a body has been recovered from the scene of a collision between an oil tanker and a freighter. the french president emanuel micro set to meet with the chinese leader in just a few hours time we'll have a live report plus. salvadoran immigrants in the u.s. are given a deadline to meet or face deportation. north korea says it will send a delegation of athletes supporters and officials to next month's winter olympic games in south korea kyung yang is holding its first high level talks with seoul since twenty fifteen south korea has also proposed to the two sides hold military talks to reduce tension on the peninsula. but is a number. we came to this meeting today with the serious and sincere attitude and with the thought of giving our brother and who have high hopes for this dialogue
8:02 am
invaluable results of the first president of the year when the going to do so is our talks resume after the north and south korean ties have been severed for a long time but i believe the first step is half the journey i would like to hold this meeting with tenacity and perseverance we're joining us now from seoul is our correspondent kathy novak who exactly is in these delegations and what's been happening so far. well those men we are hearing from there are the men in charge of into korean relations on both sides of the border so you have the south korean unification minister and his north korean counterpart accompanied by their deputies and also representatives of the sports and culture ministries and in charge of the olympics and as you mentioned one of the news lines that we're hearing coming out of this meeting that is ongoing is that north korea has agreed to send a high level delegation to the winter olympics that will be taking place here in south korea next month we understand that will include
8:03 am
a take quando demonstration squad as well as a cheer squad and further details are still to be discussed south korea a once the two countries to march together in the opening ceremony and as you mentioned it is also proposed the holding of talks to arrange family reunions for members of families that were separated by the korean war these are rare reunions that only take place once every few years or so and the people who are on the list to take part are increasingly aging and passing away without having the chance to be reunited one last time with their family members on the other side of the closed borders so these sorts of reunions are always extremely emotional occasions and south korea has been pushing for another reunion for some now and it hopes for some time now rather and it hopes that one can go ahead to coincide with the lunar new
8:04 am
year next month daryn and kathy as we were saying the winter olympics is the platform for these talks what is the hope that could be expanded to take in missile launchers and u.n. sanctions. well the fact that these talks are going ahead at all are being seen as a positive step certainly here in south korea the government here really wanted to have this north korean delegation in the country for the winter olympics as a show of peaceful unity so it would very much welcome this news that north korea has agreed indeed to attend the olympics but going forward it does want to discuss bigger issues and that's why it would have raised this issue of family reunions the suggestion of military talks to defuse tensions at the border itself but also the bigger picture of promoting the denuclearization on the korean peninsula south korea does not want to see another war here on the korean peninsula and the broader
8:05 am
goal of south korea japan the united states and the allies is force north korea to give up its nuclear weapons program north korea has shown no sign of being willing to do that and some skeptics say that in the past talks have broken down and talks like this are an opportunity for north korea to extract concessions from south korea but then refuse to give up anything in return but as i say the south korean government for its part would see this as a positive step forward and would want to continue this dialogue and engagement with the north korean future daryn thank you know it's the second day of french president official visit to china the tour in the suburban city with his wife he's due to meet the chinese leader to discuss issues ranging from north korea to climate change let's get more now from our correspondent rob mcbride he joins us live from beijing so rob how is the money will not cross state visit being received there in china would have both leaders but up to. as you can imagine
8:06 am
daryn it is being treated here very favorably some media even calling it a milestone in franco chinese relations as you mentioned there macron has met with xi jinping monday evening here in beijing with their respective wives it was a very amicable meeting so amicable it seems that mack brown is now stated that he wants to make visiting china and annual event during his presidency coming here once again gives an indication of the importance of china to your of the e.u. is china's biggest trading partner now and macron is arguably the most influential european leader right now and gloom urkel of germany as we know has domestic political problems britain is busy breck sitting so it really leaves it to macron to be the standard bearer for the e.u. more talks take place here more formal meetings between macron and she jim ping
8:07 am
