zero. zero zero zero i'm fully back to go this is the news hour live from my headquarters in doha coming up in the next sixty minutes opening the door to diplomacy north and south korea agreed to hold talks for the first time in more than two years an early
1:01 pm
release or a controversial book about the u.s. president which suggests close connections between the trump administration and songe arabia's crown prince also this hour pakistan says it's disappointed by the u.s. decision to suspend millions military assistance and i'm peter simmons with all the base sports news as defending champion serena williams pulls oh it's of the australian open the full details later in the program. thank you for joining us after two years of silence north korea and south korea are set to reopen the lines of communications tuesday's talks will initially focus on the north this participation in the winter olympics in south korea next month but so say is the discussions are expected to move on to what it calls other areas of common interests france three reports from seoul. in
1:02 pm
a few days the truce village of panmunjom on the demilitarized zone that separates north and south korea will be a hive of activity representatives from the two countries will hold high level talks here for the first time in more than two years earlier this week north korean leader kim jong il to dialogue. address four days later his government agreed to hold talks the announcement came just hours after the u.s. and south korea agreed to postpone and your military drills for the end of february these have long been regarded as provocative by pyongyang. leaders agreed not to conduct south korea yes joint. takes and to do their best to ensure the security of the olympics. next week's discussions will center on north korea's participation in the upcoming winter olympics as well as generally improving into korea relations
1:03 pm
but officials here in south korea are also hoping the negotiations will eventually lead to north korea returning to international talks on its nuclear program even so president cautiously optimistic saying we should refrain from making premature judgement or expectation. the japanese defense minister also sounded a lot of caution but. north korea goes through phases of apparent dialogue and provocations but either way north korea is continuing its nuclear and missile development we have no intention of weakening our warning and surveillance that. it is new year's day speech said north korea would meditate its nuclear weapons program and even called for the mass production and deployment of nuclear warheads and this house. from the conservative perspective in north korea trying to buy time the majority seems to believe the north korea is trying to finalize its technical development to to achieve operational i.c.b.m.
1:04 pm
so you know as us the cia has announced before they are talking about two three month time in terms of finalizing the i.c.b.m. system and it looks like this is a perfect action on their side you know to buy time. last year north korea test fired three to continental ballistic missiles or i.c.b.m.'s including one that it's capable of reaching the u.s. mainland really hope the upcoming talks will be the best option for now of deescalate the crisis on the korean peninsula largely al-jazeera so. a new book exposing was described as chaos behind the scenes in the white house has been released ahead of schedule present donald trump's personal lawyer is threatening legal action against the publisher and former white house adviser steve bannon the book paints a highly critical picture of life inside the oval office describing the president as mentally unfit for the job diane estabrook reports from washington. president
1:05 pm
donald trump's press secretary came out swinging thursday saying americans are more concerned about policy then a new book on the white house i don't think they really care about some trash that an author that no one had ever heard of until today or a fired employee wants to peddle earlier attorneys for the president sent a cease and desist letter to the publisher and author demanding the book not be released they also threaten former white house strategist steve bannon with legal action for telling author michael wolff that donald trump jr was treasonous and unpatriotic for meeting with russians before the twenty sixteen presidential election after excerpts of the book were released wednesday and enraged president trump said of bannon when he was fired he not only lost his job he lost his mind initially ban and fired off a tweet saying i won't speak about who lost their minds or ever had one but he
1:06 pm
later tweeted that the president was a great man that prompted president trump to downplay the vitriol at a white house meeting thursday don't really tell me a great man to last night so you know you obviously changes to pretty quick the book is a distraction for a president who is trying to advance his policies in the face of a deepening special investigation into russia's meddling into the twenty sixteen presidential election author michael wolff says he spent eighteen months and conducted roughly two hundred interviews with president from senior staff during the transition and the first year of his administration in a column thursday wolf seems to question the president's mental fitness for office it used to be inside of thirty minutes he'd repeat word for word and expression for expression the same three stories now it was within ten minutes the book is prompting speculation that the twenty fifth amendment to the constitution could be used to remove the president from office but former federal prosecutor melanie sloan says that he is unlikely to imagine the. majority of the cabinet and the vice
1:07 pm
