so we've been listening there to the foreign minister of china wang addressing the united nations general assembly there in new york and some very interesting language we heard from him speaking about cooperation and coordination and multilateralism in addressing a lot of the global challenges and crises that are facing the international community right now want to discuss all this further with our diplomatic editor james bays he's been listening to everything going on there at the united nations general assembly and of course these comments from the chinese foreign minister will have been watched very closely for any indication perhaps as to china's position regarding these new u.s. sanctions against north korea james was the way to emphasis that from the foreign minister on reaching a peaceful settlement as opposed to punitive action. yeah he didn't include any mention of the new executive order which is clearly the main development of the

laying out here pretty consistent position from china on north korea it's been the same for some considerable time their view on north korea in fact they were back to saying that the world should look back to two thousand and five and the roadmap that the six party talks laid out some twelve years ago when china was the chair of the six party talks of course we've gone a long way since then north korea's nuclear and missile technology has certainly improved a great deal and since two thousand and six we have eleven years of added u.n. security council sanctions what we have today is an executive order meaning the u.s. is ramping up its sanctions saying it's going to take action against entities that trade with north korea i can tell you that while the chinese foreign minister one years been speaking stephen minutia who's the treasury secretary of the u.s.

has been giving a briefing a short distance away from here in the hotel where the white house press are staying he says the new sanctions are very significant go way beyond the u.n. sanctions will he believes have a great effect he says they are not in these new sanctions specifically. targeting china. and also james just looking at some of the comments coming in from the new he's the u.s. seems to have persuaded china if indeed that has happened we're not sure what's been going on behind the scenes to do more in terms of instructing their banks not to do any business with north korea but here mention is saying that the u.s. will call on russia to do more as well. yes what we. didn't hear any mention of that from either the russian foreign minister sergei lavrov or from the

chinese foreign minister so it's not something may well have been coordinated there may been talk spying the scenes and we understand from president trump of the chinese central bank is telling other banks in china not to do business with north korea it's certainly not something that either foreign minister wanted or trumpet in the speech it wasn't something that was coordinated in the sense that they wanted to make it all a joint decision suggesting that some of this is being done somewhat reluctantly and that would fit what we know because we know that last time there was an effort to get u.n. security council sanctions the a lot of sanctions on north korea which will passed last not this last monday the monday before some ten days ago. that took a great deal of effort to negotiate and in fact the u.s. came up with a plan draw for the resolution and china and russia said if you put that through and it included a completed bargo of petroleum and oil products they said if you put that through

we will veto and that's why the u.s. had to water down those sanctions and now we've seen the u.s. go a different route with their own u.s. sanctions not sure north korea put on companies and individuals to do business with north korea potentially including chinese and russian companies and individuals all right james perhaps at this point it is worth recapping exactly what's been happening in the past couple of hours as james was saying that u.s. president donald trump has signed a new executive order ramping up those sanctions on north korea the latest measure designed to stop young young pursuing its nuclear missile program the order specifically helps the u.s. to target people companies and banks financing and facilitating trade with pyongyang north korea's textiles fishing information technology and manufacturing industries are all among those targeted also praise china for ordering banks to stop doing business with north korea. meanwhile the european union has also agreed on a draft sanctions package i mean its own against north korea including about on investments

and exports of oil a new executive order will cut off sources of revenue that funds north career's efforts to develop the deadliest weapons known to human kind the order inhance is the treasury department's authorities to target any individual or entity that conduct significant trade in goods services or technology with north korea and i am very proud to tell you that as you may have just heard moments ago china. their central bank has told their other banks it's a massive banking system to immediately stop doing business with north korea and of course as we know james that this is significant because china is north korea's main economic ally this means much more pressure on the north korean

economy and picking up on a point you are making earlier what is not clear is whether this will bring about any change in the regime's behavior or perhaps convince them that they need their nuclear program more than ever. is quite a lot of things not clear at this stage because it's a couple of hours since president trump made that announcement flanked by the president of south korea and the prime minister of japan the briefing from treasury secretary minutiae is still ongoing and obviously we're monitoring that for any more detail on this because it is quite complex when it comes to sanctions legally and economically complex and really you can't work out exactly what they're targeting until you've read the executive order and at this stage and maybe they are going to give it to reporters briefing by the u.s. treasury secretary but at this stage we haven't seen the executive order from the united states we might to get more reaction i think in the coming hours no direct

reaction from either the russian foreign minister or the chinese foreign minister that you've heard in the last half hour but they will actually be speaking again here at the united nations we have a meeting of the u.n. security council starting in about an hour and ten minutes time and that is a meeting that the u.s. called for so meeting on nonproliferation so it's about nuclear issues and the u.s. call for it i think to raise issues about not just north korea but also iran's nuclear program in the us for that meeting will be the secretary of state rex tillerson and we understand that around the table instead of ambassadors and most of the seats they'll be ministers. from countries that event as a say is about ten minutes time so watch closely for what some of those other allies of the us say about the iran deal for example and what china russia and others say about the fast developing situation with regard to north korea and great
