also expect to hear afterwards whether or not there is anything from a practical standpoint that the security council can do but clearly there is a lot of concern here at the u.n. about the ongoing crisis and certainly the question is going to be who can be held accountable can the situation be resolved quickly or is there going to be a nother looming humanitarian catastrophe as an terrorist reference during his press conference on wednesday rolls with isis that the u.n. thanks miles. well aid agencies are struggling to cope with the huge numbers of poured into neighboring bangladesh in just two and a half weeks there has been a report. everyone is exhausted some of these muslim or hindu have been walking for days to escape a crackdown by me and miles military a government spokesman says one hundred seventy six ethnic ring of villages are

the world hasn't drawn the same sort of criticism from people here. yes they should carry out a security operation to eradicate terrorism if not they'll be no peace so that's why we support the military but the operation should only target terrorists not the whole muslim community. i support the military operation because terrorism is not good it's good to fight terrorism everyone should have within the law the military and the government say the operation is a legitimate exercise targeting what it considers a terrorist organization the crisis in rakhine and the exodus of ranger refugees into bangladesh are being widely covered by the international media and yet here they don't get much attention in the local press and when they do that's usually a government that this article for example promotes a press release that people in northern makhaya have started to go back home because peace and stability have started to return to the area. but there's no

hurrican has claimed six more lives in florida as officials confirmed that patients died in a nursing home after it lost power during the storm on investigations underway after three elderly patients with found dead inside the facility and three others died later in hospital is the lead their deaths were heat related after the facility lost its air conditioning when one hundred patients have since been placed in other accommodation. well and gallagher has more from her in the florida keys that's why some residents are beginning to return home. well the authorities only just started letting residents return to the florida keys but the scene here at this mobile park is of utter devastation you can see on this mobile home here there are markings which give the date and thankfully reveal that there was no one inside
9:13 pm
this trailer and that's the picture across this mobile home park but remember these were people's homes yes some of them were affordable holiday homes but we've met plenty of people that actually lived and worked from here and have pretty much lost absolutely everything they are now desperate homeless and you can see some of the personal items that we found just lying around you know a license plate from a car a pair of binoculars but it's those real personal possessions that have people deeply upset a lady we just met was trying to get pictures and family heirlooms things that really have deep personal meaning and she really has nowhere to go at this point but look at these breeze blocks just blown away over here we see concrete platforms where mobile homes used to stand they've gone they've gone from there to this mess over here which just shows you the power of hurricane emma but let me just show you one other thing this is the side of a mobile home that was completely blown off the floor here was covered in heavy ceramic tile those tiles are all now scattered and blown over here big heavy
9:14 pm
concrete tiles and that's the the picture you've got throughout mobile home parks like this because this is basically up in the upper keys and there's a pearl of islands a neck place pearl of islands going all the way out into the florida straits and the picture here is replicated all the way down there you can see people are beginning to turn up now they've been let through by the police having shown that they live here they're beginning to get their possessions together load them into cars but lots of them are just waiting for fema they're waiting for official help and it's absolutely baking hot here typical weather for a post hurricane this weather is just pouring off me you can only imagine what these people are going through who are going into their homes or what's left of them to try and find what personal possessions what precious possessions they can. well islands across the caribbean is still taking stock of the devastation left behind the government that estimates ninety five percent of the buildings a damaged or destroyed almost all of us couldn't have been moved to the neighboring islands of antigua home and reports from. roger has

has made this the thing is that if you want to send that we see a six year deal it's rebuilding that sense of these beautiful eyes of the future it will take to take to rebuild that the u.k. is going to be in the lead in that recovery plan. well last week's earthquake in mexico was the strongest to hit the country in one hundred years in the south tens of thousands of homes were destroyed and millions of people affected but the nation's capital and its twenty million people fared better and were well prepared when disaster struck david mercer explains why mexico city was less affected. and earthquake the feeling of terror triggers is a sensation mexicans are all too familiar with this was the moment when an eight point one magnitude quake struck last week. more than ninety people were killed thousands of buildings collapsed but it could have been far worse here in mexico
9:20 pm
city seven hundred hours away building shook violently for up to a minute causing people to stream out onto the streets but despite the strength of the quake there wasn't a single person killed and damage to buildings was limited. you have to look back more than thirty years for one of the reasons why in one thousand nine hundred five an eight point zero magnitude quake rocked mexico city crushing buildings and killing more than ten thousand people following that disaster mexico got smarter about earthquake preparedness. mexico is now one of the few countries in the world with an earthquake warning system plugged directly into the country's broadcasting systems one hundred sensors along the seismically active pacific coast send signals to servers in mexico city and from there the information is sent out to the public is one of the most of the technology is very innovative and advanced and we have agreements that allow us to interrupt t.v. and radio broadcasts when earthquake is coming last thursday we were able to give