president of the united states actually sending a letter saying that the president of the united states is mentally incapacitated is very hard to imagine and there are many commentators who believe this could lead to a constitutional crisis sions sloan says impeachment is a more likely scenario but with the congress still controlled by the president's own party that to seems unlikely at least for now dion estabrook al-jazeera washington. another revelation in the book is donald trump's close relationship with and it's crown prince mohammed bin solomon suggests trump told close friends i hope we've put all men on top when mohammed bin salman unseated a political rival in june and became the next in line to the throne the move shook up decades of custom within the saudi royal family want to talk more about this i'm not joined by mom who is
1:08 pm
a professor of conflict resolution at george mason university and he's here in the studio in doha with a very good to have you with us it's true that quite a lot has happened in the region since president high profile visit. in may but as far as the claim that he is responsible for the rise to power had been salman is that credible is there a connection you think to be made between trump's visit and the change in succession in saudi arabia where this is a. document based on several interviews with people inside the white house or grown from this is also. the document that has also direct court so i don't know to answer your question there is not particularly an interesting article published intercept today actually yesterday it explained to some extent how manage to influence the decision of them and they're going to those books to the period between mohamed bin cinnamon's visit
1:09 pm
to the white house in my. some of the trump turned on may twenty second twenty and twenty first apparently he was low being in the rear to have a powerful man and he was basically grooming mohammedanism and this goes well with his own political philosophy he wants to deal with individuals not institutions not government so it's a one to one and for some reason he favor them and because of this kind of grandiose minded person that is you know questions have already been raised about that the veracity of some of the claims in this book what sort of support would trump have offered been salman is it material is it financial support because we know what trump got when he went to reality god seals business deals but what would m.b.a.'s have gotten from the us i think we're trying to do good work as part b.
1:10 pm
to a previous plan. remember in early two thousand and seventeen was positioning himself as an influential leader and he managed to climb the ladder from depleted crown prince to crown prince so i think trump saw somebody who has the right influence and also who put the u.s. so their relations in a higher dimension both in the economy strategic and also in combating terrorism that became the new currency of trump ism and its impact on international relations a when saudi arabia cut diplomatic ties with qatar in june and launched a blockade against qatar also took credit for that move on twitter if you'll recall you know if these various reports are to be believed tram seems to be betting everything right now in the middle east all the policies in the middle east on one man and that is mohamed bin salman how dangerous. or good is that for the region i
1:11 pm
mean will it eventually pay off or is this you know dangerous but for the american i think the danger remains in a common denominator between the two men trump on the one hand and haven't been some and both men love showing this grandiose plans whether it's the vision twenty three of the involvement in iraq. or the would be war against iran and how they can contain hezbollah and other non-state actors in the region and i think all these elements boiled in to a mutual agreement that we are here to showcase our sense of power politics with strong women and i think the same thing applies to the relationship relationship between drum and c.c. in egypt and the total in philippine and porton in the kremlin so we have this new
1:12 pm
club of powerful men who are now holding international relations captive of their own plans are they going to succeed i don't think so because the overstretch in what they can do and then suddenly once they feel a strong resistance then they back up and look for another political venture so we can draw several parallels between trump in within his pull in of internal policy sphere also in atlanta relations look what happened with his bomb. in syria and mother of all moms in afghanistan then who got stuck with north korea the same think applies to my movements and let's contain hezbollah let's fight with iran but suddenly things calm down even the list of the scene. demands as. something of history nobody talks about them so we can over stretch our claim of
1:13 pm
power but can we deliver. look some of the course that's another question very good to talk to thank you so much for being with us professor of conflict resolution a george mason university thank you. and there's plenty more ahead on this al-jazeera news hour including overcrowded and broken we look at haiti's huge challenge to reform his justice system plus. everyone should take this one very seriously and take precautions as so-called bombs cycle on slams into the u.s. east coast bringing wreckage cold temperatures and stranding thousands at airports and in schools africa's best footballer is crowned peter will be here to tell us more about him to stay with us. but first to other world news and pakistan says it's disappointed with the u.s. decision to suspend millions of dollars in assistance military assistance that is
1:14 pm
washington blames islam about for failing to take action against taliban fighters targeting u.s. troops in afghanistan on monday u.s. present donald trump tweeted that he the u.s. had foolishly given pakistan billions of dollars in aid with nothing in return but lies and d.c. pocky son has rejected those accusations rawson jordan has more from washington. the state department spokesperson heather nauert says it should not come as a surprise to officials in islam abad that the trumpet ministration the suspending security assistance to pakistan she explains why suspended at this time does not mean that it will be suspended forever to stand has the ability to get this money back if you will in the future but they have to take decisive action they have to take decisive steps people have long asked you know why don't you do more about pakistan and i think this sort of answers that question obviously pakistan is
