debate sweeping pension changes. let's get going the u.s. president donald trump has outlined what he's calling a new and very different national security strategy trump warned of a great power competition with russia and china he promised to assert u.s. dominance overseas by boosting the economy and spending hundreds of billions of dollars modernizing the military white house correspondent kimberly hellcat reports now from washington populism has been a hallmark of his presidency and donald trump again struck that note as he announced his strategy for u.s. national security is an approach he says began when voters rejected the security policies of his predecessors on january twentieth two thousand and seventeen

i stood on the steps of the capitol. to herald the day the people became the rulers of their nation again in a rambling and often disjointed address skim through the substance of his plan including highlighting a desire to pursue an almost cold war like mindset identifying china and russia as key u.s. adversaries despite working with russia recently to avert an attack in st petersburg area sieved a call from president putin of russia thanking our country for the intelligence that r.c.a. was able to provide them there was no specific mention of the kremlin's meddling in the twenty sixteen u.s. election just allusions to china and russia's use of technology to shape a world counter to u.s. values. and only a vague mention of how trump intends to combat the ongoing nuclear threat to the

united states by north korea america and its allies will take all necessary steps to achieve a denuclearization and ensure that this regime cannot threaten the world overall trumps message was thin on details he's laying out this case of you know the world is really bad it was really bad before i got here and now i'm going to fix it so it's not really about the strategy itself so much as you know the persona of president trump determined to fix these problems. and there was only one reference to the middle east in his remarks although his strategy specifically calls on countries to combat extremist groups like eisel locally it was a speech further highlighting one of the biggest challenges for the trumpet ministrations since taking office cohesion and foreign policy success it is a challenge that appears likely to continue given the divergent positions of trans national security plan kimberly hellcat al-jazeera washington. donald trump also

had strong words for north korea promising the u.s. and its allies would take all necessary steps towards achieving the nuclearization on the korean peninsula kathy novak is live for us now from pyong chang in south korea that's where the winter games will take place in february and as such the area is the focus of many security concerns kathy have you had a chance there to gauge reaction in your region to what mr trump's been talking about. well there's been no direct reaction from the south korean government yet trumps for remarks in general as kimberly reference there they were quite vague when it comes to north korea in the written statement about the national security strategy the u.s. administration warned that north korea is developing nuclear weapons that could threaten hundreds of millions of americans also warned that is it is pursuing chemical and biological weapons that can be delivered by a missile that had harsh words when it comes to threat claims that the north korean

government is starving its people while spending hundreds of millions of dollars on weapons and a separately to that in an op ed in the wall street journal the national security advisor thomas boss or acknowledged that north korea was behind the want to cry cyber attack earlier this year you may recall this was a virus that used ransomware to ask for payment from victims to access their own computers so here you have the united states warning of the nuclear chemical biological and a cyber warfare that north korea is developing but when it comes to what donald trump actually said it was sort of thin in terms of any new policy of how the u.s. intends to deal with it and that comes just a week after his secretary of state rex tillerson caused some confusion when it comes to the u.s. as willingness to negotiate with north korea rex tillerson said that the united states was open to talks without preconditions but later seemed to walk back from

those remarks in the white house in the state department have said that the u.s. policy on north korea hasn't changed big security operation of course will surround the winter games come february winter olympics rather security always a consideration on the peninsula what's the mood there like. well we're just over fifty days out from the winter olympics and there are security concerns when it comes to the potential for north korea to stage any kind of provocation that could disrupt the games but as far as the south korean government is concerned it also sees the games as a potential opportunity to have a peaceful display if north korea were willing to participate the invitation has been extended some of its athletes have actually qualified but north korea has not yet said whether it will participate in the winter olympics and right now here in pyongyang south korean and u.s. marines have been staging joint exercises to prepare themselves for winter conditions and any time that the u.s.

