santa maria welcome to the news from al-jazeera coming up the frantic search for survivors in mexico rescue workers dig through the night after an earthquake killed at least two hundred people also facing the full brunt of hurricane maria the second powerful storm to hit the caribbean in a month and it's already killed eight people. it is time for the entire world to join us in demanding that iran's government and its pursuit of death. and destruction but the u.s. president's address to the u.n. is dismissed by iran the country's foreign minister called it a hate speech and catalonia accuses spain of suspending its autonomy as the face is a crackdown ahead of the independence referendum. and over one rescue is in mexico have been searching the collapsed buildings trying to find survivors of
6:02 pm
a magnitude seven point one earthquake as it stands right now at least two hundred seventeen people have been killed twenty of them children but i will say these pictures which just came in moments ago here to us and some signs of celebration there in a building in mexico city as hopefully another survivor is pulled out from the rubble there you see people there raising their hands hope. of finding more survivors the epicenter of the quake it was in a place called state about one hundred twenty kilometers from mexico city will be going there in a moment first duncan crawford has this report. in mexico city a desperate search to save lives this used to be a school reduced to rubble by the magnitude seven point one quake bodies have been recovered but children and teachers are missing trapped inside and then. it was
6:03 pm
chaos i arrived just after the quake my kids go to school in the next street and when i saw the school i panicked and iran and iran for my children rescuers worked through the night to find survivors this woman in red leaving after being asked to identify a body as well as. it's a school in the south of the city a private school where a significant part of the building collapsed unfortunately small children from year one year two of primary school some from the secondary school have died the tremor struck at lunchtime on choose them. causing thousands to run to safety. the terror and devastation captured in the moments afterwards. with wreckage all around the cross the capital dozens of buildings have collapsed and the full scale of the disaster is becoming clear with homes destroyed businesses badly damaged and two million mexicans left without electricity. it's the second major quake in mexico
6:04 pm
this month and experts warn of possible aftershocks for days or even weeks to come . outside the capital many other towns and cities report widespread damage. the epicenter of the quake was about a hundred and twenty kilometers away in pointless stags entire scope this is the moment the ground shook. the. other communities are badly hit and at least a dozen people were killed. well the fifty five total deaths reported but we want to cross check our data to see if there are more dead people sixteen of them from joe just less specific really. earlier in the day in mexico city some people are taking part in earthquake drills marking the anniversary of another devastating tremor which killed thousands in one thousand nine hundred five the nineteenth of september will now be
6:05 pm
a day of remembrance for not just one but two disasters and rescuers fear the number of families mourning the dead will rise don't control for it. let's check in with rodriguez live in mexico city this hour an update from. i don't know how much you can see from there but right behind that the one hundred workers trying to pull people from the rubble right now up until. about two hundred people were. quick most of them where. i believe to have evacuated around forty people believed to be. working right. i mean to be correct if you. can.
6:06 pm
you tell me that he was he was inside the building and that information that rescue teams to get to. we've been talking. this happened. looks like the reaction from the. authorities has been pretty swift and we've got some live pictures plenty of people in their hard hats all getting right in their. response from and also from. strangers. it was. about three thousand five hundred
6:07 pm
people. from the very moment. we were reporting in the first week we saw people try to get. people. we saw hundreds of young people coming back in and try to help we've. been waiting outside of. people. that. minute the night right now. again hundreds of people. who were and. from the earthquake in mexico thank you. when moving to another natural disaster there is hurrican rio
6:08 pm
which has made landfall on the u.s. territory of puerto rico in the caribbean trees toppled roofs ripped off houses cars flipped over as the category four storm slammed into the island southeast coast those winds up to two hundred fifty kilometers an hour maria has already lashed other parts of the caribbean seven people killed on the island of dominica this is san juan puerto rican gallagher reporting and it looks well actually what you tell me compared to an hour ago we said it had it come down a little bit. it seems to have come all i mean compared to this morning at first light when we were watching windows being sucked out and roofs being ripped off the winds have slightly died down to less to show you some of the structural damage that san juan has suffered you can see that apartment building that we were watching this morning as the glass windows were simply shattered and sucked out by the sheer power of the storm roofs of being ripped off
6:09 pm