1:15 pm
important an important relationship to the united states because together we can work hard to combat terrorism perhaps no other country has suffered more from terrorism than pakistan and many other countries in that part of the region they understand that but still they aren't taking the steps that they need to take in order to fight terrorism it's not clear yet how much more money is at risk already more than two hundred fifty five million dollars that is supposed to be used to buy military equipment has been put into an escrow account so that once pakistan improves its behavior on bringing in members of the hakani network the talabani and other groups to the u.s. to satisfaction it can once again gain access to that money however there is some concern among some analysts here in washington that the pakistanis might decide to retaliate by closing off the border pass from its seaport it in order to
1:16 pm
get u.s. military equipment inside afghanistan the last time that happened back in two thousand and twelve there was a significant impact on the u.s. military's ability to equip its troops who have been trying to stabilize afghanistan for you some time now. well on tuesday the u.s. ambassador to the united nations announced the suspension of two hundred fifty five million dollars in security assistance to pakistan but washington is considering what to do with the more than nine hundred million dollars it already approved for pakistan last year as part of its operations in afghanistan four hundred million from that amount has been withheld until pakistan does more to fight the haqqani network an afghan insurgent group not the remaining five hundred million is in question joining us now on the news hour is tarik pair's adar who is a political analyst is live from pakistan's capital islamabad very good to have you with us is a suspension of the military security assistance
1:17 pm
a game changer for pakistan this is break relations. world may not break relations and i don't think it will but it is sending a very strong signal to people ordinary people of pakistan that the stories is not addressed world the partner that the whole. of no nato allies standards of progress than was a hoax that this sermon that the lives of seventy thousand pakistanis in this wall of the u.s. imposed war on terror. because those now are forced to fight has been in vain and therefore. it is time to take this opportunity the. maze of opportunity to redefine relationship with the united states and strengthen. ties with building but the the message we heard from trump is one that the u.s. administration has been delivering to pakistan for years now he's not the first
1:18 pm
u.s. president to publicly admonish pakistan the bush administration cut thirteen percent of aid in two thousand and eight why are pakistani officials particularly disappointed as they say this time around. well if you remember the statement that had this language of being disappointed with the u.s. u.s. policy that was in there to be abusive language of president drome in his you know morning time. that morning. there he is that he actually issued you know on the very first day of the new year it was against that abusive language that this disappointment was expressed by sloan bud s. rez the it is concerned about the coalition support is concerned or the security assistance is concerned well it's a it's a game it's
1:19 pm
a game that the united states must understand pakistan is a sovereign country and i'm not speaking for the government of pakistan this is what the people are based on is the feeling down is a sovereign country these are these two hundred fifty five million dollars and there is nothing that the united states can do against pakistan because pakistani air force is on a in a state of high alert that any intervention in pakistan will be with will be dealt with this time you know head on let me ask you about civilian development and economic assistance it's not affected for now but if that were to change can pakistan manage without the u.s. would pakistan fall back on china when it comes to military supplies and other assistance. but china is a very you know this is a partnership which is called strategic cooperative partnership with china we are building everything from the fire to a grav to the sea to the major investment of sixty billion dollars that is making
1:20 pm
in pakistan there is everything is happening on the base is a partnership between barges down in china so basically this strategic direction has already shifted from washington to building is just that there is certain mindset still in islamabad that maybe we still need to be connected with washington and maybe at a limited level so was as the time goes by and if the u.s. sanctions going to new i think pakistan should the united states might lose pakistan for a long time to go take president very good to hear your thoughts on this thank you very much for joining us there from islamabad twenty eighteen is said to be a critical year in british and european history the european union says it wants all banks in negotiations to be completed by october but there is much to be done on the phillips takes a look at the challenge ahead as part of our series events to look forward to in
1:21 pm
twenty. on a busy holiday. a town steep delish history and one which voted in favor of bricks hit by almost exactly the same percentage as the entire u.k. so a good place to find out what people now think about breaks it and whether to reason may can meet the challenges of twenty eighteen. where would i say she's rolling over for. interest. to me you. didn't expect to. come quick. i think the economy. i think it's embarrassing. i think it's. yeah. just like the people of canterbury the governing conservative party and
1:22 pm
