and al-jazeera dot com thank you for joining us for the second time in less than a month north korea has fired a ballistic missile over japan triggering yet another wave of condemnation from around the world as it has many times recently the u.n. security council will meet later to discuss the launch and what options it has our u.n. correspondent was in jordan is standing by to tell us what we can expect what we will begin with kathy novak who is in south korea's capital seoul to wrap up all the developments so far cathy despite all the outrage and condemnation we've heard in the last few hours this test doesn't really come as a surprise. no not at all south korea had been warning to expect more missile launches and even perhaps more nuclear tests of course this missile launch came just days after the latest round of u.n. sanctions that were designed to punish north korea over its six and most powerful nuclear test and it is as you mentioned the second time in just
7:02 pm
a matter of weeks that it flew a missile over japan ordinarily when it tests its missiles it aims its trajectory deliberately at a high altitude that way it can demonstrate the range of its missiles without the added anxiety and threats caused by flying over another country generally including with the intercontinental ballistic missiles that launched in july the missiles fall in waters off of japan but this time it seems to have flown out a more standard trajectory and what's significant here is that it flew for about thirty seven hundred kilometers and if it had been at a more southerly trajectory it could have theoretically have been putting it in range of the u.s. territory of guam now of course north korea has threatened to attack that u.s. territory and if it had pointed this missile in a more southerly trajectory it would have very likely sparked a more serious reaction from the united states but instead it flew over japan over the area of hokkaido of course causing great anxiety there craig leeson has more from tokyo. the missile launch followed
7:03 pm
a familiar pattern it came early morning two minutes before seven local time with japan in its path launched from the capital pyongyang the missile through three thousand seven hundred kilometers over the northern japanese island of hokkaido reaching a height of seven hundred seventy kilometers before crashing to the pacific ocean. just minutes after sirens sounded in her cairo as a public alert was issued residents had mixed feelings. against the just doesn't feel real i really don't know what it'll do it gives me the shivers i feel like telling them to stop it now the response from neighbors was swift south korea's national security council held an emergency meeting the country's new president ordered to counter fire with a missile test of its own the drill was pre-planned in preparation for another north korean test but. just not calling again fired a ballistic missile obviously disregarding international community's criticisms and
7:04 pm
warnings and the un security council resolutions such continuous provoking by not go to your c.d.'s that's the peace and stability of korean peninsula and the international community that our government sternly denounced us and express anger over the missile launch moon also instructed the nation to analyze and ramp up preparations for new forms of threats from electromagnetic pulse and chemical attacks arriving in tokyo from an economic summit in india japan's prime minister immediately called for an emergency meeting of the u.n. security council. north korea has trampled on the international society's strong desire for a peaceful solution it's reckless act is absolutely unacceptable we will request the security council to hold an emergency meeting. he's urging the international community to act as one against north korea and wants the u.n. security council to implement the latest sanctions against the country the u.s. secretary of state is calling on all nations to take new measures against north
7:05 pm
korea specifically he said china and russia must indicate their intolerance for these reckless launches by taking direct actions of their own this is the second ballistic missile to cross japan in less than a month it comes within twenty four hours of north korea threatening to sink japan with nuclear weapons a threat japan takes seriously now that it believes north korea has the ability to miniaturize its nuclear weapons and place them on top of ballistic missiles like the one which crossed the country today craig leeson al-jazeera tokyo ok so lots of demands for even tougher sanctions which are designed to put the squeeze on north korea's leadership and deter them from more missile and nuclear tests but they haven't really worked twenty seventeen or seen a rapid development of north korea's weapons programs kyung and conducted six and biggest nuclear tests on september third monitoring groups estimated the yield or energy release was two hundred fifty killer taunts that sixteen times the size of
7:06 pm
the u.s. nuclear bomb that destroyed hiroshima in one nine hundred forty five and the u.n. security council unanimously agreed to ban north korean textile exports and restricted same oil imports as for misses the north koreans have fired as many as twenty one juror in fourteen tests since february so less than six years into his reign came john boehner assessed it more misunderstand his father and grandfather combined let's go now live to our u.n. correspondent was in jordan in new york was the last round of sanctions against north korea were described as the toughest yet what is security council going to do now. well the security council is going to be meeting in closed session at nineteen g.m.t. fully and they're certainly going to discuss whether the two most recent sets of sanctions the last set just enacted this past monday are going to be doing enough in order to dissuade feeling on from continuing the development of its nuclear
7:07 pm
weapons program we are not expecting any concrete developments out of this meeting but certainly there is considerable a lot that is continuing to flout the sanctions and to try to develop something which most countries consider a grave international security threat the u.s. secretary of state rex tillerson has singled out russia and china as the country's best place to apply more pressure on the north korean regime china of course reluctantly agreed to the latest sanctions are the russians and chinese ever likely to want to take direct actions of their own as to listen is asking them to and as one of our viewers on facebook here asked barrow what do the chinese and russians gain from a nuclear armed korean peninsula. well neither country wants
7:08 pm
a nuclear armed korean peninsula and with that we should make that very very clear however the way to get to a denuclearized korean peninsula well china and russia have very different views from the rest of the international community on how best to achieve that certainly given that the last round of sanctions was just enacted four days ago that's clearly not enough time to see if they are effective by the same token this last set of sanctions were passed just a little more than a month ago again not enough time to see effectiveness but the way you get effectiveness is for countries to actually enforce those provisions and to report back to the security council on what they are doing now even though both russia and china signed up for the last two rounds of sanctions as they have done in the past russia for its part says that what needs to happen needs to be dialogue and that it's up to the united states and up to south korea to show more willingness to
