10:00 am
you know the one and the same or if you join us on sat i was never put aside been looked at differently because i'm dacogen all the people but i'm a lot is a dialogue tweet us with hash tag a.j. stream and one of your pitches might make the next show join the global conversation this time on al-jazeera i really feel liberated as a journalist was. getting to the truth a little bit that's what his job. people in japan wait to warning sirens after north korea fires another missile over its territory and days after new u.n. sanctions were adopted and world leaders condemned the launch security council will meet again on friday.
10:01 am
and we shall carry this is al jazeera live from doha also coming up human rights group says it is documented a campaign of ethnic cleansing against the row hench and me and maher. and crafts and back its last images of saturn before ending its twenty year mission. north korea has launched another ballistic missile across japan the second time and less than a month the latest launch comes a day after the country threatened to sink japan with nuclear weapons and security council will discuss north korea later on friday the second meeting on nuclear and missile activities in less than a week greg leeson reports from tokyo. the missile launch followed
10:02 am
a familiar pattern it came early morning two minutes before seven local time with japan in its path launched from the capital pyongyang the missile through three thousand seven hundred kilometers over the northern japanese island of hokkaido reaching a height of seven hundred seventy kilometers before crashing to the pacific ocean. just minutes after sirens sounded in her cairo is a public alert was issued residents had mixed feelings. against teachers doesn't feel real i really don't know what it'll do it gives me the shivers i feel like telling them to stop it now the response from neighbors was swift south korea's national security council held an emergency meeting the country's new president ordered to counter fire with a missile test of its own the drill was pre-planned in preparation for another north korean test but just not calling again fired a ballistic missile obviously disregarding the international community's criticisms
10:03 am
and warnings and the un security council resolutions such continuous provoking by not go to a serious threats the peace and stability the korean peninsula and the international community that our government sternly denounce us and express anger over the missile launch moon also instructed the nation to analyze and ramp up preparations for new forms of threats from electromagnetic pulse and chemical attacks. arriving in tokyo from an economic summit in india japan's prime minister immediately called for an emergency meeting of the u.n. security council. confident getting to north korea has trampled on the international society's strong desire for a peaceful solution it's reckless act is absolutely unacceptable we will request the security council to hold an emergency meeting he's urging the international community to act as one against north korea and wants the u.n. security council to implement the latest sanctions against the country the u.s. secretary of state is calling on all nations to take new measures against north
10:04 am
korea specifically he said china and russia must indicate their intolerance for these reckless launches by taking direct actions of their own this is the second ballistic missile to cross japan in less than a month it came within twenty four hours after north korea threatened to sink japan with nuclear weapons a threat japan takes seriously now that it believes north korea has the ability to miniaturize its nuclear weapons and place them on top of ballistic missiles similar to the one fired across the country today and out of. here so. courageous as their second eilis that has happened now how are people on the streets in japan processing this. well in her condo of course the threats are much greater because it's very tangible they're hearing the sirens and and getting the warnings from what they call jail it some these are warnings and messages that come across on mobile phones on the
10:05 am
radios and on the television accompanied by those sirens we've heard in the package so it's a very real tangible threat to them here in tokyo though it's a very different situation and it depends on the generation that you talk to the older generation still remember the korean war and they have those memories that give them a bit better of an idea of how bad things can actually get here when a crisis like this unfolds but for the younger generation particularly under the age of thirty when i talk to them about this issue they have a very different take on it that heard the rhetoric go on and on and they haven't seen the historical context of that so the only hearing is rhetoric and they believe that that's all they will hear in the future so life goes on for them as usual and some of them have actually disengaged from the issue totally and say they don't even chuen into the news now when they hear about it many had not heard about
10:06 am
