house the u.s. ambassador to the u.n. emphasize that sanctions could still be an effective weapon if you look at the resolutions that have passed in the last month or two of them they cut thirty percent of the oil they banned all the labors they banned ninety percent of the exports they banned joint ventures we've basically taken and in the words of north korea we have strangled their economic situation at this point that's going to take a little bit of time but it has already started to take effect the national security adviser agreed but stressed diplomacy was not the only option these sanctions are just now taking effect what's really important is rigorous enforcement of those sanctions so that we can let the economic actions and diplomacy progress as best we can but i think we ought to make clear what's different about this approach is is that we're out of time right is best for him he said before you know we've been kicking the can down the road and we're out of road and so for those who have said and it been commenting about the lack of

a military option there is a military option with north korea continuing its missile testing despite several rounds of sanctions the u.s. is clearly exploring other options and those under the control of the secretary of defense not the secretary of state where best to the u.n. mike hanna al-jazeera washington. because you know boggs joining us now from the room reaction from south korea's capital seoul coffee before we talk about the reaction in south korea we're been hearing that the chinese ambassador has been speaking and he's had some fairly strong words about the u.s. position on all of this personally. yes what we heard from mike there about the u.s. talking about military options and china is saying the chinese ambassador to washington said that the u.s. must do more than than it's doing now so that there's real effective international cooperation and that it should refrain from making threats over north korea china

says it is prepared to implement the u.n. resolution over sanctions no more no less and he also went on to say that china is not prepared to accept north korea as a nuclear state china of course comes under a lot of pressure to act when it comes to pressuring north korea because it is in fact its only ally and it's a major supplier of oil which is needed to fuel its military and when the u.n. went to vote on the most recent round of sanctions we know that the united states actually wanted tougher measures it wanted to cut off all of the oil supply to north korea but to china and indeed russia were not willing to go quite that far so instead there was a cap on oil nikki haley the u.s. ambassador to the u.n. was referring to those sanctions they're saying that they will cut off some of the access to hard currency and have an effect on north korea's economy but we heard donald trump just the other day saying it was really just a small move these things in the nothing compared to what might have to happen and

that's the sort of language that the chinese ambassador is saying his country would like to see less of that he wants to see why shinton refraining from that kind of threatening rhetoric jeffrey south korea had a fairly swift military response when this north korean missile was fired what else has it been saying and doing about this. well these have become more regular these missile launches and indeed the most recent nuclear test and in the wake of all of this the south korean government had been warning that according to its monitoring of north korean activities it was expecting another missile launch and perhaps another nuclear test in the message from the south korean government has been that it is watching and that it is prepared that the president and was briefed about this north korean launch before it and after it and he ordered the south korean military to conduct its own missile launch launching a missile off the coast of south korea that traveled for about two hundred fifty

manchester have put the british authorities on heightened alert. and there were the choo train attacks back in two thousand and five the so-called seven seven attacks in which more than fifty people died but the advice from politicians and the police is for people to go about their daily lives and across this vast city today that's what most londoners are doing to be phillips al jazeera pass in the street in london the united states is urging the kurdish regional government to call off an independence referendum expected to be voted on later this month the vote took place during the first session of parliament since it was suspended two years ago and comes despite opposition from iraq iran and turkey imran khan is in a bill with more. it's already been described as a historic occasion the kurdish pala ment of voted yes on the referendum and so what happens now is that the independent high electoral commission will be tossed
3:11 am
with running the referendum on the twenty fifth and it's been signed into law now let me just this is just politician mohamed ali. this is a story occasion for you yeah it is actually it is a historical session of the kurds in parliament since the start of this a parliament in ninety two today we supported the holding. referendum in the in the kurdistan region and also the disputed areas so we delegated the commission to the high commission independent commission of elections and referendum in kurdistan region to hold elections on the twenty fifth of september two thousand and seventeen let's just talk about the disputed region state's going to happen in cook that's. federal iraqi territory the kurds have a claim on it as well you've already sent troops to the region one of the big share militias have said that any referendum there will be an act of aggression can you hold a referendum when there's that kind of tense atmosphere in kirkuk we try our best
3:12 am
to avoid any act of dispute or any act of conflict but these areas are practically under control of kurdistan region and in those areas there were some there was supposed to we were supposed to have a referendum no later than december two thousand and seven that never happened that was according to the confusion so went back to that does not respect the confusion we have to come up with a solution referendum is the very democratic way of involving people in this decision making this decision is going to be the decision of the people of disputed areas and people of for some reason. the same tough thank you very much so you heard it that it's going to take place encourage the kurds clearly very confident but let me just show you the sign here it says kurdistan parliament iraq what the kurds be looking for now is to remove iraq from that sign. still ahead on al-jazeera the afghan air force is replacing its older helicopters with newer

