earthquake. thanks. to the protests in catalonia as spain's central government steps up attempts to stop an independence referendum . on the world's fastest train is unveiled in china it will hit speeds of up to three hundred fifty kilometers an hour. and a south korean president and train has called for the korean nuclear crisis to be handled in a stable munna to preserve the peace he told the united nations general assembly that sanctions were needed to bring the north to the negotiating table and force it to give up its nuclear aspirations. we do not desire the collapse of north korea we will not seek relief occasioned by artificial means north korea should acknowledge all these facts are soon as possible it must immediately cease making

reckless choices that could lead to its own isolation and i'll fall down and choose the path of dialogue. on diplomatic editor james faces at the united nations headquarters in new york he joins us live so james quite a conciliatory tone from a south korean leader. a very different tone from what we heard from president trump here on tuesday who remembers talking about the possible total destruction of north korea unless it backs down and i think this makes for an interesting meeting under way right now as we speak between president moon and president trump they're not meeting here at the u.n. they're meeting at a hotel not very far away from here where president trump is currently having his meetings with foreign leaders he will then have another key person shinzo r.b.a. the japanese prime minister join him and president moon for lunch at that hotel to further discuss the north korean situation before president moon leaves and then there's one on one talks between the japanese and the u.s.
7:03 pm
between prime minister and president trump all expecting at some point during this whole period of president trump talking about the situation in north korea the president trying probably to make an announcement we're told it's likely he'll make an announcement of new measures new actions with regard to north korea and we hear that that is most likely to be from the president's own lips at the beginning of one of his earlier meetings new sanctions on north korea which begs the question what is there left to sanction because the u.n. security council has over eleven years put sanctions in place on north korea and those are the latest ones are those sanctions was just ten days ago now there were things there that the u.s. would have liked like a complete embargo on all oil and petroleum products going to north korea but the u.s. on its own can't help in that because the u.s. doesn't sell any petrol or oil products to north korea it raises the prospect
7:04 pm
perhaps these new sanctions might be on other nations that are trading with north korea other nations like china and russia perhaps so very interesting prospect ahead to see what the u.s. announce. kup couple of other things to watch out for because after we've had that announcement of these sanctions we're expecting some of the details to be briefed to the press by the treasury secretary stephen munition he will be briefing reporters in a few hours' time and after that we're going to have a briefing from the u.s. ambassador to the u.n. nikki haley again we believe or north korea again speaking to reporters at a news conference while all that's going on back here at the u.n. the speeches continue in the general assembly but in the security council a relevant meeting to all this because the u.s. has asked for a meeting on nonproliferation and that means trying to get rid of of weapons of mass destructions in particular nuclear weapons so it gives the u.s.
7:05 pm
the chance to raise north korea and for that matter iran in the chair of the security council will be the u.s. secretary of state rex tillerson and other foreign ministers around the horseshoe table of the security council james bays thank you very much indeed. mexican government has declared three days of national mourning after the country was hit by the worst earthquake in decades at least two hundred thirty seven people have died some of them children who were crushed when a school collapsed in the seven point one magnitude quake on tuesday but rescue workers are still holding out hope that others trapped under the rubble will be pulled out alive as an official now reports from mexico city. they wanted a small victory in a place where they suffered too many losses there would be the call for silence. and they would wait the faces caught between hope and anxiety as rescuers made
7:06 pm
their way gingerly through the debris early on wednesday two students were pulled from this collapse school but this is where twenty five died twenty one children who are adults and more remain missing some children had a lucky escape the scene as well it under dozens of rescuers waiting for news but all they can do at the moment is essentially unpeel the deborah like an onion removing layer after layer in the hope they will uncover someone who is trapped in the building and still alive it's hard work it's difficult one but there's no one here ready to give up but i don't like it there was going up and i've been here since five in the morning to help others we all need each other and this could happen to me too i've been helping since the moment it happened in other parts of the country the begun to bury the dead the human cost of a tremor that ripped in scarred the countryside how are you. going to be able to now i hope the state government the federal government will help us because this
7:07 pm
block is destroyed i hope they don't just come here and say we will support you we will help you you are not alone and it's a lawyer it's the moment to change we felt we were safe because they had never been a quake of this nature. many buildings have been left hugely unstable they could collapse at any point and this is a country the noise when you have an earthquake you have aftershocks the nor the danger they can prepare but they can do nothing about the when and the where an elevator is now in for about two hundred fifty kilometers south of mexico city a town badly affected by the quake allan tell us that what is life there. well this is a local sports ground where people would normally come to play football or go swimming and this is been turned into a camp for people who have lost their homes or can't go back to their homes at the moment what you're seeing behind me is a human chain of supplies that are being loaded onto an army vehicle and they will be taken to some of the areas farther out that haven't received any aid yet there's
7:08 pm
about two hundred fifty families you know if you estimate about four members per family you're talking about a thousand people that have made this home in the last thirty six hours there's about one thousand members of the mexican military who are here for helping set up basic facilities such as toilets cooking facilities that created tents of people can sleep some people brought their own tents but they're expecting an influx of somewhere in the region of two hundred fifty more families so this camp is essentially going to double the think in the next twelve to thirty six hours as people go back to their homes because they left it after the initial quake and find out it's either been destroyed or they simply can't go there at the moment because it's too dangerous for this camp will expand to the people here are doing the best they can with what they have obviously they're chipping in helping and you can see here that anyone is willing to help make sure that the it gets loaded on to a lot of this quickly as possible so it can get out into the areas where people need that help that they see it has been very very badly affected but at least
7:09 pm
we're seeing the central government the federal authorities the local authorities doing something to help the people on the ground and alan what actually happened i would say there's always the worry about aftershocks and what are the forecast is saying about the risk of any more there is the next few days. well that's why this ports ground is so good is because it's wide open they can build tents or no buildings nearby that makes this seriously if and that's why people come here because they feel safer here there have been a number of aftershocks people of felt them but nothing significant that can stand around the edges the seismologist the geologists who say look the difficulty is when you get a big earthquake like the. there is residual energy that has to be dissipated that's what causes aftershocks particularly when this one has been so shallow and so the aftershocks could cause more damage so this isn't a total hudler and we'll be going there shortly to take a look at some of the buildings but they have been sealed off by the police have
7:10 pm
said you can't go down there simply because they're worried in such a fragile state that even a small aftershock at this stage would knock them down to the ground we're trying to find out what the death toll was here that people are staying in or a number of people who died in the quake that fits in with what we're hearing from the federal authorities obviously that number is continuing to grow as bodies are found under the wreckage and we're seeing people showing up here with shovels and with pickaxes saying right with like to head into the areas where there are trouble so we can clear that to see if there's anyone trapped in the rubble still alive and if not if they can start accounting for some more bodies that people they've been reported missing and haven't shown up since the earthquake struck alan fischer thank you very much indeed. a mob of buddhist protest as myanmar held petrol bombs at a boat carrying vital aid to record and state the group was stopped after police fired warning shots disbursed and humanitarian efforts also been hampered in bangladesh where a red cross truck carrying food supplies crashed nine people were killed and ten

