declaration of catalan independence mr bush spoke earlier on belgian t.v. and criticised for what he described as politicizing the justice system. well david tate is following the first from brussels hi there david so we've now got to arrest warrants issued. yes at last they have been issued the european arrest warrant actually appeared at this office behind me which is the federal prosecutor's office it was fax or e-mail to then they said there were studying it and i'll tell you about the implications of that later but also on top of that. they also issued an arrest warrant internationally and i was speaking to an expert in european law earlier earlier on and she said this was a very intelligent clever move by the madrid court because it meant that the net has been thrown worldwide as it were but it's always been said. put

some more wood to cooperate with the belgian courts and the belgian or thora ts now what happens is that under the european arrest warrant an investigative judge has to be appointed and a spokesman for the office behind me the federal prosecutors said that they would appoint this investigative judge either on saturday or on sunday this seems to be no rush but as soon as those papers are handed to the investigative judge then for other deposed cabinet colleagues will have twenty four hours to appear before that court and the judge will then examine the case he'll decide whether they should be detained where there's a risk of them trying to escape he'll also decide essential whether there is. a for asylum here it will be up to push tomorrow and the rest of the cabinet to decide what action they take but as i say within twenty four hours of that

these arrest warrants now he's got a very experienced lawyer called for backup who successfully forte the extradition orders against the basque separatist organization that he knows the system inside out he knows on what basis the arrest warrants can be a challenge so this scenario will play out over the weekend perhaps tomorrow perhaps sunday but certainly the fugitive exiled ministers of mine itself will have to appear before a court in the palace of justice in this very investigative judge which is just opposite me at the moment that's where they'll be very soon but they don't have to surrender tonight until those papers and those warrants are with the investigative judge davidson's or their lives from brussels david trying to. now eisel suffered a major blow on two fronts the iraqi prime minister has announced the recapture of all current on the syrian border and syria's army is taking call control of the

a major defeat in iraq with the loss of its last stronghold the city of al qaim staff to hair has worn out which is in northern iraq. alcoa is hugely significant why because it is the last border point that i still control the border with syria the group made a huge point in their propaganda videos of showing them bold osing down these borders and establishing their so-called state while their territorial gains certainly seem to be at their very end it's also the last sort of areas that they control in this country in iraq there's a small area called route to the east of all crime fighting is still ongoing but certainly judging by the that the swiftness of this campaign it does seem to be over soon it will of course be huge victory for the iraqi federal forces once they can announce that i still is no longer in iraq in this terms of holding territory but it doesn't mean that the group will no longer pose a threat meanwhile the united states has carried out two air strikes targeting

sergeant bergdahl is deeply grateful to everyone who searched for him in two thousand and nine and thereafter. especially those who heroically sustained injuries military lawyers and some of bergdahl fellow troops had wanted him in prison for abandoning his post in afghanistan in two thousand and nine the taliban captured bergdahl almost immediately during the military search for him two soldiers were so badly injured they had to retire then came the political controversy and twenty fourteen the obama administration released five taliban fighters for bergdahl safe return this morning i called bob and janet bergdahl and told them that after nearly five years in captivity their son bo is coming home the trade with the taliban angered troops and politicians alike including the presidential candidate donald trump we don't have victories with sergeant bergdahl

closed on choose day the refugees are too scared to move i was into the community because of previous attacks by hostile law perth australia runs of short prison camps the highways refugees we try to reach the country by boat us describe the situation on the island as an unfolding humanitarian emergency our diplomatic efforts to james this is more now from the united nations. there is growing concern here in the united nations in geneva strong statements coming from the office of the high commissioner for human rights condemning the actions of a stray and papua new guinea and here in new york in recent hours i spoke to the high commissioner for refugees who expressed his deep concern we're worried now about the humanitarian conditions of these people because the center is closing. and no proper plans have been made to support these people so this is now the urgent matter that needs to be tackled that we believe that australia has
12:18 am
a responsibility in helping finding a solution for this do you believe that australia in this instance and in its overall refugee policy is living up to its commitments in international humanitarian law we have had a difference of opinion everybody knows that over the outsourcing of of reception in man a silent in in now row and we have disagreed with this aspect of their asylum policy but we keep talking to them about that so the picture of them is is is not the is not uniform we have to look at the different aspects of australia's refugee policies and some are very good on others we the discussion is open the un has long condemned australia as policy of contract ing out its refugee obligations by paying neighboring countries to process asylum seekers the key now i think will be public
12:19 am
opinion inside australia even the most neutral observer will i think conclude that the events of the last few days have been a complete mess when the refugees refusing to leave the camp have released a video pleading with the australian government to secure their safety they're asking to be allowed to seek asylum in new zealand australia has repeatedly refused and offered to relocate up to one hundred and fifty refugees. today every country around the world the new what is try to do today what they have done to us it's inhumane we are just a human being who are running from the war zone and we are asking for their protection we are not asking for a prison so this prison that we been in for years and how and they want to send us to another prison how long are we going to spend our life in the prison we are human beings we have a feeling we have a family so we need to get our freedoms police police police if you hear this message and we want you to act immediately we want you to stand up for us.