9:24 pm
who is vice president at the council of the americas that's an international business organization focused on economic development trade and democracy good to have you with us on the program what hope is to hold of these talks being held in the dominican republic i mean it's not encouraging when the opposition says they are going to be direct talks. yeah that's exactly right i'm not optimistic that this round of discussions will lead to anything in particular we've seen this movie before there have been several previous rounds over the past several months and years that everybody has high hopes for and is optimistic that this might create a path forward through a political and economic crisis in venezuela but in the past anyway the government has used the talks effectively to buy itself time postpone decisions and actually have the opportunity to solidify its rule and take further anti-democratic steps so
9:25 pm
for these talks to have a different outcome i think the government would first need to implement some of the preconditions that the opposition would like to see for example releasing political prisoners allowing humanitarian assistance to come into the country said the firm date for the presidential elections next year as called for by venezuela's own constitution recognize the democratically elected legislature of venezuela so there are a lot of things that probably need to occur before actual serious negotiations could begin how much stronger is in the doing right now do you think and is he strong enough to be able to just simply go through the motions about saying that he'd like dogs. yeah i think that he's very is in a very strong position right now the government really controls all of the institutions there really aren't any into independent institutions anymore other than perhaps the religious communities the legislature should be independent but to make sure that it wasn't going to have any impact the government actually held separately actions on july thirtieth which elected
9:26 pm
a completely new legislature that now has almost unlimited power so the president and governments have a very strong ability to continue in control what they can't control at this point is the economy of venezuela which is crashing the inflation rate is approaching hyper inflation basic food and medicines are unavailable and the people are becoming increasingly desperate and we know that because thousands are crossing the borders each day into colombia and brazil and into the caribbean and so you have a real humanitarian crisis that's developed so the question becomes how long can the government hold on before the people of venezuela simply declare that they've had enough and demand real change and i think that's the real question that people are asking you know well that is the key thing isn't it because the for the election over the new constituent assembly we were seeing protests is out on the streets almost a daily basis those prices seem to have waned is there a sense that the demonstrators have simply given up the fight right now. you know
9:27 pm
that's a really important point you know it takes a lot of time and effort to be in the streets month after month after month and there is a certain sense of fatigue you know you have to spend time providing for your family you have to go to your job or your school if you're a student meanwhile the government since july thirtieth has really stepped up the oppression and has really targeted individuals and put them in jail etc so the costs of even peaceful protests have gone up so i think you take that and put it together and we do see that the street protests have lessened quite considerably since july i think there is a sense of fatigue that doesn't mean that the people of venezuela have become now complacent or have accepted the government and in fact what we've seen now is an increase in people trying to leave the country so there might be continued. people flows in that way and that's how they're expressing their disagreement with the government but but you're absolutely right the street protests have declined since late july all right very good to get your thoughts exxon's with joining us from

9:35 pm
is to be expected when donald trump what exactly does he mean by what ultimately will have to happen. for united nations sanctions will be difficult given china's potential but a military strike against north korea could provoke catastrophic war in seoul we asked people who they're more worried about kim jong un. is the one building a bomb so i'm a worried about him. i'm more worried about kim jong behavior becomes behavior is affected by trap so i'm worried by both andrew thomas al jazeera so. saudi arabia says the time is not right for an independent investigation into alleged human rights violations in yemen as demanded by the united nations high commissioner on human rights the netherlands and canada a backing a u.n. resolution for an internationally. the saudi ambassador said