happened at one of the busiest times of the morning. north korean leader kim jong un has vying to continue his country's nuclear program despite u.n. sanctions he said the final goal is to achieve an ecuadorian of force with the united states. the u.n. security council has condemned north korea's latest missile test calling it a threat to all u.n. members russia china and france are calling for talks is the only way to resolve the crisis but u.s. president donald trump stressed that military options are also available. well scott snyder is a senior fellow for korea studies at the council on foreign relations he's also the author of south korea at the crossroads he joins us now from washington d.c. thank you very much indeed for your time kim jong un says he wants an equitably him in the nuclear stakes with the us what exactly do you think he means by that in practical times i think that really what kim jong un is doing is
3:17 am
trying to level the playing field with the united states and to remove the possibility that the united states can use the military threats against kim jong un and against north korea the north koreans have lived with threat from the united states for their entire existence and they're trying to match the u.s. in terms of establishing a mutual nuclear deterrence with washington if i understand it correctly technically north korea and the u.s. are still at war because there was effectively a truce called many years ago between the two countries but it was never actually made into a piece as it is that something that should be revisited as part of this process to try to get north korea to pull back or at least approach the negotiating table. north korea's opening position really is that the united states should drop its
3:18 am
hostile relationship with north korea as a prerequisite to discussing any possible denuclearization and so in essence what the north koreans are looking for is the assurance of the removal of hostility the establish of a diplomatic relationship with north korea and acceptance of north korea as a nuclear state i just don't think that the united states is going to be prepared to or able to exception or threat as a nuclear state given the fact that it had been a part of the n.p.t. as a non-nuclear states and has subsequently left the n.p.t. the nonproliferation treaty and pursued nuclear weapons i want to talk to a little bit about some of the messages that we've been hearing in the last few hours since pyongyang loans to that miss the united nations as i mentioned before the united nations security council condemning north korea's latest missile test but russia forgive me the u.s. obviously taking a much more strong approach to all of this who are these messages for and do you
3:19 am
think that this differential between the message is going to confuse the issue. well i think the united states is sending a message of urgency with regard to the importance of the problem to the rest of the world clearly china is a critical partner in cooperating to put pressure on north korea. and basically i think the united states is using a classic coercive diplomatic approach combining pressure with the threat of military coersion in order to try to get north korea to come to the negotiating table let me ask you briefly about china's involvement in all of this because obviously there is pressure on china to rein that north korea in and again get it to the negotiating table but the chinese ambassador just within the last hour the chinese ambassador to washington has said that china will never accept north korea
3:20 am
as a nuclear weapons state what do you think again that means in practical terms well clearly china shares with the united states the objective of denuclearization but china does not like u.s. saber rattling and also does not want to see the united states pressure north korea so hard that it risks instability on the peninsula and so basically trying is looking for a diplomatic approach designed to kind of split the difference between the u.s. and north korea and to kick the can down the road in terms of potential military conflict scott snyder is a senior fellow for korea studies at the council on foreign relations we appreciate your time thank you very much indeed vice president emanuel has called for the study of that blockade of qatar to be lifted he made the comments following a meeting with the emir of qatar who's on his first foreign trip since the
