destroy north korea militarily now a fresh attempt by president trump at economic destruction today i'm announcing a new executive order just signed that significantly expands our authorities to target individuals companies financial institutions that finance and facilitate trade with north korea he was flanked by the leaders of the two countries most at risk from north korea the prime minister of japan and the president of south korea not present the nation which will probably be most affected by the new sanctions china but it appears there was some coordination before this move was taken china their central bank has told their other banks it's a massive banking system to immediately stop doing business with north korea

in his speech to the general assembly china's foreign minister wang ye made no mention of that and again stressed dialogue was the only way to solve the crisis so one of. the d.p. r. k. not to continue in this dangerous direction we call upon the u.s. to honor its former commitment and we call upon all parties to play a constructive role in easing tensions there is still hope for peace and we must not give up negotiation is the only way out which deserves every effort. in a special security council session on nuclear weapons the us secretary of state rex tillerson cited south africa kazakstan and ukraine as examples of countries that have thrived after giving up the bomb parts in its official statements north korea often quotes another example libya gave up its nuclear and chemical weapons program in two thousand and three eight years later its leader colonel gadhafi was toppled

that's very much a key issue when president trump announcing the fact that china has instructed its banks not to do any business with north korea this is significant firstly on a level that it will help cut off revenue streams to north korea which is the whole intent of this new round of sanctions trying to politically it also signals that china is on board with the process it has been voting in favor of resolutions in the u.n. security council but this particular example indicates as well that there was a. working together between president trump and president xi jinping on this issue and that is something that could play out in the weeks and months ahead the idea that china will now be prepared to bring more pressure to bear on north korea remembering that the sanctions that are already in place that have been imposed by the u.n. security council have not been fully implemented in the past this may be the signal

that china is going to implement these existing sanctions and the new ones being introduced unilaterally by the u.s. and of course my monitoring those actions by china is going to be key in this it's one thing to say that they're going to do it it's another thing for them to actually carry through with that isn't it. yes indeed it is one must remember too that china has insisted that there is a diplomatic solution to all of this it has called for example on the u.s. to withdraw or reduce its military presence in the region as a quid pro quo for north korea stopping its armaments process this is something that the u.s. says it will not do so china has been exploring other ways initially it was somewhat reluctant to impose sweeping sanctions against its ally and close neighbor but the fact that president xi jinping has issued these instructions to chinese banks is a signal perhaps that china will be acting more vigorously in terms of imposing

sure you're aware the one of the u.s. sanctions and also china's announcement about limiting its banking its banking business with north korea from north korea's point of view which do you think is going to carry more weight. well the u.s. treasury announcement is really the driver for china's announcement to cut off north korea financially essentially the u.s. treasury has announced the financial equivalent of a nuclear option toward north korea and the chinese banking system is simply reacting to that declaration because any chinese bank that is doing business with north korea is now at risk of having its funds frozen by the u.s. treasury if it does business also in the united states in practical terms how much business between china and north korea are we actually talking about. well in terms of the financial relationship trade relationship between china and north korea it's

about six billion dollars a year obviously the u.n. security council resolutions have already targeted a portion of that. and really it's about finance being the skids that griese those transactions and essentially. all of those interactions between china and north korea are now potentially targeted by the u.s. treasury one of the issues in this of course is be to be monitoring whether or not china actually does follow through with what it is promised to do with the banking sector how easy is that going to be how transparent is that process going to be do you think well we're going to find out that the u.s. treasury believes that it has the capability to monitor those kinds of transactions the assistant secretary for treasury billingsley said last week in

a house hearing that this is the equivalent of hand to hand combat between the u.s. treasury and north korea in illicit financing and clearly the battleground for that combat is occurring in china. both the state department and the treasury and the us president have said that the people the businesses basically have to choose between whether or not they're going to do business with north korea or whether they're going to do business with the u.s. in the event that china is finds to have carried on banking business financial business with north korea what options are left open to the u.s. can it actually cut off business with china those firms that are engaged in doing business with north korea will be subject to financial freezes by the u.s. treasury for assets that are being held in the united states it's also possible that the u.s. treasury could try to levy fines on chinese financial institutions that are doing

business with north korea the main message here is a major deterrence message to the international financial community that there are real costs of doing business with north korea. that may preclude maintenance of access to the global financial system how in practical terms would it be possible for the u.s. to be able quite to be quite as harsh on china in the event that it is fine that chinese banking is still going on with north korea because as i understand it as of december twenty sixth in china had something like one point zero six trillion dollars of the american national debt that's a lot to unpick in the event that china doesn't do what it says it's going to says it's going to do. well i think the focus is going to be on a case by case basis the u.s. treasury is holding chinese firms accountable for whatever business they do with

