un says president trump will pay dearly for his actions. in mexico the death toll from tuesday's earthquake passes two hundred and seventy officials say that is still expected to rise. i reckon maria hits the dominican republic and appears to be headed for the turks and caicos islands next. and more protests in catalonia and spain central government steps up its attempts to stop an independence referendum. u.s. president donald trump is ramping up pressure on north korea by imposing further sanctions on top of those passed by the u.n. the e.u. and china are also stepping up measures against pyongyang over its nuclear program our diplomatic editor james bays reports from new york. days after he threatened to
2:02 am
destroy north korea militarily now a fresh attempt by president trump at economic destruction today i'm announcing a new executive order just signed that significantly expands our authorities to target individuals companies financial institutions that finance and facilitate trade with north korea he was flanked by the leaders of the two countries most at risk from north korea the prime minister of japan and the president of south korea not present the nation which will probably be most affected by the new sanctions china but it appears there was some coordination before this move was taken china their central bank has told their other banks it's a massive banking system to immediately stop doing business with north korea
2:03 am
in his speech to the general assembly china's foreign minister wang ye made no mention of that and again stressed dialogue was the only way to solve the crisis so one of. the d.p. r. k. not to continue in this dangerous direction we call upon the u.s. to honor its former commitment and we call upon all parties to play a constructive role in easing tensions there is still hope for peace and we must not give up negotiation is the only way out which deserves every effort. in a special security council session on nuclear weapons the us secretary of state rex tillerson cited south africa kazakstan and ukraine as examples of countries that have thrived after giving up the bomb parts in its official statements north korea often quotes another example libya gave up its nuclear and chemical weapons program in two thousand and three eight years later its leader colonel gadhafi was toppled

with the help of the u.s. and its allies james zira at the united nations where north korea's responded with a rare statement from leader kim jong un referring to trump's u.n. speech he said quote his remarks which describe the u.s. option have convinced me that the path i chose is correct and that it is the one i have to follow to the last we will consider with seriousness exercising a corresponding highest level of hardline countermeasure in history i will make the man holding the prerogative of the supreme commander in the us pay dearly for his speech calling for totally destroying the d.p. r. k. ok let's talk to mike hanna he's joining us live from the united nations in new york mike mike it's been a very fast moving day a lot of complex issues in this but one of the two of the main factors are the u.s. sanctions but also china's additional help in this matter.
2:05 am
that's very much a key issue when president trump announcing the fact that china has instructed its banks not to do any business with north korea this is significant firstly on a level that it will help cut off revenue streams to north korea which is the whole intent of this new round of sanctions trying to politically it also signals that china is on board with the process it has been voting in favor of resolutions in the u.n. security council but this particular example indicates as well that there was a. working together between president trump and president xi jinping on this issue and that is something that could play out in the weeks and months ahead the idea that china will now be prepared to bring more pressure to bear on north korea remembering that the sanctions that are already in place that have been imposed by the u.n. security council have not been fully implemented in the past this may be the signal
2:06 am
that china is going to implement these existing sanctions and the new ones being introduced unilaterally by the u.s. and of course my monitoring those actions by china is going to be key in this it's one thing to say that they're going to do it it's another thing for them to actually carry through with that isn't it. yes indeed it is one must remember too that china has insisted that there is a diplomatic solution to all of this it has called for example on the u.s. to withdraw or reduce its military presence in the region as a quid pro quo for north korea stopping its armaments process this is something that the u.s. says it will not do so china has been exploring other ways initially it was somewhat reluctant to impose sweeping sanctions against its ally and close neighbor but the fact that president xi jinping has issued these instructions to chinese banks is a signal perhaps that china will be acting more vigorously in terms of imposing
2:07 am
or enforcing sanctions that are already in place because one must remember too that some ninety percent of north korean revenue imports and exports go through china mike hanna live for us at the u.n. thank you very much indeed. well president trump also met with his afghan counterpart on the sidelines of the u.n. general assembly both expressed optimism that increased u.s. troop numbers could be a turning point after sixteen years of war in afghanistan but a new report costs doubt representatives from the u.s. defense department have now met with the report's authors looking at ways of implementing its recommendations defense correspondent particle hain explains. thank you it was all smiles as u.s. president donald trump now which president ashraf ghani. troops that it's been sent. to enhance that assists support it vice mission and that is
