands ready to undertake these important tasks. welcome the meeting convened in riyadh that brought together a broad spectrum of the syrian opposition. as the government and opposition delegations are getting ready,

the united nations stands ready to relaunch intra syrian talks mediated by my special envoy. as i set out in the geneva june kay, the parties being -- communique, the parties must insure the full and effective participation of the inning anyone this talks. this morning -- [ inaudible ] in these talks. this morning at a meeting i urged the i.s.s.g. to apply the necessary pressure on the syrian parties to immediately implement the following confidence building measures: first, stop the use of indiscriminate weapons against the syrians. including barrel bombs, which have conned despite the government's pledge to refrain from such assault. second, allow unconditional and unimpeded access for aid convoys. 10s of thousands of people in besieged areas have been forced

to live on grass and weeds. this is outrageous. third, [ inaudible ] on medical and educational facilities and lift all restriction on his medical and [ inaudible ] from humanitarian convoys. fourth, release all detainees. reports indicate that prisoners face torture and atrocious conditions. mr. president, distinguished council members, nearly two years have passed since the geneva two conference. the people of syria have suffered enough. i call for you to show vision and leadership in overcoming your differences. an opportunity for peace has emerged, your duty is to seize it. thank you, mr. president. >> thank you, mr. secretary general -- >> our correspondent james bays. james.

>> reporter: yes, julie. there john kerry making a few more comments before big moment, the vote. this resolution was only circulated to 10 members of the security council after its very late negotiation. is now going to be voted on. that was about two hours from now. so at this point it's where we will get all of the 15 members asked to vote, raise their hands, let's listen to the vote. >> to vote now. will those in favor of the draft resolution contained in document s-2015-996, please raise their hand. the result of the voting is clear, it is the draft resolution has received 15 votes in favor. and therefore the draft resolution has been adopted unanimously as resolution 22-54 of 22 -- of 2015.

conferences to produce the two vienna communiques that are integrated in to this resolution here today. by approving resolution 2254 today, this council is sending a clear message to all concerned, that the time is now to stop the killing in syria and lay the groundwork for a government that the long-suffering people that that battered land can support. after your 1/2 years of war, this is the first time that we have been able to come together at the united nations in the security council to embrace a road forward. during that time one syrian in 20 has been killed or wounds. one in five is a re refugees. one in two has been displaced. the average life expectancy in syria has dropped by 20 years. we need to reverse the course.

and that is the council's goal here this afternoon. to put an end to the indies crit natural bombing, the act of terror, the torture and the bloodshed. and our shared task is to find a way to make this happen. in support of this objective, president obama has set for my country three interrelated goals. the first is to support our friends and to insure that the instability created by the civil war in syria does not spread further beyond its borders. that is why we are providing a record amount of humanitarian assistance. and it's why we are doing more to help syria's neighbors to strengthen their capacity to safeguard their territory and to defend against external threats. second, we are determined with our coalitional partners to degrade and defeat the terrorist organization known as daesh. in the past half year the coalition and its partners have worked with iraqi forces in

liberating tikrit, free sinjar, removing terrorist commanders from the battlefield. cutting off terrorist supply lines, hitting their oil facilities. and depriving daesh of more and more of the territory that it once controlled. now we are intensifying the pressure. helping our iraqi partners recipients take most of ramadi to squeeze supply routes in to mosul and we are pushing ahead in to northern syria. assisting our partners along the iraqi-syrian border, and on the recruiting and propaganda efforts. further, as evidenced by the finance minister yell that was held right here in this very chamber yesterday. we are multi flying our effort to his cut daesh off from the revenue source that his support its did he paragraph a depravitl natural. but the truth is nothing would do more to bolster the fight against the terrorist than a broadly support diplomatic

process that gives the syrian people a real choice, not a choice between assad sad and daesh but between war and peace violent extremes and the newly empowered political center. that's why we have joined with so many of you in support of an urgent diplomatic initiative. again and again, country i red sox not just around this meeting today. but countless meetings in various parts of the world have reaffirmed the notion that there has to be a political settlement. this is the test, this is why we have joined here in a broader more action oriented effort to isolate terrorists and put syria on the road to a political transition envisions by the geneva communique, now embraced by the international community and the united nations security council resolution. as the council's action today

reflects, we have made important progress in recent weeks. and progress that should give us all fresh grounds for encouragement. last month in vienna, the united states and other members of the international syria support group, agreed on a series of steps to stop the bleeding in syria. to advance a political transition. to isolate the terrorists. and to help the syrian people to be able to begin to rebuild their country. last week in riyadh, with the support of his majesty king salmon and his government. a broad cross-section of syrian opposition representatives came together to form a high committee for negotiation. under the resolution approved today, the purpose of those negotiations between the responsible opposition and the government is to facilitate a transition within syria to a credible, inclusive, nonsectarian governance within six months. the process would lead to the drafting of a new constitution

and arrangements for internationally supervised election within 18 months. i might add, geneva never had those dates. it is the vienna process and the vienna communique that is produced a 6-month and 18-month time horizon. and it's the vienna process that also has embraced the ceasefire concept as well as embraced a set of principles and values about the shape that a new syria might be able to take as directed by syrians for syrians. it's our hope that a nationwide ceasefire can go in to effect excluding only daesh and al-nusra and any other group that we might decide at some point to designate. so i would close by saying we are under no illusions about the obstacles that exist. they are -- there or obviously