and some of the other buildings down there in this area have fared pretty well i have to say but you can see the debris all around especially down on the street there's a tree down on the street just up the road which means that's completely impassable we are seeing some localized flooding i'm not sure whether that's storm surge coming up through drains or rain or a combination of both things but this storm is still lashing the whole island the eye of the storm passed as perhaps a couple of hours ago there was a very eerie lol as it did so typical for hurricanes like this but make no mistake meteorologists are saying this is potentially the most powerful storm to ever hit puerto rico of course people have taken to shelters thousands of the most people took the warnings from officials very seriously indeed but you have to wonder if we're in san juan where buildings are moderately well made what the picture is down on the southeast coast where the i made landfall or what the picture is in puerto rico is more rural areas which are mountainous and. and the homes that tend to be
6:10 pm
less well built so we're still in a really difficult potentially catastrophic situation and i think when this storm finally does pass and it's passing very very slowly at the moment the picture that emerges may be catastrophic remember this is an island that has a very poor power grid system it's an island in seventy three billion dollars worth of debt and basically it's the last thing puerto rico needs here maybe you can build on that for me because i always wonder when we talk about hurricane preparedness now in mainland usa that's one thing and supplies and things are already there but on an island nation as you say one in debt as well i mean how prepared were they do you think. i mean i think they were as prepared as they could be but the thing to remember is two weeks ago i was standing in this exact spot when hurricane emigres to past the winds weren't even this strong in a million people lost power some of those people still didn't have power yesterday we saw the power go out on the cross the entire city at first light this morning
6:11 pm
you have to think that maybe the situation across the entire island the power grid here is very old it's very underfunded the average plant here is about forty four years old the electric company which has a monopoly is nine billion dollars in debt so if the power goes out for weeks or even months that's going to make a bad situation even worse but of course there are other factors here like mudslides in the mountainous areas how the poor communities in and rural areas have done that picture has not yet emerged because the storm if you look at it from space is still basically hovering over the entire island of puerto rico scary times and began again san juan thank you randi. so coming up on this news hour we will go live to the u.n. general assembly speaking right now it is the president of part of why i see him on wild card this hard but we are waiting for a speech from house and rouhani the iranian president due very soon at the u.n. in new york. also some excitement but concern as well in iraq as kurds prepare for
6:12 pm
a historic vote on independence and in sport lion-el mess is on target or times as facile on the hands of another thrashing santa with those details a little later. so yes let's talk general assembly and according to u.s. media reports president donald trump has said that he has made up his mind about the nuclear deal with iran remember during his address to the general assembly on tuesday he described it as the worst deal ever as we say iran's president hassan rouhani will be addressing the general assembly shortly no doubt he will be making a response to that right now we'll check in with james bays is covering events from outside the u.n. today what do you think james about responses seem so much at this general assembly is going to be about how people respond to donald trump. absolutely and i
6:13 pm
think the response of rouhani is going to be very interesting indeed and we are i think going to get it in the next few minutes whether it's the next speech of whether we're going to have president poroshenko of ukraine and then president rouhani we already know the president rouhani speaking before president trump has made warnings about the u.s. pulling out of iran deal he's given various interviews saying the u.s. will pay a very high price iran has a number of different options and it will act very swiftly to show the world its reaction if donald trump decides to pull out of that nuclear deal president trump we're told has. his decision it's worth explaining how we get these bits of information from president trump this isn't on twitter which is one of his main means of communication but he also has been having a series of closed door meetings with other leaders and what happens on those meetings is the press are invited in here to basically get
6:14 pm
a photo of the two leaders at the beginning well they always throw questions and that's where we get some of this information it was actually in a photo call with mahmoud abbas the palestinian authority president that president trump was asked about the iran deal and he said i have decided reporters then pressed him on what are what are you what is your decision are you staying in or out and he simply replied i will let you know what the decision is so he's made a decision he's not yet announcing the decision but i think it's worth reminding you what he said about the iran deal when he was here at the u.n. twenty four hours ago he said it was an embarrassment to the united states he said it was the worst transaction in u.s. history this is a president who's changed his mind before but it's quite hard i think to back down from comments like that so i think the iranians will be beginning to calculate what to do assuming that he is pulling out but james to pick up on a point that you made actually twenty four hours ago you
