al-jazeera dot com thank you for joining us is one major story we're focused on right now a vote by the united nations general assembly on whether to oppose the united states' recognition of jerusalem as israel's capital the resolution has moved to the general assembly after the u.s. vetoed it during a meeting of the security council on monday and present donald trump has been piling on the pressure ahead of the general assembly meeting threatening to cut aid to countries that vote against the us israeli prime minister benjamin netanyahu has also offered his thoughts this crime in the u.n. as a house of lies these are live pictures of the united nations general assembly right now at fifteen hundred g.m.t. as delegates get ready to debate and vote on this resolution an emergency session of the general assembly requested by turkey and yemen on behalf of the arab group of countries and the organization of islamic cooperation to vote on this draft resolution rejecting the u.s.
6:03 pm
recognition of jerusalem as israel's capital now as we wait to listen to the speeches from the u.n. let's just take a moment to remind ourselves of how we got here on december sixth president donald trump declared that he will recognize jerusalem as israel's capital and eventually move the american embassy there from tel aviv protests quickly began across palestine and in muslim majority countries leaders in almost all global capitals expressed fury and concern last wednesday leaders a fifty seven hour ben muslim nations met in turkey to reject trump's announcement and to declare east jerusalem as palestine's capital then on monday america's diplomatic isolation was on full display as it vetoed a u.n. security council resolution supported by all the members that would have required trying to withdraw his jerusalem declaration while the u.s. ambassador to the united nations nikki haley blasted fellow security council members describing the resolution as an insult that won't be forgotten and here's
6:04 pm
what president trump added ahead of the u.n. general assembly vote today. for all of these nations that take our money and then they vote against us at the security council or they vote against us potentially at the assembly they take hundreds of millions of dollars and even billions of dollars in the world against us while we're watching those votes let them vote against us will save a lot while let us now go to august there is mike hanna who is covering this story for us today from the united nations in new york mike as we watch these live pictures of the general assembly right now in the delegates getting ready to debate and discuss this resolution there talk us through what is going to be happening in this session when are we expecting the vote to happen. well this is all dependent on what the president of the general assembly announces at the start of the session we understand do you know that twenty seven nations
6:05 pm
have submitted requests to speak among them are some foreign ministers foreign ministers will speak first at the top of the list there have been moves to try and get to the vote as quickly as possible but once again this is something that will be decided by the general assembly's president what we do have though is a copy of the resolution which will be submitted to the general assembly very similar in tone to the one that was voted on in the security council earlier this week fourteen members vote in favor of the us the only one voting against vetoing that particular resolution but once again this resolution does not mention the united states my name the relevant paragraph affirms that any decisions and actions which purport of all to the character status of the holy city of jerusalem have no deagle effect are now and void and it calls on ben the nations not the to move their diplomatic missions to jerusalem said the u.s.
6:06 pm
not singled out here but what it is as well and this is important is a reaffirmation of the united nations' position on the status of jerusalem outlined through decades of resolution in both the security council and the general assembly mike this vote at the general assembly today is non binding but if the text passes as expected it will carry a great deal of political weight who want it. yes it will indeed first of all it's pointed out it needs a two thirds majority in the general assembly to pass no veto of course available to any of the member nations but if it is passed or certainly it would be a massive blow to president trump what is regarded by many members his hectoring tone and particularly his insistence on changing unilaterally the status of jerusalem as many members understand it but what it would also do is send
6:07 pm
a very clear signal of the degree of isolation of the us visa via the rest of the world what's important though is to remember one figure in the last general assembly vote on the issue of israel in jerusalem back in november one hundred fifty one nations voted in favor of that resolution declaring israeli actions in jerusalem null and void because it was an occupying power only six nations voted against there were nine abstentions now if we see that kind of pattern then it's a massive blow to president trump and it's also a massive signal from the international community as to the vision of his status and his policies but the u.s. and israel have been fighting very strongly at least get more abstentions so it's very very critical in terms of the political effect exactly how sweeping the vote is i'm curious my what is the mood like at the united nations ahead of this special
6:08 pm