that first missile a month ago and said that they would be unlikely to hear any warnings if they came through the media so two very different views here in tokyo and of course in a condo then it's a very different situation because they're reminded of it as they were three minutes after the launch of this missile from pyongyang that in fact a missile was flying overhead ok listen live for us in tokyo greg thank you very much let's go to andrew thomas now who is live in seoul so enjoy this launch was actually expected having said that what is the reaction been there. well the national security council here in seoul met an hour after the launch so they got it together very quickly chaired by the president president moon and i sat for about two hours discussing what had happened and what their reaction might be
10:07 am
both politically and militarily what they need to do to prepare for a potential escalation of all of this statement came out just after that meeting we had a bit earlier in craig's report about what the president himself had to say but this statement condemning north korea's provocation but it also made the strong point that the president had been briefed about this launch both before and off that it took place and a he on move missile has been launched by south korea in response to it now that missile was launched from the east coast of south korea it was launched and it took off for two hundred fifty kilometers it flew which is the same distance between it and where the north korean missile to go from it didn't get far towards north korea they didn't think the north korean missile was actually in at a country but they were trying to make the point that they have the ability with their own missiles here in south korea to target a launch site immediately after a launch as happened on friday morning in an exercise but also just before one
10:08 am
preemptively and that is very significant because that is one of the three pillars that are described here of military action that the south koreans say they are using to counter the threat from the north one preemptive strikes on launch sites in north korea to intercepting missiles in flight and three overwhelming response revenge punishment where an attack to take place so i'm andrew we have a having said that you know south korea is trying to show that that we are we're not just going to sit here and take it this is what we're capable of do we anticipate any more drills. the will likely be more drills there is a plan to drill bits with u.s. troops and south korean troops taking place on tuesday of next week that's already in the diaries that is already going to happen i think we can expect to see more in coming weeks and months asserting no suggestion that they are going to wind back their exercises despite what the north koreans say of course that they want because
10:09 am
they believe that these exercises between the south koreans and the u.s. troops here in south korea are a provocation in their own right south korea's foreign minister has just released a statement she has spoken directly to us and since that latest missile launch the secretary of state of course he was flying between london and washington he spoke to her from his plane and apparently according to the south korean foreign ministry he reassured the u.s. is on why you very commitment to helping to protect south korea i think that is a clear signal early on that exercises between the u.s. and south korea will continue the not going to be deterred by what in the end was an expected test by the north ever since the u.n. passed its resolution on monday imposing tougher sanctions on north korea we were expecting the south koreans are certainly expecting another missile test or nuclear test this is it a missile test which has taken place friday ok andrew thomas live for us in seoul andrew thank you and we see international has used satellite imagery to highlight

what it calls an orchestrated campaign to villages in myanmar their eyes gray past detected eighty large fires of rakhine state since august twenty fifth and a military crackdown began almost four hundred thousand or a hand to have fled the country since the violence started in march the army says it's targeting armed groups in the area. through a number of different sources it's really clear campaign. by the mia more security forces. fire. burning so across the whole state. it's very very difficult to do this anything else the effort by the me of a military to drive a. country. by any means necessary under charge areas that bangladesh has border with me and mark i'm in shop. on my backside on the other myanmar side of the

you're watching al jazeera let's recap the top stories this hour north korea has fired a missile that flew over japan's northern kaito province and to the pacific ocean japan condemned the launch south korean president. view and said dialogue with the north was impossible at this point. the move by pyongyang prompted strong international reaction urgency united nations security council meeting was called. urged all nations to take a new measures against north korea. or national history satellite imagery to highlight what it calls an orchestrated campaign to burn villages and me and mar rights group says it is detected up to eighty large fires in rakhine states and a military crackdown began and august.