and south korea get together for these sort of war games north korea gets particularly angry these are smaller scale drills than that we see twice a year in the annual drills and there have been some reports of speculation that south korea and the united states could be considering delaying the beginning of the annual drills due to take place towards the end of february because of the games but neither military has confirmed that yet here kathy thank you. so what's so significant about this address from the u.s. president on one nine hundred eighty six law requires u.s. presidents to detail their national security strategies for congress the reports come out every four or five years and tend to be very general but they can also offer important insights into an administration's thinking george w. bush's two thousand and two n.s.a. outline the then new u.s. doctrine of preemptive war the next year u.s. forces invaded iraq but bush also identified aids and other public health crises in

poor countries as threats to u.s. security something that was quite radical at the time in twenty ten the obama administration's first n.s.a.'s identified climate change and nuclear proliferation as priorities and removed like islamic radicalism a move criticized by republicans the new trump document reverses the climate change focus saying the u.s. will take the lead in opposing what it calls a quote anti growth energy agenda for more on this joining us here on the news hour and connelly in sydney he's a research fellow at the lowy institute for international policy first let's get the thoughts from a u.s. based colleague on the news our jim walsh is in boston he's a senior research associate at mit's security studies program welcome to you both gentlemen jim first donald trump is talking about a drift away from american values going back one or two or three presidencies is he factually correct. well no you know you mentioned both the bush and the

obama national security strategies i actually took time out today and went back and read both of them hadn't read them in a while read them and really i would say values play a much larger role in both those earlier national security strategies strikingly in george w. bush's strategy remember this is after nine eleven you expect it looking back to lead with terrorism as the big thing but it actually begins by talking about human dignity and so in some ways it sounded themes they got overwhelmed by events in the bush administration but nevertheless had a values focus as did obviously president obama this one and i think you had now both kimberly and kathy both used the word fit in normally national security strategies aren't very substantive but this really did seem to not have much there or they're mostly veg mostly aspirational so i think there's

a real question about you know i'm supposed to say as a national security guy these documents are important but i must be honest and say i wonder how important this will be particularly with this president who seems much more at in his words to work on intuition and his gut and to be a counter-puncher i wonder whether this piece of paper will really be defining and calmly it looks to me as if some of this is going to be about nations being in constant competition if that is the case and you're walking away from nafta you're walking away from t.t. ip how does that work in real terms. i think what we've seen in this strategy is really you know the continued gap between the national security and the foreign policy community in the united states in a bureaucracy and president trump himself in the speech he gave this afternoon very little resemblance to the document it was intended to announce and so the speech

was very american first it may have been the most america first speech that he's given since his inaugural address which of course went over very badly around the world but the document itself frankly this is a document that could be found in any republican administration and in two thousand and seventeen had it been a president rubio or a president romney so it's not that extraordinary a document but the speech that he gave was a real departure so i think that we have to continue to watch is how much does how much do president trump's words reflect what you will actually do as president and how much is it the bureaucracy around him shaping his choices in the way that this document represents. another point you jim if i may how do they maintain this revisionist idea or revisionist powers because on the one hand he's saying he's got a very warm relationship with vladimir putin and yet on the other hand signalling very clearly and very concisely that they view particularly russia and china as not

potential enemies but less than being total best friends. yeah i'm willing to go further to say that they're pretty bald about calling them competitors in a way that really the obama and bush national security strategies were a little more diplomatic about i think they were there you know fingering russia and china as threats. and of course to go to erin's point there seems to be sort of a disconnect here because between the language and the behavior you know we have this national security strategy but we also have a year we have like twelve months of actual data here as the president has carried out a foreign policy and on china it seems to me anyway that the president and president xi have a very close relationship. and with putin you know that's just completely fraught because of the russian investigation so i think the president is being torn or

pulled in different directions sometimes you want to say tough things so he doesn't seem like he's beholden but every once in while he sort of speaks his inner trump and says you know we should work together and is very positive about putin even when he criticizes allies so again as aaron said i think there's some discord disconnect between trump the candidate the person which is what's going to define your you know that's what's really going to be what's important strategy is always hard every president would love to have strategies but the real world sort of rips those up and in this case this president is not a strategic thinker he's not and probably he's going to react to things as they happen you know in the moment whether it's china or russia or whatever i think that's what the future is more likely to be like when the politicians in canberra the australian capital sign off on trade deals is there another potential disconnect here and it's this that the coming tax changes in the states are going to take one trillion dollars away from the treasury if you put that together with

a u.s. president who is in effect i guess politicizing trade the cost of that means it's going to be more expensive to do trade to do business with the coast of all that going to be pasta on to countries like australia. well it seems clear at this point in the national security strategy really reiterates that the drug administration is looking for bilateral deals and at least in long the singapore young prime minister when he was in washington october said the logic behind this seems to be that the americans think they can get a better deal if they're in a one on one situation because the american economy is so large and long response to that was if that's the case not a lot of countries are going to want to do business with you to do these bilateral deals so the u.s. is continuing to say that it's open to buy a lot of oil deals but there's not really a negotiating partner in sight obviously they're there renegotiating nafta president trump is said he wants to renegotiate the korea u.s.

