am to report that your elected leaders are on the brink of a deal to keep the government shutting down. it's sad, because appropriating money to keep the government running is the one thing we need congress to do. pretty much everything else is optional. passing a spending bill is doing their minimum. we learnt a lesson during the october 2013 government shutdown, we cannot take anything for granted when it comes to how low some lawmakers will stoop to prove a political point. back then, it was republicans trying to undermine obama care, but that's the past. now let's look at the present. and how this sausage is getting made. today the house past a 622 billion package of tax cuts that will make permanent a bunch of breaks for businesses, investors and individuals. the billion support from republicans, but democratic leaders opposed it on the ground

that it doesn't do enough for low income workers. the tax cuts are part of a budget deal that includes a 1.1 trillion spending bill. the house is expected to vote on that 2,000 page monster bill tomorrow. and here is where it really gets interesting - part of the horse trading to get the deal done - republicans and the oil industry got democrats to agree to lift a ban on u.s. oil exports. it's been in place since the 1970s, arab oil embargo, and in return democrats are winning extensions of tax credits benefitting the renewable energy. oil is trading at 11 year lows. settling below 35 a barrel. the world is awash in cheap oil, and analysts say it's one reason little will be exported any time soon. no matter, the slick dealing

succeeds inform keeping the government running, proving that compromise in washington is possible, and part of the compromise means there's something in the deal for everyone to like and dislike. mike viqueira has the story. >> reporter: after weeks of bridgesmanship both sides used what was a dirty word. >> it's a compromise, i understand both don't like some of the compromising, but that is what we have. >> they want an end to the ban on oil, an effort to find markets for a resurgent oil industry. the ban baits from a time of puck police car anger and anxiety during the oil shock of 1970s. many say it was never effective in keeping the prices down and strong, and with a worldwide glut of oil. lifting it will not do much to lower the price at the pump. i doubt we see them go down more than 2-3 cents.

the g.o.p.? >> you know, it's something that experts, republicans and democrats really admitted that it outlived its usefulness, no question about it. in the peckularity on getting the votes from the capital hill, take it here, loss it there. many on the left-hand side of the spectrum, those who can be considered green or environmentally sensitive or vote on the issues, there were enough of them to make it a difficult proposition. ism at the end of the day they did the calculations. everyone seems to agree, most experts outside the government. an archaic ban on crude oil, that never worked to begin with. we talked to some experts saying i'm old enough to remember what happened in the '70s, it was a large part of effort to reassure that they could keep prices down

and supplies strong. it never worked to begin with. >> there was a recognition. the white house was nominally against lifting the embargo, it was - it became one, one that was exercised, put on the table and the ban is lifted. >> let's talk about the bargaining chip that it began. a lot said the democrats got the extension forrenewable energy in return for lifting the ban. others said it went further than that. the democrats won on planned parenthood. the security of the e.p.a. and other areas. what are you hearing about the horse trading. >> as far as winners and losers are concerned. everyone got something out of this. paul ryan had the political fig leaf saying i'm playing the hand that was dealt me. i came into the office. this is the best we can do. we'll lose a lot of

conservatives in the bargain here. they are getting a past because he's so new. democrats had the tax credits on wind and solar. to mummify those on the left. those environmentally concerned members of congress. planned parenthood. republicans came up empty, on syria refugees, bringing them into the country, there were several democrats in the senate that wanted gun control restrictions stuck into the bill, the 1.1 trillion bill. it was never realistic hope it was something of a barring -- bargaining work. all of this major legs larks the stuff that is viscerale to voters, gun control, planned parenthood, abortion is stuck in a huge spending bill at the end of the year.

no one wants to bring it up and put it on the floor itself. >> that's how it works. i guess the spending bill is the most important thing that washington needs to do. >> that's correct. >> what does it say about paul ryan, this is something that previous leaders in congress had difficulty doing, the basic business of spending bill and budget. paul ryan walked in, and achieved something that his pred des cessor was not a -- do. >> compromise - that has been going on for 20 years. it's easy to say this is the way that it worked. a lot would shake their heads. but now they are celebrating because they got something down.