10:17 am
back to the north korea crisis stephen naggy is a senior associate professor of politics at the international christian university he joins us on skype from tokyo and we appreciate your time so much. let's talk about what what are japan's practical options to actually defend itself in a situation like this. well at this stage it's to pan has a few different options in terms of protecting itself one is a terrestrial base a just system and the second is the sea bass navy ages these are systems that are meant to knock down missiles that have been launched in japan and now they're very sophisticated missile systems and they can hit down up to twenty one missiles at the time the challenge is when we're dealing with an intercontinental intercontinental ballistic missile or intermediate range missile it's dealing with the altitude apogee as well as the speed of the missiles coming in and into japan
10:18 am
and now these are both challenges that we don't know that if the ages system can. effectively protect the japanese the second option is most like the adoption of a fad like system and that that life system is particularly meant to knock down intercontinental ballistic missiles but they haven't been purchased by the japanese yet so i guess you know this is similar to what south korea has yes they haven't purchased them yet but that most likely will be the next option if the north koreans continue to. develop their missile technologies and in particular launch them over japan in their testing process to strengthen their defense to defensive capabilities at this point the talk always seems to come back to that the few countries that deal with north korea somehow tightening restraints on them and that all that don't make a difference do you still think that that is a viable option to to have any type of the fact on north korea. at this stage you
10:19 am
know the north koreans have been under sanctions and they've become progressively heavy over the past twenty or thirty years and they haven't been affected in the celebrating the elements of both missiles and nuclear technologies as we've seen in fact over the past six months since the trumpet ministration was inaugurated since mr trump was voted in we've seen an acceleration in both the number of missiles but also the types of missiles they range in the quality it's clear that sanctions are going to affect the regime they have the ability to harness twenty million north koreans to put to work to use their resources to keep the regime in power and that seems to be their objective to prevent the toppling of the regime either through a decaf the patient attack or surprise attack by the united states or some other means do you think when you mention it trying to ministration in there's been an increase in the state think there's
10:20 am
a connection between the two absolutely one was on the campaign trail he talked about a very harsh response to deal with the north koreans when he was elected and he had his first meeting with president obama and president obama told him that north korea will be the biggest. international relations issue that he needs to deal with in his administration and he said that he's not going to let it happen and he's very belligerent. religare in speeches and rhetoric as well as tweets and i think that it put the it. convince the north koreans that they have to accelerate their development their missile development and the newco development to ensure that. the regime won't be taken out by the united states in some kind of attack whether it's like i said it's a decapitation strike or some other form of strike that would take up the regime. stephen thank you so much for your insight i'm sure we'll be calling on you again
10:21 am
thank you thank you so much. i still says it was behind coordinated attacks in southern iraq at least sixty people died and dozens were injured when fighters targeted a restaurant and a police checkpoint near the city of nasiriyah some of the victims were visiting from iran and iran khan has more farm or bail. on the rock has been spared much of the violence that the rest of the country has seemed to in the west and in the north and now this attack took place just after lunchtime gunmen attacked the fun the checkpoint which leads into southern iraq and then two suicide car bombs exploded outside of. iraq as i say has been spared much of the violence and i saw have claimed responsibility for this particular attack now they do claim responsibility for a number attacks not just here but abroad as well but it is likely to be an isolated attack this is a message really from the group saying that you may have beaten us into law for in
10:22 am
mosul you may have surrounded us in the last remaining stronghold but we all still able to attack you in places that you wouldn't expect so now that's a real challenge for the iraqis do they move troops to the south or do they continue their battle up in hawaii. the sixth round of talks aimed at ending the syrian war is expected to wrap up on friday in the caza capital astonished. between the syrian government and opposition groups are being brokered by iran and russia and turkey are presented as have been discussing creating more safes and syria and more prisoner swaps. so that was it you can look through it i want to say that the main international meeting on syria is to finalize and create a deescalation to draw on which has been in the last few months since a memorandum creating deescalation saw and on the fools of my qatar's amir is due

in this situation having a dialogue with north korea is impossible north korea will face even stronger sanctions and pressures from the international community that will force them to come to the path of dialogue we should be equipped to protect ourselves from north korea's growing nuclear and missile threats and to eliminate those threats by quickly punishing them in case of provocations against us the move by shelling and prompted strong international reaction an emergency united nations security council meeting was called your secretary of state rex tillerson urged all nations to take new measures against north korea and the stayner national has use satellite imagery to highlight what it calls an orchestrated campaign to burn or a henge of villages and me and mar the rights group has detected eighty orange fires in rakhine state since august twenty fifth when that military crackdown began almost four hundred thousand right hand to have fled the country and just the past
