a psychopath in new york police say that they shot the driver after he got out of the vehicle and he got out holding some imitation weapons he is now in custody all of this happened just over an hour ago close to the west side highway in lower manhattan. gabrielle is on the joins us live now from the scene gabrielle what skin you tell us about what happened from the witnesses the you've been speaking to. well as you can imagine this incident is very fresh just happened a little over an hour from now and so information is still not very clear at this point but let me just tell you with the facts that we do have that have just come into us the new york city fire department does confirm tau just zero that six are dead and at least at least fifteen injured in this shooting incident beyond that we expect to hear official statements from the new york city police department as well as mayor bill de blasio here in the next fifteen to twenty minutes or so but based

on what we've gotten from a few sources and also eye witnesses it does appear that there was some sort of incident where a vehicle driven by somebody was going the wrong way down the west side highway a major interstate that runs along the west side of lower manhattan at that point. and the driver of the vehicle after going the wrong way for an identified a period of time got out of the vehicle police immediately responded and opened fire at that point details of this very unclear we do know that there were many shots fired at least by witnesses there are we spoke to at least between five and eight again according to eyewitnesses and that we saw people down on the bike path it's unclear if the driver of that vehicle did actually drive on the bike path or not but there were people down on the bike path that is what essential what we know

at this point now where did this actually happen in the tri peckover neighborhood of new york city in lower manhattan we're just about five or six blocks north of the world trade center site where the nine eleven terrorist attack happened i will say an issue an issue a new york city police were saying that this was not thought to be a terror related however they have just changed that and now saying they are investigating it as a potential terrorist act again that's why. you know at this point the driver of the vehicle unclear on his condition we are told that it was a man and that he was taken into custody and yes a gate we should say that that noise that we can hear helicopters presumably flying overhead and i think i also heard a siren there so as you mentioned the police now investigating this is a potential a terrorist attack as they call it the attacker is also being he is in custody he is. alive any other information that we have

a gabriel. yeah i would assume they're saying that it was an absolutely frantic scene our office is just a few blocks from here so we got here shortly after the incident and as you can imagine in new york city whenever there's reports shooting scenes anti-terrorism police respond immediately and that's exactly what they've done they're still on scene here we're about three blocks away this is about as close as a police are letting us get to the scene because it's still a very active investigation but i witness is clearly telling us that they did hear shots and that it was just clear panic and pandemonium what i saw happen clearly there's still a lot of facts that need to come out on this again but we did also hear that president donald trump and his top advisers have been briefed on this situation but beyond that no more from the white house and i just found the picture for a surrogate please of the area where you're in right now and also the time of day

because this happened about an hour ago so it was what about three three p.m. in new york there's some schools nearby it's a very busy part of new york and today is also halloween so presumably a lot of people would have got out of work early just how busy was that area at that particular time. the streets were packed this incident happened a little before four p.m. local time when a lot of people were getting off work. again this happened in lower manhattan in an area that's densely populated with businesses and even schools just a few blocks from the world trade center site there's actually a school that was about a half block from where the incident took place that school went on and media lockdown and it's been completely evacuated also this is a hollow in a. period here in the united states that tomorrow is hollow i mean a holiday here and there's actually a big. festival that happens in this neighborhood actually this evening where

people dress up and walk along the streets and what have you were told the new york city police have to have a plan to have extra security out at that but this is an area that is densely populated businesses around here lots of homes are apartment buildings as well it happened at a time that there were a lot of people on the streets and you as you can imagine once the word got out about this and credible amount of police responded to the scene you could probably still hear the helicopters buzzing above police helicopters still circling the area and we can see some of the scenes as well of police as they are an ambulance is around you mentioned at the start of your recourse that to the n.y.p.d. has confirmed six seven fifteen injured i appreciated still at very early but do we have an idea as to whether the fifteen injured have been taken to a hospital are some still being treated there is it easy for you to see that.