others were wounded a mentor campaign in rakhine state has forced more than four hundred twenty thousand ranger to flee bangladesh turn to how has more from cox's bazar in bangladesh near the border leonore. well these people are not called stateless for nothing the range of muslims here in bangladesh one suspects the government recognizes its obligations under international refugee and humanitarian law to accept them into the country it can't turn them back it can't stop them from coming in but it does want them to go back as soon as possible whereas on the other side of the border in me and my other thinking is officially or otherwise that the originated here in what was then east bengal two hundred years ago under british rule when they went across the border to work for the british and that their place now is here in modern bangladesh so the government's priority at the moment may be to meet the immediate humanitarian needs of the refugees in bangladesh but what it really wants is to ensure that they go back to talk to you here is that they are

a security threat but in their desperation they are vulnerable to recruitment by armed groups you hear that they are a blight on the economy of this country and this area the call is for the international community to do more to pressure the government in myanmar to take them back and that is a call that is likely to be heard again from the prime minister has seen or when she addresses the general assembly in the coming hours. still to come on al-jazeera a show of force the supporters take to the streets of the yemeni capital three. rebels took the city. and the kenyan president calls the anomaly of his election victory a coup as the rerun is announced for october the twenty sixth. welcome back across southern and eastern parts of china and taiwan where the conditions are

pretty quiet at the moment because weather front up towards the northeast apache rain some showers for hong kong taiwan expected to be largely dry heading on through into saturday and see this line of rainfall yangtze river valley so shanghai could be quite wet some showers perhaps for taipei at that stage hong kong looking a little bit drier now across indochina we've seen some really tarantula running going across parts of los in particular miramar seems to be getting the bulk of the showers at the moment across into south asia things are still looking pretty lively here certainly down through the western ghats so a lot of clouds and seen some big rainfall totals being reported here mumbai is being particularly wet but this circulation is also going to give you some heavy rain and with time that's going to drift a little bit further towards the north up towards delhi so as we head on through into saturday we could see some showers here temperatures coming down in delhi just twenty seven one poor thirty one by looking at somewhat dry conditions across in theory be employing things already starting around the gulf states so have been for