6:15 pm
a good reminder that this is not a u.s. iran deal this is the p five the permanent five members of the security council plus germany who made a deal with iran doesn't iran have some sort of position of strength to speak from because the other nations aren't talking about pulling out. yes i mean it's a deal with the international community in this forum that they created the p five plus one that's the five permanent members of the u.n. security council along with germany they were the negotiators negotiating with iran and these were paying staking negotiations went on several years several different locations including. here in new york some of the negotiations they also were in vienna they were in various places of geneva in switzerland all these different venues over this long period both sides giving ground as you do and then there goes the asian and this certainly was the best deal that those negotiators which
6:16 pm
included the obama administration thought they could get so yes i think there'll be some dismay from some of those other players if the u.s. was to pull out of this iran deal i hear that in the last few moments the french president him out on a minute mark or has been speaking and was asked about the iran deal i haven't yet got the comments that he made because he's been speaking while i've been speaking but we'll get that to you a little later what the french president is saying about this i can tell you i've been trying to ask many leaders here to talk about trump's comments both on north korea and on iran remember on north korea a threat to annihilate another member state of the united nations if it didn't change his actions not people very reluctant to go on camera but behind the scenes i've been speaking to foreign ministers i've been speaking to ambassadors and what's really telling is that some of these countries the the representative i've
6:17 pm
been speaking to are very close friends with the u.s. and it's been pretty universal that there is real unease about those comments from president trump they feel that it's unhelpful and several on rocking on me to me why would you want to start to similar ania's nuclear crises ok james i'll talk to you again soon when that speech does begin from the iranian president hassan rouhani at the general assembly. president is accusing spain's government of suspending the region's autonomy the strong words are in response to the arrest of a junior minister and twelve others after raids in the catalan government offices. which is there of these supporters of an independence referendum have been rallying in barcelona catalan say they will go ahead with the vote on october first even though the central government has called it illegal. i stopped object of the government of catalonia has been the target of
6:18 pm
a coordinated aggression by the spanish government police force in order to stop catalans from exercising democracy freely and peacefully in october the first and to suspend the activity of the government which has a broad majority of the citizens and parliament behind it which also has the democratic legitimacy to defend the interests of the people and itself government this aggression has no legal basis it was perpetrated by violating the rule of law and all of the constitutional guarantees and violating the e.u. charter of fundamental rights so that's the catalan reaction here is spain's prime minster not defending the arrests. stopping. the government is fulfilling its obligation and i have to say that we will continue to do so until the end i think we are acting with proportionality after the things we have seen during the last few days in catalonia. his call pinhole in. before we talk politics let's talk protests tell us about what's happening there. well since early
6:19 pm
this morning thousands of probably independent supporters have been brought in streets in downtown boston no not unless the working day comes to an end thousands more are wrong i think by the minute and that is because in these offices behind me those are the offices of the finance and project of the regional government only this morning. carol military police. and i am going to try and shut down the fire and. independent referendum probably still there we don't know what is going to happen when they try to come out but this is by no means the only area where things are going on about a ten minute walk from here outside the offices of the left wing c.u. the party another large protest there police are trying to raid those political offices too and i've just heard from a colleague that there are now clashes between riot police and probably independent support has add to that as well as the spanish will already is trying to crack down
6:20 pm
on open eyes for this referendum the civil god that's one of the public security units has announced that today in a raid on a warehouse they've also seized almost ten million by a lot of hype as the fall of papers that were going to be used for the referendum another clear sign that the spanish government does not want this independence referendum to go ahead i'm all for just out of interest what was everyone challenging behind you there i'm trying to get a feel for the levels of passion involved. with the passions are absolutely high from time to time people will break out in chance and we will we will they say they are not backing down from their plans to go and vote on october the first whether there are a ballot papers there. what the pile of boxes that there are not they say they will go on then periodically they will break out into the cattle and national anthem.
