you are making very pointed remarks when they're on line the main u.s. response to drug use and the drug trade over the last fifty years has been to criminalize or if you join us on say no evil person just makes up of it in the morning and say i want to cover the world in darkness and this is a dialogue and that could be what leading to some of the confusion online with about people saying they don't actually know what's going on join the colobus conversation at this time on al-jazeera. the u.k. and the e.u. should deal allowing bricks and talks to proceed to the next stage. ok breaking news for you this hour you're watching al-jazeera large my headquarters

here in doha with me piece of dog also ahead. of the. protests and clashes in palestine and the donald trump's decision declaring jerusalem as the capital of israel with demonstrations abroad as well. north korea tells russia it now wants direct talks with washington seeking guarantees on its security. thousands of firefighters battle wildfires spreading across southern california. our top story within the past few minutes we're being told a deal has been agree between the u.k. and the european union allowing bricks at negotiations to move on to the next stage pending a vote in the european parliament to go see a chanst that stalled over citizens' rights off the brics it's the u.k. so-called divorce payment and in particular the border between northern ireland and

the republic of ireland the e.u. had insisted discussions. until plans for the border were finalised. kevin riley is a political journalist who joins us on the line now from dublin gavin good to talk to you what is this all mean point one of the fate of the means is that the u.k. is promising all things to all people it looks as if they are promising that there will be no border along the irish sea between the out of britain and the on the violent but also no hard border between northern ireland and the republican old while they commit the u.k. will be leaving the european union's single market which is effectively that the joint trading bloc they are leaving the us but still propose and are committing not to have any borders so how that will be achieved is going to be mapped out in the future phases for the next phase of the talks is due to design but certainly it would seem that they have agreed in principle that they're not going to be any border and it's on that basis that the irish government has said it's happy to

proceed so no border between northern ireland and the rest of the u.k. unless stormont decides that there's no do you prematurity there and then on top of that there's the whole question whether the storm and assembly actually reconvenes to put this in play sure you know that bad that's a it's a very fair concern and obviously it would mean that because the d.p. don't have a majority in storm and it means that the republican party that the largest one in the north sea unfeigned storm it ever gets back up and running gin fame would effectively have a veto on any new arrangements because anything that would be agreed would have to have the agreement of both the d.p. and jim fein so i suppose that's more of an internal check to make sure that anything the northern ireland does do would not result in a border being built between the republican or the non and theresa may also saying this is about give and take so who gave and who took. it would seem to to some degree that the journey that the perception from the irish government is that they haven't given anything at all though there's far as it's been characterized by one

source i spoke to this morning they are seeing one today as clarification is that they don't think it's been any substantive weakness in that but it would also seem that that arlene foster the do you peter believe that there isn't necessarily any concessions in there either that they see what's been added as simply reinforcing their position you might really argue that in fact this is substantially the same deal that was accepted and then rejected four days ago that it would seem that all the time point is that there's been a couple of extra paragraphs of clarity to it which would then suggest both sides can be happy and that northern ireland will remain part of the of the u.k. and there's no dilution of that that it will still have full free trade access to the rest of the u.k. but still seemingly somehow have an open border how that is to be achieved i suppose is a question for phase two but at least everyone has agreed what the end goal is there is also another debate here isn't there which is the weakness of the british prime minister to resign may because if there's no hard border and you're nicholas

sturgeon in edinburgh you might say well hang on how come the gets in effect breaks that light and we don't because the people of scotland by and large voted to stay in the e.u. city come on the mayor of london you know london has the seventh strongest economy in europe and city khan is basically saying look by a majority so it's seventy percent london's didn't want bricks that so she's going to have to resell something that is so difficult to sell anyway. yeah absolutely and then it is absolutely crucial for cherries in may that she treats the four constituent parts of the u.k. as a single entity that there's no way that they can possibly have different rules for northern ireland or scotland or wales that don't apply to the whole lot and so it certainly seemed that the idea of the to biggest possible concessions northern ireland which would be remaining in the single market is completely off the table because that's what the d.p. wouldn't accept they simply couldn't accept northern ireland being more similar to the republican it would be to the rest of the u.k. so this has been a real issue that reason make it up to do not process you know what we talked
10:06 am
a lot about the break to tears in her cabinet and what they might be prepared to accept but there is absolutely no way it's all that she could possibly sell any deal that will be seen to weaken the internal integrity of the u.k. as a single being that it simply was an absolute red line that she could not cross so it seems that what they've agreed to do now is that they they've agreed that they will effectively maintain the status quo till such time as the two parties that that is the u.k. an ardent and a northern family agree some possible changes now how exactly do you stay in the status quo and still leave the single market i suppose a sum that will still have to be thrashed out and that's for the the ingenuity of negotiators in brussels but it certainly seems that to resume a is willing to take whatever is there that she's willing to commit that's only the northern arm the family can manage to border on i think on that basis every will be happy to move to stage two this is a quick fix for the irish t. shirt the irish prime minister because he basically said look we've got a line in the sand we're not going to cross it and he hasn't had to cross it. yes
10:07 am
it would certainly seem so and i think the two from dublin ever since the collapse of these talks among the afternoon has been very sturdy it's been that we're not sitting not going to revisit the concrete measures we might be prepared to tinker with the language but we were absolutely not prepared to unpick the substance of what had been agreed on monday so effectively doubling drew it's line in the sand immediately and the tide is not approach that line to wipe it away again and really again as it's been characterized by doubling that this very early stage what they perceive this latest deal to be is the same deal as monday but with a couple of extra clarification perhaps two to soothe any anxiety within the d.p.m. within northern ireland because there was a growing suspicion among some quarters in northern ireland that this was in fact a big master plan by dublin to achieve a united ireland by stealth to have northern ireland removed from the u.k. and to rejoin the republic as a single country the overall good the t. shirt at the prime minister had said quite specifically that was not harlan's goal and it seems that in the the clarification that have been inserted that the d.p.p.