i don't know mind of the top stories when i was there south korea's president is calling for the north korean nuclear crisis to be handled in a stable manner so peace is not destroyed. rescuers are searching for survivors in central mexico for and tuesday's deadly earthquake which killed at least two hundred thirty seven people. and red cross truck carrying vital food supplies to displaced for hendra in bangladesh has crashed killing nine people separately a mob of british protesters in myanmar have held petrol bombs at a boat carrying aid to rakhine state. the tensions in the korean peninsula have led to japan to send an anti missile system to the northern island of hokkaido the move comes after two north korean rockets flew over the area this month the bride is in
7:16 pm
the city on the island and sent this report. early morning good how could dieties port the squid boats of bringing back their catch from a night's work in troubled waters. the sea between japan and the korean peninsula is regularly targeted by north korea's missile tests some of the bigger boats are now getting insurance against an attack but there's only so much you can protect against with on board to get on a horse that if the missiles nuclear you can't do anything about it you just finished. the two recent missile launches that passed overhead on their way to the pacific ocean have added to people's anxiety. i worry for my son because he works on ships in the waters all the parents are worried. daybreak is the preferred time for missile launches. but now with a local military base newly arrived patriot missiles point skywards they can't do
7:17 pm
much against missiles passing hundreds of kilometers overhead but are meant as a defense against a direct attack on you i feel safer but at the same time if they have to use missiles it means war started. i'm afraid there will be another north korean missile test when the alarm is raise sirens go off in the street and people are alerted on their mobile phones in bigger cities there would be subways and underpasses to go to but in how people are supposed to get indoors and take shelter as best they can at city hall the man whose job it is to prepare for another alarm is hoping north korea will finally stop its tests run in order to get an idea we know we are not the target but no one knows what north korea thinking and that is the scary thing. as last night's catch is auctioned off the fishermen prepare to go out once more not knowing what they'll face next in north korea's missile lottery
7:18 pm
macbride al-jazeera japan your soldiers are holding training drills with their south korean counterparts near the border with the north which going as described as provocative the south korean and u.s. government say they will continue to thomas has more from porch on. they sorts of exercises with soldiers clearing an enemy village happen pretty regularly they're designed to get south korean and american soldiers working effectively so i thought i saw it but i don't happen in a vacuum and the soldier in charge of this exercise says his men and women are aware of the changing international context. there's no doubt that the coverage that we see on the news every day has increased concerns in the in the peninsula no doubt and so i think it does a bit of more realism and urgency and importance to this type of mission in part
7:19 pm
this is genuinely about training but in part two it's about being seen to be doing this training and that is why so many media have been invited along well it's important for you to see the readiness is important for you to see the rocky u.s. forces working together i think that it's it's it's a bad for you to see that because it's of interest but aside from that this is plan training that's going to happen regardless of the risk till messaging going on isn't that you want the world to see these exercises going on even in a time of heightened tension well regardless of the tension regardless of what's going on in the world these are exercises that would take place either way. this is exactly the sort of military exercise close to the demilitarized zone that the north koreans call provocative and they want to end but there's no suggestion they will certainly not from these american soldiers political masters in washington. thousands of supporters of independence for catalonia are optional streets of
7:20 pm
boston i know once again. i am. a demanding the release of catalan government officials detained over next month's independence referendum spain's prime minister mariano hoyer has called the vote illegal and says there will be consequences if it goes ahead the catalan government says it's determined to hold a referendum anyway. open home just live now from boston or sicko what's the scale of the protest this time. lauren this protest has already been going on for six hours now but it's actually getting bigger a speed full turn now from as the working day ends more and more coming here now the target today is the supremes court of justice and the trigger for that was a series of police raids on wednesday in which officials from the capital and regional government were arrested and so the crowd is massed here calling for them to be free that of course chanting their determination to go ahead and vote in that
7:21 pm
planned october the first referendum the one the central government is trying to shut down there are thousands if not tens of thousands of people here and this also marks somewhat of a shift because the debate so far been going on legally and in political terms when central government and the capital and regional government and now catalan probably independence grassroots groups have said very firmly what we have to do now in view of this heavy handed action is to maintain permanent presence on the streets we have to mobilize independent supporters and we have to make sure that we defend our right to vote on october the first in response to that spain's interior ministry has said that it is sending around four thousand additional police reinforcements to this region to try and get people off the streets and brought. about some of the
7:22 pm
measures they've taken there were other things that they had up the sleeve to try and change people's minds or to just to stop this record from doing a hand. has been another significant legal move to die and that is that the constitutional court has come out and once again has said that the referendum is illegal and that. will start this weekend to fine the members of the cattle on the electoral board twenty two members are not electoral board and the constitutional court in madrid is saying that it will impose fines of between twelve thousand and six thousand euros per person per day if they don't back down and issue an order suspending this referendum so they're trying to hit them in the pocket they're trying to seize by. i guess we saw with the raids and arrests yesterday trying to arrest the personnel in charge of organization but this has been the response from the people they say they will