the opposition labor party are badly divided over. in twenty eight the realities of what it means will become much more tangible a prime minister to resign may and labor leader jeremy corbett will struggle to hold the parties together. the prime minister faces a dilemma does she choose a so-called soft breaks it that keeps britain closely aligned to the e.u. to minimize economic disruption. or does she choose a hard bricks it bore divergence from europe both freedom for britain to make its own decision was also a risk that it becomes a poorer more isolated country. corbin is seen by his supporters as the prime minister in waiting but he too has dodged the most difficult decisions on bracks it if he wants to lead the country labor's ambiguous some say confused position will
1:23 pm
have to become much clearer in twenty eighteen. scottish nationalists and their leader nicholas sturgeon had a disappointing twenty seventeen support for independents dropping but if bracks it talks flounder they will sense opportunity so which way will the political winds blow for the future of the united kingdom and not just its leading politicians a crucial year barnaby phillips al-jazeera canterbury. and next in our series looking ahead to the big stories to come this year we report from a refugee camp in bangladesh that's not home to hundreds of thousands of rohingya many could soon return to myanmar under the plan the u.n. has labeled a farce you can watch that story here on al-jazeera on saturday and save the children says thousands of pregnant rohingya women and new mothers need urgent care in bangladesh the aid organization says it expects as many as forty thousand babies
1:24 pm
to be born in refugee camps this year that's more than one hundred thirty women a day giving birth often in unsanitary conditions and without adequate medical help there now more than eight hundred fifty thousand remaining are refugees in bangladesh it's estimated that sixty percent are children and almost five percent off pregnant women. now at least four hundred thousand people in thailand are considered stateless with no registered citizenship the actual number could be more than three million many are members of ethnic minorities living in border areas as wayne harry poor straw my tongue it's a problem the thai government wants to resolve by twenty twenty four. in the hills of northern thailand there are millions of people whose lives have been hanging in the balance for years people in this village in chiang mai province belong to the ethnic group whose ancestors migrated around the region centuries ago facing persecution along the way. those living here now have been in thailand for
1:25 pm
generations but many still don't have type paperwork the village chief says he was the last person here to be granted citizenship sixteen years ago. and in the past i only had a car that identified me as a highlander but now i have a tiny nationality car i'm very happy when i have money i can buy everything i want i can buy a house a car i'm glad. those things remain a dream for so many others like hmong tong d.d. who was born in thailand to parents from me and mob eight years ago he won a paper plane throwing competition and was granted a temporary passport to represent thailand at a competition in japan the government at the time promised he would be granted permanent status upon his return he's now twenty and is still stateless he works part time in a drone shop and teaches stateless children how to fly them. i feel very sad because people promised they would give me time nationality they were senior people
1:26 pm
and had promised me when i was just a little boy but they broke their promise. last year the military government valid to grant time nationality to another eighty thousand people but that would still leave hundreds of thousands if not more waiting there are many challenges facing stateless people in thailand they have to ask for permission before leaving their village they have difficulty accessing proper education or employment and can often become victims of corrupt government officials trying to take advantage of their vulnerability. in fact in the last few years many people have had their id cards revoked after it was found they had paid bribes for them at this small government office alone four thousand corrupt cases were uncovered the government sent in more staff to resolve the problems but those in charge say the workload is huge. this is a very delicate job and it can slide into corruption so we have to be careful that's why we can only process two nationality cases per day. for people waiting
1:27 pm
it's not just a case of having an id card it's a matter of dignity pride and a sense of belonging after generations of uncertainty when hey al jazeera made ten district thailand's. and few minutes we'll have the world weather with everton fox and still ahead on the news our. going going gone a final act at tokyo's famous fish markets and ends for two countries battling out for one case in the hopman cup final we don't have the details. by this guy knowing if an asian harbor or off the coast of the italian riviera eleven. well it's not just the u.s. has seen some very heavy snowfall disruptive snowfalls central and eastern parts of
1:28 pm
china also had some pretty nasty weather as we went through the course of. widespread disruption here chaos on the roads on the rail and also in the big snowfall coming down for places like who man who by province is right the way over towards that eastern side of china there's we go on through the next couple of days i suspect the worst of the conditions were made of course more than possible though i think the snow should start to fizzle out we're actually in the process of seeing the thinking cloud sinking a little further south let's see a few snow flurries up towards those central areas toward shanghai that may intensify for a time as we go on through stay inside friday but it's by this stage we're going to be more concerned about the very heavy rain into the southeastern corner which is likely to bring some widespread flooding flooding rain still affecting eastern parts of madagascar courtesy of our tropical cycle and eva see intensified somewhat now winds around one hundred seventy five kilometers per hour gusts significantly
1:29 pm