have been convinced that in fact that is not the plans go so nobody's moved but everybody's moved and we don't quite know how as all of you gavin listen good to talk to you thanks so much you. palestinians are calling for a day of rage as angle mounts of the us president donald trump recognition of jerusalem as the capital of israel a move sharply criticized by world leaders. dozens of protesters were injured in a wave of protests on thursday israeli soldiers fired tear gas and rubber coated bullets in the occupied west bank shops and schools were closed as part of a general strike across the region. the hamas group that controls the gaza strip has called for a new intifada or uprising against israel harry forces joins us live now from occupied east jerusalem harry what's the atmosphere like there this morning. well this morning things
10:09 am
a calm it's still pretty early here just after nine o'clock in the morning we did see here in damascus gate just outside the old city in occupied east jerusalem a pretty long and sustained protest involving a few hundred people throughout the day there was some scuffles some arrests but not the violence that we saw either in the occupied west bank or in gaza however the police do tell us that they are reinforcing the security situation here today the israeli police they say that they are sitting in reinforcements some hundreds of extra officers as they wait to see what kind of protests will be taking place here in jerusalem today when activists we spoke to on thursday said that this today would be the big wave around friday prayers and on the subject of prayers police are also saying that there are no age restrictions being imposed at the moment on friday prayers at the al aqsa mosque that is something that they sometimes do impose at heightening moments of security they say they will continue to assess that but for now regular friday access remains the situation so is it also partly

hairy a situation of wait and watch i mean given that people are saying mike pence the vice president is not welcome the pope is saying look think about this take it carefully and everyone seems to have gone back to the kind of entrenched positions the entrenched corners that they had even going back to when say ariel sharon went to the al aqsa mosque and that led directly to the last. intifada. indeed it is a case of wait and watch you've heard the comments from ismail haniya calling for a new interface either i mean one of the activists we spoke to yesterday said that the nature of this declaration in itself was different from what happened in july when israel imposed metal detectors at the al aqsa mosque compound and that physical imposition of such a hugely important and contentious religious sites was what brought so many thousands of people onto the streets for so many days in
10:11 am
a row and that this more political slightly more removed declaration might not have that kind of intrinsic pull on people to bring them on to the streets in such a way but at the same time we did see those very widespread process on thursday throughout the uk by the west bank throughout gaza and there is a huge amount of anger frustration disappointment that this is happening that this city which is prized so highly by palestinian nationalists by muslims by promising christians to as the symbol of the of their country of that that they want to see established as the capital of that future country but that has been declared in such terms as the israeli capital by such an important power such an important player in all this is the united states is of course hugely upsetting and we're waiting to see exactly what the reaction on the streets will be today is this still a political debate harry or on the ground where you are is it now taking on
10:12 am
a hue of being a religious debate because people were basically saying look if donald trump does this it's not an intra palestinian debate it then becomes about religion it becomes about the jews the muslims and the christians because that speaks to the whole u.n. resolution was it one zero eight one one eight going back many many years when the u.n. security council basically said look jerusalem is not the capital city. of anyone and it's got to live like that in perpetuity. that's right that was the arrangement that the united nations wanted to see put in place in one hundred forty seven before the creation of israel and then after israel was established jerusalem immediately became as far as israel was concerned the capital of its country but the international community persevered with that that notion that jerusalem its final status had yet to be resolved that this conflict had to come to
10:13 am
an end before a final settlement could be reached on jerusalem it would be part of those final negotiations and this is what has created such concern that the united states for all of donald trump's attempts to try and soften the blow sweetness filled by talking about the final state is not having been resolved by talking about the importance of for example muslim worship at. christian worship is that as christians observed the stations of the cross and so on for all of that language the fact that he talked in such emotive ways about its israeli connection about its jewish connection has upset people and so yes when you do speak to people here a lot of people talk about it in religious terms one of the people we spoke to yesterday said look this is a city of jews and christians and muslims you can't give it to one group and so for all of the codicils that donald trump was trying to set out that is very much how many people here view it that is why it is one of the reasons why this is such a controversial such
10:14 am
a difficult impossible move for people here to accept theory briefly harry benjamin netanyahu we see is calling on other countries to follow suit presumably there's a very good reason the reason we're talking about today the trouble that we're seeing on the street that's why embassies have historically always stayed in tel aviv israel's commercial hub i mean if that were to happen all bets are off at that stage. you know i mean the there are some countries talking about it the philippines obviously very close. we lined personally between digits in trump and at the moment is talking about it the czech republic saying that it is going to enter into some kind of negotiations about the possibility with the talks and consultations about possibility of bringing its embassy here but spit yes there is a very good reason that of all the countries in the world none of them at the moment has its embassy in jerusalem and that is why the world's most important that the biggest most powerful country in the world making this decision is of