remain sharp differences within the international community, especially about the future of president assad. we have emphasized from the beginning that for this to work, the process has to be led and shaped and decided and implemented by the men and women of syria. it cannot be imposed from the outside and we are not seeking to do so. but we have also seen in recent weeks in vienna, paris and other capitals and then today here in new york, an unprecedented degree of unity on the need to negotiate this political transition. to defeat daesh. and then indeed to end the war. the resolution that we just approved is a milestone. because it sets out specific concepts, with specific time frames. accordingly, we need to work hard together to help these political talks to go forward, to prepare for a ceasefire, and

to encourage all of the parties in syria to participate in good faith. in closing, lets me just underscore the urgency of our task. like many of you, i have met with refugees in and out of refugees camps, i have met with survivors as you have, met with caregivers as you have, met with many of the people who have been on the frontlines of this conflict. i have talked to women who have struggled to hold their families together, despite constant danger, bitter cold, shortages of food and great danger. i have heard the blood chilling stories of doctors and relief workers who have been dealing with humanitarian trauma on a daily basis month after month, year after year. now in to the fifth year. i am aware as everybody in this chamber is of the atrocities that have been committed. and are being committed even as we sit here this afternoon. and being committed too often

against innocent civilians. looking ahead we know that daesh can never be allowed to gain control in syria. so we have a global imperative here to deal with a terrorist entity, but also to end the civil war. and to bring legitimacy back to the govern's of syria. president assad, in our judgment, and not everybody shares this, but the majority of the people in the i.s.s.g. believe that president assad has lost the ability, the credibility to be able to unite the country and to be able to provide the moral ability to govern it in to the future i say not as a matter ideology, not as a matter of choice but purely as a matter of reality, as a matter are fact given the situation on the ground, that if the war is to end, it is imperative that

the syrian people agree on an alternative in terms of their governance. that logic is compelling and it provides a unifying principle for most of the people in our efforts going forward. we have a lot of distance to travel. some would say miles to go. but the truth is, that in the past two months, we have started from a standstill, from a nonexistent process to have three separate meetings of the i.s.s.g. and now united nations security council embrace of a process. we have agreed on a plan of action. and the council's vote today is an important boost on the road to a political settlement. it is a particularly important step because it reaffirms this body's endorsement of the geneva communique about the transitional governing body with full executive authority. and it also endorses the progress and the statements that we made in vienna to set a

new york the third meeting of the i.s. s.g. this has been a time to meet in this room. the meeting of the i.s.s.g. underscored the commitment of all of the participants to the vienna process. the resolution just adapted. approved the 14 november 2013 agreement that spoke of a way to implement the geneva communique from 30 june, 2012. here it's clearly set forth, first and foremost that all three documents are a single platform for resolving the bloody syrian crisis. secondly, that the vienna format is the only one which will bring together all influential foreign players to insure a contest for sustainable and fair settlement through talks between the government of the syrian republic and the whole span of the opposition. the resolution provides an

international law weight to collective work for such negotiations under the the s.r.s.g. stefan demi stew a, here it is understood that only syrian led conclusive dialogue can put an end to the unsold suffering of the syrian people. here there is also affirmation of the fundamental settlement. namely that syria should remain, unified, plural religious and plural ethnic comfortable and safe for all of its people and only the syrian people itself can define its future. this is a clear response to attempts to impose a solution from the outside on syrians on any issues, including those regarding its president. this approach is enshrined in the geneva communique as well as the document of the i.s.s.g. and in today's resolution. furthermore, we are all united

on the front, the terrorism have no place in the talks. just the same as those who would like a military solution to the cries. the unanimous adoption to the on the council has created a broad count or terrorism front on the basis of the u.n. charter, on the basis of all of those pushing back against terrorist on the ground, including the syrian army, the turkish army, the armed militias and the syrian -- parts of the syrian opposition. as well as the russian air force in response to the legitimate request of the syrian republic. an important role here should be played as we heard through the russian and u.s. proposal -- proposed resolution aimed as strengthening control or oversight over the financing of isil and such terrorist groups. cutting off channels for their financing first and foremost through cutting out the illegal trade in oil, combating terrorism should be consistent

and selfless. be it in syria or anywhere else, it is inadmissible to divide terrorists amongst good and bad ones, the resolution under scores a need to provide humanitarian a sis tons to the syrian people. this should be presented -- or strict compliance with the guiding principles of the united nations is enshrined in ga resolutions and security council respite lukes including the principle of the agreement of the host country. it is important that today on the security council there was again a repetition of the need up to hold the sovereignty of the syrian arab rib i can. the adopted resolution enshrines the security council's oversight over the results achieved in the implementation of the vienna agreement with international support. the secretary general and his special representatives or envoys will play a leading role in organizing and conducting the

negotiations with the sir syrian opposition. those in moscow, damascus and, other places. not engaging in any attempts influence any one side and be guided exclusively by the task of assisting finding mutually acceptable agreement between the government and the opposition as required by today's rez lines. as these recommendations become rights, we shall stands ready as a cochair of th of the i.s.s.g.h the united states as well and the united nation to his convene another meeting to define on the bases of consensus further steps to be taken in fostering a

mr. chairman. allow me to express my deep thanks and gratitude to the secretary of state of the united states of america whose country presides over the council for this month. and to express my thanks and gratitude to him for convening this important ministerial conference that comes in pursuit of the international constructive work in order to put an end to the crisis in syria and to put an end to the suffering of the syrian people. your excellency, excellencies, members of the security council, your excellency, the secretary general of the united nations, ladies and gentlemen, our meeting today is yet another milestone in the international response to the situation in syria. the regional as well as the international parties, during the past few months set to intensify the diplomat being efforts in order to reach a