yeah not from or i'm at right now but a few minutes before we got to where i am we did see one the victim who was being wheeled away on a stretcher to an ambulance some of the victims were being treated to on the scene but i can tell you that there were we saw multiple ambulances responding to the scene and even pulling out of the area one just behind us a few minutes ago so clearly they're trying to get any victims out of the areas quickly as possible. get them to hospitals unclear on their condition so at this point carol is on the with the latest there from new york gabriel thank you for now and you can see there those shots at the n.y.p.d. the police department city of new york we are waiting for a news conference we're going to be hearing from the head of the n.y.p.d. and also bill de blasio the mayor of new york and mr cuomo who is the governor of new york we are expecting that in about seven minutes or so we will of course bring

it to you live when it starts i'm a we'll be getting the latest developments from new york on this breaking news story now lawyers for social media giants facebook twitter and google have been testifying at a congressional hearing in washington d.c. it's part of the investigation into whether russia used the social media to influence last year's u.s. election the three companies have revealed that they found more evidence of russian activity on their sites or facebook says russia based operatives published eighty thousand posts during and after the election it estimates that one hundred twenty six million americans seen those posts now that's about half the voting age population of the united states twitter found that russian linked accounts generated a one point four million election related tweets between september and november last year half of them were automated and google says pro russian groups uploaded

more than a thousand videos to its you tube service all three media companies confirmed to the senate that they have evidence of russian interference in the election i take it we can all agree that the russians did in fact interfere and meddle in the two thousand and sixteen elections your observations on that are consistent with what our intelligence community report says that correct stretch. that's correct senator . that's correct that's true ok well in his opening address the lawyer for facebook said the company is striving to do better we have found that foreign actors used fake accounts to place ads on facebook and instagram that reached millions of americans over a two year period and that those ads were used to promote pages which in turn posted more content people shared these posts spreading them still further many of these ads and posts are inflammatory some are downright offensive.

well joining us now from san francisco with more of this is that tasha teco was a senior writer for the tech magazine wired do you think you so much for joining us i know you're obviously been following all developments of the story first of all could you just explain to us for example just how did one hundred twenty six million facebook users become exposed to russian created political content do we actually know that my new show of how it actually happened. yes the hundred twenty six million figure refers to how many people saw organic contact. organic content as well as ads facebook earlier gave a figure of ten million and that had to do with accounts that were associated with the internet research agency russian operatives and they looked at only paid paid

advertising but this one hundred twenty six million reflects organic post that they posted and then were shared by other facebook users who were not fake. so basically it was shared in an organic way mainly or not. yes the vast majority of people who saw it saw it because of organic reach ok so just talk us through because this is all sue material as well so do you think the companies are in a bit of a bind because they can they can't really say that ads don't have any impact on users because if they say that then presumably they they can't really so the ads. yes i mean the companies are right now having to deliver two very different messages about the effectiveness of advertising on their platforms however they're really only in a bind when it comes to what they're saying to government officials i think that

their you know the success of their advertising efforts speaks for itself i mean facebook has a half trillion dollar market capitalisation so if they're saying out of one side of their mouth you know we can't affects user behavior i think people are are believing the side that says yes facebook knows exactly how to influence people i guess a lot changes in a year because in november two thousand and sixteen the facebook founder mark zuckerberg said that the idea that fake news on facebook influenced the u.s. election anyway is and i'm quoting what he said a pretty crazy idea i guess it's not so crazy after all do you think that there is a genuine desire in own behalf of these companies to put i guess safety checks in place and how hard is that to do when then you also have to i guess be a platform for free speach. i think that there is a genuine desire from people inside the company who are very disturbed to see how their platform was abused but of course they are for profit companies and so any

solution that they suggest has to take their shareholders and their interests and growth in mind and so one suggestion that they've kept making over and over is to be able to police themselves using machine learning and artificial intelligence and i think that you know the the hearings show how how many holes there are in that approach there are some things that you know only humans might be able to detect and perhaps they weren't even looking for the right things if if the goal is to have as many advertisers as possible reach as many people as possible that's what made it such an effective tool for for people who wanted to interfere in and i guess of course the hearings are continuous will be interesting to see what comes out of them for the moment the test senior writer for wired thank you so much. for us president on trump as this missed the importance of a former campaign aide indicted in the russian choir rebranding him

a liar on twitter it was revealed on monday that george papadopoulos has pleaded guilty to lying to the f.b.i. about his russian contacts the president once described the thirty year old as an excellent guy can really help get reports from washington. it is a white house claiming it has nothing to hide yet it is on the defensive with donald trump's former campaign manager paul man of course and his close associates under house arrest awaiting their next court appearance the white house is working hard to distance itself from the third man but perhaps the most significant george papadopoulos you guys seem completely obsessed with this while there are a lot of other things happening around the country and frankly a lot of other things that people care a lot more about the former trump foreign policy adviser has pleaded guilty to lying to f.b.i. investigators tuesday on twitter he was characterized by the president as being a liar and nothing more than a campaign volunteer but photographs released in march twenty sixth by donald