session of the general assembly and also a sense that letter that the u.s. ambassador to the united nations sent to member state basically threatening them against voting in favor of this resolution and the threats also we heard from president trump what are people saying there about all of this. well nobody is saying anything publicly privately many are outraged at what they see as an unprecedented it's a append extraordinary step of attempting to suborn effectively or blackmail general assembly members into voting along a particular line from officials the secretary general's declined to comment the president of the general assembly has declined to comment as to the behavior of the united states in this particular matter but certainly we did hear from one ambassador preferred to prepare to speak publicly from sweden and he said look we voted in the security council on principle we weren't being persuaded in any way or
6:09 pm
by any outside force there's no reason we would not continue to vote on principle this is reaffirmed as well by the fact that and once again this point this resolution here is basically a restatement of u.n. policy in a thick to vote against it is to vote against a series of resolutions over a long period of time concerning the status of jerusalem now that could be a matter of principle that see if some nations are persuaded or threatened into at least abstaining from the vote if not voting against the resolution mike hanna at the united nations thank you very much for the moment mike we will of course be checking in with you later this hour as the proteins that begin at the general assembly we are waiting for those pretty proceedings to get underway for the delegates to to be seated and to start debating this resolution which they are expected to vote also late on later on today in the meantime let's hear more about
6:10 pm
what these really prime minister had to say about this a united nations general assembly vote and he starts on this resolution take a listen. to the attitude towards israel of many countries on all continents is changing outside the walls of the united nations and that change will ultimately permian. into the u.s. in the house of lies the state of israel totally rejects this vote even before the resolutions approval jerusalem is our capital and we will continue to build there and for embassies led by the united states will move to jerusalem write down what i said because it will happen. now to harry fawcett who is now bureau in west jerusalem harry these really prime minister making his feelings known even before the session of the general assembly it's pretty clear those approved preemptive rejection from benjamin netanyahu of this vote no matter what
6:11 pm
happens no matter how many countries vote against the united states and by extrapolation israel the i think the certainty is that the vote will go against the united nations the united states declaration and therefore against israel but benjamin and essentially trying to say that it doesn't matter this is the capital jerusalem is the capital of the jewish people and of the state of israel and the united states after seventy years has officially recognized that and the other countries will in due course follow suit so who cares really what happens in the united nations that is obviously the strategy because they're pretty certain the vote is only going to go one way given what happened in the united nations security council just a few days ago they say who cares what happens harry but nonetheless they've been lobbying efforts by these really to try and convince these countries not to vote in favor of this resolution. we have that is the interesting thing that is the slight
6:12 pm
dichotomy in the israeli position that on the one hand the pushing this whole process on the other hand the deputy foreign minister of israel has said that there has been a huge amount of effort to try to head off this resolution to lobby various countries it is understood that israel has been doing a lot of lobbying to try to get countries either to abstain or even better from israel's perspective to vote against this resolution and certainly it has been the strategy of prime minister netanyahu over some years now to try to improve bilateral ties with countries all over the world in africa in south america ties with china and with india and he's been quite open that part of this is to try and change the balance in the united nations which he continually insults as. the latest coinage a house of lies and other things so that does suggest that israel at least does
6:13 pm
care what happens there on some level and sees that obviously given the totally isolated nature of the trump declaration that this is going to bring more international censure on israel in a very high profile institution a question here from one of our viewers harry are on facebook who asks whether they are dissenting voices within israel about the u.s. decision to recognize or will slam as the capital of israel asking basically what about israeli public opinion where does it stand today on this issue. well i think it stands very much squarely behind the at least at the very least the concept of jerusalem being the capital of israel that is what israelis the jewish israelis of almost every political stripe believe there is some variation in how people assess in terms of real politic this declaration and the effects of
6:14 pm
it so there's all these really left slightly less convinced that it's a good move that it will in any way help the peace process or help settle the conflict. and so there is a there is a boost in the approval ratings of president trump up to more than three quarters of the israeli population israeli jewish population and so that does show that there is a pretty broad support for this measure there are those who question its efficacy and its long term consequences and of course among israeli arabs israeli palestinians rather there is a almost equal number of or equal proportion that feel this is a damaging move so there is this of a split in terms of palestinians and jewish citizens of israel as to how they feel about this harry fawcett in occupied western us and thank you very much for speaking to us harry as we continue to wait for the proceedings to get underway at the general assembly there running a little maids this was supposed to begin at fifteen hundred hours g.m.t.