2:08 am
playing at a. victory. politically it. is within our sight both took pains to stress this is no longer a us fight so i think it's important to understand that the afghan soldiers are doing the fighting we're training and we're working with them very closely but it's the afghans that are doing the fighting but this new report from the inspector general says that training program has huge problems right in the u.s. didn't understand just how hard it would be to train afghan forces overestimated their abilities and didn't have enough staff the mission it says is chronically understaffed by more than fifty percent and many of the staff it has were not trained mean a helicopter pilot was teaching afghans how to patrol and it says one u.s. officer turned to the. crime dramas from television to learn how to teach being
2:09 am
a police man this is just the latest report highlighting problems with the training program the strategy the u.s. is relying on to eventually get out still the report's author says he is optimistic we have new presidents in both countries we have a different leadership team on the ground. and i'm optimistic about them. h.r. mcmaster general mattis general nicholson it's a different team i think they recognize some of the problems and want to fix it and the training program can be fixed according to michael o'hanlon the taliban has gained perhaps ten percent of the nation's territory in the time since nato pete back in the early part of obama's second term or towards the end of his first term and the trend line is therefore in the wrong direction needs to be reversed but i would not say that the military and police have proven themselves incapable of

battlefield success they've actually held on to most of the country president guy is predict. and he will have control over more than eighty percent of his country in four years' time this report says if he's going to reach that goal the u.s. is going to have to change the way it's been trying to win the longest war in its history political again al-jazeera washington. mexico's president says he believes there could be people still alive in ten collapsed buildings after tuesday's earthquake but hope is fading in the nation's capital it's been three days since the quake struck killing two hundred seventy three people official say that number will probably rise rescue crews are working around the clock to reach an adult trapped under the rubble of a school in mexico city nineteen children and six adults died in the school collapse heidi jocasta is in mexico city she's joining us live now as with all situations like this one of the first problems is that information gets very confused. that's right and that we saw that happen here
2:11 am
because for several days you know it's been forty eight hours since the earthquake it was believed that the person trapped in the rubble of the school was a twelve year old girl that started out as reporting in local media quickly spreading captured the world's attention and led to a plethora of resources being deployed at this site alone but about an hour ago that mexican navy which is the leading the rescue effort here clarify the fact that they do not believe any children are left inside the building nineteen children were discovered dead along with six adults but eleven have been pulled out alive the rest among the four hundred people which attend the school are either safe at home or in hospitals the person who is remaining here though there's still hope that this person will happen chance of getting out alive rescuers say that they have detected using thermal imaging that this person may be inside they've also
2:12 am
seen traces of blood that maybe this person losing their body through the rubble down there and you're seeing now a moment of hushed silence as the rescuers behind me are waiting for those who are deeper inside the disgrace to make audio contact they've been hoping for this for hours now to make audio contact with this person and are asking for silence of any minimal noise. can be heard here but i have to reiterate though this is just one of many such sights of of devastation and and just the drama that we're seeing unfolding across the city of mexico this morning i was at an office building that had six stories collapsed family members of those who are missing inside were gathered outside holding vigil now for the second day straight i spoke with one woman whose husband was inside that building to attend a business meeting just top an hour before the quake struck she has not heard from him since that found his car parked nearby this is just one of the hundreds of such
2:13 am
stories in the city was desperation as we're going by the minute and the hope of finding more survivors is diminishing rob and hard as you say it's not just about finding people who are missing of course it's trying to look after the thousands of people who have been rendered homeless by days. that's why this is a massive humanitarian crisis so big in fact that we have not even really moved to that chapter which should be grabbing headlines itself there are two thousand people without a home currently in mexico city they have been sheltering in gymnasiums in the recreation center the focus here though still on saving those who may still be saved and although the mexican government has called for three days of mourning in this city not many are staying home and feeling sad about this people are still taking action just clogging the streets with cars that have laden with real there