trump's own campaign show papadopoulos says association was not low level he's pictured at a national security meeting seated at the table with then candidate trump the same month in an interview with the washington post he praised papadopoulos as a rule of energy consultant actually as part of the special counsel's indictment against papadopoulos he's listed as a proactive cooperator that suggests he's working with the f.b.i. gathering evidence in robert muller's collusion investigation he was working with the special counsel's office perhaps doing something like wearing a wire talking to other members of the trump campaign and that's the information that we can expect to see laid out in future indictments mahler's indictment states papadopoulos sent e-mails trying to set up meetings between a female russian national and members of the tribe campaign court documents suggest

york now at the new york police department where we are waiting to get the latest details on the investigation of the attack that happened in lower manhattan just over an hour ago and let's listen in. afternoon everybody see if we could. just keep in mind this is today at a card a little more than two hours ago so all the information that we're giving you right now is plenary and subject to change after i speak i'm going to hear from governor cuomo mayor de blasio bill sweeney from the assistant director in charge of the new york f.b.i. office is standing up here with me to have members of my executive staff we have signed vance and members of the state police first i just want to say that today there was a loss of innocent life in lower manhattan the dead and injured were just going about their days heading on from work or from school and joining afternoon sun and bicycles this is a tragedy of the greatest magnitude for many people for many families here in new york city and beyond today want to command a response or n.y.p.d.

officer that was on post near the location who stop the carnage moments after it began also work of the work of the first responders including the fire department the u.s. personnel surely help save additional lives so they said i'll get more of a chronology in a couple minutes but there right now i'd like to introduce major blasio. thank you mr. a very painful day in our city horrible tragedy on the west side let me be clear to based on the information we have at this moment this was an act of terror and a particularly cowardly act of terror aimed at innocent civilians aimed at people going about their lives who had no idea what was about to hit them we at this moment based on the information we have we know of eight innocent people who have lost their lives and over

a dozen more injured. we know that this action was intended to break our spirit but we also know new yorkers are strong new yorkers are resilient. and our spirit will never be moved by an act of violence an act meant to intimidate us we have been tested before as a city very near the site of today's tragedy and new yorkers do not give in in the face of these kinds of actions we'll respond as we always do we will be undeterred and i want to thank everyone at the n.y.p.d. all our first responders for their extraordinary efforts in the midst of this tragedy starting with the officer who stopped this tragedy from continuing all of the first responders who came to the aid of those who were injured and best geishas

under way to get all the facts and what we'll tell you today of course will be pullin mary but we know we will get down to the bottom of what happened i want to ask all new yorkers all americans to keep the families of those lost in your thoughts and prayers they will need our support and i want to ask all new yorkers to be vigilant. we know it's halloween night and we know in the days ahead people will be uneasy we ask all new yorkers to live by the idea of you see something say something tell an officer immediately if you see anything unusual anything that worries you be vigilant and know that there will be extensive additional employments of n.y.p.d. officers this evening and throughout the days ahead we will also keep you posted as this investigation continues and as the n.y.p.d.

gains more information governor cuomo. thank you. first our thoughts and prayers are with those new yorkers who we lost that day reminds us all how precious life is they left the house this morning they were enjoying the beautiful west side of manhattan on a beautiful fall day and they're not going to be returning home. and that shock and that pain is going to be very real. and our thoughts and our prayers are with all of them are first responders did an extraordinary job the n.y.p.d. b.f.d. and why the f.b.i. the new york state police e.m.'s. they we have the finest security on the globe and to see them in action today prove that once again.