6:15 pm
but as you can see delegates they're still milling around and waiting for for this to begin we saw just a short while ago the u.s. ambassador to the united nations nikki haley also in attendance on the foreign ministers of turkey and palestine which is unusual for a general assembly session but again as we said this is a very special session and the foreign minister of turkey met that castle is expected to speak on behalf of turkey the session will begin with the representative from yemen who will present this resolution to the general assembly and then that will be followed by various interventions. right the different member countries that are in attendance we will be following some of those for you but in the meantime let's not go over to the occupied west bank in ramallah that's where hoda abdel-hamid is joining us from what i wonder what is the mood like on the palestinian side as they prepared to debate this resolution at the general assembly are they feeling bored by by what's been going on in this last week the
6:16 pm
international condemnation that this been of israel. the u.s. recognition of jerusalem as israel's capital. well after i think you have to look at it from two sides under the political side the leadership side certainly they do feel stronger by the fact that the u.s. was isolated that the security council and they do expect or they do hope at least to get as many countries behind them. later on a devoted the general assembly at the same time you have president mahmoud abbas who's been a diplomatic flurry he was in saudi arabia he should be heading to france surely there are high level delegations that are in russia and in china the palestinian authority sending a clear message that it means that it is serious about the fact that the u.s. cannot have a vote role in the more in any future negotiations if those happen. and it's
6:17 pm
seeking to find to get on board other powers such as china and russia as you have that point of view going on also the palestinian leadership saying that so far they have heard promises from donald trump about the ultimate peace deal but who the boss called it the ultimate ultimate slap and just on the day of the jerusalem the clere should know they say well we don't know anything about their ways skeptical that it actually exists at this stage now the palestinian people it's a completely different they will tell you that they're expecting that even if the general assembly votes even if the world is standing with them they know and they see that on the ground constantly that israel will continue doing whatever it wants to do and the okey patient will continue so they're much more skeptical about that and also because many say you know. they felt quite betrayed i would say were they felt that the u.n. resolution that was put forward at the security council wasn't far reaching enough
6:18 pm
many people asked me why wasn't it why wasn't new words united states written in that. they didn't feel it was. they feared this one is not going to be strong enough and they put the blame for that on the arab regional powers mainly egypt and saudi arabia so they do say as long as it's usually so complicated expect little to change for the harder the united nations general assembly president is calling the room to order at the general assembly there the proceedings are about to begin this is the u.n. general assembly president who is then going to introduce the delegate from yemen who will present this resolution to the general assembly i wonder what has been the reaction to nikki haley's letter i head of this session today the letter in which he threatened other member countries against voting on this resolution and also the threat from u.s. president donald trump one of the palestinian leaders saying about this.
6:19 pm
well when it comes to the threat of donald trump and of fact that they would cut funds or to any state that votes against him. palestinians said oh actually hudibras himself called actually on nations around the world not to be intimidated by such rhetoric when it comes to the letter of nikki haley i have to say it was it had gone viral yesterday on social media here too is a little bit of humor i have one cartoon here and you can see nikki haley with the world and in arabic here it's written. as her saying to the world shut up i don't want to hear anyone talking but on a more serious note people would say well that's how the palestinians have always been treated behind closed doors during any kind of negotiation you know there's always when something goes wrong they deal more often than blame more often than
6:20 pm
not is put on the palestinians someone is telling me yesterday well they hope once they hear now that the world hears the words of donald trump or even read the words of nikki haley that then distended this is what has been going on over and over again when it comes to the israeli palestinian conflict and blaming the palestinians for any kind of failure in that. in ramallah in the occupied west bank thank you very much for the moment we will also check in with you later for reaction to this vote at the united nations general assembly let's bring in kimberly hokies who is our white house correspondent she joins us from the white house in washington kimberly the tough rhetoric from the trump administration a lot of people wondering is it an empty threat or will they go ahead with this. well certainly the you know the white house is not going to weigh in any more further to the president's comments until after this vote we certainly have
6:21 pm