later today choose day when we can expect also trade deals to be signed and the all important communique summing up the main point of this visit down the road one of the big issues there of course is the environment and china's continued support for the paris climate accord. that's absolutely right especially given the withdrawal the shock withdrawal of the united states from that accord france really looking to china to reaffirm its commitment to being the world's biggest emitter of c o two and i think it's interesting to point out down that this visit state visit takes place under perfectly blue skies in beijing it's not often we get a chance to say that normally at about this stage during a northern chinese winter we have experienced down have reported on at least ten or fifteen hazardously high pollution days with air pollution from the burning of coal
8:08 am
now this year china has stated as a climb down on the burning of coal in northern cities as a way of reducing air pollution and it seems to have worked it is a controversial move and in fact it's have to backtrack now on some of that because many cities in china are actually cold there is not enough replacement gas to burn instead of coal so china is allowing some coal to be burned but it gives you i think a sense of the kind of power that china has to assert its control over the environment and import duties for france that it has that kind of commitment still on board to the paris climate accord to robert right there in beijing rob thank you and iranian oil tanker that collided of the freighter of china's east coast at the weekend is still on fire a dozen rescue boats have spent three days trying to control the blaze is free of the tank i'm explode and sink about a dozen search and rescue ships are also looking for thirty one crewmembers who are
8:09 am
still missing the body of one was found on monday let's get the latest agent brown who's near shanghai and joins us live adrian just bring us up to date with what's been happening is the oil slick actually moving already. well we don't know if the oil slick is in fact moving daryn that will depend i think in large part on the currents but we do know for sure is that currently two operations are taking place in international waters some one hundred sixty nautical miles away from me out in the east china sea one operation is to try to find the missing thirty two crewmembers of that stricken iranian oil tanker the other operation is to try to put out the fire that broke out on that tanker following its collision with another vessel on saturday evening but the operation is being hampered in part by poor weather out at sea and also by the toxic fumes now the oil tanker is carrying more than a million barrels of outre light crude oil known as condensate so this is
8:10 am
highly toxic it's also colorless odorless which makes it very hard to detect so that's one major challenge still confronting the rescue teams the other of course is is what do they manage to do if they do actually put the fire out which at the moment i have to say seems very unlikely the hopes of that happening diminishing like the chances of finding you know any survivors what they really worry about of course is that you know should the fire be put out that the vessel would sink taking all those barrels of oil with it and eventually over time of course that oil would gradually seep out wreaking you know real environmental destruction destroying the fishing grounds in that area now this is all happening in one of the world's busiest shipping lanes and on choose day morning the maritime of dorothy's here in shanghai said that as far as they knew traffic was not being affected going
8:11 am
into or out of the port of shanghai one of the world's busiest ports but they did say an exclusion zone was now in force which meant that no vessel could go to within ten kilometers of the accident site and it's possible that is this rescue operation continues that the exclusion zone would have to in fact be widened thank you. well so to come here and al-jazeera including a blow for. a major drug company into finding q. . and a new. speech at the golden globes speculation that media mogul oprah winfrey could make a run for the u.s. presidency stay with us.

welcome back as we look at weather conditions across the levant and western parts of asia we have a frontal system which is sweeping down through the caucuses and as it goes through it's really going to introduce some cooler air to many areas so back dropping from ice on the eleven on choose day to just five by tommy get through to wednesday to stay as a high in tehran for the search looking fine for by city and other states these aside the mediterranean drive plenty of sunshine a pleasant day in beirut with highs of eighteen degrees here in the arabian peninsula we've still got the risk of showers in the southern end of the red sea and we're also seeing a few showers just flit down through the gulf region too so perhaps a cast of the old showers possible certainly for the gulf states we could see some showers at times and temperatures nothing special but it will get us marginally more of reality as we head through wednesday with highs of nineteen degrees heading down into southern portions of africa are tropical cyclone aver continues to push away from madagascar for certain africa we've got some showers in the eastern cape

cape town itself should be drawing fine fine conditions across much of botswana and through into namibia with winter there looking at highs of thirty six we've got some heavy showers affects into the parts on golar through zambia and zimbabwe expect some showers to be affecting harari highs here of twenty five degrees. on counting the cost of a look at the economic reasons behind the rest in the middle east second largest economy plus new year new rules for european finance but that's not all we'll ask the chief global economist at u.b.s. what's his dangerous idea counting the cost at this time on al-jazeera. to.