free trade agreement but we've yet to see him actually pull the trigger on that so it's not clear exactly where this trade policy is headed because the u.s. doesn't actually have negotiating partners for this tragedy that they that they've outlined jim last point to you last but one point to you rather what's the difference as far as donald trump is concerned between america coming back strong or america coming back. well that's the fundamental question peter right there in my view is if you insult your allies and praise your enemies you're probably going to end up alone and we've seen a lot of that this year you know particularly pushing against the europeans and i would say really undermining our relationship the u.s. relationship with south korea so i think there is very much a danger your on the other hand there in the various capitals around the world they may be calculating yes we have four years of this but maybe things will go back to

normal after that so there may be some hedging here a lot hasn't happened in the first twelve months as is there and says we don't have a bunch of new trade agreements yet so this could get drawn out and dragged down and people may begin to hedge which you know is unfortunate is you know as an american i like to see us work with our allies in the lead rather than our allies heads but i think that's the reality we're dealing with right now canberra clearly needs a coherent approach from the the people that run trade in washington is canberra getting that coherent approach. not yet you know the australian has a free trade agreement with the united states so in terms of their bilateral trade arrangements with the united states they're set they're not looking for anything new but they were hoping the united states under obama would join a multilateral trade initiative like the transpacific partnership and they've tried to hold that partnership t.t.p. together without the united states and in

a way that will welcome the united states should if you turn ministration as jim says the side to get back in the game of multilateral trade agreements so they're continuing to press the administration on this issue but we've not actually seen any progress so far gentlemen we have to move on many thanks don't call me that in sydney and also jim walsh in boston great to get your joint insights on that developing story many thanks. the palestinian leadership is condemning the u.s. veto of a u.n. draft resolution on jerusalem it would have required president trump to rescind his recognition of jerusalem as israel's capital the u.s. was on its own at the security council with the other fourteen members all voting in favor of the resolution mike hanna reports now from the united nations those against. the u.s. exercises its veto when the resolution fails and then at some bastard a sharpie attacks the fourteen other members of your security council that voted in favor what we witnessed here today in the security council is an insult it won't be

forgotten it's one more example of the united nations doing more harm than good in addressing the israeli palestinian conflict the palestinian representative is adamant that the veto is a final confirmation that the u.s. cannot be regarded as an honest broker in the region. and this resolution affects the status of the united states as a peace broker and it actually stresses its bias and it undermines its role in any future peace process earlier ambassador after ambassador outlined why they would support the resolution the united kingdom will vote in favor of the egyptian text on the islam because it is in line with our longstanding position on jerusalem it is in line with previous security council resolutions israel the only other nation that backed the u.s. position they can vote on this issue again and again and again

even a hundred more times but it will never change the fact that he was a limb eve has been in or we will be the capital of israel but the matter is not going to end here even before the vote was taken palestinian leadership insisted that would take the matter to the u.n. general assembly where there is no veto such a resolution would be non-binding but it would highlight the massive division between the u.s. and the vast majority of other nations on the issue of jerusalem and the possibility too that the palestinians may now push for the international recognition of east jerusalem. as the capital of palestine. mike hanna al-jazeera united nations. the white house has announced that the vice president mike pence is perspire and a trip to the middle east it says pence needs to stay in washington for this week's

draft resolution on jerusalem it would have required mr trump to rescind his recognition of jerusalem for the capital all. all of the other fourteen members of the u.n. security council voted in favor of the resolution. south africa's governing a.n.c. has now chosen cyril ramaphosa to take over the party leadership from president jacob zuma he narrowly beat seumas former wife in the vote at a conference in johannesburg. let's get more now on one of our top stories monday's jerusalem resolution at the u.n. security council and the u.s. move to veto it to send it is a senior resident scholar at the arab gulf states institute he joins us now from washington on skype so they used the power of veto hardly a big surprise you know not at all i mean the whole purpose of the resolution was without naming the united states or trump to repudiate the u.s. is move on jerusalem the reason is twofold number one retroactively.