7:09 pm
actually engage with healing on and to address its valid security concerns notably about the annual military exercises which the two countries hold because north korea considers that basically a way to prepare for going to war against it the chinese for their part have been putting in more pressure but they also are in the camp of wanting more dialogue and they are also very concerned about putting too much pressure on pyongyang such that the government would collapse in beijing's view that would lead to a real security threat to its own eastern provinces because they would be very concerned about the numbers of hundreds of thousands if not millions of north koreans moving into was northeastern china something which the chinese government says it cannot consume it's also worth pointing out that china does have a very robust economic relationship with north korea. and it's going to want to
7:10 pm
take steps that don't harm it's not going all that well being but neither country we should stress wants to see north korea as a nuclear state they don't trust the government to be a responsible member of the nuclear club and simply they're looking for ways to try to resolve this crisis but they're saying it can't just be up to them it has to be up to the united states and to south korea as well ok ross jordan live for us at the united nations thank you very much for that was now online teams put together a great visual explainer on north korea and the recent increase in tensions over its nuclear missile programs it starts off with a timeline and the history of the two koreas which are still technically at war since the one nine hundred sixty s. north korea has been trying to develop nuclear capabilities and this graphic basically compares north korea's latest nuclear tests with the largest nuclear detonations by other major powers some very interesting facts and figures there check them out on al-jazeera dot com. we now multi view wall

here on the news great taking a look at the different pictures the agencies are feeding us right here is london and the scene of this incident earlier today in the british capital in which twenty two people were injured when an explosion went off in an underground train for more on this story let's check in with london news center here is my am them i say with more. hey there ali that's right british police are treating that blast on a london underground station impasses green as a terrorist incident explosion happened on the district line in the city city's southwest during the busy morning rush hour on a b. phillips now brings a small. it happened on london's underground. a twenty in the morning the height of the rush hour if this was a deliberate attack and that's what the police believe it was time to cause maximum
7:12 pm
casualties. this is what we believe caused the explosion just as the train came into passenger screening station in a pocket still in flames moments later when a passenger on the train filmed it on their camera but the damage to the surrounding carriage is slight perhaps someone intended this to be a much more serious attack injured and frightened people fled the station some had burns there was panic several people rushed to hospital almost immediately arriving there say thirty. people shell shocked and when i asked what happened they talked about an explosion in one of the carriages. yeah but with three one of the carriages we had a back and all of a sudden the fireball just came. and it was so hot and it just involves the whole. the whole defies just coming everybody screaming. and we run out and no one knows what's going on but we just we were right at the end of the cheap so we just we
7:13 pm
just jumped the fences and just ran from lives we are treating the matter as a terrorist related incident and the metropolitan police counter-terrorism c'mon will take responsibility for that investigation this is a leafy residential part of west london a long way from the city center so people who live around here are surprised and alarmed that something like this has happened and the police have sealed off a large area. around parson's green tube station meaning an awful lot of disruption to people's lives the prime minister held an emergency security beating the peace and security services are obviously doing all the work to discover the full circumstances of this cowardly attack and to identify those responsible and i would urge any members of the public who have anything mation or footage about what happened this morning to pass it to the. recent attacks in london and in manchester
7:14 pm
have put the british authorities on heightened alert around the world the choo train attacks back in two thousand and five the so-called seven seven attacks in which more than fifty people died but the advice from politicians and the police is for people to go about their daily lives and across this vast city today that's what most londoners are doing to be phillips al-jazeera parsons green in london. who joins us now from london what's happening at the scene now. well mary i'm there the quarter that you heard my colleague bobbie phillips mentioning there in his news report is still in place several hours of course after the incident was first reported eight twenty in the morning at the height of rush hour here in the city responsibility is now very much saying in the hands of counterterrorism command from the met police they have launched an investigation and we have seen images of
7:15 pm
forensic officers combing not only the train the platform but focusing an awful lot of attention on this apparent device will a bit more information we might now be able to get from counterterrorism experts kevin hurley coming from your expertise focusing on this device itself what we're looking at here we were looking at something that was aimed to be a bigger explosion or what could you elaborate for i would think most likely that's exactly what he was he was probably a partial detonation now in jumping to a pier but if it was in fact. tried to ascertain triperoxide mother of sight and if you don't get the mix right other blows up the bamma like he did in madrid recently or doesn't operate properly lucky did in twenty one seven and produces this kind of flash effect which would have resulted in some of these burns so hopefully it was a partial detonation but the real thing for the police and this is of great benefit
7:16 pm
is they've got some great friends opportunities to exploit there in terms of how that bomb was constructed fingerprints and d.n.a. which will help them very quickly build the investigation in terms of what they've also discovered from c.c.t.v. because by now they will have identified someone probably carrying that back on to the train so linking up who is who who created that bomb is the next step but also about the location part of southwest london a district ally. offshoot of the district line rather it doesn't seem like a likely target but of course the london underground is vulnerable twenty four seven is in a no i think right at first glance but in fact very likely target because of course this train ran for wimbledon through southfield up through the suburbs was absolutely packed with people commuter time and it was a time device so it's really irrelevant where it went off the fact is it would have gone off on a fully packed l.
