sixty minutes. thousands go to the polls to vote in catalonia secession referendum the government calls the vote in legal and irresponsible. accusations and insults between president trumpet a city of puerto rican official as the u.s. caribbean territory struggles to recover from hurricane maria. a rare admission by secretary of state rex tillerson the u.s. is in direct talks with north korea. and searching for justice one man's case against police in new york highlighted in a new documentary. as voters continue to go to the polls the spanish government has called catalonia as controversial session referendum illegal and unconstitutional the remarks come
4:02 pm
several hours after polls opened and seems a violent spain's national poll. towards voters of polling stations couple of years government says that more than three hundred people have been injured spain's deputy prime minister says the police response was proportionate we have correspondents right across spain covering this for us john hendren is in barcelona tony berkley it will join us from madrid but first let's speak to call penn hole who is in barcelona on the outskirts of the city couple of hours ago karl you witnessed that heavy handed spy spanish police first hand. absolutely adrian we did see the spanish national riot police wading into a crowd that had set up a human cordon a human blockade outside the education department it was being used as a voting station it does seem that the civilians the people who want to vote are carrying out
4:03 pm
a campaign of peaceful civil disobedience when the spanish riot police waded in however they were dragging people away very forcefully pulling hair twisting arms one location we saw an elderly lady with blood pouring down her face another location a man stretchered away but i want to show you what is happening here now we're in the district. on the outskirts of barcelona a working class district the people here are telling is they are very fearful that riot police could arrive here any time soon they've heard rumors that twenty police vans are in the area but this they go inside to vote and when they come out as you can see this lady doing right now they're putting these colored post it notes on the wall expressing some of their thoughts and ideas of the day this lady has just written catalan pride here just stuck in the wall there a pen so they can write things down another one here a long live freedom want to hear
4:04 pm
a call to the spanish prime minister mariano rajoy to quit to step down and another warning here down with the monarchy because don't forget this is a referendum not only to break away from spain but to set up a republic and that would mean also breaking away from the spanish monarchy now talking of the monarchy and of central government in madrid we've been hearing from spain's deputy prime minister today spain has declared this referendum illegal and while catalan officials are calling the police reaction a disproportionate and unacceptable use of force this is what the deputy prime. minister had to say about it you know. we never wanted to follow this part and it doesn't make any sense for it to continue i urge the leaders of the parties to stop acting so it responsibly and from now on to accept that whatever was illegal should never have happened it makes no sense to continue and it won't take
4:05 pm
us anywhere therefore you should put an end to this immediately and it is up to you to put an end to the situation which will lead to nothing good. and at the entrance of this high school people have been drawing in chalky you may not make it out but the words no passant that is spanish for they shall not pass it's a message to the spanish riot police who these voters fear could be on the way now but that is also a slogan used by the communist factions during the civil war against the fascists you've got to remember that this referendum is not only dividing catalan society but reigniting memories of the civil war barcelona played a key role in that but this is inside the voting station you can see people spending their time during and here they tell me that voting has been very smooth and that right now there aren't too many people left. we're just
4:06 pm
seeing if we can see how many how the how long the line is now but we're told it's not it's not very big because they say that here it has been pretty effective we can see some of those ballot boxes there at the voting tables quite full now but they say here that they haven't had too many interruptions that wife i has been functioning ok so they've been able to check the voter registration as well and to see right now there are not too many voter lines adrian all right called many thanks indeed on the outskirts of basra and elsewhere in the city as al jazeera is john hendren let's talk to him now more about the the divisions among counseling society that call was speaking about the the government's the central government in madrid calls this vote illegal irresponsible and unconstitutional john is that how people there say it. well if you look behind me adrian you
4:07 pm
will see a lot of people who disagree with that statement these people have been spontaneously chanting whether we are here or not which means we will vote they lined up by the thousands there were a couple times when there were rumors that the spanish police the spanish national police were coming here they stayed here and every once in a while inside of the polling place behind me those that national voter registry system will go down that's the one they check each voter against and they just wait for their own people to set up a new web site so they can continue verifying those votes and people here have been waiting all day to do that this is what the ballot looks like adrian it's a simple yes or no in three languages and what you hear right now is a chant i was talking to you about. this has been going on all day this is the
4:08 pm
center of this city that if you go to the outskirts you will cease. vanished last seen you talk to people you don't necessarily want to see we talked to some of them and this is what they had to say this isn't about you and i lived here for sixty years of course they love catalonia it's where my children are where my family lives but there's no reason why we have problems with this obsession. if i am catalunya and i don't think like the secessionist to know that i'm from the outside but then when i go to my family home then i'm also from the outside so where am i from and what identity do i have. firstly i'm from the town of high and then i'm on the loo theon finally i'm spanish. now that is what you hear outside in town in some of these neighborhoods but here in the center of barcelona there is really very little debate going on at all and
4:09 pm
where we're seeing surprising number of people come to the polls now the catalonia government says that seventy two percent of polls remain open the spanish government says it's more like fifty percent but it doesn't really matter because they've pulled a particular kind of a neat trick here and normally what happens is when you go to a polling system when you go to a polling station you're only you're one of the people in that neighborhood who are registered to be there and they only have a list of those people well one of the things that they did here was ensure that each polling booth had a list of all of the voters so if your polling place is closed you can simply go to another one and vote so the fact that seventy percent or fifty percent of the polling places are open and yours isn't it does not mean you cannot vote and people have been enthusiastic about coming out and they have been enthusiastic about telling us that they're voting yes john what about the people we saw a few moments ago who are against this referendum in the first place i'll they going to bomb the photo they're going to come out and register their no vote.