course in is causing the reaction that we're seeing not just here but around the world even among america's close allies in the region publicly at least a very condemnatory the saudi calling it a biased against the part palestinians calling it a regression in the peace process calling on the night states to retract it jordan calling it false and illegal so even america's closest allies here are speaking with one voice that this is a retrograde step carrie thanks very much. all donald trump's decision has prompted protests across the arab and muslim world hundreds of protesters marched towards the u.s. embassy in the mill easing capital kuala lumpur the prime minister najib razak says he's opposed to trump's decision he's called on all malaysian muslims to demonstrate against the move our correspondent lawrence louis joins us from outside the u.s. embassy in kuala lumpur florence are they expecting trouble there today. with

a largely peaceful protest the protest is now over just a couple of minutes ago hundreds of people possibly a thousand thousand strong gathered outside the u.s. embassy just behind me here friday fred they stayed for about an hour and some of them tried to break through a police cordon to reach the entrance hall the u.s. embassy but they were prevented from doing so some of the leaders from this protest march were trying to hand over a memorandum to the u.n. and i think this is a protest organized by a movement political party but it also had the support of the ruling party in malaysia and now the prime minister has said he rejects the decision helping us recognize jerusalem as the capital of israel this was a largely peaceful protest but the mood was one have to buy it and people carried the black that that crushed zionism that said anti zionism is not the same at and t. semitism people would trade in the colors of the palestinian flag saying return jerusalem

to the palestinians. now it's over now and the protests but malaysia has said malaysian the to have malaysia will never recognize its u.s. decision and that muslims around the world should stand up to this decision and some hamas representatives why in the country i've also said they're hoping that malaysia will lead a political effort to stand up against the u.s. decision as far as the u.s. decision is concerned florence donald trump on twitter a c in the past twelve saying look i'm actually delivering on a policy that three of my predecessors failed to deliver on so therefore has that stone refreshed stance on the part of donald trump is that getting any positive direction in your region at all. well perhaps probably confirmed reports at the moment that. president hu tatay thinking of calling president attacked a people the president

a thinking of all the way to the u.s. mission but those are still ongoing from the point that in malaysia this petition has been very controversial position has been wholeheartedly rejected by the malaysian government and the malaysian government you have to understand has always been has always come out very strongly and. palestinians has a very sizable palestinian diaspora community here in malaysia and this decision by dawn of time has the north gone down with government leaders and muslims in particular in this country. very much busy news day still ahead here on this channel divisions in argentina the former president pursued is accused of trees. on the veil of secrecy has been released he paid a record four hundred fifty million dollars for the g painting.

hell i was the storm blows out of the highlands of scotland and into scandinavia and it's yes that's not much of white cloud there so the is about to change completely it'll happen overnight it will be felt the moment you get up so friday's forecast first of all starts off as rain coming through france and the british isles followed by snow and that kodak is clearly is a difference makes quite a lot of penetration six degrees as max in london and back the same in zurich snow on the ground and on the alps but it's the breeze that will make you feel really cold and then it's comparable temperature wise with the rest of europe as it's been sitting in the last few days but with a significant wind snow fall in norway in probably sweden but really it's going to go as fast size as the balkans and a line still takes you through the baltic states single thing is the most still twelve in euro and cent in athens about twelve in madrid but look at xerox max that

i will say though as a general matter the issue of direct talks with north korea is not on the table in till they're willing to denuclearize it is something that russia has said it agrees with it is something that china has that it is agrees with and many other nations around the world as well the d.p. r. k. is not showing any interest in sitting down and having any kind of serious conversations when they continue to fire off ballistic missiles here in. jordan not from washington. even though north korea has been actively building its nuclear weapons program it seems to have picked up speed with the advent of the presidency of donald trump certainly the latest test launch of what north korea says and which the pentagon agrees was an intercontinental ballistic missile has raised real concern here in washington about whether enough is being done particularly in the sanctions realm to bring north korea to heel to get it to give up its nuclear

weapons ambition now comes this apparent offer from pyongyang to have direct face to face talks with washington about its nuclear weapons program the russian foreign minister sergey lavrov apparently transmitted this request to the secretary of state rex tillerson during a meeting in vienna on thursday even though the spokesperson here at the state department how they're now it says that she doesn't have much in the way of daft particular discussion she did reject the idea that there would be any face to face talks between u.s. and north korean officials at least not until north korea repudiates its efforts to build its nuclear weapons program and demonstrates that it is serious about doing so however now we're told reporters on thursday that in light of the repeat it tests of nuclear warheads as well as the repeated tests of needing them range and intercontinental ballistic missiles washington doesn't believe that north korea is