liberia's presidential election runoff will be delayed as the supreme court investigates allegations of electoral fraud the vote was just take place next tuesday and was expected to mark by bierria first democratic transition of power this week the supreme court halted preparations says it will rule on monday on petition filed against the national election commission by the liberty party candidate who came third with a dress has more now from the capital monrovia. the candidate for liberty party chance from skin is asking the supreme court to council the vote and is asking for a rerun of the whole election the presidential election in particular he wants the court to set aside the move by the national electoral commission to all i don't know of between georgia where was former world football player of the year and of course the current vice president this is a job or kind according to mr. brown's came a lot of rigor irregularities have taken place in the october tenth election now
12:21 am
whatever the court judgement on monday what is certain at the moment is that the runoff election between the two top leaders of the vote on october tenth will not happen on tuesday the november seventh this is because a lot of preparations have been put on hold because of the court judgment in anticipation of the court judgment it was set aside the the distribution of election materials to various counties especially those far away from the liberian capital monrovia as well as the training of officials to handle the runoff between the two candidates so whatever happens on monday in the supreme court judgement then definitely a lot of days will have to be located or rather the election commission needs a lot of days to make sure that all preparations i place for the election to go on . home calls for missing a politician has avoided convictions on

it looks like you got a nice little taste of autumn for western parts of europe over the next couple of days cloud of brine spilling in from the atlantic that will make its way into the bay of biscay some wet weather pushing across that would be a potential lively outbreaks of rain pushing into western parts of france has a very of low pressure so this area of high pressure well that will get squeezed a little further research is because through the next day or so and the cloud of rain that we have across eastern parts that will eventually push out of the way to allow some brighter skies back in for saturday across the u.k. should be dry bright dry and fine i should say for a bonfire night by sas the evening but in the day lots of cloud of rain around heavy rain will be wet underfoot in the evening thirteen celsius in london where weather coming in across much of spain and portugal southern parts of france pushing further resources to go through sunday snow over the alps clear skies come back in behind and the ten or eleven celsius for london and paris so certainly cold

enough cold enough to forget that around ten degrees four celsius in moscow others say that's warming up here then place a pieces of cloud of rain across the eastern side of the meadows well maybe brushing the far north of libya pushing towards egypt and some wetter weather spilling out to spain and portugal that will affect the far north america react with a high of twenty degrees. afghanistan has the best geology of both mentally resources and i remembered the why are they so poor remeasured me you guys would finally form a government that we may have the toughest in what essentially you know where the more we would close down the more they push back we knew it was coming to question was do we sit back and wait for do we surprise them with a preemptive strike on the on the one at this time one of just your.

first trip as president to asia it's a twelve day tour to visit japan south korea china vietnam and the philippines and given trump's inconsistent stance on foreign policy issues no one's quite sure what to expect they will be met with fire fury and frankly power. looming over the visit is trump's brazen rhetoric with north korean leader kim jong un trumps escalated the crisis and raise fears even the smallest miscalculation on both sides could lead to war unlike the trip in the spring by u.s. vice president pence white house officials say trump will not visit the south korean side of the demilitarized zone overlooking north korea instead he'll visit u.s. soldiers at nearby camp humphries trumps meeting with leader moon could be tense trumps inflame the relationship by suggesting south korea alone pay for the u.s.