6:21 pm
and we. thank. god. because now that the iraqis have the standard security forces has crossed what they say is a red line and those reactions more akin to a totalitarian state rather than the democracy that these people say they wish to live in good stuff karl penhall right in amongst. the catalan protest thank you. now iraq's kurdistan region is pushing ahead with an independence referendum of its own next monday despite once again pressure to call it off the president has remained defiant but as he reports many kurds are actually worried about the consequences of the vote. on the streets of silliman it's business as usual here
6:22 pm
there are no signs that the historic referendum is just a few days away. many believe it will be called off at the last hour there's like shut down there would be a worried about the consequences even though she plans to say yes i want my country to bend down and name is enough for me in so many because we don't trust after. our future is invisible we really don't know not next year we don't know what. happened tomorrow what. opposition to holding a vote now is trying to live in the main drive is coming from president. and his party and here they have little foothold his political opponents believe that the timing is wrong we don't have a strong. economy going for a structure we don't have national institutions we are fighting corruption unity
6:23 pm
among the. we're going to leave that report from what our bill has made there if you do want to catch it have a look at down to zero dot com or on our you tube page because as you see just taking a seat there waiting to be introduced in the general assembly hall at the united nations the iranian president hassan rouhani the speech that we have been waiting for on day two of this two thousand and seventeen u.n. general assembly mostly because of what president donald trump in the united states said yesterday about the iran nuclear deal we wait for the response now from iran's president hassan rouhani. in the name of god the compassionate. the merciful. oh mr president. mr secretary general.

6:47 pm
i thank you for your attention. thank you. moderation seems to be the key word there from the iranian president hassan rouhani as he addressed the united nations general assembly in new york talking about moderation being the inclination as well as the chosen path of the great iranian people however as expected he responded to president donald trump's speech yesterday and we're going to talk more about that with james bays who was listening to that speech james i've got in my notes here he said the ignorant absurd hateful rhetoric i.e. what donald trump was saying was not only unfit to be heard at the u.n. but contradicted the demands of everyone at the u.n. your views on the speech. yeah it was a carefully crafted speech and clearly what the iranians tried to do is make their president look like the good guy the message of moderation he repeated that word
6:48 pm
repeated at least throughout the speech at the same time he got his attacks in there against president trump attacking the tone of president trump's speech referring to newcomers to the world of politics and talking about the iran deal in twenty fifteen saying we were not deceived nor do we cheat or deceive anyone and then saying that if. the islamic republic of iran will not be the first of the deal but we respond this side civilly and resolutely to it. and as you say talking about president trump's comments as ignorant absurd and hateful rhetoric that is not something that. it was fit to be heard in the united nations also interesting there were some references early on to his election victory remember that when president trump spoke he said that this wasn't a legitimate democracy he said that there wasn't
6:49 pm
a real election and that iran masked a corrupt dictatorship and then appealed to the people of iran who do you describe as a long summary victims his own people i think one other interesting thing in the. which i think is a potential problem going forward if president trump isn't if we don't know what he's going to do yet the iran deal is interesting that he mentioned the iran deal was this international agreement not just the us but other bodies signed up to it and that the iran deal is indorsing it is in a security council resolution so if president truck pulls out and there's not good reason to pull out he in effect could be in violation of a security council resolution in effect in violation of international law so i think the iranians are already thinking one step ahead as i think they beginning to feel that it's likely the president will pull out and i think we all feel that because of the comments that he made here twenty four hours ago when he said it was
6:50 pm
an embarrassment to the united nations to the united states and one of the worst transactions that the u.s. has ever carried out the references to israel were interesting as well because on the one hand he talked about moderation and talked about historically about sheltering the jews and then later on he talks about the quite broad zionist regime as well having the audacity to preach to peaceful nations. i think those or those references always have to be in a speech by the iranian president i think that is a central position of the islamic republic their support for the palestinian side but obviously it's done with president rouhani with a different term tone compared to a few years ago we had president ahmadinejad here it's interesting when you listen now to president trump and president rouhani and you rewind to president. president obama it was president obama was talking about moderation and it was
6:51 pm
a much more vehement speech coming from president ahmadinejad it's almost as though the roles are reversed and certainly i think that's the way the iranians would like you to see it one other bit of news because. as we've said come all this is an international agreement and many of us allies don't want president trump to pull out as i told you when we spoke last president of france has been making his way into the security council where they're having a meeting on the u.n. peacekeeping and he said what we hope to do is keep the twenty fifteen agreement because it was a very good one with strong monitoring of the current situation the u.s. is closest allies do not want president trump to pull out of this deal he was asked whether the president told him what he was going to do and he said only the u.s. president is entitled to express his opinion on this interesting stuff james we'll let you get back to it there at the united nations thank you james days so before we carry on discussing house and it's go back to a little bit of it just