2:14 am
arose and water and shovels people from all walks of life helping each other forming human chains that we've seen passing the rubble from one hand to the next they know that every person still counts in this rescue effort and they're still trying their best not giving up hoping to reach more of the living rob thank you very much indeed. r.j. maria has caused her. flooding in the dominican republic but the damage is not as bad as feared the storm which has been downgraded to a category three is heading to took. on the southeastern bahamas meanwhile the island of dominica has been devastated i did still without power. reports. the world is beginning to see what hurricane maria did to the island nation of dominique the country is destroyed all of it not one corner was spared days after the hurricane hit and streets remain covered in debris the country is still without phone service internet electricity or running water by some estimates eighty

2:31 am
sure you're aware the one of the u.s. sanctions and also china's announcement about limiting its banking its banking business with north korea from north korea's point of view which do you think is going to carry more weight. well the u.s. treasury announcement is really the driver for china's announcement to cut off north korea financially essentially the u.s. treasury has announced the financial equivalent of a nuclear option toward north korea and the chinese banking system is simply reacting to that declaration because any chinese bank that is doing business with north korea is now at risk of having its funds frozen by the u.s. treasury if it does business also in the united states in practical terms how much business between china and north korea are we actually talking about. well in terms of the financial relationship trade relationship between china and north korea it's
2:32 am
about six billion dollars a year obviously the u.n. security council resolutions have already targeted a portion of that. and really it's about finance being the skids that griese those transactions and essentially. all of those interactions between china and north korea are now potentially targeted by the u.s. treasury one of the issues in this of course is be to be monitoring whether or not china actually does follow through with what it is promised to do with the banking sector how easy is that going to be how transparent is that process going to be do you think well we're going to find out that the u.s. treasury believes that it has the capability to monitor those kinds of transactions the assistant secretary for treasury billingsley said last week in
2:33 am
a house hearing that this is the equivalent of hand to hand combat between the u.s. treasury and north korea in illicit financing and clearly the battleground for that combat is occurring in china. both the state department and the treasury and the us president have said that the people the businesses basically have to choose between whether or not they're going to do business with north korea or whether they're going to do business with the u.s. in the event that china is finds to have carried on banking business financial business with north korea what options are left open to the u.s. can it actually cut off business with china those firms that are engaged in doing business with north korea will be subject to financial freezes by the u.s. treasury for assets that are being held in the united states it's also possible that the u.s. treasury could try to levy fines on chinese financial institutions that are doing
2:34 am
business with north korea the main message here is a major deterrence message to the international financial community that there are real costs of doing business with north korea. that may preclude maintenance of access to the global financial system how in practical terms would it be possible for the u.s. to be able quite to be quite as harsh on china in the event that it is fine that chinese banking is still going on with north korea because as i understand it as of december twenty sixth in china had something like one point zero six trillion dollars of the american national debt that's a lot to unpick in the event that china doesn't do what it says it's going to says it's going to do. well i think the focus is going to be on a case by case basis the u.s. treasury is holding chinese firms accountable for whatever business they do with
2:35 am
north korea going forward so it's not retroactive and also i think that the u.s. treasury is going to look at each case by itself rather than hold the entire trading relationship with china risk but it now is empowered to be able to follow through and issue penalties and freeze funds of chinese financial firms that are also doing business with north korea and have assets in the united states scott snyder always good to get your opinion on these matters thank you very much indeed for your time. i know issue on the agenda at the united nations this week has been alleged abuse by its peacekeepers according to an associated press investigation there have been at least two thousand cases of sexual abuse or exploitation by u.n. peacekeepers over the last twelve years advocacy groups say not enough is being done on malone explains. some of the world's most vulnerable men women and children