the new terrorist tactic which they've called for publicly are these lone wolves who commit an act of terror. this is all very preliminary it's only been a couple of hours but at this point this is no evidence to suggest a wider plot or a wider scheme. but the actions of one individual who meant to cause pain and harm and probably death and the resulting terror and that was the purpose. we will be vigilant. more police everywhere you'll see them in the airports you see them in the tunnels it's not because there's any evidence of any ongoing threat or any additional threat it is just

out of vigilance and out of out of caution and the truth is new york is an international symbol of freedom and democracy that's what we are and we are proud of it that also makes us a target for those people who oppose those concepts. and we've lived with this before we felt the pain before we feel the pain today. but we go forward together and we go forward stronger than ever. we're not going to let them win. and if we change our lives we contort ourselves to them then when they win and we lose. we'll go about our business. again there's no ongoing threat there is no evidence of that at this time. so there's no reason to have any undue anxiety you will see

more security forces but that's only because it's an abundance of caution not a signal of anything else. and there will be continued investigation and justice will be done. but again to those we lost there are now thoughts and our prayers to the first responders thank you thank you thank you for the job you do you put your life on the line every day you do it better than anyone else and to new yorkers being new yorkers and live your life and don't let them change us or deter us in any manner manner shape or form thank you. thanks governor cuomo thank you mr mayor has i said i got to go through the chronology here and i know what i'm done you have

a lot of questions but we're not going to go too deep into it it's only two hours and after i get some of the chronology. is going to talk about the injuries i tried three o five p.m. a male driving a rented home depot pickup truck and to the west side highway bicycle path and house and street began driving southbound striking a number of pedestrians and bicyclists along the route. at chambers street the truck collided with a school bus injuring two adults and two children after the collision the driver the truck a twenty nine year old male exited the vehicle brandishing two handguns a uniformed police officer side to the first precinct confronted the subject and shot him in the abdomen the subject was wounded and transported to a local hospital a paint ball gun and a pellet gun were recovered at the scene the subject's identity is not being released at this time pending further investigation at this point there were eight fatalities reported in connection with this incident in addition several people

have been injured and commission and i go from our fire department will discuss that dan. thank you jim and as police commissioner said sixty six of the people died they were pronounced at the scene between house and street and chambers street they were all males two others were transported in traumatic arrest and were pronounced at the hospital we also transported eleven people all with serious but at this moment not life threatening injuries the injuries are what you may expect as a truck went at high speed down that bicycle path and struck bicyclists and pedestrians there may be more injuries as people self evacuated and we will determine that later as we do our our survey but that's the patient count and the the deaths as we know it now. right at this point we're going to take some

questions miles hold on hold on miles. where. you. had john i want to talk about the program little bit there. so as you know through the shield program we do a very wide outreach we have just under twenty thousand members in the private sector after isis rumi a magazine came out with the issue just about two years ago around this time of year suggesting car attacks you'll recall one of the targets they suggested was the thanksgiving day parade we did extensive outreach to the truck rental

business we visited over one hundred forty eight truck rental locations in this area the obvious ones you all right or home depot etc and talk about suspicious indicators ways to come forward after attacks on the german christmas market after nice we repeated those visits two more times either by making telephonic contact e-mail or going back to the same places so the industry has had a high level of awareness on this matter from the n.y.p.d. . and it's a way too early to discuss that i mean this just happened two hours ago and it's of course part of our investigation. it initially we thought it might have been but it turned out not to be.

it's all part of the investigation. now they said this incident is over it did and right by stuyvesant high school so we had to make sure that all of the kids were taken care of and we held them in place for a while but it and it was important that we do that but this incident is over david hold on hold on david. he's a twenty nine year old male and i'm i'm not going to talk about the truck right now right there. oh oh. oh that. yeah he did he did make a statement when he exited the vehicle and if you just look at the m.o.

of the attack that that's consistent with what's been going on so that that along with the statement as enable us to label this a terrorist event yet not right now. yet again two hours old and we'll update you as we go along lanny. it's being conducted jointly with the n.y.p.d. and the f.b.i. . from florida and i'm not going to go into that yet john. not john not right now no yes. after the times square incident i talked about this any answer that happens in new york or happens in a country or happens around the world we have to learn from that so of course we're going to take a look at that. yeah he's in the hospital i'm not going to tell you what hospital and i'll let chief thomas talk about what we're doing for the halloween parade

tonight carlos. right in less than ninety minutes that parade will kick off and we will proceed with the parade and certainly we've added more resources more police officers have the weapons teams block of vehicles on the street leading to the to the route as well as more sand trucks and there's also a heavy weapon scenes being deployed throughout the city a key iconic locations. well that's this is this is why we do investigations you know initially i'm sure whoever put that out wasn't sure what the event was and now two hours into it this is determination that we made. in a first row yeah. too early in the investigation to know that rocco.