7:17 pm
train full of women and children and this thing that's the real worry on this makes one think it's proving tended to massive harm is a fact it was on a train full of commuters and children they touched upon the them it touches upon the investigation itself very very briefly can you give us a sense of the speeds now with which the authorities and i work well those are the the police of course we work at very high speed on this calling it assets from everywhere because of course they need to make sure these this isn't part of a series and they haven't called the bombers so they can strike again the problem that they've got is resources for investigations of the men for the police generally are massively overstretched of course a face to come back so the last few years in the contra prime minister's cut the effectivity been nearly eighteen percent so where they are now is one scotland yard being the great bastion of investigation is having to try and reemploy contractors retired detectives bring uniform constables in almost pressgang them to help it's
7:18 pm
a most unsatisfactory situation when government fails to take ownership of making sure they can keep their public site ok kevin hurley thank you very much for your time there so tremendous amount going on by the authorities behind the scenes but clearly as we've heard possibly the police may be a little bit more stretched than initially first thought for now back to you in the studio there in london all right knee fans are going to bring you more coverage of this story in about forty minutes time at the top of the next hour now funny mariyam thank you very much and us president donald trump was quick to react to what happened in london today he tweeted this. another attack in london by a loser terrorist these are sick and demented people who were in the sights of scotland yard must be proactive and he added loser terrorists must be dealt with in a much tougher matter the internet is our main recruitment tool which we must cut off and use better now british police have responded to tom's tweets describing them as unhealthful but he seems to reiterate his sentiments when speaking outside
7:19 pm
the white house just about forty five minutes ago take a listen. knowing you're doing. i and we are here. now. with i believe. the right in the right. to other world news now and amnesty international has released satellite imagery showing what it says is an orchestrated campaign to burn and wipe out rohingya villages in myanmar the right school has detected eighty launch fires in rakhine state since late last month when a military offensive began almost four hundred thousand running and muslims have fled or tried to flee to bangladesh in the past three weeks on mars ami says it's talk of getting on to groups in the area but those who escaped the fighting say soldiers are going after any rohingya people it can find what we looking at them
7:20 pm
through through a number of different sources it's really a clear campaign of the counselling by the media more security forces. we're kind state is on fire we're talking on the least eighty large scale burnings across the whole state. but it's very very difficult to conclude there's anything else but a deliberate effort by the me of a military to to drive a hinge out of their own country by any means necessary al-jazeera time dear child is on bangladesh's border with me and maher with more. i mean shop or the tech not on my backside in nyc on the other me on my side of the border in between is the now free bar now you can see behind me smoke rising there's a village has been bombed by the me and my security forces within the last several days thousands of people are trying to cross into bangladesh through this river crossing many of them are unable to cross because the boat men are charging them exuberant prices ranging from eighty dollars two hundred dollars this people are
7:21 pm
poor that cannot afford to cross because the prices are so high now a lot of these people need to be transferred into the official camp or in the code appalling area where there's presence of international donor agencies right now they're in the marcy of the local donors people from local community are providing them fresh water and food most of these people are a woman and children some elderly people that desperately need aids and they need to be mobilized and move from this area into the official area of cooper long otherwise they won't get the kind of how the need now the amnesty international latest report corroborates what we are saying and our contacts and man mark are saying the same thing that messes up people have gathered and they're trying to cross into bangladesh the where the ploy is going.