continue to vote. thank you very much indeed. tens of thousands of the supporters have held a rally in the yemeni capital sana'a it. was marched into the capitol took power bunging the country into conflict since then at least ten thousand people have been killed and the destruction and violence continues across the country are. a show of force by the houthi is in some. three years after they took over the capital their political and military influence continues to rise the shia rebels control of the area that's wretches from side in the more along the border with saudi arabia to attack is in the. despite a military campaign by saudi arabia and its allies the houthi is still hold ground . the shop we have achieved a lot since we took control we brought unity and we managed to confront aggression
7:24 pm
we improved our military capabilities and our neighbors are afraid of our missiles . the hoa fees are backed by iran and former president. bush still controls elite units of the army but the alliance with siler. the two sides have fault each other recently the whole thing is accused of colluding with the saudis accusations dismissed by the former president who blames the whole earth is for backtracking on an agreement to share power so the war in yemen shows no signs of letting it if i am totally out of the american who is the told yemenis to rally behind his group against saudi arabia and the united arab emirates and. as we said the immoralities or the front for the americans and today they're stealing yemen's natural gas despite the suffering of the yemeni

people and both sana and people are suffering from issues related to both natural gas and petrol either not being able to find it or not being able to benefit from its wealth in all of this the yemeni people are not the ones who benefit. these are fighters backed by saudi arabia any of the capital they face tough resistance from pro who theater. much as the fighting continues is so does the humanitarian crisis. the u.n. says more than ten thousand people have been killed millions have no access to food . let's take you straight to new york listening to president trump who is talking about his latest efforts to heal the north korea tensions. the order also includes measures designed to disrupt critical north korean shipping and trade networks for much too long north korea has been allowed to abuse the international financial

system to facilitate funding for its nuclear weapons and missile programs united states has had representatives working on this problem for over twenty five years they have done nothing that's why we're in the problem that we're in today in addition to frankly other countries not doing what they should have done tolerance for this disgraceful practice must and now a new order will give the treasury department the discretion to sanction any foreign bank that knowingly conducts or facilitate significant transactions tied to trade with north korea and again i want to just say and thank president xi of china for the very bold move he made today that it was a somewhat unexpected move and we appreciated new authority in this area applies to any activity that occurs following my signature on the executive order which i have
7:27 pm
actually just sighed foreign banks will face a clear choice do business with the united states or facilitate trade with the lawless regime in north korea and they want to have so much trade. this do it or provides us with powerful new tools but i want to be clear the order targets only one country and that country is north korea the regime can no longer count on others to facilitate its trade and banking activities many countries are working with us to increase economic and diplomatic pressure on north korea but i continue to call on all those responsible nations to enforce and implement un sanctions and impose their own measures like the ones i am announcing today i must. tell you that this is a. a complete denuclearization of north korea that we seek
7:28 pm
cannot have this as a world body any longer in just a few minutes prime minister abi president moon and i are going to discuss what more we can do working together we've had a very very close relationship i think our nations have become closer because of this i know it's going to be a great meeting our alliance with south korea and japan has never been stronger than it is today we share a commitment to creating a world where strong and independent nations honor their people respect their sovereignty respect the sovereignty also of other nations and promote peace thank you very much and i'd like to ask you to start off president moon to say if you were it's we've.

two times going over japan and they conducted six nuclear tests and the scale of the test was beyond the scale of a human bombs more than ten times the scale of the nuclear test it was ten times more this is intolerable outrageous act thanks to donal's the leadership we now have at this summit meeting between japan u.s. and korea so we our unity and solidarity the strength of their of that could be presented to north korea this meeting is indeed quite a significant i'd like to thank a donal's leadership recently u.n. sanction was adopted unanimously including a very strict sanctions and i'd like to thank the efforts of the u.n. the u.n. ambassadors from the united states and the further efforts are needed and in this

context the donald just referred to signing of the executive order new executive order so we are going into the new stage of the pressure from the viewpoint of exercising the stronger pressure new pressure the i welcome the new sanction measures of the united states and i'd like to our firm my heartfelt support for that bearing in mind that those measures are between the three countries that we will have the collaboration so that we will move toward the abandoning of nuclear weapons and nuclear program by north korea and we'd like to lead into the next action thank you thank you very much we are also going to be discussing trade projections and trade deals with. japan and with south korea and that will be very important but this is something that obviously