4:10 pm
adrian most of those people that we have talked to have said they are not coming to vote they are boycotting this election if you're seeing people stand behind me right now that's because word is gone out that the police are coming here right now we don't see them yet but they are now is made every once in a while it hasn't always come to pass not at this station in any case but there are plenty of people who oppose sanction but those people generally have boycotted this election and there's also a sense of intimidation john to be able to say that there is such enthusiasm here certainly in the center of barcelona which is you know the biggest city in catalonia that people feel a little intimidated some of the you heard some of that in the voices of the people who just lamb so it's certainly mixed but there are surprisingly large numbers of
4:11 pm
people lining up at the polling booths last time there was a referendum two point four million people voted but the spanish government did not crack down that time i talked to the president of catalonia carlos and he said you might be surprised at how many people show up on voting day hi john many thanks indeed john hendren that live in barcelona let's take you now to the spanish capital madrid al-jazeera tony berkeley is the spain's deputy prime minister. earlier tony said the total irresponsibility of the regional government in catalonia has had to be replaced by the professionality of the security forces this after those accusations of heavy handedness by the the that the national police force that. yes mrs santa maria said the complete opposite to what they're saying in the catalan government she congratulated the police she said their activities in action was proportionate and she condemned the catalan government she said there are constitutional undemocratic
4:12 pm
and we're acting against the rules of law coexistence so completely the opposite to what they're saying in barcelona they believe very much that the the measures that they've adopted are the right measures for this situation and they did go as far to say that the referendum in fact is dead because they had dismantled all the mechanisms to allow the ballot to go ahead completely opposite to what john was saying there in barcelona we had the the foreign minister of the catalonia region earlier on saying that they were going to take complaints about the way in which the national government of behaved to the e.u. is anyone there in madrid worried about about how this looks to the rest of the world. where they're not showing it because no one has said anything apart from the fact that they've acted within the rule of law was unconstitutional this referendum so they acted proportionately and acted in good
4:13 pm
measure i think i think if you ask many people around here they would say that they probably didn't act hard enough and early enough because it was a big question mark you know. can you win or can you lose because if they had not of done any action they were being criticized if they had done action as they have done now they're being criticized so. whether or not the actions deter people from going to vote or actually embolden the spirits of cattle and independents we don't know but they do say the referendum is dead they said there's no vote it's not it's not going to be binding it's not actually going to succeed so as far as they're concerned the referendum is dead right tony many thanks day to anybody there live in madrid that's going to you now from martinez who is a political activist on the left who opposes the referendum he's with us now from barcelona good to have you with us so why do you oppose this referendum.
4:14 pm
so why do you oppose this referendum and. just because. the people here you. so i think mr. martin has said and i think trouble hearing us and we're having trouble hearing him will try to sort out that out and we'll get back to him in just a few moments some breaking news now on our zero the french military has shot and killed a man who stabbed and killed two other people of the train station in the southern coastal city of musée france's interior minister is heading to the city police have cordoned off the area the most of as yet not clear but people are being told to avoid the area around the shell station more on that as and when we get it. you're with the news hour from al-jazeera still to come on the program how language divide is fueling calls for independence in cameroons english speaking region.

contact with north korea the secretary of state saying that there are two if not three avenues that it is using for communication he also made clear that it is not through china in other words the u.s. is using avenues of communication unilaterally separate from china this is very significant because it indicates that the secretary of state is still believes that there is a diplomatic resolution possible to this ongoing crisis this despite the hostile words that have been exchanged by the president of the u.s. and of the leader of north korea in recent months it's also an indication of the growing warmth in the relationship between china and the u.s. in the past china had dealings queues of not fully implementing the sanctions that had been passed against north korea in the u.n. security council and indeed these sanctions that had been unilaterally imposed by the united states but in recent months there has been a significant policy shift china has been implementing these sanctions as shown by

the fact that it's instructed its banks to no longer do business with north korea it is restricting the import of oil into north korea so this is something very significant in terms of the u.s. stated policy of getting china to bring greater pressure to bear on north korea in an attempt to resolve this crisis but also what is happening is that it does not only pertain to north korea the relationship between the u.s. and china is growing stronger through this ongoing crisis in wider areas such as trade the mayor of san upon has accused the u.s. government of killing puerto rican people through inefficiency large parts of the u.s. territory have been without electricity or drinking water since hurricane maria made landfall most two weeks ago people there say the aid just isn't coming fast enough to raise a boat reports. the generator went down in this hospital in some one who more