6:52 pm
a quick for you here where he promised to respond if the twenty fifteen nuclear deal was broken have a listen. to me. i declare before you that these lawmakers republic of iran will not be the first country to violate the agreement. but it will respond decisively and resolutely to its violation. by any party. it will be a great pity if this agreement were to be destroyed by a rogue newcomers to the world of politics. with us here in studio system professor in international relations at doha institute to talk about this one what was your feeling about the whole and i asked the suggestions on the whole tone of the speech i wasn't sure if it was just the translation we were hearing but he seemed very sort of event and carefully carefully would have spoken think he tried best he could to tone down the rhetoric a little bit given the situation that wasn't an easy thing to do and given the pressures he feels at home in iran i'm sure by the hardliners by the hocks waiting

in the wings to exploit the situation it's a tough situation for president rouhani. the deal all the talk and you would have heard james talking about this while all the talk is about if the us pulls out but we also hear when you're saying that we're quite happy with this and i suspect the other members of the international community you're right with it are we focusing too much on the united states his position here in. in what is an international deal in reality was quick to point that out as well certainly it's not just macro it also i think america council merkel and even love are often everybody has come out already and said this deal is not to be broken that it's the only hope they have and if the u.s. would indeed pull out it will be a unilateral move it will be an isolation of the united states would happen as a result of that these types of speeches which are given at the general assembly they often go quite wide ranging it's a chance to talk about their own country house and rouhani saying hey everyone come to come to iran you know we're open for business and all of this sort of thing but
6:54 pm
when he talks about moderation and being peaceful and all these things i mean i'm trying to imagine donald trump all benjamin netanyahu sitting watching this speech right now they're not going to buy a single bit of it though and certainly benjamin netanyahu now has the ear of dollar trump i think they met two days ago and i you see his sort of script all over speech as well so i think to a large degree trump has now told the line of the new conservatism benjamin netanyahu as opposed to the sort of more noninterventionist wing of his own party the republican party and also in general folks in the region in america who would not like to see him for the escalation so in effect he's moved back to the axis of evil rhetoric which we've seen with george bush and you saw that in the speech yesterday as well so where do you think. the iran deal goes from here. i know that's a really broad question but do you i mean do you have any fears that it could fall
6:55 pm
apart based on simply again what we're hearing of president trump well it's ambiguous at this point we have to see is the next statement i think can make you haley even said his statement does not mean that he wants to break the deal as last statements cryptic statement but i think this is the way trump operates in all matters all diplomatic matters he likes and ambiguity he thinks that's a strength he likes brinksmanship as keeping people on their toes not knowing which movie will make next is one of part of his strategy it's a dangerous strategy especially in cases like north korea and iran where you have a lot of other contingencies at play and i think personally i mean you know it is it is it is a return to a policy which he himself denounced in his own campaign of interventionism interventionism and regime changes left and right that's ok let's pause for a second month because we've got another clip of hasan rouhani. speaking specifically about donald trump. there you know
6:56 pm
rent absurd and hateful much rhetoric filled with ridiculous baseless allegations that was before this august body yesterday was not only unfit to be heard at the united nations which was established to promote peace and respect between nations but in the contradicted the demands of our nation from this world body to bring governments together to combat war and terror. ignorant absurd and hateful rhetoric. everyone can interpret it how they wanted what when they speak himself how do you think that goes down with you know the one hundred ninety one other nations in the whole day because they had the same speech they had exactly what the president had to say well yes and we've heard
6:57 pm
a lot of these characterizations of terms from speech and he himself to be fair also induce that in some ways by making rhetoric employing rhetoric which is somewhat if you want to say you know. you know almost juvenile to some degree of rocket man you have you very flippant brad rhetoric if you will and so he himself kind of you know had that kind of reaction in a lying in wait but at the same time i mean it should be at the united nations you know trump himself was actually contradicting himself on the one hand he asserted the right of sovereignty of nations especially united states on the other hand he took it upon himself of being the sort of the guardian of the democracy in iran in north korea and everywhere else in acting on behalf of the people of these countries as an imperial power which america tried before already and which is something which he had denounced so this is a contradiction on the one hand you want sovereignty of nations of the other hand
6:58 pm
you make yourself the arbiter of that. we still talk about donald trump we thank you so much for joining us for that we've been having a look at the live speech from iran's president hassan rouhani his speech to the u.n. general assembly but as we were discussing there very much in response to what u.s. president donald trump had to say as well the general assembly goes on the next big speech we're waiting for the palestinian authority president mahmoud abbas due to happen later today the team in london coming up.
6:59 pm
