and al-jazeera dot com thank you for joining us for the second time in less than a month north korea has fired a ballistic missile over japan triggering yet another wave of condemnation from around the world as it has many times recently the u.n. security council will meet later to discuss the launch and what options it has our u.n. correspondent was in jordan is standing by to tell us what we can expect what we will begin with kathy novak who is in south korea's capital seoul to wrap up all the developments so far cathy despite all the outrage and condemnation we've heard in the last few hours this test doesn't really come as a surprise. no not at all south korea had been warning to expect more missile launches and even perhaps more nuclear tests of course this missile launch came just days after the latest round of u.n. sanctions that were designed to punish north korea over its six and most powerful nuclear test and it is as you mentioned the second time in just

a matter of weeks that it flew a missile over japan ordinarily when it tests its missiles it aims its trajectory deliberately at a high altitude that way it can demonstrate the range of its missiles without the added anxiety and threats caused by flying over another country generally including with the intercontinental ballistic missiles that launched in july the missiles fall in waters off of japan but this time it seems to have flown out a more standard trajectory and what's significant here is that it flew for about thirty seven hundred kilometers and if it had been at a more southerly trajectory it could have theoretically have been putting it in range of the u.s. territory of guam now of course north korea has threatened to attack that u.s. territory and if it had pointed this missile in a more southerly trajectory it would have very likely sparked a more serious reaction from the united states but instead it flew over japan over the area of hokkaido of course causing great anxiety there craig leeson has more from tokyo. the missile launch followed

a nuclear armed korean peninsula and with that we should make that very very clear however the way to get to a denuclearized korean peninsula well china and russia have very different views from the rest of the international community on how best to achieve that certainly given that the last round of sanctions was just enacted four days ago that's clearly not enough time to see if they are effective by the same token this last set of sanctions were passed just a little more than a month ago again not enough time to see effectiveness but the way you get effectiveness is for countries to actually enforce those provisions and to report back to the security council on what they are doing now even though both russia and china signed up for the last two rounds of sanctions as they have done in the past russia for its part says that what needs to happen needs to be dialogue and that it's up to the united states and up to south korea to show more willingness to

actually engage with healing on and to address its valid security concerns notably about the annual military exercises which the two countries hold because north korea considers that basically a way to prepare for going to war against it the chinese for their part have been putting in more pressure but they also are in the camp of wanting more dialogue and they are also very concerned about putting too much pressure on pyongyang such that the government would collapse in beijing's view that would lead to a real security threat to its own eastern provinces because they would be very concerned about the numbers of hundreds of thousands if not millions of north koreans moving into was northeastern china something which the chinese government says it cannot consume it's also worth pointing out that china does have a very robust economic relationship with north korea. and it's going to want to