i haven't looked at the video yet and where retrieving as much video as possible what we do know is he entered the bike path that house and street and he exited the bike path that chamber street when he collided with the school bus and i there are no intersections on me west side of the bike path between house and and chambers and hold on one second in the back there dan do you have that. right there among the injured that are serious but not life threatening yes. you know we're not going to talk about where the home depot was rented from just yet and we do know how many people are on the bus there were two adults and two children on the school bus in the back. lisa. i don't know that's part of the investigation you know. now we don't have that yet.

but i'm going to look i'll just come just close us off here by saying look again at n.y.p.d. is investigating this with our federal partners with our state partners there's only a very very thorough investigation but the most important thing as governor cuomo said as commissioner o'neil said people should go about their business knowing the n.y.p.d. is out in force with our partner agencies tonight and throughout the week very important additional measures i mean taken for people's safety but the bottom line is we are going to go about our business in a city we're not going to be deterred and we'll get you updates later on in the evening thanks everyone. and that was mayor bill de blasio ending that news conference there we heard from him from governor cuomo and the commissioner of the

n.y.p.d. james oh neal now for governor cuomo he did call it an act of terror and confirmed that eight people are now dead six people had died at the scene another two died on the way to hospital and were pronounced dead there there were fifteen injured before so presumably thirteen injured now and apparently none with life threatening injuries and now they also said during a news conference that the didn't seem to be any additional threat in new york city of course security would be up to over the next hours and potentially days and they also reiterated the thoughts of course are with the families of the victims were in the thoughts and prayers of guessing every new yorker but certainly the commissioner and james and the mayor and the guy. let's speak to get brielle elizondo who is live at the scene for us in gabe i think you were also able to hear

that news conference what was interesting is that the commissioner of the n.y.p.d. went through a chronology effectively of everything that happened you and i spoke before and you know that the information we were getting was very mixed so talk us through the chronology as we heard from the commissioner. yeah we just got our clearest picture yet of exactly what transpired here in lower manhattan it was a little after three p.m. local time according to the police that a driver of a rented van started driving on the west side highway the bicycle path this is significant because that is the most well used bicycle and running path in all of new york on the west side of lower manhattan he apparently plowed through some pedestrians there on the bike path went about a block or so before exit ing the bike path and then rammed into

a school bus at that point the suspect driving the vehicle got out of the car had two weapons on him according to police and that's when some officers confronted him shots were fired the suspect was shot and then taken into custody that's generally the chronology of how all this transpired as you can imagine frantic scenes here in lower manhattan is all this happened the suspect police are saying is only a twenty nine year old male who has been transported to a hospital but beyond that police aren't giving any more about his identity or motives of this incident but they are saying that based on what they know this is being in back investigated as an act of terror the mayor bill de blasio calling it an act of terror but a cowardly one at that important also note that the governor andrew cuomo said that while this is being investigated as an act of terror there is no indications at

this point of any wider plot or any wider scheme as far as this is concerned this incident is over as you mentioned eight people dead six were pronounced dead at the scene two were transported to a hospital and later died the fire department confirming eleven are injured in serious but non-life threatening can. missions also n.y.p.d. saying that there will be extensive police presence closer presence throughout the city with heavily armed police taking up strategic positions as is always the case after any sort of incident such as this and they gave the commissioner i did give us an idea of where the the pickup truck started when it actually joined the cycle path is it clear to you how long that stretch of distance was. i want to say about two blocks that's without looking at

a map that's kind of what i think it was this is a lower manhattan we're only about five blocks north of the world trade center site where nine eleven occurred were enough for people that know manhattan were generally in the trade back a neighborhood area so it was about a block to two blocks that driver was going down this bike path at three o'clock and it's a pretty nice to fall day here in new york so presumably there were a considerable amount of people there were on that bike path that's a play a bike path that is used by commuters people that ride their bikes to and from work they use that bike path runners tourists are often there and it's a high density area because it's in trade back a which is a very popular area and it's also so close to the world trade center site which has a lot of businesses and tourists as well so clearly that was an area where a lot of people were there and a lot potentially injured because of that and that's why as as the police officer at least commissioner said he indicated that it was just one or two officers that