north korea going forward so it's not retroactive and also i think that the u.s. treasury is going to look at each case by itself rather than hold the entire trading relationship with china risk but it now is empowered to be able to follow through and issue penalties and freeze funds of chinese financial firms that are also doing business with north korea and have assets in the united states scott snyder always good to get your opinion on these matters thank you very much indeed for your time. i know issue on the agenda at the united nations this week has been alleged abuse by its peacekeepers according to an associated press investigation there have been at least two thousand cases of sexual abuse or exploitation by u.n. peacekeepers over the last twelve years advocacy groups say not enough is being done on malone explains. some of the world's most vulnerable men women and children

own country where they have been living for centuries. i can feel their pain as i along with my younger sister had been a refugee for six years after my father the father of the nation of bangladesh. bunga bundu shake ruckman. and. almost all members of my family were assassinated in one thousand nine hundred seventy five. in one thousand nine hundred seventy four in the first ever address of bangladesh in the us assembly my father by the. man said i know that the souls of our martyrs join us and pledging that the bengali nation fully commits itself to the building of a world order in which the aspirations of all men for peace and

justice will be realized. mr president we are currently sheltering sheltering over eight hundred thousand forcibly displaced from me on a march. the ongoing atrocities and human rights violations in that iraqi state of me and once again aggravated the situation at the bangladesh myanmar border hundreds of thousands of rohingya go from the wrecking state are entering bangladesh to flee violence as estimated by the iowa and in the last three weeks over four hundred thirty thousand entered bangladesh we are horrified to see that the me and mara thora days are laying landmines along their stretch of the

border to prevent the routing go from returning to me on mars. these people must be able to return to their homeland in safety security and dignity. at the same time i condemn all kinds of terrorism and violent extremism too. our government maintains a zero tolerance policy in this regard. i thank the members of the security council and also the secretary general for their proactive attempts to stop atrocities and bring in peace and stability in the wrecking state of me and mark. i further call upon the united nations and the international community to take immediate and effective measures for

a permanent solution to this protracted or hinder crisis in this regard i propose the following actions first me and mar must unconditionally stop the violence and the practice of ethnic cleansing in the backing state immediately and forever second secretary general the united nations should immediately send a fact finding mission to me and mar. third all civilians irrespective of religion and ethnicity must be protected in me and mar. for that safe zones could be created inside me and mar under un supervision for if ensure sustainable return of all forcibly displaced writing goes in bangladesh to their homes in myanmar. fifth the recommendations of coffee and commission report must be immediately implemented unconditionally and in its

entirety. mr president in the one nine hundred seventy one war of liberation we endured an extreme form of genocide in the nine month long war of liberation against pakistan three million innocent people were killed and more than two hundred thousand women were violated the pakistan military launched a heinous operation searchlight on the twenty fifth of march which was the beginning of the nineteen seventy one genocide the one nine hundred seventy one genocide included targeted elimination of individuals on the grounds of religion race and political belief the intellectuals were killed brutally to pay homage to the victims of the genocide our national parliament recently declared the twenty fifth of march as genocide day.

in bangladesh we have already undertaken the daunting task of bringing the key perpetrators to justice through the international crimes tribunal i urge the international community to take collective action to prevent recurrence of such heinous crimes anywhere any time i believe recognition of past tragedies like the one nine hundred seventy one genocide would guide us to achieve never again mr president. since our birth as a nation we have pursued peace centric domestic and foreign policies. mr president. as i said before since our birth as a nation we have pursued peace centric domestic and foreign policies with that spirit bangladesh has been taking the lead in tabling the resolution on a culture of peace every year in the general assembly since the year two thousand.

we reaffirm the call for resuming the middle east process and for ending all forms of hostility and discrimination against the brotherly palestinian people. in recognition of the potential role of the u.n. peace building architecture we look forward to bold and innovative proposals from the secretary general on financing for sustaining peace. i am pleased to announced a token contribution from bangladesh of one hundred thousand u.s. dollars for the un peace building fund. mr president as a major troop and police contributing country bangladesh underscores the importance of upholding effectiveness and credibility of un peacekeeping operations.