a program for further guidance but they are for the moment at least staying quiet but certainly the ongoing theme of this presidency and even reflected in the comments made by the president at that cabinet meeting that really shocked the world is to project american strength whether you see it from the president whether you see it from nikki haley and her very sharp tweets sharply worded tweets or even in her letter to it or more than one hundred fifty countries at the united nation this is the desire there is certainly no feeling that this is an empty threat but continually that this is the will of the not just the trumpet ministration but the american people now i can tell you that this is certainly being regarded here in the united states at least by some muslim american groups as nothing more than bullying in fact a tweet put out by the council of american islamic relations executive director shortly after the president made those comments is that our government should not
6:22 pm
use our leadership at the u.n. to bully or blackmail other nations that stand for religious liberty justice in jerusalem justice is the core of christianity judaism and also islam so certainly there is this feeling here in washington foreign policy in academic circles that this is just another example of the president perhaps not understanding the subtleties of diplomacy threatening to cut off aid not recognizing that that is another tool of soft power and working to establish relationships without allies but again no apologies getting back to your original question with regard to the statements made by the top administration candy thank you very much can live for us at the white house. now let's bring in our social media producer andrea ship out with reaction online to what's happened in the last twenty four hours especially nikki haley's letter to the united nations general assembly threatening member states basically against voting in favor of this resolution we'll follow we were looking at this earlier we analyze the reactions have bester haley's comments
6:23 pm
before the security council on monday and much of it has been very positive especially when you look at some of the most liked post on twitter that mention her name now those comments made at the most important international forum in the world have played very well to a domestic audience this user says that hailey is proof that trump is a masterful leader who values talent and guts while rita and many others are suggesting nikki haley twenty twenty four creating buzz for her own political prospects down the road many trump supporters are generally pleased with her added to the way that she delivered what many perceive to be a threat to other member states and haley is certainly consistent in her choice of words here's what she had to say when she first took the job in january. our goal with the administration is to show value at the u.n. and a way that will show value is to show our strength show our voice and have the backs of our allies and make sure that our allies have our back as well for those that
6:24 pm
don't have our back we're taking names we will make points to respond to that accordingly. now an interesting conversation here to show you how split u.s. allies are at the moment look at this quote states resort to such blatant bullying only when they know they do not have the moral or legal argument to convince others that's what one senior diplomat of a muslim country told this u.n. correspondent for the reuters news agency well nikki haley rejected that responding directly to her saying no actually it's when the country is tired of being taken for granted but is this move actually helping its ally israel barack is a correspondent for israel's channel ten he says that haley's threat letter has many angered and has only done harm an ambassador to the end to the u.n. rather of a big european country told him haley's love letter only help them unite and convince more countries to vote yes at the u.n. general assembly many other people found the letter very condescending this user
6:25 pm
said it says that it was written like a fifth grade threat of someone taking names to report to the teacher while john here says that he has some advice of his own saying that nikki haley should take the names of countries that really respect donald trump it would be much the activist holly o'reilly has says it's going to take a generation to repair the damage this administration has done to our two americas international relationships so much for haley being a voice of reason so we've heard from them and now we want to hear from you if you're watching us on facebook live leave us a comment with your thoughts or question for one of our correspondents you can also tweet us your thoughts using the hash tag a.j. news good. andrew thank you very much let's show you the scene inside the u.n. general assembly hall right now this is yemen's representative khaled hussein why i'll get money who's presenting this resolution today it was in yemen in turkey who called for this emergency session of the general assembly on behalf of the arab group of countries and the organization of islamic cooperation to vote on the draft resolution rejecting us present donald trump's decision to recognize jerusalem as
6:26 pm
israel's capital this was after of course the u.s. vetoed the resolution the same measure at the u.n. security council earlier this week so basically what's happening here is that many representative khalid will say mommy the money is presenting the resolution to the general assembly and this will be followed by a debate and statements from various countries that are attending the next one we're expecting to speak next question we're expecting to speak is the turkish foreign minister amir that castle who will bring that to you live of course in the meantime i want to bring in our senior political analyst marwan bashara now who joins us from our london news center marwan this vote at the general assembly today as we've been saying is nonbinding but the political and the diplomatic implications are huge what are you looking out for today. numbers there know nikki haley might be taking names i'm going to be keeping score
6:27 pm
