house of representatives to vote again on a contentious one point five trillion dollar tax reform bill will do so on weapons day earlier the bill easily passed the republican controlled house bringing president donald trump one step closer to his first major legislative victory. but soon afterward senate officials declared that three items in the massive bill violate senate rules the senate is going ahead with the debate that's taking place right now is expected to vote on the bill very soon. this is one of the most important pieces of legislation that congress has passed in decades to help the american worker to help grow the american economy. this is profound change and this is change that is going to put our country on the right path well the bill represents the most comprehensive revamp of the american tax code in thirty years it permanently cuts the corporate tax rate all the way from thirty five to twenty

one percent most individuals and families will also see reductions in the tax they pay but unlike the corporate tax rate these cuts will only be temporary the child tax credit will be increased to an average of about three hundred dollars per child for families earning between twenty five to forty thousand a year but it does virtually nothing for those earning less and the bill also includes loopholes for getting around estate taxes death taxes in other words gabriel elizondo has more joining us live now from new york so apart from this procedural speed bump this is a done deal gave. it's looking like it yeah i mean nothing in washington is a done deal and till it's a done deal as they say but this is about as close to a done deal as you can get of course as you mentioned there's this procedural error that was very embarrassing for the republicans quite frankly and they're going to have to reboot on this on wednesday but there's no indication that they'll be any

change in the voting whatsoever we expect that it will be voted in favor like it was earlier on tuesday evening it's now being voted as you mentioned in the senate and we expect that it will probably pass the senate as well a very narrow margin but by all indications it will pass on purely partisan lines republicans voting for this tax overhaul democrats voting against it why is this a big win for president donald trump primarily because up until now he had zero legislative victories and his party controls of course the white house and both chambers of congress so if he would not have got this passed he would have been able he would have had to say i had no legislative victories in my first year as president even though my party controls all of washington that would have been a disaster for trump who already has the lowest approval ratings of any modern president modern times so this is a big win for him it's

a big win for the republicans as you mentioned it's a tax overhaul the biggest in decades and the republicans and trump say that this is going to be a massive tax cut for corporations in the u.s. and also that about eighty percent of american households will receive a tax cut that's how the republicans are spinning it and they're saying that this will propel the u.s. economy forward for the next years if not decades at least that's what they're saying explain one thing to escape i mean despite what the trumpet ministration tried to do with health care and health care insurance this particular piece of legislation has gone through wholly and singularly ole most directly along party lines how does that work. yeah and that's part of the reason why and most of the polls indicate that this is not a very popular tax overhaul and you think americans are getting a tax cut that's what the republicans are saying right but the polls are indicating

that americans don't like this bill so something's amiss there and what's amiss there is this is very partisan primarily because this was a bill that was written in secret behind closed doors by a small group of republican lawmakers and leadership and they didn't release it to the public into last friday the bill is over five hundred pages long there are still tax officials trying to sort through this whole thing but the republicans were pushing this forward so fast why because what i said earlier they needed a victory the congress needed to provide some victory to trump trump was pressuring the republican lawmakers to get a victory because we all know trump. positions himself as a man of either victories or losses and he likes to talk about victories and winning he needed to have something to win on so that's why they push this through so fast and that's why quite frankly you saw this procedural error that happened in the going after a vote on it it goes to that so why are so many americans the latest poll showing

fifty five percent are against this tax overhaul whole why many reasons but it boils down to two things really number one is that it looks like the vast majority of these tax cuts are going to go to wealthy corporations and the top one percent of wage earners number that's number one and number two the working class of the us the working poor are going to receive very small tax cuts yes they'll receive tax cuts very small ones that will not be permanent they will go away after a few years people have seen this and that's why not only democrats but overall the latest polls are showing that the vast majority americans just don't see this as being something that is going to benefit them in the long term will it benefit wall street will benefit corporations will benefit the one percent. absolutely would benefit everyone else there's serious doubt about that and the last thing i'll say is n.b.c. news in the us came up with a new poll just the last few hours that said only twenty four percent of americans say this tax overhaul is

this in two ways they actually do want to support their donors they do resort their contributors they want to keep their wealthy supporters happy but they're not doing it just to pander to them like they seriously legitimately believe that these tax cuts the tax cuts that they were the wealthy are good for the country they believe that by returning more money to those who already have more than they can spend will lead to greater investment later to greater economic growth lead to greater prosperity so they can support their donors at the same time they're doing what they actually believe is good for the country that's why they're ok republicans tax cuts that's their political calling caudel was has been always will be and as you and i are talking we're watching live pictures from capitol hill but this this was rushed this was fudged because we've had several weeks now of individual sentences in effect with being told it's being reported doing deals so they can go back to literally go back to their constituencies and say look i've got

a good deal for you the people that voted me into office and combine that with the way that you know what is it the expression i think is prior preparation of voids procedural errors or something like that so they've they've done something as well as an administrative level which they should never have done which is present one document from one house to another which those two documents should have been perceived as being the same and they just weren't. making legislation is never pretty there's always last minute pushes for completion there are always last minute glitches there will be huge in or of them though if the procedure is more normal if the procedure takes someone longer there are for example public hearings if there is chance for more public debate there are problems who are clearly interested in pushing this through this quickly as possible so that they can say they got something big done in the first year of trump presidency so they were going to blow by any kind of speed barriers in order to get this done norma no

matter how many procedural or even or poorly highly technical errors wilma's been the still as the bills implemented next year assuming it becomes law we will discover other things that had not been looking siddur and implications that not had not been fully worked out and they'll be a lot of things that this bill will do that had not been anticipated because of the rush to get it done by persons ok here's the pushback talking there about it being implemented next year old so next year the first eighteen months of trying not the first year of mr trump we've got midterm elections so that surely gives the democrats a few months to stop pummeling the republicans on the reality of the implementation of this. well let me see how this goes i mean the republicans i have some reason to believe that the initial impacts of the tax bill will leave most americans better off the economy may grow more quickly for a couple quarters people may see some tax. reductions next year when they file

their taxes so there may be this sort of warm glow the after glow of something and i have to build an act so the kind of debate may be doing well and the republicans can say see we cut taxes they are lower the economy is growing better faster we're right i think the democrats will push back really hard to say that well it's not growing really much faster that the tax breaks really didn't come to you they went to the wealthy and so forth we'll see how that plays out politically next year now can i just interrupt for a second there mark if i may when you talk about the offer glow you would never say walk into a real estate agent and buy a house on what it could be in the future once you knock it down footprint and build a palace in its place you know you would never vote for or buy old go for something that you don't know what it is yet but that's precisely what they've done because surely you american voters you guys won't know what it is until twenty twenty five when the corporate tax part of this is the only thing that's left on the statute