i am talking tonight about the huge spending and tax deal that congress hopes to send to the president this week. it could have major implications for the energy industry and the environment. in washington's political horse trading republicans get the ban on oil exports lifted for the first time since the 1970, democrats three more years of land and conservation fund and 5 year extension of the tax credits. both get some. michael bruin is not hope about lifting the ban an crowd ex-ports, and joins me from san francisco. good to see you again. i was talking it mike mike viqueira.

why are the things that environmentalists got out of the deal outweighed by the losses of having yil exports in it. >> what we got out of the deal is basic commonsense provisions. support for the industries is bipartisan, by the way. we got an extension of solar tax credit and an extension of the win tax credit and support for the land and water conservation fund which protects forests and wetlands and some of the most beautiful places. for each of the measures, provisions, it's bipartisan support. they were leading the charge in favour of the win tax credit. >> it was the senator leading the charge from the solar tax credit. folks across the spectrum.

in idaho and others leading the support for the land and water conservation fund. we shouldn't have traded the objectives to get something to allow for oil drilling. >> why are you worried about the export ban being lifted. st been something scuffed for a long time. what is the concern? >> we have to reduce dependence on oil, and you don't do that when you expand drilling for oil in the u.s. >> what will happen slowly over time, if you believe the oil industry, they'll say we'll see half a million barrels per day, an increase of half a billion, and we need to

reduce dependence on goal, gas and oil. all the areas have grown. oil consumption dropped in the united states. and globally it's not growing. in the end we are not increasing our dependence on fossil fuels. >> that's not true. the first part is true. we are reducing dependence on fossil fuels. we are increasing reliance on clean energy, and saving money in the process. people are spending less on clean energy than they are on dirty fuels. the point, what we need to do, if we meet the challenge, honour the agreement that was struck in paris, we have to go past. we have to significantly shift our resources away from oil, coal and gas, and towards solar, wind and energy efficiencies. >> investing more in the domestic production of oil not only rips up the landscapes,

putting the air and water at risk, meaning more oil trains and export terminals, it will similarity the rate at which greenhouse gas rises. >> in the united states, it's a zero sum game. if the united states produces 500,000 more per day, that creates a $500,000 barrel more glut. it comes out of somewhere else. >> it doesn't. >> it does. the u.s. fracking and creating as much oil, we have a glut of oil, right? >> this will increase the glut of oil. if saudi arabia said we'll cut the production by half a million per day, so that if production of oil is constant. that would be different. what we see from the o.p.e.c. country, they are looking top maintain the market share. increasing production from the u.s. will cause an interaz of oil production generally, when we have the world awash in cheap

oil. that reduces the leverage to shift away from oil and move towards clean energy. >> when oil is $100 a barrel and gas more than $4 a barrel. that works as a market-driven push towards alternatives. >> of course. low oil prices is good on the supply side. when the prices are low, it makes drilling in the arctic, deep water drilling or drilling in the tar sands noneconomic. it doesn't make it viable from a financial perspective. what it does is suppress the growth of glen energy. hybrid vehicles. that's part of the problem. >> i want to go back to the politics side of things. i get the point we were going down the road. the 25 billion in benefits, the tax credits, that's the value that has been put on it. it's pretty good. >> yes. there's no doubt. you won't get an argument on

me from that or anyone in the environmental community. we want to invest in solar and win. of course we shouldn't do that. for the measures with bipartisan support. that's what congress should dox. >> we had a shut down. the line you used, we shouldn't trade away these things. that's what the tea party said in 2015. what they were concerned about was important to them. we should be okay with the government shutting down. >> i believe i'm taking the opposite perspective. we shouldn't hold the funding, financing of the u.s. government hostage for things that there is not broad public support for. what environmentalists or the

clean tech industry got out of the deal people support across the political spectrum, across republicans and democrats in congress, but you had the republican leadership holding the elements hostage so they could get the big oil. >> you are saying in a different way what mike viqueira told us, that it's kind of weird that we end up with the bills that cover everything and the kitchen sink when they are supposed to be spending bills. the bottom line, to underscore what i think, and what is a big win, the bloomberg new energy finance estimated that it would add 20 gigawatts of power, and 19 gigawatts of wind power. the bottom line is you shouldn't have had a trade off to get it. on balance, do you feel it was a good win for environmentalists. >> here is what is happening that is great, here is why