12:34 am
a region that remains wary given donald trump's consistently unpredictable diplomatic style can't really help it al-jazeera washington well i recall was an analyst for defense and foreign policy studies at the council institute he joins me live from washington d.c. eric a very warm welcome to the program so what can we expect from this trip do you think well i'm not sure if we should expect all too much i think the trump administration's primary priority is going to be dealing with the north korea issue and hopefully he will take measures to reduce the war of words in the level of tension that has been created over recent months we also might see some action on trade agreements and the there's been a lot of discussion from senior officials recently about indo-pacific security situation he might sort of outline the brother details of that on this trip as well
12:35 am
so he kicks off his trip in japan and he's known to have a pretty warm relationship if i can use that description with shinzo the a couple of rounds of golf there maybe. yeah i think that's going to happen in terms of personal relationships shinzo abbay seems to be the world leader that trump has had the sort of best warming up to in his first few months in office for the first year in office. eric in terms of the security situation do you think it's a wishlist you know written on the back of an air force one up to that it might say that he wants to kind of play the role of d.s. in the sits the current situation given. this in our area with north korea is that on his wish list them will he be able to make some headway do you think well i hope it's on his wish list but unfortunately i can't really tell for sure i think a lot of what he's said on north korea that's got in the united states into the
12:36 am
most trouble have been relatively off the cuff remarks i think the fire and fury comment was in response to reporter's question and the. statement about north or about kim jong un being a rocket man on a suicide mission that he gave at the u.n. was allegedly not language sort of talked about beforehand so i think the key thing that trying to do in relation to the north korea situation is sort of bite his tongue and speak in the sort of boring or normal diplomatic speak about presenting a united front and about deterring north korea and not insult kim jong un directly or. give very very good and open ended threats and these trips are always about trade on. do you think that the importance here is of a focus on china a visa be it a trade deal. i don't think he's going to do
12:37 am
a trade deal of these of you china and in fact most of the sort of early indications coming out of the administration suggest that the economic nationalism protectionism that trump sort of comes to represent might win the day in china i'm not sure if he's going to announce any sort of trade punishments against china but there are certainly some in the works and certainly some being considered i would be very surprised if he would announce that in beijing for example but it wouldn't surprise me if sort of after coming back from this trip if he speaks to the chinese and they don't give him what he wants or they don't see some movement that he would like that he could have some retaliatory measures lined up for after he returns and what another goal which may or may not be on the agenda i'm thinking of you know reviving the six party talks which obviously went away some years ago. yes so recently there's been some news out of china that suggests to me that they
12:38 am
the chinese might be trying to pursue this. for one they have smoothed over relations with kit with jay in over the fat issues slightly in in recent days and there was also some reporting that she jinping and kim jong un had exchanged some sort of personal message. so this could be a potential avenue for china i know that they are you know they are interested in pursuing the six party talks because that had a higher profile role for them and if they sort of come up with that offer i think trump should would be wise to take it because right now his pressure or his strategy towards north korea has relied almost exclusively on a pressure campaign and there hasn't been a real avenue for the north koreans to take that would be acceptable to to them to sort of reduce pressure so they've just sort of ramped up the pressure in return and i think successful course of diplomacy depends on both pressure and a viable off ramp that could be could be had and i think if the chinese are trying
12:39 am
to do that i think they're interested in doing that then trump should hear them out and sort of listen to what they have to say i would go mice there joining me from washington d.c. eric thank you now for the first time since the start of the syrian war six years ago lebanon has appointed an ambassador to damascus the appointment by lebanese prime minister saad hariri has been sharply criticized by many in the cabinet which says it legitimizes the asaad regime into a tired reports now from beirut. this is lebanon's new embassador to syria the first since the start of the war arriving in damascus saad zakia comes from the ministry of foreign affairs and was appointed by prime minister saad hariri earlier this week but it's lebanese president michel own who is closely linked to the iranian backed hezbollah movement one of us its closest allies who is said to have pushed for the upgrade in diplomatic ties but on everyone is happy about the

decision we believe that as long as city is seat in the arab league is empty my decision of the out of state. embassy in damascus should be empty off and i'm back but i think that presenting it could then should to wash out unless it is giving credit to somebody who can tough a million syrian lebanese syrian diplomacy has long been complex both nations gained independence from france in the one nine hundred forty s. but it wasn't until two thousand and nine that full diplomatic ties were established and the seas were opened and a basters were exchanged that's in part because syria first didn't recognize its smaller neighbor and then in the big one nine hundred seventy s. at the start of what would become lebanon's fifteen year long civil war damascus sent in its army to occupied large sections of lebanese territory but after more than three decades of occupation syria's hold quickly unraveled in two thousand and

five and prime minister rafik hariri was killed in a car bombing and assassination some accuse the syrian government of orchestrating . if they want to improve relations they could not do it without the step so we have to wait and see is this ambassador going to be like the previous one you know like. just about. the formality or he's going to be an active ambassador is going to arrange meetings and so on my open is not going to arrange meetings and then not yet. the decision to upgrade diplomatic ties with syria also has syrian refugees concerned they fear it could be to an agreement which could see more than one million syrian refugees sheltering in lebanon sent back to a country still at war. since the start of a syrian war lebanon has maintained a policy of what it describes as non intervention but regional rivalries namely
12:42 am
between saudi arabia and iran have led to political polarization here which is why the decision to upgrade diplomatic ties with damascus has sparked concerns it could lead to a major political crisis in al-jazeera beirut now according to the u.n. more than a million range i have not said persecution in me in march many are living in camps in neighboring bangladesh but hundreds of managed to find a new home in the u.s. as refugees all with the support of family and friends one of the largest concentrations of a hidden gem is in chicago as john hendren explains. half a world away from me m.r. hundreds of brilliant you have found a distant refuge in america's midwest but for many like abdul-jabbar a manilla their thoughts are of home their relatives in pictures and videos of their villages on fire you make me very sad and i mean even though i'm here in