there's and then there's the day it's very important that at the united nations the kind of violations of international law and of the united nations security council resolutions is accounted. in so many ways although yes this is not binding but u.n. general assembly resolutions when they pass once and again and then tens of times and then hundreds of times and they are not respected this it becomes more than just a non-binding resolution this becomes a pattern of violation of international law that's why when israeli prime minister netanyahu calls it a house of lies in fact you know he is seen as an outlaw in the united nations representing a state that is an outlaw because of its continued violations even though israel in particular was founded on the basis of a u.n. general assembly resolution some seventy years ago some of the countries at the
6:28 pm
u.n. today marwan a caught between a rock and a hard place on a countries like egypt which received millions in aid from the u.s. but it was also egypt which sponsored the failed resolution at the security council will these countries that are in a difficult position will they be voting with their conscience or with their pocketbooks you think. i think it's almost a if were good if it's almost known that a lot of the muslim countries that either sponsored or you know supported the resolution before will continue to support it and i think but president trump knows a while that egypt might lose aid but the united states would lose much more in the middle east if it simply let let's go let goes of you know the likes of sisi of egypt and and abdullah of jordan and a whole bunch of other allies of the united states in the middle east and all eyes
6:29 pm
are also marwan on sound u.a.b. how they will vote whether or not they will abstain what are your expectations. you know interestingly what we see leaking out from whatever conversation person the bus is having saudi arabia is that the saudis have been pressuring a bias to get with the program as it were with the american program to put jerusalem behind him and to really look forward for more not less talks with washington i think in so many ways both the soda leaders and the american leaders are coming out either as bullies and that in in the in case a lot of countries do not vote in favor of those ration or they will come out sunni so either it's bully or silly bully if they are able to force other nations to vote just as they want them to and they will really look at quite silly if they don't i think it's very difficult for saudi arabia at this point in time to vote against such a resolution you know wife only because i've never seen
6:30 pm
a resolution more watered down this is beyond decaffeinated this is beyond fact free i mean this resolution the other single condemnation this not even a mention of international law there isn't even mention of the israeli illegal settlements let alone any mention of the united states violating international law so this is quite a light. that is meant really to save face for everyone but if it allows it to pass and light resolution you say marwan but if it passes it will be in a huge blow when it for the united states which will find itself isolated i mean their traditional allies have criticized this resolution if everyone votes against them what will that mean for the u.s. position u.s. influence in the world. there's two things i want to say about this but let me just start by saying something important about the palestinian position here president abbas did not want this fight he did not want this battle he did not want
6:31 pm
a showdown with the united states and with president trump but does not even want to win this battle i mean present our best things or himself now as hostage to fortune that he's going to just been winning the last few days because of the foolishness of the american position on jerusalem president abbas and the president did not want this showdown with the americans now the americans and president trump in particular is the one who basically called for this action at the united nations by simply taking the decision that he took on jerusalem shortsighted and expedient as it might be in order to please some of his constituency among the radical eventually cause and the israel lobby but that was not a wise decision on the part of the united states hence if this is going to come out as a slap on the face not to the palestinians but to the united states and israel and
6:32 pm
perhaps over the arabia at the united nations that's not the fault of those who voted in favor of legality and alcohol tional law no one is the fault of those who called for it in the first place money going to interrupt you because i'm going to take us now to the u.n. general assembly hall where the palestinian foreign minister riad al maliki is speaking right now to the delegates there leslie thin into what is the thing. to make heard the voices of the international community which has been invited by the reactions of peoples and the positions of countries throughout the world. as. the obvious majority was experienced in the security council where a vote was conducted on a draft resolution. should be ok. firms. legal and political and historical status of the first and the fact that any attempt to change the status would be enough and well you know that to think the arab group and the member

right as a sovereign nation we will remember it when we are called upon to once again make the world's largest contribution to the united nations and we will remember when so many countries come calling on us as they so often do to pay even more and to use our influence for their benefit america will put our embassy in jerusalem that is what the american people want us to do and it is the right thing to do. no vote in the united nations will make any difference on that but this vote will make a difference on how americans look at the u.n. and on how we look at countries who disrespect us in the u.n. and this will be remembered thank you. i think a distinguished representative of the united states i now give the floor to the