we shall maintain our own capability readiness remain open to further smart pledges . enhance the scope of our peacekeeping training and deploy more female peacekeepers. we maintain a zero tolerance approach to any allegation of sexual exploitation and abuse as an endorser of the voluntary compact on sexual its exploitation and abuse. i have committed myself to the secretary general's circle of leadership to combat this scourge that i am also pleased to announce a token contribution of one hundred thousand us dollars to the victims support fund established for this purpose. mr president

terrorism and violent extremism have become a major threat to peace stability and development terrorists have no religion belief all race having been a target of a number of terrorist attacks myself i personally empathize with the victims of terrorism and appreciate their need for protection. we denounce the use of religion to justify violent extremism. i have involved families women the youth the media and religious leaders at the community level to offset the spread of violent extremism. in this regard i reiterate my calls first stop supplying arms to the sir terrorist second stop terrorist financing and third settle all international

disputes peacefully. i also urge the un to address the growing threats emanating from the cyberspace to prevent money laundering terrorist financing and other transnational organized crimes. mr president we believe in bangladesh in promoting safe orderly and regular migration. last year we proposed developing a sound migration governance framework through the global compact on safe orderly and regularly migration. i am pleased that currently the un is delivering on the formation of the compacts for migration and refugees. mr president the paris climate agreement remains our bastion of hope for climate justice by recognizing

climate vulnerability we are building resilience against the grave impact of climate change so we believe in the potential of the green economy in advancing the conservation and sustainable use of oceans and seas the blue economy. bangladesh has achieved exemplary success in building resilience against floods and other disasters. crop intensification and invention of water resistant crops have helped us achieve self-sufficiency in food we have officially responded to the massive flood that struck the entire south asian south asian region this year. as a member of the high level panel on water i attach high priority to implementing its comprehensive action plan. bangladesh has assured safe access to water for

eighty seven percent of its population by two thousand and fifteen and we aim for full coverage of access to safe water for our population by twenty thirty. we believe that there are close interfaces between peace and stability and development. we share the conviction that addressing poverty hunger illiteracy unemployment and inequality is crucial it is crucial for building peaceful just and inclusive societies. we are committed to implementing the s d g's. for that our government has adopted the whole of society approach the s.t.g. complement our vision to transform bangladesh into a middle income country by twenty twenty one and a developed one by twenty one forty one.

even before the adoption of the s. t. g.'s we initiated unique social programs that reflect the themes of the s.t.g. such as active body become our one household one farm or community clinic are shy and the shelter project or digital bangladesh education support women's empowerment education for all social safety net environment protection and investment and development. are voluntary national review presented to the un this year showcased our progress and commitment to achieving the s d g's . in two thousand and sixteen to two thousand and seventeen bangladesh's economy posted a g.d.p. growth rate of over seven point two seven point two four percent and our foreign

currency reserves reached thirty two point one billion dollars we have brought down the poverty level from fifty six point seven percent in one thousand nine hundred one to twenty three point two percent today our per capita income is expected to grow to one thousand six hundred two dollars by the end of the current fiscal year it was only five hundred forty three us dollars in the year two thousand and five to two thousand and six our life expectancy increased to almost seventy two years. these figures indeed are indications of our inclusive development in which no citizen is left behind to ensure inclusive growth promote investment and employment opportunities for all we have taken the initiative of developing one hundred special economic zones around the country our extensive social safety net work measures give coverage to many vulnerable segments of our population including

elderly people persons with disabilities victims of domestic violence and vulnerable mothers under economic hardship. a special emphasis has been placed on unlocking the potentials of physically challenged children and people one hundred three service and care centers along with thirty two mobile therapy vans attend to the needs of persons with disabilities including those affected by autism eighteen thousand five hundred community health clinics are being complemented by medical services throughout mobile phone through the use of mobile phones and web cameras in districts and subdistricts. there is now a public primary school in every village of the country. thirty eight thousand three hundred thirty one educational institutions have been equipped with digital laboratories and multimedia classrooms a special emphasis is being given on promoting technical and vocational education and training for young people. mr president our youth are the main movers in

realizing my vision for a knowledge based digital bangladesh we are working towards creating an environment to allow them to pursue transformative education find decent jobs and turn into truly global citizens. i am happy to announce that bangor bundu satellite one which is our first ever satellite is scheduled to be launched this year on our victory day sixteen december . mr president. to conclude i would like to say. we do not want war we want peace we want people's well being not destruction of humanity we want sustainable development let this be our collective goal. i thank you long live bangladesh thank you.