it really does fly in the face of a mountain of previous security council resolutions particularly since israel's purported annexation of occupied east jerusalem in nine hundred eighty all of which were supported by the united states and then looking forward an effort to preserve jerusalem as a final status issue and in president trump statement he did include a line saying he wasn't doing anything to prejudice. the you know to determine the the boundaries or the nature of israel sovereignty but he was very vague. just listing usually if not a second hussein ibish if i may interrupt you because you've raised a serious point that you're not actually saying here and now that what trump has done is a clever move because he wants to maintain oh the debate over final status well no i'm not what i'm saying is the contrary that what he's done is to give nothing

really to those of us who would like to. put a positive spin on this and say wow he's really talking about westerly flow east jerusalem remains a final status issue having going to prejudice that i'd love to be able to say that i really would because it would be a constructive thing to say but i really can't because he hasn't given me anything to work with and i'm not in the outreach business but he's. he's forcing the next point is there a sense in which nikki haley has banged this exactly on a bull's eye when she says it's his outrageous to accuse the united states of pushing back peace efforts is there a chance here that she's right because there are no peace efforts that exist in effect at the moment there is no peace process so from a standing start at zero you can destroy nothing. yes except that that would be fine for almost any other country in the world to see the problem is the united states is the broker of the peace process into when russia recognized west

jerusalem as israel's capital in april it didn't sound that ridiculous because moscow is not the broker moscow is not the guarantor you know the status of jerusalem as a final status issue one of five agreed upon final status issues is not just a convention or and something that people agree on it is a guaranteed palestinians made by israel and the united states in one thousand nine hundred ninety three in the oslo docking with and has been unilaterally rejiggered by the united states on what exactly the american policy is remains mysterious we don't know they haven't changed the way in which jerusalem is referred to it's not jerusalem comma israel in american documents it's still just didn't the embassy hasn't even moved the consulates neither the consulate in west or east jerusalem been renamed an embassy and american officials weren't able to explain where what

country trump was in when he visited the western wall so you know the actual nature of u.s. policy on jerusalem is very amorphous very ambiguous but what we can say is the united states does seem to have prejudiced at a minimum prejudice jerusalem as a final status issue and at worst it may have removed it from the equation which it all of which is a. please violation of treaty obligations and i understand the rules dating back to one thousand nine hundred ninety three the longest i think when amongst that ambiguity that you're talking about is the two potential areas of long term damage here arguably now the u.n. security council is rudderless when it comes to the middle east peace process and the middle east peace process is rudderless for example or might not pen us the vice president is now not going to the middle east in one does want to say oh come on that's because you can't have the vice president of the united states getting

off air force two and not having conversations with people. right i mean that yes yes to all of that with the exception of the let me just say the reason that mike pence thing is a dead giveaway why mike pence well because this is not a foreign policy move for president trump this was a domestic policy move aimed at the evangelical base that he relies on not jewish americans or anybody else the evangelical christians of whom pence is one basic is a catholic but he's part of the evangelical community and he's basically the broker of this so sending him to israel to kind of solidify all of this. in terms of domestic politics and salvage whatever can be salvaged in terms of u.s. israeli relations with with was a logical thing that it's a dead giveaway now as for the peace process i certainly would agree that it's dead in the water but that doesn't mean it can't be further damage it can be because in

the end while well it's too difficult to make it succeed it's too big to succeed in a way in the long run it's too big to fail and what else are you going to do what is israel going to do with these millions of palestinians in the west bank what it what's the arab world going to do with the arab israeli conflict what one of the israelis going to do in the long run views of me the region how's the united states going to manage as the rest of the world in the end this two state solution in some form or another and the peace process in some form or another will come back because there is no other game in town unless we all want to reconcile ourselves to an endless conflict that's incredibly damaging for all parties including the arabs the israelis the palestinians the americans with absolutely everyone maybe iran benefit if you are saying is true and accurate isn't that an appalling new status quo because you seem to basically be saying there is no plan b.

but in effect with what they've done out of washington all slow. is dead and buried how far are you going to go back to dread one thousand one thousand one thousand nine hundred ninety two james baker he tried to get something going but we've been knocked back even further now surely well yeah no i don't think we've been knocked further back than one thousand nine hundred one because the palestinian authority exists and that's something that the p.l.o. has managed to enhance the palestinian diplomatic position in the world even in washington but certainly at the u.n. that's something so i wouldn't say we. have deteriorated particular since ninety one but you are right when you said there is no a process now the united states has a very big responsibility in getting there and in getting us out of this i would say because there is no other power that can do is it's not like france and russia and china are either ready willing or able to take the american role so in a sense yes it's a bit of
