trying to level the playing field with the united states and to remove the possibility that the united states can use the military threats against kim jong un and against north korea the north koreans have lived with threat from the united states for their entire existence and they're trying to match the u.s. in terms of establishing a mutual nuclear deterrence with washington if i understand it correctly technically north korea and the u.s. are still at war because there was effectively a truce called many years ago between the two countries but it was never actually made into a piece as it is that something that should be revisited as part of this process to try to get north korea to pull back or at least approach the negotiating table. north korea's opening position really is that the united states should drop its

hostile relationship with north korea as a prerequisite to discussing any possible denuclearization and so in essence what the north koreans are looking for is the assurance of the removal of hostility the establish of a diplomatic relationship with north korea and acceptance of north korea as a nuclear state i just don't think that the united states is going to be prepared to or able to exception or threat as a nuclear state given the fact that it had been a part of the n.p.t. as a non-nuclear states and has subsequently left the n.p.t. the nonproliferation treaty and pursued nuclear weapons i want to talk to a little bit about some of the messages that we've been hearing in the last few hours since pyongyang loans to that miss the united nations as i mentioned before the united nations security council condemning north korea's latest missile test but russia forgive me the u.s. obviously taking a much more strong approach to all of this who are these messages for and do you

think that this differential between the message is going to confuse the issue. well i think the united states is sending a message of urgency with regard to the importance of the problem to the rest of the world clearly china is a critical partner in cooperating to put pressure on north korea. and basically i think the united states is using a classic coercive diplomatic approach combining pressure with the threat of military coersion in order to try to get north korea to come to the negotiating table let me ask you briefly about china's involvement in all of this because obviously there is pressure on china to rein that north korea in and again get it to the negotiating table but the chinese ambassador just within the last hour the chinese ambassador to washington has said that china will never accept north korea

as a nuclear weapons state what do you think again that means in practical terms well clearly china shares with the united states the objective of denuclearization but china does not like u.s. saber rattling and also does not want to see the united states pressure north korea so hard that it risks instability on the peninsula and so basically trying is looking for a diplomatic approach designed to kind of split the difference between the u.s. and north korea and to kick the can down the road in terms of potential military conflict scott snyder is a senior fellow for korea studies at the council on foreign relations we appreciate your time thank you very much indeed vice president emanuel has called for the study of that blockade of qatar to be lifted he made the comments following a meeting with the emir of qatar who's on his first foreign trip since the