high so these are damaging winds and they are going to continue making their way further south which as we go on through the next couple of days some of those eastern parts of the country could see as much as two or three millimeters of rain . there with sponsored by the time release. dizzier explores prominent figures of the twentieth century and how one of the reasons influenced the course of history beginning with the giants of the struggle for civil rights the mouth of nonviolent resistance to evolve over a variable to oppressed people a government looking can continue to keep the negroes to be defensive but what you mean by that about x. and martin luther king preached to fix at this time on zero zero unbelievable it sounds like an agreement between a criminal boasts just like trading in stolen goods that have been taken by the place if anyone ever comes to ask the question minister throw their hands up in the air and say i don't know i was just nominated record with doing any investigation
1:30 pm
into a. ukraine would you pay bribes you've been corrupt or a corrupt i did just what the president say al-jazeera investigations the only go this time. and watching the news on al-jazeera with me fully back to all our reminder of our top stories now north korea has accepted south korea's repos up for official talks on tuesday the first between the two countries in two years the meeting will be held in eden militarized zone it's set to focus on next month's winter olympics in

kyung chop. and supporters of iran's government have taken to the streets after friday prayers said demonstrating for a fair day across the country against a week of on wrists opposition supporters had been protesting over economic instability for more on this let's bring in al-jazeera zain who joins us from tehran same how big are the crowds this fighting. well holly it was planned it was expected it's the weekend there it is post friday prayers so the expectation was that the crowds would be as big as we've seen in previous days in support of the government people pouring out into the streets as a show of faith in their iranian in the iranian leadership and the current establishment that is leading the country in the states after anti-government protests that were smaller in size but that it turns violence now this seems like a two pronged approach by the government to cement the writ of the state by having
1:32 pm
a large show of public support out onto the streets rallying in support of the government they're able to show the anti-government protesters and anyone watching from abroad that there is indeed a lot of public support for this government and of course the other problem is the security apparatus police are still out in force there's a heavy presence on the streets in cities across the country and that is no doubt had an impact on anti-government demonstrations dwindling to say the least having said that there are reports continuing on social media met many of them which are very difficult to verify video showing that there are smaller scale demonstrations still happening overnight in around. one province as well as in other parts of the country again where it's very difficult to confirm these reports but there are at least on social media groups trying to keep the anti-government demonstrations alive and whether those videos are real or fake there's been
1:33 pm
a great deal of debate in the country over whether those are actual activists posting those videos or not there is a sense that what is the content of those videos is still very real there is economic hardship there is unemployment the cost of living is rising and that is still a problem that the government will have to deal with yet meanwhile the u.s. is imposing new sanctions zain on iran over its nuclear program and these were planned before the recent protests began how is that going to play into the caring atmosphere of these protests demonstrations. well that is unclear at this time but roy is no stranger to all forms of u.s. pressure so it is unlikely that it will make a major but these are five entities that the u.s. treasury says is associated with iran's missile program and they develop materials for the construction of those missiles according to the united states and so it is
1:34 pm
seen as yet another attempt by the trumpet ministration to put pressure on iranian people and hope that that translates into pressure on the iranian government we've seen this with the travel ban restricting travel. to the united states we've seen this with literally fifty nuclear deal and trucks a shift of policy from the white house on that so this is all going to be still here is an attempt a continuation of u.s. policy to put pressure on the iranian people and hope that that translates into pressure of the government but for the most part iranians tend to close ranks and become quite defensive when it comes to u.s. policy and what they see as meddling in interference in iranian affairs and it just makes the united states or at least this white house more popular unpopular i'm sorry most iranians public sentiment iran zain bus driving in tehran thank you very much for that zain. now as we mentioned earlier a new book is being released today exposing what's being described as chaos within the white house it somewhat diverted attention from some of the trumpet
1:35 pm
ministrations recent decisions on thursday the u.s. attorney general reverse an obama era policy on my wanna kept federal authorities from cracking down on the states where recreational use of pot is legal the government also proposed new rules allowing small businesses and the self employed to band together to buy health insurance it's another attempt to rollback barack obama's signature health care law trump is also moving to expand offshore oil drilling under a new five year plan ninety percent of the nation's reserves would be opened up to private companies including waters off the california coast which have been restricted for decades prakash is communications director at the sun sunrise movement an organization that works on climate change she says the oil drilling plan is potentially catastrophic. it's a complete disgrace and it's very clear that this plan is only going to further enrich his wealthy fossil fuel our eyes while committing the rest of the world to
